Toronto Police Service would like to make the public aware of an arrest in a homicide investigation.

On Wednesday, March 18, 2020, Dobroslav “Bobby” Manchev, 51, was shot and died in the area of Comstock Road and Warden Avenue area.

On Sunday, March 29, 2020, Homicide investigators arrested Joseph Paquet, 48, of Toronto.

He has been charged with:

1) one count of First-Degree Murder

He is scheduled to appear in court at 1911 Eglinton Avenue East, on Monday, March 30, 2020.

Personal Injury Collision #11/2020, Keele Street at Lawrence Avenue West

On Monday, March 30, 2020, at approximately 9:45 a.m., police responded to a call for a personal injury collision that occurred in the Keele Street and Lawrence Avenue West area.

It is reported that:

- a 42-year-old woman was standing on a pedestrian island located at the south west corner of Keele Street and Lawrence Avenue West

- a 44-year-old man, driving a 2020 Hino Commercial Truck, was south on Keele Street approaching Lawrence Avenue West

- at the same time, a 59-year-old woman - who was driving a 2019 Acura RDX - was north on Keele Street turning left onto Lawrence Avenue West

- the driver of the Hino swerved to avoid a collision with the driver of the Acura

- the truck then mounted the island that the woman was standing on, and struck her and a light pole

The woman suffered life threatening injuries and was rushed to a local hospital.

Both drivers remained on scene.

Police are asking local residents, businesses, and drivers, who may have security or dash camera footage of the area or incident, to contact investigators.

Aggravated Assault Investigation, College Street and Beverly Street area, Image released

The Toronto Police Service is seeking the public's assistance in an aggravated assault
investigation.

On Thursday, March 26, 2020, at approximately 12:34 p.m., two vehicles were travelling in the College Street and Beverley Street area, when they became involved in a road rage incident.

It is reported that:

- a physical altercation ensued between the occupants of both vehicles

- two men were knocked unconscious by a man

- the man then stomped on the head of one of the victims as he lay on the roadway

- the man then drove away southbound on Beverley Street

The suspect vehicle is described as a black Mercedes Benz C300.

An image of the vehicle has been released.

Investigators are appealing to anyone who was in the area of College Street and Beverley Street who witnessed the incident, as well as those who may have any video or dash cam video, to contact police.

Attempted Child Abduction Investigation, 50 Carlton Street, Mattamy Athletic Centre

The Toronto Police Service is requesting the public's assistance in an attempted child abduction investigation.

The incident happened on Saturday, February 29, 2020, at approximately 9 p.m., during a women's hockey game, at the Mattamy Athletic Centre, located at 50 Carlton Street.

It is reported:

- a man attempted to abduct a boy inside the building on the concourse level

- a person intervened and the boy was able to break free

- the man was unsuccessful and fled the area

The man is described as white, 19-20, 5'8", medium build, and clean shaven.

Investigators have exhausted all leads and are now reaching out to the public for further information. They would like to speak to any witnesses who can assist in this investigation and in particular, the person who intervened.

Update, On-Street Parking Enforcement, Change-Over Parking

The Parking Enforcement Unit continues to exercise discretion with regards to on-street parking enforcement to accommodate the changing needs of our city, particularly for those who are now working from home, caring for others or are in self-isolation.

On April 1, 2020, change-over parking will start in areas where parking regulations require a change from one side of the street to the other.

Parking Enforcement will be utilizing a high level of discretion in these areas and enforcement will only take place when necessary to ensure the safe flow of traffic.

The public’s cooperation is requested in complying with change-over parking regulations by moving their vehicles to the permitted side of the street when it is safe to do so.

Homicide #13/2020, Brimley Road and Pitfield Road area, Update, Steadley Kerr, 28, Arrested and Charged

The Toronto Police Service would like to update the public on the investigation into Homicide #13/2020.

On Friday, March 13, 2020, at 9:55 a.m., police responded to a call for an unknown trouble in the Brimley Road and Pitfield Road area.

It is alleged that:

- upon arrival, officers located two women suffering from gunshot wounds

Both women were taken to a local trauma centre. Theepa Seevaratnam, 38, of Toronto, died from a gunshot wound. Another woman was treated for serious injuries.

On Monday, March 30, 2020, members of the Toronto Police Service arrested Steadley Kerr, 28, of Toronto.

He has been charged with:

1. Second Degree Murder
2. Attempted Murder

He is scheduled to appear at 1911 Eglinton Avenue East Courts on Thursday, April 9, 2020 at 9:00 a.m. in room 407.

Gashawbeza Kefene, 36, was last seen on Monday, March 16, 2020, in the College Street and Spadina Avenue area.

He is described as 5’9”, 170lbs, with black curly short hair, a full beard and medium build.

There is no current clothing description available.

He is considered violent. If located do not approach. Call 9-1-1.

The Toronto Police Service is requesting the public’s assistance locating a missing girl.

Raniyah Nandha, 15, was last seen on Tuesday, March 31, 2020, at 10:30 p.m. in the Dundas Street West and Islington Avenue area.

She is described as 5’4”, thin build, with black hair. She was last seen wearing a red puffy nylon jacket and blue jeans.

Police are concerned for her safety.

Toronto Police clarify social-distancing enforcement measures

The Toronto Police Service is reminding people that travelling, or being parked in a car, with five people or less – including individuals from different home addresses – is not against the law.

Members of the public are reminded that government directives apply to “organized public events and social gatherings” of more than five people, as well as the ordered closures of the following locations:

- All facilities providing indoor recreational programs
- All public libraries
- All private schools as defined in the Education Act
- All licensed child care centres
- All bars and restaurants, except to the extent that such facilities provide takeout food and delivery
- All theatres including those offering live performances of music, dance, and other art forms, as well as cinemas that show movies
- Concert venues
- All City-owned playgrounds, sports fields, basketball and tennis courts, off-leash dog parks, skateboard and BMX parks, picnic areas, outdoor exercise equipment and other parks amenities, as well as parking lots attached to its parks system

Questions about organized public events and social gatherings of more than five people or open businesses that should be closed, can be addressed by calling 311.

City of Toronto bylaw officers will be monitoring and providing information and education to non-compliant individuals and businesses. In some cases, the Toronto Police are contacted to conduct enforcement actions under the Emergency Management and Civil Protection Act.

The Toronto Police Service continue to conduct proactive enforcement, when necessary, and officers will use their discretion to determine the proper action.

Identity of Man Sought in Mischief Investigation, Church Street and Wellesley Street East area, Image Released

The Toronto Police Service requests the public's assistance identifying a man as part of a mischief investigation.

On Tuesday, March 31, 2020, at approximately 10:40 p.m., a man entered a restaurant in the Church Street and Wellesley Street East area.

It is reported that:

- a man was involved in a dispute with the staff

- the man threw two chairs into a window, and kicked a garbage bin at staff members

- he then fled the area

The man is described as 20 to 25 years old, with blond and brown hair. He was wearing a white and black scarf, and a light coloured jacket.

An image has been released.

Anyone who recognizes the man is asked to contact police.

On Saturday, March 21, 2020, at 7:41 p.m., officers responded to a call for the sound of gunshots at O'Keefe Lane and Gould Street.

The vcitim has been identified as Mamadou Drame, 25, of Toronto.

Homicide investigators continue to appeal to businesses that have security camera video of the area. Investigators urge anyone with security footage, dashcam video, or any information concerning this incident, to contact police.

The Coronavirus Pandemic has created the perfect opportunity for scammers seeking to defraud worried, isolated and emotionally vulnerable targets.

This afternoon from 1 p.m. to 2 p.m., we will be discussing the latest COVID19 scams popping up in Canada, how to spot them and how to protect yourself. Members of the public can follow the Toronto Police Financial Crimes Unit, Detective Regan and Detective Constable Kelly using Twitter handles @ReganFCU @DKellyFCU and @TPSFCU.

To follow #Fraudchat, members of the public simply need to log onto Twitter from 1 p.m. to 2 p.m., and follow the #Fraudchat hashtag. Social media dashboard applications such as "TweetDeck", which allows users to separately view tweets containing this hashtag, is also helpful in following the chat.

Public Safety Alert, Multiple Suspected Overdoses in Downtown Toronto

The Toronto Police would like to notify the public about suspected overdoses in the downtown area.

Since Tuesday, March 31, 2020, officers have responded to multiple suspected overdoses in the west end of the downtown area.

It is reported:

- over 48 hours several people had fallen ill after taking an unknown narcotic

Anyone who becomes ill while consuming a narcotic, are advised to attend a hospital emergency room or walk-in clinic immediately for treatment.

For a referral to a substance abuse treatment facility, the Centre for Addiction and Mental Health can be reached at 1-800-463-2338.

The Toronto Police Service on Friday, March 13, 2020, received a report of a missing man.

Ayoub Mohamed, 25, of Toronto was reported missing by his family.

On Tuesday, March 24, 2020, Ayoub's body was discovered along the Lake Ontario shoreline in Burlington.

On Friday, March 27, 2020, an autopsy concluded. His death is now being treated as suspicious, and the Homicide Unit are investigating.

Stewart "Wade" Hunt, 43, of Guelph, is wanted for:

1) Criminal Harassment
2) Two counts of Fail to Comply with Probation

He is described as 5'8",140 lbs., with short grey hair and a goatee. He is aware he is wanted and is yet to surrender himself to police.

Investigators have confirmed he was last seen in the Dundas Street and Yonge Street area.

Man wanted in an Attempt Murder investigation, Usman Kassim, 38

The Toronto Police Service requests the public's assistance locating a man wanted in an attempt murder investigation.

On Wednesday, April 1, 2020, at approximately 5:57 p.m., officers responded to a call for the sound of gunshots in the Leslie Street and Sheppard Avenue East area.

It is alleged that:

- a number of people were sitting inside a car

- they were approached by a man driving a grey SUV

- as the SUV passed, the driver fired a gun at the occupants of the car

- the driver fled in the SUV

Investigators have identified a suspect.

Usman Kassim, 38, of Toronto, is wanted for:

1) two counts of Attempt Murder

He is described as 6'4", 180 lbs., with a shaved head.

He was last seen driving a 2020 Grey Dodge Durango with licence number CMCM 315.

He is believed to be violent, armed, and dangerous. If located, do not approach. Call 9-1-1 immediately.
