Four men arrested in Firearms investigation, Meadowbank Road and Cowley Avenue area

The Toronto Police Service would like to inform the public of arrests made in a firearms investigation.

On Saturday, September 7, 2019, at 8:24 a.m., officers responded to a call to check a home in the Meadowbank Road and Cowley Avenue area.

It is alleged that:

- calls had been made about a loud party at a short term rental home

- officers found a man sleeping in a car with a gun on his lap

- he was arrested

- two other men fled into the backyards of neighbouring properties

- a search uncovered another firearm that had been discarded

- officers then approached a group of men

- a loaded magazine was discovered in their midst

- they were all arrested

- the home was searched by the Emergency Task Force

- five more people were arrested but later released

Kingslee Christie, 22, of no fixed address, is charged with:

1) Possession of a Loaded Regulated Firearm
2) Occupy Motor Vehicle with a Firearm
3) Possession of a Firearm Without Holding a Licence
4) Unlicenced Person Possess Prohibited or Restricted Weapon
5) Possession of a Firearm Knowingly Not Holding a Licence
6) Possession of a Firearm Knowing No Authority
7) Store Firearm Carelessly
8) Weapons Dangerous to Public Peace
9) Possession of a Firearm While Prohibited
10) Breach of Recognizance

Najiib Adan, 28, of Mississauga, Zyad Siddiqui, 28, of Toronto, and Said Keylie, 24, of Toronto, have been charged with:

1) two counts of Possession of a Prohibited Device Knowing its Possession is Unauthorized

They appeared in court at Old City Hall on Sunday, September 8, 2019, at 10 a.m., in room 101.

On Tuesday, September 10, 2019, Homicide Detective Leslie Dunkley updated the media on the investigation into Homicide #49/2016.

On Sunday, September 11, 2016, at 4:04 a.m., the Toronto Police Service responded to a report of a shooting in the area of Liberty Street and Mowat Avenue.

It is reported that:

- the victim, who has been identified as Kiesingar Gunn, 26, of Toronto, was in the Liberty Street and Mowat Avenue area,

- shots were fired and he was struck by a bullet, taken to hospital in serious condition, and succumbed to his injuries just before midnight on Sunday, September 11, 2016,

- police do not believe he was the intended target of the shooting.

Police are asking anyone who may have been at the scene, who may have cell phone video or photos, to contact police. Further, if there is anyone who has a business or residence in that area with security video that may have captured video of the event are also asked to contact the Homicide Squad.

The Chief of Police has approved an extension of the existing $50,000 reward, now effective until September 10, 2020.

Up to $50,000 is being offered as a reward for information leading to the arrest and conviction of the killer or killers responsible for the death of Kiesingar Gunn, 26, of Toronto.

Investigators are hoping that by extending this reward it will give an incentive for someone who witnessed the incident and can identify the suspect to come forward.

The suspect is described as 18-22 year old black man, dark complexion, 5'11"-6', slim build, braided hair (possibly cornrows). He was last seen wearing a white hooded sweatshirt, with a black print or logo on it.

Missing girl, Finch Avenue West and Martin Grove Road area, Riana Byfield-Mitchell, 17

The Toronto Police Service is requesting the public's assistance locating a missing woman.

Riana Byfield-Mitchell, 17, was last seen Monday, September 9, 2019, at 8 a.m. in the Finch Avenue West and Martin Grove Road area.

She is described as 5'5"-5'7", of medium build, with black hair but currently has a red wig, nose piercing and tattoos on her arms.

Police are concerned for her safety.

Personal Injury Collision, Four Winds Drive near Columbia Gate (Keele Street and Finch Avenue West area), Police requesting assistance to identify victim

On Tuesday, September 10, 2019, at approximately 7:35 a.m. police received a report of a collision in the Four Winds Drive near Columbia Gate area.

It is reported that:

- a woman was walking near 11 Four Winds Drive when she was struck by a vehicle

- she was transported to hospital in a serious condition

Police are requesting the public's assistance to identify her.

She is described as approximately 70-80 years old, possibly of Asian descent, slim build and small in stature. She was wearing a grey jacket with red stripes on the sleeves and a light pink hat.

Fatal collision #41/2019, Yonge Street at Erskine Avenue

On Tuesday, September 10, 2019 at 10:00am, police received a report of a collision at Yonge Street and Erskine Avenue.

It is reported that:

- a 54-year-old woman was crossing Erskine Avenue south along Yonge Street, on foot

- At that time, a 54-year-old male driver of a Mack Cement Truck was travelling north on Yonge Street and turned right onto Erskine Avenue, striking the pedestrian

- the woman succumbed to injuries at the scene

The investigation is ongoing by members of Traffic Services.

Police are asking local residents, business, and drivers, who may have security or dash camera footage of the area or incident, to contact investigators.

Man wanted in Kidnapping and Firearm Investigation, Leslie Street and Finch Avenue East area, Jatorri Williams, 19, Photograph released

The Toronto Police Service is requesting the public’s assistance locating a man wanted in a kidnapping and firearm investigation.

On Saturday, August 31, 2019, police responded to a call for a kidnapping in the Leslie Street and Finch Avenue East area.

It is reported that:

- three suspects, while in possession of firearms, committed a kidnapping and robbery while in possession of firearms

- the victims escaped unharmed and police responded

- the suspects left prior to police arrival


As a result of an investigation, a man was identified and two others still unidentified.

Jatorri Williams, 19, of Toronto, is wanted for:

1. two counts Kidnapping
2. Robbery with a Firearm
3. Pointing a Firearm
4. Theft of Motor Vehicle
5. Extortion

His photograph is attached.

He should be considered armed and dangerous. If seen do not approach, call 9-1-1.

Richard Punwasi, 30, was last seen on Saturday, September 7, 2019, at 4:30 p.m., in the Finch Avenue West and Albion Road area.

He is described as 5’3”, 175 lbs., with short dark hair, and a full black beard. He was last seen wearing black shoes, black and blue colored pants, and a black t-shirt.

Police are concerned for his safety.

Ukrainian Festival & Parade, Friday, September 13, 2019 to Sunday, September 15, 2019, Road closures

The Ukrainian Festival & Parade will be held on Bloor Street West, between Jane Street and Runnymede Road, from Friday, September 13, 2019 at 5 p.m. until Sunday, September 15, 2019 at 7 p.m.

Event organizers anticipate approximately 700,000 people will attend this event during the three-day period.

Road closures for this event will run from Friday, September 13, 2019, at 9 a.m. until midnight on Sunday, September 15, 2019:

- Bloor Street West, from Jane Street and Runnymede Road (full closure on Bloor Street West)

- Bloor Street West road closure will extend from Runnymede Road to High Park Avenue for the parade on Saturday, September 14, 2019 from approximately 11 a.m. until noon.

Festival hours:

Friday, September 13, 2019: 5 p.m. to 11 p.m.
Saturday, September 14, 2019: 9 a.m. to 11 p.m.
Sunday, September 15, 2019: 10 a.m. to 7 p.m.

The Ukrainian Parade will take place on Saturday, September 14, 2019, starting at 11 a.m. within High Park and will proceed out onto westbound Bloor Street West, northbound on Jane Street, and eastbound on Weatherell Street to the dispersal area. The parade concludes at approximately noon. The Bloor Street West road closure will extend from Runnymede Road to High Park Avenue during the parade.

TTC service adjustments:

- Jane Station bus service will travel north on Armadale Rd. and west on Weatherall St. and north on Jane St. to continue regular route during road closures

- Runnymede Station bus service will operate north on Kennedy Avenue, west on Colbeck Avenue, and north on Runnymede Road to continue the regular route

- Buses will operate through the Runnymede Road & Bloor Street West intersection throughout the weekend to service the Swansea area

Prohibited firearm seizure, Jane Street and Finch Avenue West area, Two males arrested and charged

The Toronto Police Service would like to make the public aware of arrests made in a firearm investigation.

It is alleged that:

- on Tuesday, September 10, 2019, officers from West Gun Violence Suppression Unit / 31 Division Neighborhood Safety Unit began an investigation into two males in join possession of an illegal firearm

- after further investigation police recovered a .40 calibre Glock handgun equipped with a laser sight, and it had also been altered from a semi-automatic to fully automatic, inside a residence in the Jane Street and Finch Avenue West area

Tyrell Mingo, 23, and a 16-year-old boy, both of Toronto, were arrested and are each charged with:

On Tuesday, September 10, 2019, Dazel Decosta Henry, 23, of Toronto, was arrested at 5:40 p.m., in the Jane Street and the 401 highway area.

He was charged with:

2. Two counts of Fail to Comply Recognizance CC 145(3)
3. Carry Concealed Weapon CC 90(1)
4. Assault with a Weapon CC 267(a)

Arrest in Firearm investigation, Shaheed Bacchus Ali, 37, charged

The Toronto Police Service would like to make the public aware of an arrest made in a firearm investigation.

It is alleged that:

- on Tuesday, September 10, 2019, police became involved in an investigation

- a man was investigated and arrested in the Queen Street West and Brock Street area

- after the arrests, a police search resulted in the seizure of two semi-automatic pistols, one of which was loaded, and a quantity of three types of drugs and a quantity cash

It is alleged that the following was seized as evidence:

- Smith & Wesson semi-automatic pistol with 15 - 9mm rounds

- Mini Glock semi-automatic pistol , unloaded, with 27 - 9mm rounds

- Crack cocaine: 56.20 grams

- Powdered Cocaine: 19.27 grams

- Fentanyl: 21.10 grams

Man arrested in Sexual Assault investigation, Dhavalkumar Desai, 43

The Toronto Police Service would like to make the public aware of an arrest in a Sexual Assault investigation.

It is alleged that:

- on Thursday, August 29, 2019, a woman, 56, was at Humber River Hospital located at 1235 Wilson Avenue, Toronto

- during a scheduled medical appointment it is alleged that a woman was sexually assaulted by a male technician performing a medical test

On Wednesday, September 4, 2019, Dhavalkumar Desai, 43, of Brampton, was arrested and charged with:

1) Sexual assault

He is scheduled to appear in court at 1000 Finch Avenue West on Tuesday, October 8, 2019, 1 p.m., room 301.

Police believe there may be other victims.

Chief Mark Saunders will be announcing enhancements to the Neighbourhood Community Officer Program (NCOP) at a news conference on Thursday, September 12, 2019 at 10:30 a.m. in the Toronto Police Service Headquarters Media Gallery.

Neighbourhood Community Officers work in partnership with local residents and community-based organizations to address crime, disorder and community safety issues.

The program was first introduced in 2013 across the city and evolved through community consultation and Humber College independent research to develop the best practices that are being rolled out in Fall 2019.

Humber College Faculty of Social and Community Services Professor Doug Thomson will update the media on independent research on the NCOP.

Neighbourhood Community Officers and community members will also be available to speak to the media.


Please note that, for the safety of employees and visitors, all persons entering Toronto Police Service headquarters must go through security screening. You are not required to submit to screening. The Toronto Police Service requests the public’s assistance locating a missing man.

Carson Williams, 81, was last seen on Wednesday, September 10, 2019, at 11 a.m., in the Sherbourne Street and Carlton Street area.

He is described as 5’0" and 140 lbs. He was last seen wearing a green hooded sweater, jeans, blue shoes and a dark baseball cap. He was also pulling a small cart.

Police are concerned for his safety.

2019 RBC Run for the Kids Supporting Youth Mental Health at Sunnybrook Saturday, September 14, 2019, Mel Lastman Square

On Saturday, September 14, 2019, the RBC Run for the Kids Supporting Youth Mental Health at Sunnybrook will take place.

The race will consist of two distances, 5 km and 10 km, which will begin and end in the area of Mel Lastman Square.

The two distances will have various road closures and lane restrictions associated to them. Motorists can expect delays.

The 5-km route:

- Southbound Beecroft Road from Park Home Avenue to North York Boulevard
- Eastbound North York Boulevard from Beecroft Road to Yonge Street
- Southbound Yonge Street from North York Boulevard to Sheppard Avenue West
- Turn around on Yonge Street at Sheppard Avenue West
- Northbound Yonge Street from turnaround to Turnberry Court
- Southbound Yonge Street to North York Boulevard


The 10-km route:

- Southbound Beecroft Road from Park Home Avenue
- Out and Back loop around York Cemetery
- Eastbound North York Blvd to Yonge Street
- Southbound Yonge Street from North York Blvd to Upper Madison Avenue
- Turn around at Upper Madison Avenue
- Northbound on Yonge Street toward Finch Avenue
- Westbound on Finch Avenue toward Talbot Road

Enhancements to Neighbourhood Community Officer Program

Chief Mark Saunders announced enhancements to the Neighbourhood Community Officer Program (NCOP) at a news conference on Thursday, September 12, 2019.

Currently, there are 44 Neighbourhood Community Officers - including four Sergeants - operating with enhancements in 41, 42, 11 and 22 Divisions. These enhancements will now be adopted by all remaining 83 Neighbourhood Community Officers, bringing the total to 127 NCOs, servicing 35 City of Toronto Neighbourhoods.

The Neighbourhood Community Officer enhancements, include:

- standardized mandate to focus on building partnerships in the community and working towards long-term solutions to public safety and disorder issues
- community-centric training specific to their role
- assigned to each neighbourhood for at least four years
- identified as NCOs on uniforms and vehicles
- access their work environment through a mobile device allowing officers to spend more time in their assigned neighbourhoods

Chief Mark Saunders said the Neighbourhood Community Officer role is important to TPS strategy to be where the community needs police most.

"The program puts community at the heart of our work. It’s important because it’s also a commitment we made in The Way Forward. We know success here is about trust. It’s about building and keeping trust in our day-to-day policing."


Humber College Faculty of Community and Social Services Professor Doug Thomson said a new report on community and police perspectives about the program will be ready in 2020.

"So far, the results we have collected from Toronto communities show neighbourhood residents feel safer in their communities and are less afraid of crime and the threats of gangs. The results also show community members see the Neighbourhood Community Officers as important members of their communities, and feel comfortable approaching them."
