Media Advisory, Ontario Police Memorial Foundation’s Ceremony of Remembrance, Sunday, May 5, 2019, 10 a.m., Queen’s Park Crescent

On Sunday, May 5, 2019, at 11 a.m., the 20th annual Ceremony of Remembrance for Ontario’s fallen police officers will occur in downtown Toronto in the area of Queen's Park Circle.

All 266 names will be read aloud beginning at 10 a.m., by two recruits representing the latest graduating class from the Ontario Police College. Music from the Waterloo Regional Brass Band and songs from members of the Ontario Police Choruses will be performed prior to the arrival of the Procession of Honour.

Police Pipe Bands will lead officers from across Ontario, the United States of America and Europe in a march along Queen’s Park Crescent, arriving at the steps of the Legislature before 11 a.m., for the official start of the annual Ceremony of Remembrance.

Attending the Ceremony will be families and friends of the fallen officers, police officers, dignitaries and the public.

The Ontario Police Memorial Foundation (OPMF) host of the annual Memorial Service, to fulfill its goal of ensuring that every fallen officer from Ontario will not be forgotten.

The architectural illumination of the CN Tower will be done in blue light the evening of Sunday, May 5, 2019 to honour police officers in the Province of Ontario who have lost their lives in the line of duty.

The Ontario Police Memorial Foundation will be streaming live throughout the Ceremony on Facebook Live and Youtube Live. Links to watch will be posted on this blog at this link CeremonyOfRemembrance.ca/Live.

Arrest made in investigation into Theft/ Fraud at hospitals, Melanie Beskorowany, 27, faces charges

The Toronto Police Service would like to make the public aware of an arrest made in an investigation into a series of thefts from Toronto area hospitals.

It is alleged that:

- on Thursday, April 4, 2019, at 6:34 a.m., an unknown woman entered the employee locker area of North York General Hospital

- the woman removed several items of property, including a set of vehicle keys

- she then exited the hospital, and was able to locate the vehicle from the keys she stole, and drove away in the vehicle

- the woman also had stolen bank cards which were later used in fraudulent transactions.

- she is responsible for similar type offences throughout Ontario.

On Sunday, May 5, 2019, Melanie Beskorowany, 27, of Toronto, was arrested. She is charged with:

1. Theft of Motor Vehicle
2. Fraud Under $5,000
3. Fail to Comply Recognizance

She is scheduled to appear in court on Sunday, May 5, 2019, at Old City Hall, 10:00 a.m.

Missing girl, McCowan Road and Progress Avenue area, Heilyn Reyes Lopez, 14

The Toronto Police Service is requesting the public's assistance locating a missing girl.

Heilyn Reyes Lopez was last heard from on Saturday, May 4, 2019, around 4:00 p.m., by phone, advising that she would be attending the Scarborough Town Centre, in the McCowan Road and Progress Avenue, in the area.

She is described as 5’2”, with dark brown hair worn in a bun. She was last seen wearing white jeans, black and white Adidas sweat shirt, and black running shoes. There is also a recognizable mole on her left ear.

Police are concerned for her safety.

Missing girl, Finch Avenue East and Pharmacy Avenue area, Adrianna Cole, 15

Adrianna Cole, 15, was last seen on Sunday, May 5, 2019, at 11:50 a.m. in the Finch Avenue East and Pharmacy Avenue area.

She is described as 5'5", 110 lbs., and last seen wearing a red long sleeved top, white pants, and brown Timberland boots.

Police are concerned for her safety.

Police seek assistance identifying man in an assault investigation, Danforth Avenue and Gough Avenue

The Toronto Police Service is seeking assistance in identifying and locating a man wanted in an assault investigation.

On Sunday, May 5, 2019, at approximately 5 p.m., officers responded to an assault in the area of Danforth Avenue and Gough Avenue.

It is reported:

- a 78 year-old man was standing outside of a coffee shop

- a man was sitting in the coffee shop patio area, when he yelled and lunged at the man

- this caused the man to fall and hit his head on the pavement

The man is described as 50 to 60 years-old, 6'0" to 6'2", medium to heavy build, salt and pepper hair. He was wearing blue zip-up jacket with a hood, blue jeans, black and grey Nike running shoes, beige/khaki colour back pack, prescription glasses.

Traffic Restrictions and Security Enhancements, 52 Division

The Toronto Police Service would like to make the public aware of traffic restrictions and security enhancements which will be in place for this Tuesday, May 7, 2019. The Toronto Blue Jays will be playing at the Rogers Centre against the Minnesota Twins starting at 7:07 p.m.

The Blue Jays are on a current home stand for the balance of this week.
Scotiabank Arena at 8 p.m., the home playoff game between the Toronto Raptors vs. the Philadelphia 76ers. Jurassic Park will also be hosting a tailgate party during the game. There will also be a tailgate party on Thursday, May 9, 2019, for game 6 of this playoff round.

To ensure the safe flow of pedestrian and vehicular traffic, a number of additional road restrictions/closures will be in effect for Tuesday’s games. There will be pre-game restrictions on the roadways surrounding both the Rogers Centre and the Scotiabank Arena.

The closures/restrictions in the area of the Scotiabank Arena will commence at 4 p.m., and remain in effect until the conclusion of both games. The restrictions around the Rogers Centre will commence at 5 p.m., and will also remain in effect until the conclusion of the game.

Additional road restrictions/closures will include the closure of York Street between Lakeshore Boulevard and Front Street, as well as the closure of Bremner Boulevard, east of Grand Trunk. The other restrictions in the area which have been in place since the baseball season and playoffs began will continue to be in effect.

Accessibility Access for the Scotiabank Arena will continue to drop off and pick up on Bay Street near gate 1 of the Scotiabank Arena.

Accessibility Access for the Rogers Centre will be as follows:
Gate 7: For those attending the Rogers Centre, Rees Street, northbound from Lake Shore Boulevard West will be used for accessibility vehicles and other mobility-accessible services. A staging area for those using accessibility services will be set up on Rees Street at Bremner Boulevard, for gate 7 access.
Gate 13: A similar area will be established on Blue Jays Way in front of the Marriott Hotel, for those entering through gate 13.

The condominiums in the area as well as the businesses have been provided with security passes for their use, to allow them access during closures, in an effort to alleviate any disruption in their attending work or home.

Access for those residence and business into the area of Scotiabank Arena, will be from Lakeshore Boulevard northbound on York Street, with egress from the area, westbound along Bremner Boulevard.

Police, in partnership with the Scotiabank Arena, the Rogers Centre, as well as the City of Toronto are encouraging people to use public transit or other carpool options.

The public may also notice other enhanced security measures in the surrounding area, including an increased police presence and/or the use of other public and private sector resources.

While there is no imminent threat at this time, security issues are closely monitored and changes will be implemented as required.

On Tuesday, May 7, 2019 at 7 p.m., the Toronto Region Board of Trade will host a gala for the recipients of the 2018 Police Officer(s) of the Month awards at the Arcadian Court, 401 Bay Street.

This award was created by the Board of Trade in 1967. Its purpose is to recognize officers of the Toronto Police Service who have made significant contributions to making Toronto one of the safest big cities in the world. Each month, an officer or a group of officers is selected for Police Officer(s) of the Month, based on the following criteria: bravery, humanitarianism, superior investigative work and outstanding police skills.

A total of 30 officers will be honoured for their part in making Toronto one of the safest cities in the world. The 2018 Police Officer(s) of the Year award will be announced at the gala.

A total of five civilians will be honoured for the Project “Public Safety Data Portal” with a Civilian Excellence Award.

One officer will be honoured for the Project “eTeleWarrant and eReport to Justice” with a Business Excellence Award.

Platform guests include The Honourable Sylvia Jones, Solicitor General of Ontario, Ms. Jan De Silva, President and CEO, Toronto Region Board of Trade, Mr. Christopher Worth, Chair, Police Officer of the Year Committee, Mr. Andrew Pringle, Chair, Toronto Police Services Board and Chief Mark Saunders, Toronto Police Service.

The Toronto Region Board of Trade and the Toronto Police Service invite members of the media to attend this ceremony. It is anticipated that the presentations will be made at approximately 8:20 p.m.

Homicide #24/2019, Brendon Bowler, 17

On Monday, May 6, 2019, at 12:18 p.m., police responded to a radio call for a stabbing in the Livingston Road and Earswick Drive area.

Officers arrived to find a man suffering life-threatening injuries from the stabbing. He was rushed to hospital via emergency run but later succumbed to his injuries and was pronounced deceased in hospital.

The victim has been identified as Brendon Bowler, 17, of Toronto.

On Monday, May 6, 2019, two men were arrested. Emmett Carew, 18, and Cheddi Itwaroo, 20, of Toronto are each charged with:

One count of Second Degree Murder

They are both scheduled to appear in court at 1911 Eglinton Avenue East, on Tuesday, May 7, 2019, at 10 a.m., in court room 412.

Missing boy, Kennedy Road and McNicoll Avenue area, Iani Addis Lutchman, 13

Iani Addis Lutchman, 13, was last seen on Wednesday, May 1, 2019, at 12:31 p.m. in the Kennedy Road and McNicoll Avenue, area.

He is described as 5’7”, 220 lbs., with a heavy build and last seen wearing a black/white/red coloured jacket, red pants, and carrying a black backpack.

He is known to frequent the Jamestown area.

Toronto Region Board of Trade names Constables Russell Barnett and Josh McSweeney, 2018 TPS Police Officer of the Year

The winners of the 2018 Police Officer of the Year award were announced during the annual reception held this evening at the Toronto Region Board of Trade.

This award was created by the Board of Trade in 1967. Its purpose is to recognize officers of the Toronto Police Service who have made significant contributions to making Toronto one of the safest cities in the world. Each month, an officer or a group of officers are selected for Police Officer(s) of the Month based on the following criteria: bravery, humanitarianism, superior investigative work and outstanding police skills.

The monthly winners are then re-evaluated by a panel of judges and a winner is chosen to receive the Police Officer(s) of the Year award.


This year, the winners are Constables Russell Barnett and Josh McSweeney of 11 Division.

These officers demonstrated outstanding bravery, professionalism and dedication to duty. The professional manner with which they conducted themselves is worthy of substantial recognition not only by their peers but also the Toronto Police Service and the community in which it proudly serves.

On August 7, 2018, City of Toronto was hit with a powerful and unforgiving rain storm. Police received a call that two people were stuck in an elevator and that the elevator was flooding with water and the level was quickly rising. The trapped people were unable to reach the upper latch of the elevator to escape.

Police Constables Russell Barnett and Josh McSweeney attended the location and were met by the building staff who directed them to the elevator on the main floor. The officers could see that the elevator below them in the basement had its hatch partially pried open but could not be opened any more than a few inches. They could hear the calls from within the elevator pleading for help.

The officers made their way down to the lower level and faced a large metal door that was locked and almost submerged. This was a locked gate that led to the basement area. A key was handed to them to open the lock which was at this point almost submerged under dark and dirty water. The officers removed their vests and gun belts. The door had no handle and was extremely difficult to open due to the water pressure. Constable Barnett found the key hole and unlocked the door. Then with a large crowbar they made their way through mud filled dirty water swimming towards the elevator door, all the while reassuring the people in the elevator that they were the police and would get them out.

After several attempts the officers were unable to get leverage with the crowbar. The water continued to rise and the officers became anxious and concerned about getting the trapped people out safely. After considerable prying and leveraging they were able to open the first door and later the second set of doors and rescued the two occupants.

The water level in the elevator was less than 5 inches from the top of the elevator and the occupants were standing on the side ledges of the elevator, trying to survive. When the doors were finally opened, one of the men was so overcome with emotion that Constable McSweeney had to swim him to safety.

With zero regard for their own safety, both officers faced obstacle after obstacle but continued to push through each one for a solution to get the citizens to safety.


Police Constables Russell Barnett and Josh McSweeney were also selected as Police Officers of the Month for August 2018.

Congratulations to these two officers and to all the award winners for their continuing efforts to make Toronto a safe city.

Personal Injury Collision #29/2019, Lake Shore Boulevard East at Woodbine Avenue

On Tuesday, May 7, 2019, at 2:11 a.m., police responded to a call for a Personal Injury Collision that occurred on Lake Shore Boulevard East at Woodbine Avenue.

It is reported that:

- a 25-year-old man was driving a Mazda eastbound Lake Shore Boulevard East approaching Woodbine Avenue

- a 20-year-old woman was a passenger in the front right seat of the Mazda

- the driver of the Mazda failed to negotiate the curve in the road, lost control and struck a parked unoccupied Honda in the northbound curb lane of Woodbine Avenue

- the Mazda continued, mounted the east curb, striking a planter box and hydro pole

- as a result of the initial collision with the Honda, the Honda was pushed into a parked, unoccupied Nissan. The Nissan was then pushed into a parked unoccupied Honda Van

- the driver of the Mazda sustained life threatening injuries and was transported to hospital

- the passenger of the Mazda sustained injuries and was transported to hospital, her injuries were later determined to be non-life threatening

Police are asking local residents, business, and drivers, who may have security or dash camera footage of the area or incident, to contact investigators.

Arrest made in execution of warrant, Jordan McInerney-Brooks, 21, facing nine charges

On Sunday, May 5, 2019, at approximately 7:50 a.m., officers executed a search warrant in the Victoria Park Avenue and St. Clair Avenue East area.

The following items were alleged to have been seized:

- a loaded firearm
- a quantity of ammunition
- a silencer for a firearm
- brass knuckles
- a quantity of cocaine

Jordan McInerney-Brooks, 21, of Toronto, was arrested. He is charged with:

1. Possess Restricted or Prohibited Firearm Without Holding A Licence
2. Possess Restricted or Prohibited Firearm Knowingly Not Hold A Licence
3. Possess Loaded Regulated Firearm
4. Use/Handle/Store Firearm Carelessly
5. Possess Cocaine for the Purpose of Trafficking
6. Possess Proceeds Obtained by Crime Over $5,000
7. Possess Prohibited Weapon Knowing No Authority
8. Possess Prohibited Device Knowing No Authority
9. Possess Firearm With Altered Serial Number

He appeared in court at Old City Hall on Monday, May 6, 2019, at 10 a.m., in room 101.
