Personal Injury Collision #42/2018, Sheppard Avenue East near Allanford Road, Fail to Remain Collision - Pedestrian Struck, Updated, Image of Vehicle released

On Wednesday, September 26, 2018, at 8:54 p.m., police responded to a call for a Fail to Remain Collision that occurred on Sheppard Avenue East just east of Allanford Road.

It is reported that:

- a 79-year-old man was crossing Sheppard Avenue East near Allanford Road and was struck by a vehicle

He was rushed to a local hospital with life-threatening injuries.

Traffic Services investigators are seeking assistance from the public in locating a vehicle of interest in this investigation.

An image of this vehicle (possibly a mini-van) is being released.

Police continue to ask local residents, businesses, and drivers, who may have security or dash-camera footage of the area or incident, to contact investigators.

The Toronto Police Service requests the public’s assistance locating a missing man.

Gordon Taylor, 55, was last seen on Wednesday, September 27, 2018, at 9:30 a.m., in the Neilson Road and Sheppard Avenue East area.

He is described as 5’2”, 99 lbs., with receding grey hair, and grey eyes. There is no clothing description at this time.

Police are concerned for his safety.

Fatal collision #49/2018, St. Clair Avenue East and Jeanette Street, Update, Man arrested

On Wednesday, September 26, 2018, at 7:09 a.m., police responded to a Traffic Fatality in the St. Clair Avenue East and Jeanette Street area.

On Friday, September 28, 2018, Punitharajah Singarajah, 56, of Toronto was arrested. He is charged with:

1. Dangerous Operation of a Motor Vehicle Causing Death
2. Criminal Negligence Causing Death
3. Leave the Scene of Accident Causing Death

He will be attending Old City Hall Courts, on Saturday, September 29, 2018, at 10 a.m.

A 2014 Dodge Caravan has been seized.

Arrest made in a Shooting investigation, Jatorri Williams, 18, Faces 13 charges

The Toronto Police Service would like to make the public aware of an arrest made in a Shooting investigation.

On Wednesday, September 12, 2018, at 11:45 a.m., officers responded to a call for a shooting in the Midland Avenue and Wolfe Avenue area.

It is alleged that:

- a suspect approached an 18-year-old man in the area

- an argument ensued and the suspect shot the man


On Tuesday, September 25, 2018, Jatorri Williams, 18, of Toronto, was arrested. He is charged with:

1. Uttering Threats
2. Carry Concealed Weapon
3. Attempt Murder
4. Discharge Firearm Into a Place/Reckless to Others
5. Possess Loaded Regulated Firearm
6. Possess Restricted or Prohibited Firearm Without Holding a License
7. Possess Firearm Obtained by Crime
8. Fail To Comply With Prohibition Order
9. Four counts of Fail To Comply With Probation Order
10. Fail To Comply With Recognizance

He is scheduled to appear in court at 1911 Eglinton Avenue East, on Thursday, October 11, 2018, at 10 a.m.

Nuit Blanche, Saturday, September 29, 2018, to Sunday, September 30, 2018, Road closures

On Saturday, September 29, 2018, the City of Toronto will host the 11th Annual Nuit Blanche. This event will take place from sunset on Saturday, September 29, 2018, to sunrise on Sunday, September 30, 2018. There will be five major art installation areas including areas on or near Nathan Phillips Square, Queen's Park, Yonge-Dundas Square, Bay Street and a new installation in the area of the Scarborough Civic Centre and within various Scarborough RT stations.

The following road closures will be in effect as of Saturday, September 29, 2018, at 8 a.m.:

- Bay Street from Richmond Street West to Dundas Street West
- Hagerman Street from Elizabeth Street to Bay Street
- Elizabeth Street from Foster Place to Hagerman Street
- Albert Street from Bay Street to James Street
- James Street from Queen Street West to Albert Street
- Temperance Street from Bay Street to 30m west of Bay Street
- Dundas Square Street from Yonge Street and O'Keefe Lane
- Borough Drive between Brian Harrison Way and Town Centre Court
- Borough Approach East between Borough Drive and Ellesmere Road

At 4 p.m., the following road closures will come into effect:

- Queen Street West from Yonge Street to University Avenue
- York Street from Richmond Street West to Queen Street West

All roads are expected to be reopened on Sunday, September 30, 2018, at approximately 11 a.m..

TTC will be diverting a number of routes in the area.

Vehicles are advised to take alternative routes as there will be traffic delays in the area.

Sunday, September 30, 2018, CIBC Run for the Cure, Road closures

On Sunday, September 30, 2018, the Canadian Breast Cancer Foundation will host the annual CIBC Run for the Cure.

This event is a 1 km and 5 km run and walk. Organizers are expecting approximately 20,000 participants. The event begins at 10 a.m.

At 6 a.m., Wellesley Street West, from Queen's Park Crescent East to Queen's Park Crescent West, will be fully closed. Hoskin Avenue, from Queen's Park Crescent West to St. George Street, will be closed at 7 a.m.

All other road closures will begin at 9 a.m.

At 10 a.m., participants will proceed down the following routes:

5 km route:

- Start line: Hart House Circle at Wellesley Street West (Formation Area)
- Eastbound Wellesley Street West to Queen's Park Crescent East (full road)
- Southbound Queen's Park Crescent East/University Avenue to Armoury Street (full road)
- Turnaround at Armoury Street to northbound University Avenue (full road)
- Northbound University Avenue/Queen's Park Crescent West to Bloor Street West (full road)
- Westbound Bloor Street West to St. George Street (full road)
- Southbound St. George Street to College Street (full road)
- Eastbound College Street to King’s College Road (full road)
- Northbound King’s College Road to finish line at King’s College Circle (full road)
- Finish Line: King’s College Circle (Dispersal Area)

1 km route:

- Start line: Hart House Circle, through Soldier’s Tower, to Tower Road
- Northbound Tower Road to Hoskin Avenue (full road)
- Westbound Hoskin Avenue to St. George Street (full road)
- Southbound St. George Street to College Street (full road)
- Eastbound College Street to King’s College Road (full road)
- Northbound King’s College Road to finish line at King’s College Circle (full road)
- Finish Line: King’s College Circle (Dispersal Area)

The Service is asking the public to not park their vehicles along the route on Sunday, September 30, 2018, from 6 a.m. to approximately 12 p.m.

Vehicles in the area, including TTC, will experience traffic delays during the event. Motorists are advised to consider alternate routes around the area.

This event will proceed regardless of weather conditions.

Missing girl, Dixon Road and Bridesburg Drive area, Najma Mahad, 13

Najma Mahad, 13, was last seen on Thursday, September 27, 2018, at 7 a.m., in the Dixon Road and Bridesburg Drive area.

She is described as 4'8", with a medium build, brown eyes, and black shoulder-length hair. She was last seen wearing white sneakers, a long grey coat, light blue jeans, white t-shirt with yellow stripes on the back and possibly wearing a white hijab.

Police are concerned for her safety.

Missing girl located, Dixon Road and Bridesburg Drive area, Najma Mahad, 13

Arrest made in vandalism to vehicles investigation, Leslieville, Ahmad Zafar, 28

The Toronto Police Service would like to make the public aware of an arrest made in an investigation into vehicles being vandalized in the Leslieville area.

Since Sunday, July 1, 2018, 60 reports of damage to vehicles have been reported to police. In most of these reports, tires have been cut or punctured. These incidents have occurred in the evening to early morning. Many of these incidents, but not all, have occurred on Wednesday night to Thursday mornings.

On Friday, September 28, at 9 p.m., Ahmad Zafar, 28, of Toronto was arrested by the Central South District - Major Crime Unit in Leslieville.

He has been charged with:

1. Seventy-eight counts of Mischief/Damage to Property - not exceeding $5000

He was scheduled to appear in court on Saturday, September 29, 2018, at Old City Hall, at 10 a.m.

Toronto Police Service Places Neighbourhood Policing at the Core of Community Safety, Pilot Launch of Enhanced Neighbourhood Officer Program

Today, the Toronto Police Service is launching a six-month pilot of an enhanced Neighbourhood Officer Program in eight City of Toronto neighbourhoods located in 11, 22, 41, and 42 Divisions.

The Service has had Neighbourhood Officers since 2013 with 96 Police Constables deployed in 33 neighbourhoods across Toronto. Over the past five years, relationships in these neighbourhoods have improved, levels of trust have increased, and there has been an improved understanding of the policing needs within these communities due to the presence of Neighbourhood Officers.

The launch of the pilot demonstrates the Service’s continued commitment to the Neighbourhood Officer Program. A number of enhancements will be added to the current program and then evaluated during the pilot. Some of these enhancements include:

• A standard role profile which describes the Neighbourhood Officer mandate and key accountabilities;
• Standardized training for Neighbourhood Officers;
• A defined term of four years in the neighbourhood;
• A work schedule with flexible start times to meet the needs of the community;
• Provision of Connected Officer devices (smartphones); and,
• Increased visibility of Neighbourhood Officers using marked vehicles, ball caps and vest flaps.

“The Neighbourhood Officer program speaks to and supports each of our modernization goals and our Service. Establishing a more visible and consistent police presence in neighbourhoods is what and where the public has asked for us to be,” commented Toronto Chief of Police, Mark Saunders. “Working collaboratively with residents, community groups, and City partners will mean that together, the Neighbourhood Officers and residents can utilize various partners to help solve issues and problems before they escalate.”

Chief Saunders further added, “Having Neighbourhood Officers consistently present will lead to increased trust and confidence in our Service which will help us either manage issues before they arise, or be able to quickly resolve them. Preventing issues from escalating is important to all of us.”

At the conclusion of the pilot, the information and experiences from participants and stakeholders will be evaluated to make sure when the enhanced program is deployed in various locations in Toronto in 2019 and 2020, it will meet the expectations of the communities and the Neighbourhood Officers.


About the Action Plan: The Way Forward
Mandated to look beyond the way policing is currently done in Toronto; the Transformational Task Force (TTF) proposed a modernized policing model for the city that is innovative, sustainable, and affordable. The final report - Action Plan: The Way Forward – was accepted by the Toronto Police Services Board in February, 2017, as the Service’s Business Plan for the next 3 years. The Toronto Police Service is now implementing this modernization plan. The new model places communities at its core, be intelligence-led, optimize the use of resources and technology, and embrace partnerships as a means of enhancing capacity and capability.
