Public Safety, Man Wanted in Threatening Investigation, Jason Atis, 23

The Toronto Police Service is seeking the public's assistance in locating a wanted man.

On Saturday, June 20, 2020, police were informed to investigate threats made by a man to harm numerous individuals throughout the Greater Toronto Area.

It is alleged that:

- a man has made numerous threats to kill multiple people

- the man threatened to use Molotov cocktails, and other various methods to harm people throughout the Greater Toronto area

Jason Atis, 23, of Toronto, is wanted for:

1. Threatening Death

He is described as 6'2", 215 lbs., with brown hair, and brown eyes.

He is considered armed and dangerous. If he is seen, do not approach, and immediately contact police.

Sexual Assault Alert, Man Wanted, Don Mills Road and Sheppard Avenue East area

The Toronto Police Service requests the public's assistance identifying a man wanted in a Sexual Assault investigation.

On Saturday, June 20, 2020, at 5 a.m., police responded to a sexual assault in the Don Mills Road and Sheppard Avenue East area.

It is reported that:

- the victim fell asleep on a park bench

- the victim was approached by a man, who frisked the victim for valuables

- the man then reached beneath the victim's clothing to engage in sexual touching

- the victim awoke and confronted the man, who then fled the area on foot westbound on Sheppard Avenue East towards Shaughnessy Boulevard.

The man is described as 20 to 25 years-old, 6'0", 160 lbs., long hair, facial hair, yellow shirt, blue jeans, grey sneakers, white hooded sweater, and a dark red backpack.

Security camera images have been released.

Road Safety Campaign Geared to Motorcyclists June 22 – 28, 2020

Motorcycle safety will be the focus of a week-long traffic campaign by the Toronto Police Service.

From Monday, June 22, 2020, until Sunday, June 28, 2020, the Toronto Police Service will be taking part in a week of enforcement and community engagement.

Geared to motorcyclists' safety, officers will target “The Big 4” driver behaviours known to cause injuries to all road users - speeding, driving aggressively, driving while distracted and driving while impaired.

In 2019, 64 people were killed on Toronto’s roads, seven of them were motorcyclists. Year-to-date (June 09, 2020) there have been five motorcycle-related fatalities, compared to one during the same period last year. A 21-year-old woman most recently died as the passenger on a motorcycle.

Equally important during this week of action, is to create conversations about road safety in our communities. The media and social media users can also help spread awareness and education. Embracing our partnerships is key to creating safer roads in our communities.

“By working together to raise awareness, providing education and identifying our personal risks as road users, all helps towards reducing serious collisions,” said Sergeant Jason Kraft of Traffic Services.

“As a motorcyclist myself, you have to understand your capabilities as a rider and the limitations of the motorcycle, and never exceed either. Motorcycle riders do not have the same protection when compared to a driver or passenger of a car; yet we can travel at the same speed.

“This week of action is ultimately to keep not just motorcyclists safe, but all road users. We all have a part to play.”

Media Advisory, Anti-Corruption Investigation, Officer Arrest Monday, June 22, 2020, 11 a.m., Chief Saunders availability

On Monday, June 22, 2020, at 11 a.m., Chief Mark Saunders will be available to the media regarding a Professional Standards investigation and charges laid in an alleged organized crime and anti-corruption investigation.

The news conference will be available on the Bell TOC and live-streamed on YouTube.

Due to COVID-19 precautions, media may join online through WebEx. Please email Constable Caroline de Kloet at Caroline.deKloet@torontopolice.on.ca for a meeting invitation.

The meeting will open at 10:15 a.m. Logins will close at 10:55 a.m.

A news release will be provided to those who sign-in on embargo and released broadly at the end of the media availability.

You can use a desktop computer, an iOS, or Android device to join the meeting. For best user experience, we suggest downloading the WebEx Meet app to your mobile device (phone or tablet).

Please do not simply call into the meeting. For best results, and to avoid audio issues, media need to enter the meeting through a computer or via the mobile app.

1. Attach a wired headset

Media Advisory, Toronto CAA School Safety Patrol Program, Patrol Supervisor of the Year Award Media Event, Tuesday, June 23, 2020, 9 a.m., Agincourt Junior Public School, 29 Lockie Avenue, Toronto, M1S 1N3

As part of the CAA School Safety Patrol Program in Toronto, a teacher is recognized for commitment to road safety.

Officers created a video for the Patrollers thanking them for their participation in the program.

Media will have the opportunity to interview Kerri-Ann Sagert, a teacher at Agincourt Junior Public School, who was presented with the Patrol Supervisor of the Year Award for Ontario. Her patrol program received a $1,000 cash boost from the CAA.

A representative from Domino’s Pizza will be donating 2,500 free pizza coupons for city children taking part in the scheme, while the company will be sending letters of recognition to the patrollers.

Alleged Anti-Corruption Investigation, 50 Charges against 11 People, including a Police Officer

The Toronto Police Service (TPS) has laid more than 50 charges in an anti-corruption investigation led by the Professional Standards unit.

The charges were laid against 11 individuals including a Toronto Police Service officer and employees from multiple tow truck companies.

In August 2019, the Service initiated an investigation into the theft of encrypted police radios.

The Service alleges:

- several tow truck employees from different companies were in possession of stolen police radios

- they used the radio’s encrypted transmissions to learn about and arrive at traffic collisions before other tow truck drivers for financial gain

- the information transmissions were broadcasted by one driver to other tow truck drivers for a monthly fee

- at least one radio was stolen by a Toronto Police Service officer

Toronto Police obtained search warrants and arrests were made over the last two months with the assistance of York Regional Police and Ontario Provincial Police. It is further alleged:

- three stolen radios, since recovered, are believed to have been stolen between February 2018 and December 2019 from the Toronto Police Service

- the Service recovered radios and radio parts belonging to other unidentified organizations, as well as various radio parts used for cloning

- six tow trucks have been seized

- a loaded firearm was also recovered

As previously announced, on Monday, June 15, 2020, the Toronto Police Service arrested and charged a TPS officer as part of this investigation. He was immediately suspended from the Service.

The officer, Constable Ronald Joseph, 47, of Toronto, was re-arrested on Thursday, June 18, 2020, and faces further charges of:

1) Three counts of Breach of Trust
2) Two counts of Secret Commissions
3) Counselling Offence that is not committed: Indictable offence (Breach of Trust)
4) Counselling Offence that is not committed: Indictable offence (Forgery)
5) Attempt- Fraud Over
6) Commission of Offence for Criminal Organization - Unauthorized Use of Computer
7) Participation in Activities of Criminal Organization - Unauthorized Use of Computer
8) Possession of Device to Intercept Private Communications
9) Trafficking in Property Obtained by Crime


Ten others, including seven tow truck drivers, were also charged. They include:

Kevin Lima, 27, of Barrie, who has been charged with:

Francisco Mike Portela, 41, of Toronto, who has been charged with:

2) Possession of Device to Intercept Private Communications
3) Possession of Property Obtained by Crime Over
4) Trafficking in Property Obtained by Crime

Jacob Villeneuve Portela, 21, of Toronto, who has been charged with:

1) Participation in Activities of Criminal Organization - Unauthorized Use of Computer
2) Interception of Private Communications
3) Interception of Radio Based Communications
4) Possession of Device to Intercept Private Communications
5) Trafficking in Property Obtained by Crime
6) Fail to Comply Undertaking

Mark Wolfe, 50, of Toronto, who has been charged with:

1) Commission of Offence for Criminal Organization - Unauthorized Use of Computer
2) Participation in Activities of Criminal Organization - Unauthorized Use of Computer
3) Possession of Device to Intercept Private Communications

Leonardo Ciulla, 21, of Mississauga, who has been charged with:

1) Participation in Activities of Criminal Organization - Unauthorized Use of Computer

Hernani Capela, 32, of Vaughan, who has been charged with:

Giuseppe Carfora, 27, of Guelph, who has been charged with:

Michael Carreiro, 28, of Mississauga, who has been charged with:

Francesco Caruso, 49, of Toronto, who has been charged with:

1) Participation in Activities of Criminal Organization - Unauthorized Use of Computer Interception of Private Communications

3) Possession of Device to Intercept Private Communications

Tyson Plourde, 39, of Brampton, who has been charged with:

1) Possession of Property Obtained by Crime Over
2) Possession of Device to Intercept Private Communications

All are scheduled to appear in court at Old City Hall, on Friday, September 4, 2020, at 11 a.m.

The investigation remains ongoing.
