Phillip Kravetsky, 51, charged in ongoing Sexual Assault investigation, Bathurst Street and Lawrence Avenue West area, Man’s photograph released

The Toronto Police Service would like to advise the public of an arrest in an ongoing Sexual Assault investigation.

It is alleged that:

- a 51-year-old man sexually assaulted a child at an address in the Bathurst Street and Lawrence Avenue West area.

- this man is employed in Toronto as a psychotherapist with a focus on family counselling and corporate mediation

On Tuesday, March 13, 2018, Phillip Kravetsky, 51, of Toronto, was arrested by Child & Youth Advocacy Centre members. He is charged with:

1) Sexual Assault
2) Sexual Interference

He is scheduled to appear in court at 1000 Finch Avenue West on Friday, April 27, 2018.

It is comprised of specialized child abuse investigators from the Toronto Police Service in partnership with Boost Child & Youth Advocacy Centre, Children’s Aid Society of Toronto, Catholic Children’s Aid Society of Toronto, Native Child & Family Services, Jewish Family & Child, Radius Child & Youth Services , SAFE-T Program, Child Development Institute, the Suspected Child Abuse and Neglect Program (The Hospital for Sick Children) and the Victim Witness Assistance Program.

Personal injury collision #9/2018, College Street and Huron Street, Man, 19, facing five charges

On Thursday, March 15, 2018, at 2:26 a.m., police responded to a call for a personal injury collision at College Street and Huron Street.

It is alleged that:

- a woman, 21, was attempting to cross Huron Street on the north side of College Street

- a man, 19, was driving a 2014 Toyota Rav 4 northbound on Huron Street, approaching College Street

- the woman was struck by the vehicle as she attempted to cross the road

The woman received life-threatening injuries and was taken to hospital.

The 19-year-old driver, identified as Rylan Balappa-Lawes, of Mississauga, has been charged with:

1) Criminal negligence causing bodily harm
2) Dangerous operation of a motor vehicle causing bodily harm
3) Fail to stop after accident causing bodily harm
4) Impaired operation of a motor vehicle causing bodily harm
5) Over 80 mgs operation of a motor vehicle causing bodily harm

He was scheduled to appear in court at Old City Hall on Thursday, March 15, 2018, courtroom 111.

Federal inmate wanted, Thomas Robichaud, 44, Photograph released

The Repeat Offender Parole Enforcement (R.O.P.E.) Squad is requesting assistance locating a federal offender wanted on a Canada Wide Warrant as a result of his alleged breach of a Long Term Supervision Order.

Thomas Robichaud, 44, is described as 5'7", 201 lbs., long brown hair tied in a ponytail, green eyes. He has a tattoo on the back of his left hand of an eagle.

He is currently bound by a Long Term Supervision Order relating to several violent offences including Sexual Assault on children, Forcible Confinement, Child Luring and Distribute/Sell Child Pornography.

He is known to frequent Toronto but could be anywhere in the province.

Missing man, Yonge Street and Gerrard Street East area, Zhong Yu, 92

The Toronto Police Service requests the public's assistance locating a missing man.

Zhong Yu, 92, was last seen on Thursday, March 15, 2018, at 3 p.m., in the Yonge Street and Gerrard Street East area.

He is described as 5'6", skinny build, with white hair, and bushy eyebrows. He was last seen wearing a black jacket with yellow writing on the left chest area and dark pants.

Police are concerned for his safety.

In November 2015, 41 Division started "Coffee with a Cop." Since then, the events have been held regularly throughout the Division.

On Friday, March 16, 2018, community members will also be able to have "Coffee with a Cop" in 42, 43 and 54 Divisions, at the following locations:

41 Division: 3150 St. Clair Avenue East
42 Division: 395 Bamburgh Circle
43 Division: 1280 Markham Road
54 Division: 1045 Pape Avenue

The majority of contacts police have with the public happen during emergencies or emotional situations. Those situations are not always the most effective times for relationship-building with the community, and some community members may feel officers are unapproachable on the street.

"Coffee with a Cop" breaks down barriers and allows for a relaxed, one-on-one, interaction.

She is described as 5’5”, 120 lbs., with long brown hair. There are no clothing descriptions for her at this time.

Police are concerned for her safety.

Media advisory Monday, March 19, 2018 through Sunday, April 1, 2018, March Safe - pedestrian and school zone safety campaign

The Toronto Police Service will be conducting the March Safe pedestrian and school zone safety campaign from Monday, March 19, 2018, through Sunday, April 1, 2018.

Collision analysis has shown that, on average, 50-60% of all our fatalities involve pedestrians. To date, 80% of all the fatalities reported this year have involved pedestrians. Last year, 36 pedestrians lost their lives, representing approximately 58% of all traffic fatalities in Toronto. To date, 54% of pedestrian fatalities have involved pedestrians who are seniors.

Officers will be paying special attention to drivers, pedestrians and cyclists who commit traffic violations that may jeopardize pedestrian safety. Parking Enforcement Officers will also be focusing on parking offences that may compromise the safety of pedestrians. Particular attention will be given to all intersection-related offences, pedestrian crosswalk violations, and pedestrians crossing in mid-block locations.

The need to be aware and alert at all times on any road, and even in the most routine circumstances, is a key component to moving through traffic safely. This applies to drivers, pedestrians, cyclists and transit-users alike. We ask those who drive to take extra care on the roads and in parking lots, especially in areas where children and seniors might be present.

Driver Safety Tips

- a driver who is aware and alert can avoid potential hazards and other distractions.
- scan to identify pedestrians and cyclists entering the road from curbs and driveways or when approaching intersections
- be ready for the unexpected
- avoid using distracting devices
- leave at least 2-3 seconds following distance between you and the vehicles ahead
- in fog, rain, snow or darkness, use your full headlighting system. Remember, when conditions require you to use your windshield wipers, you should turn on your headlights as well
- to avoid backing into, or out of, a parking space, pull straight through two stalls (where available) so you are parked with the nose of your vehicle facing out
- drive in travelled lanes only - avoid driving across or through parking spaces
- use rearview and outside mirrors often and frequently check your speed


Pedestrians/Transit Users' Tips

Parents and caregivers can help reinforce some of these pedestrian safety messages to children, as well as some of our more vulnerable seniors and transit users.

- stop, look, listen and think before entering the roadway
- utilize crossings at controlled areas, intersections and crosswalks
- make eye contact with drivers and other road-users
- wear reflective or bright clothing whenever possible
- never run into the street
- obey crossing signals and signs

Homicide #12/2018, 49 Scarlettwood Court, Nnamdi Ogba, 26

On Friday, March 16, 2018, at 11:09 p.m., officers responded to a call for a shooting at 49 Scarlettwood Court.

Officers arrived and discovered a man with apparent gunshot wounds.

He succumbed to his injuries and was pronounced dead at the scene.

Homicide investigators have taken carriage of this investigation.

The victim has been identified as Nnamdi Ogba, 26, of Toronto.

A post-mortem examination will be conducted on Saturday, March 17, 2018.

On Saturday, March 17, 2018, at 10:08 p.m., officers responded to a call for a shooting at 33 Samor Road.

Officers arrived and located a man and a woman with apparent gunshot wounds.

The man succumbed to his injuries and was pronounced at the scene.

The woman was rushed to hospital. She later succumbed to her injuries and was pronounced in hospital.

Post-mortem examinations are scheduled for today.

Vision Zero acknowledges that collisions are inevitable but that killed and seriously injured (KSI) collisions on the roads of Toronto are preventable and unacceptable. The Toronto Police Service is committed to Vision Zero and to working collaboratively with our partner agencies in pursuit of this vision.

The "Slow Down Toronto" campaign will start on Monday, March 19, 2018 and conclude on Sunday, April 1, 2018. During this campaign, the Toronto Police Service will focus traffic enforcement efforts on offences identified as major contributors to KSI collisions. These include offences such as speeding, distracted driving, and all offences indicating aggressive driving behaviour.

On Monday, March 19, 2018, at 8 a.m., at the Fairmont Royal York, 100 Front Street West, the Toronto Police Service, in partnership with the Ontario Provincial Police, will open the first International Human Trafficking Training & Awareness Conference.

The conference will feature speakers from all over the world, who will share their expertise and experiences with human trafficking investigations. Topics include: case studies from law enforcement agencies, stories from survivors, and the use of data analytics in the fight against human trafficking.

Opening ceremonies are open to the media and will include remarks by Chief Mark Saunders; OPP Commissioner Vince Hawkes; Minister of Community Safety & Correctional Services, the Honourable Marie-France Lalonde; MPP for Haliburton-Kawartha Lakes-Brock, Ms. Laurie Scott; and Director of the Provincial Anti-Human Trafficking Strategy, Ms. Jennifer Richardson.
