The Toronto Police Service continues to request the public’s assistance locating a missing man.

Said Warsame, 41, was last seen on Friday, March 20, 2020, at 10:30 a.m., in the Lawrence Avenue West and Allen Road area.

He is described as 5'9", medium build, brown complexion, with dark brown hair, receding hairline, brown eyes, a beard, and wears glasses. He was last seen wearing a light coloured toque, light coloured jacket, light pants, and dark shoes.

Police are concerned for his safety.

Paresh Gandhi, 54, was last seen on Tuesday, March 24, 2020, at 10:30 a.m., in the Jane Street and Lawrence Avenue West area.

He is described as 5’1", with a skinny build, and short balding black hair. He was last seen wearing a brown shirt, brown pants, toque, and a purple spring jacket.

Police are concerned for his safety.

Service Canada and RCMP Bitcoin Fraud

The Toronto Police Service is advising the public of an ongoing scam that is related to Service Canada and the RCMP.

It is reported that:

- on Thursday, March 19, 202, a 34-year-old man was called by someone claiming to be a Service Canada representative

- the man was informed that their social insurance number was compromised by a known money launderer

- the man was transferred to another individual claiming to be a member of the RCMP

- the man was instructed to deposit money into a Bitcoin machine to protect their assets

The Toronto Police is reminding the public to be vigilant, especially in these times of uncertainty. Government agencies will not ask the public to deposit money using Bitcoin machines.

Update, Toronto Police Traffic Services to enhance discretion to on-street parking enforcement

The Toronto Police Service Parking Enforcement continues to exercise discretion with regards to street parking enforcement to accommodate the changing needs of our city, particularly for those who are now working from home, caring for others, or trying to ensure the flow of goods and services during this challenging period.

Effective immediately, the highest level of discretion will be applied to rush hour route enforcement. Only when an offence is having a significant negative impact on traffic flow in the immediate area will an infraction notice be issued. Also, the impounding of vehicles from rush hour routes will only be undertaken as a last resort.

“We are committed to working with our community to offer flexibility while ensuring the free flow of traffic throughout our city. Over the last week, our officers have been using discretion where we are able to and engaging the public in those cases,” said Superintendent Scott Baptist, Traffic Services. He continued, “We ask the public to continue to respect traffic and parking rules as much as possible, out of respect for their neighbours and fellow community members and we will continue to do our part to facilitate safe streets for everyone.”

While Parking Enforcement Officers will be doing what they can to exercise as much discretion as possible, it is important that everyone in our community understands we will tag and tow vehicles which are impeding traffic flow, when necessary. We are asking the public to continue to obey the rules that have always been in place.

This adjustment is in addition to the suspension of enforcement, announced on March 18, 2020, with regards to:

- On-Street Permit Parking Areas
- On-Street Time Limit Offences such a 1, 2 and 3 Hour Parking
- North York Winter Maintenance Bylaw
- Expired Vehicle Validation License Plates
- Boulevard Parking
- School Zones with posted No Stopping/No Standing/No Parking Signage

Public Safety Alert, Stolen Medication, Dundas Street West and Burnhamthorpe Road area

The Toronto Police Service would like to make the public aware of a quantity of stolen medication.

On Wednesday, March 25, 2020, at 3:15 p.m., in the Dundas Street West and Burnhamthorpe Road area a quantity of medication was stolen from a pharmacy.

The following narcotics were stolen: Hydrocodone liquid, Percocet pills, Oxyneo pills, Adderall pills, Concerta pills, Hydromorphone pills, Tylenol 2, Tylenol 3, Oxycodone tablets.

The pills and liquid could be fatal if ingested or injected, especially to children.

Leo Prejoianu, 63, was last seen on Wednesday, March 25, 2020, at 4:30 p.m., in the Dowling Avenue and King Street West area.

He is described as 5’6”, with short white hair, slight moustache, and last seen wearing a blue sweater, black jacket, grey pants and black shoes.

Police are concerned for his well-being.

Personal Injury Collision #10/2020, Sunrise Avenue and O’Connor Drive

On Wednesday, March 25, 2020, at 5:26 a.m., police received a report of a serious collision, at Sunrise Avenue and O’Connor Drive.

It is reported that:

- 60-year-old man was driving a white 2017 Chrysler 300 southbound on O’Connor Drive, approaching Sunrise Avenue

- a pedestrian - a 57-year-old man - was crossing from the east to west side of O’Connor at Sunrise Avenue, against a red traffic signal

- the southbound vehicle struck the man

- he was taken to hospital with life-threatening injuries

- the driver remained at scene

The investigation is ongoing by members of Traffic Services.

Police are asking local residents, businesses, and drivers, who may have security or dash camera footage of the area or incident, to contact investigators.

2020 March Week of Action and Engagement, Road Safety Campaign Update, More than 2,300 tickets issued

More than 2,300 tickets were issued to drivers as part of a week of action and engagement.

Between Monday, March 16, 2020, and Sunday, March 22, 2020, officers were out in Toronto communities enforcing and educating road users on collision-causing behaviours. Members focused on “The Big 4” behaviours that are known to cause injuries to people using our roads and identified drivers who were speeding, driving aggressively, driving while distracted and driving while impaired.

The week was also supported by the media and members of the public on social media who helped spread the message.

Tickets issued included:

- 1,295 speeding charges
- 654 aggressive driving offences
- 100 distracted driving infractions

Additionally, officers laid 23 stunt driving-related infractions where the drivers received a suspension and their vehicles were impounded. A total of 20 impaired-related charges were also laid.

Sergeant Jason Kraft thanked all those who helped share the traffic safety messages.

He said, “We know that collisions will unfortunately happen but by correcting driving behaviours that contribute to our most serious collisions, such as speeding and distracted driving, it can ultimately save lives and prevent people from being seriously injured.

Drivers must recognize their role in all of this and they must stay focused and in control at all times so they can be prepared for any hazards. People know they shouldn’t be driving like this, so please don't.

While enforcement plays a key part in changing these behaviours it is equally important to educate people. By creating conversations about road safety, we are getting people to talk about the daily risks we all take and recognize their behaviours."

Toronto’s Vision Zero Road Safety Plan
acknowledges that collisions are inevitable but that killed and seriously injured (KSI) collisions are preventable and unacceptable. Zero injuries and deaths on our roads is the number that we all should be working towards.

Sexual Assault Alert, TTC Bloor-Danforth Line, Man Arrested, Robert Clifford, 46

The Toronto Police Service is notifying the public of an arrest made in a sexual assault investigation.

It is reported that:

- at approximately 9 p.m., on Friday, March 13, 2020, a woman boarded the Bloor-Danforth subway line at Kennedy Subway Station

- a man later boarded the train and sexually assaulted her


Robert Clifford, 46, of Toronto, was arrested and charged with:

1) Sexual Assault

He was scheduled to appear at court at 1911 Eglinton Avenue East, on Wednesday, March 25, 2020, at 10 a.m., in room 412.

Police are concerned there may be other victims.

Covid-19 fraud investigation, Arrest made, Jesse Wong, 43

The Toronto Police Service would like to make the public aware of an arrest made in an ongoing fraud investigation.

On Wednesday, March 25, 2020, Toronto Police Service Financial Crimes Unit received information from the United States Department of Homeland Security, Homeland Security Investigations (HSI) Toronto, and the HSI National Intellectual Property Rights Coordination Center (IPRCC), regarding a parcel that was intercepted at the Canada/US border.

It is alleged that:

- the parcel contained 25 individual prohibited COVID-19 testing kits

TPS investigators worked in partnership with HSI Toronto, HSI IPRCC, and Canada Post Security & Investigation Services, to determine that more parcels had been sent from a Toronto address.

It is further alleged that:

- several parcels of prohibited COVID-19 tests were shipped across Canada and into the United States


On Thursday, March 26, 2020, members of the Financial Crimes Unit, executed a search in the Cosburn Avenue and Pape Avenue area.

Jesse Wong, 43, of Toronto, was arrested and charged with:

1. Fraud under $5000
2. Possession of Forgery Device

He is scheduled to appear in court, at College Park, on Thursday, May 28, 2020, at 2 p.m., in room 505.


Toronto Police would like to remind the public to be extra vigilant when it comes to those trying to sell or provide products or services associated to Covid-19. There are no legitimate 'home test kits' available.

Anyone who believes they have been approached or contacted by someone who is misrepresenting themselves in an effort sell goods or services should report to police online at www.tps.on.ca/core.

Two Men Arrested in Bank Robbery Investigation, Queen Street East and Pape Avenue

The Toronto Police Service 55 Division and Hold Up Squad would like to make the public aware of two arrests made in a bank robbery investigation.

On Thursday, March 26, 2020, at approximately 12:50 p.m., officers responded to a bank robbery in the Queen Street East and Pape Avenue area.

It is alleged that:

- two men entered the bank while concealing their identities with masks

- both suspects made a demand for cash

- one man pulled out a black handgun and pointed it at bank customers and employees

- the suspects fled the scene in a car with a quantity of cash

Divisional officers, who were responding to the call, were able to stop the car following a short pursuit. Two men were arrested.

It is further alleged that:

- a black BB/pellet gun was seized
- a quantity of cash was recovered

Jeffrey Marsh, 55, of Toronto, has been arrested and charged with:

1.Robbery with a Firearm
2.Disguise with Intent
3.Possession Property Obtained by Crime
4.Obstruct Peace Officer

He was scheduled to appear in court for a bail hearing on Friday, March 27, 2020, at 10 a.m., at College Park Court, room 501.

Jason Buick, 50, of Toronto, has been arrested and charged with:

1.Robbery with a Firearm
2.Disguise with Intent
3.Possession Property Obtained by Crime
4.Point Firearm
5.Dangerous Operation of Motor Vehicle

He was scheduled to appear in court for a bail hearing on Friday, March 27, 2020, at 10 a.m., at College Park Court, room 501.

He is described as approximately 5’ 9”, slim build, with hazel eyes and is balding with black and grey hair. He was last seen wearing a black t-shirt with a “Miller Genuine Draft” logo on the front, a blue and grey jacket, grey pants, and beige shoes.

He is possibly driving a grey 2019 Hyundai Kona with Ontario marker ADXX 773.

On Saturday, March 28, 2020, at 10 a.m., a black satchel containing a quantity of Fentanyl, Morphine, Clonazepam, Metformin, Amlodipine, and Bisoprolol, was lost in the Lawrence Avenue East and Morningside Avenue area.

The pills/capsules could be harmful or fatal if ingested, especially to children.
