Michel Lusignan, 69, was last seen on Wednesday, May 8, 2019, at 2 a.m., in the King Street West and Roncesvalles Avenue area.

He is described as 5'7", medium build, unshaven, with long curly white hair. He was last seen wearing a black jacket, blue baseball cap and a black back pack.

Police are concerned for his safety.

The Toronto Police Service requests the public’s assistance locating a missing man.

Robert Moore, 72, was last seen on Monday, May 6, 2019, at approximately 10 p.m., in the Spadina Avenue and College Street area.

He is described as 5'11", 150 lbs., with blue eyes and receding white hair. He was last seen wearing dark denim pants and a black hooded jacket with brown fur trim on the hood. He was carrying two reusable grocery bags when last seen.

He is also known to use TTC, especially the trains, and frequent the Evans Avenue and the East Mall area.

Police are concerned for his safety.

James McKim, 65, was last seen on Tuesday, May 7, 2019, in the Eglinton Avenue West and Allen Road area.

He is described 5’5”, 160 lbs., bald, long grey goatee, and speaks with a Scottish accent. He was last seen wearing a white and blue plaid shirt, khaki shorts, and he uses a walker.

Police are concerned for his safety.

Media Advisory, Thursday, April 9, 2019, at 10 a.m., Toronto Police Headquarters, Media Gallery, Police announce results of Project Dos

On Thursday, April 9, 2019, at 10 a.m., at Toronto Police Headquarters, in the Media Gallery, Superintendent Steve Watts and Inspector Don Belanger, of Organized Crime Enforcement – Drug Squad, will brief the media on Project Dos, an illegal drug distribution investigation.

The news conference will be available on the TOC and live-streamed.

The investigation led to a series of arrests and search warrants on Thursday, April 25, 2019, in Toronto, Vaughan, Kitchener, and Stoney Creek.

Numerous individuals were arrested and charged.

Large quantities of powder cocaine, illegally grown cannabis, cash, and chemicals used in the production and distribution of controlled substances were located by police.

The amount of controlled substances and drug precursors seized in this investigation had the potential to generate tens of millions of dollars in profits.

Seized items will be on display in the media gallery during the news conference.

Project Dos, $17 Million Street Value in Drugs Seized, 29 Search Warrants, Eight Arrests

On Thursday, May 9, 2019, Superintendent Steven Watts and Inspector Don Belanger, of Organized Crime Enforcement – Drug Squad, held a news conference on Project Dos, an illegal drug distribution investigation.

The news conference can be viewed on YouTube.


The TPS Organized Crime Enforcement – Drug Squad has made multiple arrests along with large drug and cash seizures as part of Project Dos, a large-scale drug investigation.


It is alleged that:

- people are associated to an illegal drug distribution network capable of generating profits in the tens of millions of dollars

On Thursday, April 25, 2019, 29 search warrants were executed in Toronto, Vaughan, Kitchener, and Stoney Creek.

The following people were arrested and charged in relation to Project Dos:

Duc Duy Pham, 32, of Toronto, was charged with:

1. Conspiracy to commit an indictable offence

Quoc Pham, 38, of Toronto, was charged with:

1. three counts of Possession for the Purpose of Trafficking a Schedule I Substance – Cocaine
2. Possession of Proceeds over $5,000
3. Conspiracy to Commit an indictable offence

Thi Thuy Van Nguyen, 33 of Toronto, was charged with:

1. three Possession for the Purpose of Trafficking a Schedule I Substance – Cocaine
2. Possession of Proceeds over $5,000
3. Conspiracy to Commit an indictable offence

Mario Palermo, 19, of Toronto, was charged with:

1. Possession for the Purpose of Trafficking Schedule I Substance (Cocaine)
2. Possession of Proceeds over $5,000
3. Conspiracy to commit an Indicatable Offence – Traffic Cocaine

Ai He, 32, of Toronto, was charged with:

1. two counts of Possession of Cannabis For The Purpose Distribution
2. Possession of Proceeds under $5,000
3. Possession of Proceeds over $5,000

Hung Phi Nguyen, 34, of Stoney Creek, was charged with:

1. Possession of a Schedule I Substance – Ketamine
2. Possession of Proceeds of Crime over $5,000
3. Fail to Comply with Recognizance

Ryan Yetman, 26, of Toronto, was charged with:

1. two counts of Possession for the Purposes of Trafficking a Schedule I Substance – Cocaine
2. Possession of Proceeds of Crime under $5,000

Amanda King, 32, of Toronto, was charged with:

1. two counts of Possession for the Purposes of Trafficking a Schedule I Substance – Cocaine
2. Possession of Proceeds of Crime under $5,000

Everyone is scheduled to appear in court at Old City Hall on Wednesday, June 12, 2019.

It is further alleged that Project Dos led to the discovery of the following:

- close to 29 kilograms of powder cocaine
- 3,905 illegally grown marijuana plants
- close to 700 kilograms of ephedrine (a precursor for the production of crystal methamphetamine)
- 20 kilograms of phenacetin (a substance used as a cutting agent in powder cocaine)
- smaller quantities of ketamine and crystal methamphetamine
- $308,000 cash believed to be proceeds of illegal drug distribution

Man arrested for Armed Robberies, Shemore Ian Getfield, 20,

The Toronto Police Service Hold Up would like to make the public aware of an arrest made in relation to four retail robberies, along with several street robberies and car-jacking robberies in 43 division, the east end of Toronto.

It is alleged that:

- between Thursday, April 18, 2019 and Thursday, April 25, 2019 four retail stores were robbed by a man

- a man entered the premises wearing a wig with long curly hair, sunglasses and a large winter jacket

- the man confronted the store employees pointing a replica handgun and demanded money

- during one of the robberies the man obtained electronic devices

It is further alleged:

- on Wednesday, April 17, 2019, at 1:30 p.m., a man was delivering a pizza to a home located in the area of Lawrence Avenue East and Manse Road

- a man sitting on the porch pointed a handgun at the delivery man and demanded his car

It is further alleged :

- on Wednesday, April 17, 2019, at 2 p.m., a man was working on his vehicle in his driveway in the area of Meadowvale Road and Sheppard Avenue East

- a man walked by the driveway and returned and demanded the homeowner’s vehicle

- the man pulled out a handgun, racked the slide and pointed it at the homeowner who then gave him the car keys

It is further alleged:

- on Friday, May 3, 2019, at 2:30 p.m., a man was delivering a pizza to an apartment located in the area of Lawrence Avenue East and Morningside Road

- a man who had been waiting in the hallway pointed a handgun at the delivery person and demanded his wallet and his car keys

It is further alleged:

- on Saturday, May 4, 2019, a woman and a four year-old boy exited their vehicle which was parked in front of a library located in the area of Lawrence Avenue East and Manse Road

- a man confronted the woman and demanded her car keys

- the man threatened to shoot the woman and her son and he pulled out a handgun from the pocket of his sweater

- the woman managed to flee into the library with her son

On Saturday, May 4, 2019, Shemore Ian Getfield, 20, of Toronto, was arrested. He is charged with:

1. four counts of Robbery while armed with a firearm
2. four counts of Disguise with Intent
3. four counts of Fail to Comply Probation
4. four counts of Fail to Comply Disposition

He was additionally charged by 43 division with another 62 charges pertaining to the other robberies, gas thefts and fail to complies.

He appeared in court at Old City Hall on Sunday, May 5, 2019, at 10 a.m., in court room 101.

Two Firearms/Ammunition Seized, Albion Road and Weston Road, Four Men and Two girls, 16, Arrested and Charged,

The Toronto Police Service would like to make the public aware of the following seizure and arrests.

It is alleged that:

On Wednesday, May 8, 2019, at approximately 9:20 p.m, the West Command Gun Violence Suppression Unit executed a Criminal Code search warrant in the area of Albion Road and Weston Road, with the assistance of the Emergency Task Force.

As a result of the search, police located two firearms and a quantity of ammunition. Four men and two girls are charged.

Deandre Williams, 19, of Toronto, and Mahad Eliye, 21, of Toronto, have been charged with:

1. two counts of Use/Handle/Store Firearm Carelessly
2. two counts of Possess Weapon
3. two counts of Possess Firearm other than Restricted or Prohibited Firearm without holding a licence
4. two counts of Unlicenced Person Possess Prohibited Restricted Weapon
5. two counts of Possess Loaded Regulated Firearm
6. two counts of Possess Firearm other than Restricted or Prohibited Firearm Knowingly not Holding a Licence
7. Possess Firearm with Altered Serial Number
8. six counts of Possess Firearm while Prohibited


Abdifatah Jama, 21, of Toronto, has been charged with:

1. two counts of Use/Handle/Store Firearm Carelessly
2. two counts of Possess Weapon
3. two counts of Possess Firearm other than Restricted or Prohibited Firearm without holding a licence
4. two counts of Unlicenced Person Possess Prohibited Restricted Weapon
5. two counts of Possess Loaded Regulated Firearm

Abdul-Rahman Omar, 24, of Toronto, has been charged with:

4. two counts of Unlicenced Person Possess Prohibited Restricted Weapon

7. Possess Firearm with Altered Serial Number

The men are scheduled to appear in court at 2201 Finch Avenue West on Thursday, May 9, 2019, at 10 a.m.

Two girls, both 16, of Toronto, have been charged with:

1. two counts of Use/Handle/Store Firearm Carelessly
2. two counts of Possess Weapon
3. two counts of Possess Firearm other than Restricted or Prohibited Firearm without holding a licence
4. two counts of Unlicenced Person Possess Prohibited Restricted Weapon
5. two counts of Possess Loaded Regulated Firearm
6. two counts of Possess Firearm other than Restricted or Prohibited Firearm Knowingly not Holding a Licence
7. Possess Firearm with Altered Serial Number

The girls were scheduled to appear in court at 2201 Finch Avenue West on Thursday, May 9, 2019, at 10 a.m.

Police seek assistance identifying man found wandering, Dundas Street West and Spadina Avenue area Photograph of man released

The Toronto Police Service is requesting assistance identifying a man found wandering in the Dundas Street West and Spadina Avenue area.

On Wednesday, May 8, 2019, at approximately 11:15 p.m., officers responded to a call for a man in distress. He was not able to give his name or address. Attempts to identify him and return him home have been unsuccessful.

He is described as Asian, 75-80 years, 5’7”, 100 lbs., with a thin build, short white hair, brown eyes, and a goatee. He was wearing gold framed square glasses, a silver-coloured watch on his left hand and he was walking with a cane.

Man charged in child sexual abuse investigation,

The Toronto Police Service would like to inform the public of an arrest made in a child sexual assault investigation.

As part of the ongoing investigation, investigators have identified a man who is alleged to have sexually abused a child in the early 2000s in London, Ontario.

On Wednesday, May 8, 2019, members of the Child Exploitation Section traveled to Salt Lake City, Utah, and, with the assistance of the U.S. Marshals Service, extradited a man to Canada.

John Anton Rouse, 63, of Salt Lake City, Utah, has been charged with:

1) Sexual Assault
2) Sexual Exploitation
3) Sexual Interference

He appeared in court at Old City Hall on Thursday, May 9, 2019, at 10 a.m., in room 101.

Current and historical photographs of him are released, as his appearance has changed since the offence date.

Police are concerned there may be other victims.
Previous Release ( August 25, 2016):

In April 2016, a man and woman were arrested and charged with numerous child pornography and child sexual assault offences.

On Monday, April 25, 2016, as part of an investigation into the attempt distribution of child sexual abuse images, members of the Toronto Police Service Sex Crimes Child Exploitation Section executed a Criminal Code search warrant in the west end of Toronto.

It is alleged that:

- during the execution of the search warrant, officers located evidence that a man and a woman were engaged in the sexual abuse of children and animals

- they made, possessed, and distributed online, child sexual abuse images and videos

Jason (a.k.a. Byrd) Dickens, 45, of Toronto, has been charged with:

1) Four counts of Possession of Child Pornography
2) Six counts of Access Child Pornography
3) Four counts of Make Available Child Pornography
4) Three counts of Make Child Pornography
5) Sexual Assault
6) Invitation to Sexual Touching
7) Bestiality

It is further alleged that:

- Dickens used the screen names and email addresses Retodeviant, Byrd_Dawg, Sir Dirk, retrodeviant@gmail.com, retrodeviantdawg@gmail.com, retrodeviant2004@hotmail.com, angrybyrdrigs@gmail.com, and Byrd_D@hotmail.com

- he frequented collarspace.com, fetlife.com, bondage.com, and slavefarm.com

Dylan Anne McEwen, 31, of Toronto, has been charged with:

1) Two counts of Possession of Child Pornography
2) Three counts of Make Child Pornography
3) Two counts of Sexual Assault
4) Invitation to Sexual Touching
5) Bestiality
6) Access Child Pornography

It is further alleged that:

- McEwen used the screen names and email addresses Doll, Dirty Doll, pretty_bitter_pill@hotmail.com, and dirtyslavedoll@yahoo.com

Both are scheduled to appear in court at Old City Hall on Thursday, September 1, 2016, 10 a.m., courtroom J.

As a result of this investigation, including the analysis of devices found during the search warrant, it is further alleged that:

- between January 2000 and January 2006, Jason Dickens met a woman online and in person

- they engaged in the sexual abuse of a child

- they made, possessed, and distributed online, child sexual abuse images and videos

A woman, 57, of London, has been charged with:

1) Two counts of Sexual Assault
2) Two counts of Sexual Interference
3) Two counts of Invitation to Sexual Touching
4) Two counts of Make Child Pornography
5) Distribute Child Pornography
6) Possess Child Pornography

She is scheduled to appear in court at Old City Hall on Thursday, October 6, 2016, 10 a.m., courtroom J.

Jason Dickens faces additional charges in relation to this case. They are:

1) Sexual Assault
2) Sexual Interference
3) Invitation to Sexual Touching
4) Make Child Pornography
5) Access Child Pornography
6) Possess Child Pornography

It is further alleged that:

- Jason Dickens met another woman online and in person

- they made a child sexual abuse video

Tina Ewen, 25, of Thunder Bay, has been charged by Thunder Bay Police Service with:

1) Make Child Pornography

She is scheduled to appear in court on Tuesday, September 27, 2016, in Thunder Bay.

Missing woman located, Eglinton Avenue East and Don Mills Road area, Xing Yuan Jia, 89

Gun Buyback Program, April 26 to May 17, 2019, Update, 1,235 firearms surrendered in two weeks

Two weeks into a three-week Gun Buyback Program, the Toronto Police Service has collected 1,235 firearms (816 long guns and 419 handguns) for destruction.

Any Toronto resident who wishes to have police pick up an operable, registered or unregistered gun from their home will be compensated with $200 for a long gun and $350 for a handgun. Each gun will be inspected to determine if they have been used in a crime. Residents who turn over guns to police will not face a charge for possessing or unsafely storing a firearm.

Residents should not bring guns to a police station or City facility. To participate, please call the Toronto Police Service non-emergency line at 416-808-2222 between 7 a.m. and 7 p.m. and an officer will visit your home to pick up the gun.

In July 2018, Toronto City Council adopted the Immediate Steps to Address Gun Violence report, which included a Council decision to establish a gun buyback program. The City of Toronto is funding this program.

The Gun Buyback Program ends on May 17, 2019.

Man charged in ongoing Sexual Assault investigation, Justin Iozzo, 35, Faces two charges

The Toronto Police Service would like to make the public aware of an arrest made in a Sexual Assault investigation conducted by the Child & Youth Advocacy Centre.

It is alleged that:

- During the month of December 2016, a teacher sexually assaulted a female student, while on school property, at Father John Redmond Secondary School

On Wednesday, May 1, 2019, Justin Iozzo, 35, of Toronto, was arrested.

He has been charged with:

1. Sexual Assault
2. Sexual Interference

He is scheduled to appear at 2201 Finch Avenue West, on Wednesday, June 12, 2019, at 9:00 a.m., courtroom 202.

Justin Iozzo is a teacher who has been employed with the Toronto Catholic District School Board (TCDSB) since 2012. He has worked at the following schools:

- St. John the Evangelist at 49 George Street, Toronto (2012/2013 school year)

- Stella Maris Catholic School at 31 Ascot Avenue, Toronto (2013/2014 school year)

- Father John Redmond Catholic Secondary School at 28 Colonel Samuel Smith Park Drive, Etobicoke (2014 to present)

Numerous dignitaries and community members will join Chief Mark Saunders and Ms. Uppala Chandrasekera, representing the Toronto Police Services Board at the reception. This year’s event will feature Keynote Speaker, Alvin Leung, from MasterChef Canada. This event will also feature entertainment followed by an informal reception.

Sporting Life 10 km Run/Walk, On Sunday, May 12, 2019, Road Closures

On Sunday, May 12, 2019, MaxVO2 Managememnt Inc will be hosting the 23rd Annual Sporting Life 10K Run. The organizers are expecting approximately 22,000 runners to participate in the run.

Yonge Street will close between Eglinton Avenue and Davisville Avenue beginning at 4:30 a.m., in preparation for the event.

At 7:30 a.m., road closures for the run route will commence. Road closures include:

- Yonge Street from Davisville Avenue to
- Richmond Street from Yonge Street to Jarvis Street
- Jarvis Street from Richmond Street to Adelaide
- Adelaide from Jarvis Street to York Street
- York Street from Adelaide to Richmond Street
- Richmond Street from York Street to Peter Street
- Peter Street from Richmond Street to Front Street
- Front Street from Peter Street to Bathurst Street
- Bathurst Street from Front Street to Fort York Boulevard
- Fort York Boulevard from Bathurst Street to just west of Angelique Street north of Fleet Street

The finish line for the run is on Fort York Boulevard just west of Angelique Street north of Fleet Street. Fleet Street is scheduled to reopen at 12:30 p.m.

Motorists are advised to avoid the area and consider alternate routes.

Toronto Transit Commission routes are being diverted. The following routes will be affected:

11 Bayview, 14 Glencairn, 28 Bayview South, 94 Wellesley, 97 Yonge, 121 Fort Fort-Esplanade, 300 Bloor-Danforth, 307 Bathurst, 320 Yonge, 332 Eglinton West, 334 Eglinton East, 354 Lawence East, 501 Queen, 504 King, 505 Dundas, 506 Carlton, 509 Harbourfront, 510 Spadina, 511 Bathurst and 512 St. Clair

Toronto Police Officer Charged

The Toronto Police Service is informing the public of the arrest of a Service member.

It is alleged that on Monday, April 22nd, 2019, at approximately 7:00 am, while off-duty, Police Constable Lionel Sean Peters of 32 Division, attended a residence wearing his full Toronto Police uniform including his gun belt, firearm and hat. PC Peters is alleged to have threatened the complainant over a debt owed to a third party. A complaint was filed that same day with the Toronto Police Service.

On Thursday, April 25th, 2019, the Toronto Police Service located and arrested the third party for Extortion and Threatening Bodily Harm. He was identified as Prakesh Manoharan. He was subsequently released on bail.

The matter was investigated by the Service’s Professional Standards Unit and on the evening of Thursday, May 9, 2019, PC Peters was arrested. Upon the arrest, his use of force equipment, including his service pistol were found to be stored improperly.

PC Peters has been suspended from the Toronto Police Service. He is 42 years of age and has served 17 years with the Toronto Police Service.

He faces four Criminal Code charges of:

o Threaten Bodily Harm, CC 264.1(1)
o Extortion, CC 346 (1)(1A)
o Breach of Trust Public Officer, CC 122
o Careless Storage, CC s .86 (1)

PC Peters appeared in court on Friday, May 10th, 2019. He is being held pending a bail hearing scheduled for 11:00 am on Monday, May 13, 2019 at Toronto East Court. The investigation is ongoing.
