Ronald Peter Tibando, 54, wanted in Sexual Assault investigation, Hilda Avenue and Steeles Avenue West area, Update, Man arrested, faces seven charges

The Toronto Police Service would like to inform the public of an arrest in a Sexual Assault investigation.

It is alleged that:

- on Thursday, August 30, 2018, at 3 a.m., a man was at a residence in the Hilda Avenue and Steeles Avenue West area

- the man entered a room armed with a knife, sexually assaulted a woman and stabbed a boy who received non-life-threatening injuries.

On Sunday, September 2, 2018, Ronald Peter Tibando, 54, of Toronto, was arrested and charged with:

1) Break-and-Enter with Intent
2) Sexual Assault with a weapon
3) Sexual Assault
4) Assault with a weapon
5) Forcible Confinement
6) Assault bodily harm
7) Utter threats

He was scheduled to appear in court at Old City Hall on Sunday, September 2, 2018, 10 a.m., room 101.

2018 Back to School Message

Toronto students are returning to school after the summer break and regular traffic volumes return to our roads.

All road-users need to consider the safety of our most vulnerable users: school children, pedestrians and cyclists. We all need to have the common goal of reaching our destinations safely each day.

Too often, speed, distracted, aggressive and impaired driving lead to collisions and injuries.

Parking violations around school zones cause frustration, congestion and an unsafe environment for students.

All of these actions are preventable and avoidable.

The Toronto Police Service and its many road-safety partners are asking motorists to consider these facts and to make road safety a priority.

TPS and the City of Toronto Update about the School Crossing Guard Program

The Toronto Police Service continues to implement its modernization plan to make sure the organization is where the public needs the Service the most so they can focus on the complex needs of Toronto and embrace partnerships to create safe communities. The City of Toronto and TPS are partnering on several recommendations contained in the Action Plan: The Way Forward including the plan to transition the School Crossing Guard Program to the City of Toronto, Transportation Services Division.

As part of this transition, starting this school year, TPS will no longer be providing uniform police officers to backfill for a School Crossing Guard who is not able to come to work. TPS and the City of Toronto have worked together to develop an alternative to backfill absent school crossing guards. Through a new contract with the City, Neptune Security Services will fill an important role in supporting student safety by providing backfill services when a TPS School Crossing Guard is absent.

Neptune Security Services guards will:

• Undergo the same screening processes, and will be provided the same training as current TPS School Crossing Guards.

• Be identified by an identification card that will be present on the left chest and a vest that contains a "Neptune Security Services" logo on the left chest and the letters "Crossing Guard" at the back.

For the 2018-2019 school year, TPS will continue to manage the administration of the School Crossing Guard Program. The School Crossing Guard program transitions fully to the City of Toronto, Transportation Services Division, in September of 2019.

About the Action Plan: The Way Forward

Mandated to look beyond the way policing is currently done in Toronto; the Transformational Task Force (TTF) proposed a modernized policing model for the city that is innovative, sustainable, and affordable. The final report - Action Plan: The Way Forward – contains 32 recommendations and was accepted by the Toronto Police Services Board in February, 2017 as the Service’s Business Plan for the next three years. The Toronto Police Service is now implementing this modernization plan. The new model will place communities at its core, be intelligence-led, optimize the use of resources and technology, and embrace partnerships as a means of enhancing capacity and capability.

Ina Williams, 80, was last seen on Monday, September 3, 2018, at 6 a.m., in the Markham Road and Progress Avenue area.

She is described as approximately 5’5", brown eyes, wavy grey-and-black hair often in a ponytail. She was last seen wearing beige baggy pants, beige suit jacket, beige hat, black shoes, carrying black purse and large pink bag.

On Thursday, August 30, 2018, at approximately 2:50 p.m., police were called for a Sound of Gunshots at Yorkdale Shopping Centre, 3401 Dufferin Street.

It is alleged that:

- two groups of males had an altercation

- two shots were fired

On Monday, September 3, 2018, members of the Toronto Police Service located Zion Sankar-Beharry, 20, outside of Trenton, Ontario, where he was arrested without incident.

He is charged with:

1) two counts of Attempt Murder
2) two counts of Point Firearm
3) Use/Handle/Store Firearm Carelessly
4) two counts of Reckless Discharge Firearm
5) Possess Loaded Regulated Firearm
6) Occupy Motor Vehicle with Firearm
7) Possess Weapon for Committing an Offence
8) Carry Concealed Weapon

He was scheduled to appear in court at 1000 Finch Avenue West on Tuesday, September 4, 2018, 10 a.m., room 306.

The Toronto Police Service is requesting assistance identifying a suspect in an Assault investigation.

It is reported that:

- on Monday, April 23, 2018, at 8:30 p.m., a man approached another man, 34, who was in a wheelchair in the Shopper’s Drug Mart at Yonge Street and Carlton Street

- the man, 34, was assaulted by the suspect in the store

The male suspect is described as 45-50, 5'9"- 5'10", heavy build, olive complexion, blue eyes. He was last seen wearing all-black clothes with “Ellis Don” on the front of a hooded sweatshirt.

Photographs of the suspect have been released.

The Toronto Police Service would like to make the public aware of an investigation into a Sexual Assault on Friday, August 31, 2018, at 1 p.m., in the Finch Avenue West and Keele Street area.

It is reported that:

- a male client, who identified himself as “John,” made an appointment at a spa prior to attending

- the masseuse, a 27-year-old woman, performed the agreed-upon services

- near the end of the appointment, the man sexually assaulted the masseuse and left the spa

The man is described as 6', sunburned reddish complexion, bald. He was last seen wearing a dark wedding band, white shirt, jeans.

A photograph of the man has been released.

Homicide #73/2018, Coronation Park, 711 Lake Shore Boulevard West, Michael Lewis, 30

On Sunday, September 2, 2018, at approximately 6:15 p.m., officers responded to a call for a Sound of Gunshots in Coronation Park, 711 Lake Shore Boulevard West.

Officers arrived on scene and located a man with obvious gunshot wounds.

Lifesaving measures were started by first-responders but the man was pronounced at the scene.

He has been identified as Michael Lewis, 30, of Markham.

Investigators are appealing to anyone who was in the park at the time of the shooting and anyone with video from business, residence or dash-cam to contact TPS Homicide.

The Toronto Police Service would like to advise the public of an arrest in a Homicide investigation.

On Friday, August 24, 2018, at 12:48 p.m., officers responded to a call for an assault in between the parking lots of 2305 Markham Road and 20 Melham Court.

Officers attended the area and located a man with obvious trauma. He was pronounced shortly after.

An appeal was made for the public's assistance locating a man wanted in connection with the Homicide.

On Tuesday, September 4, 2018, at 11 p.m., Garfield Chambers, 43, of Toronto, was arrested. He has been charged with:

1) Second-Degree Murder

He is scheduled to appear in court at 1911 Eglinton Avenue East on Wednesday, September 5, 2018, 10 a.m.

On Saturday, September 1, 2018, at approximately 3:40 a.m., two men boarded a TTC streetcar in the Spadina Avenue and King Street West area.

On Tuesday, September 4, 2018, two men surrendered to police.

Gumercindo Diaz, 22, of Toronto, was arrested. He is charged with:

1) Attempt Murder
2) Assault

He appeared in court at Old City Hall on Tuesday, September 4, 2018, 10 a.m., room 101.


Emanuel Ortez-Escobar, 23, of Toronto, was arrested. He is charged with:

1) Attempt Murder
2) Assault with a weapon
3) Weapons Dangerous

He is scheduled to appear in court at Old City Hall on Wednesday, September 5, 2018, 10 a.m., room 101.
