The Toronto Police Service requests assistance locating a missing woman.

Avelina Benedicto, 34, was last seen on Friday, February 16, 2018, at approximately 12 p.m., in the Midland Avenue and Lawrence Avenue East area.

She is described as 5'2", 120-140 lbs., brown eyes, short black hair. She was last seen wearing a white hooded sweatshirt with "CANADA" in red on back, black leggings, brown calf-high boots, carrying a brown leather purse.

Police are concerned for her safety.

Holiday on-street parking enforcement

Toronto Police Service Parking Enforcement will not be enforcing the following on-street parking bylaws during the Family Day public holiday on Monday, February 19, 2018:

• Pay-and-Display/Metered Areas
• Rush-Hour Routes
• Posted signs indicating Monday-to-Friday regulations

All other areas and parking offences will continue to be enforced.

Distracted-driving campaign, "That Text or Call Could End It All," Monday, February 19, 2018 through Sunday, February 25, 2018

The use of hand-held communication and entertainment devices, while driving, distracts drivers from driving safely. Legislation is in place which has created specific offences for this driving behaviour.

The Service will be launching the "That Text Or Call Could End It All" distracted-driving campaign, starting Monday, February 19, 2018 and concluding on Sunday, February 25, 2018. This one-week initiative will highlight the dangers associated with drivers who talk, text, type, dial or email using hand-held communication and entertainment devices. The goal of this campaign is to bring about an awareness of the dangers of distracted driving through education and enforcement.

Officers will focus their attention on those drivers who choose to drive while distracted. Distracted driving is any action that a driver engages in that takes their focus away from the safe operation of their vehicle, which includes, but is not limited to, the use of hand-held communication and entertainment devices. Distracted drivers are a safety risk to themselves and other road-users. The Service is committed to ensuring the safety of everyone using the roads in and around our city.

Since 2010, the year distracted-driving legislation came into force in Ontario, approximately 120,000 tickets have been issued for distracted-driving-related offences by the Toronto Police Service.

Based on 2016 collision data, there were 70,004 collisions reported to the Toronto Police Service. A total of 7,435 of those collisions involved at least one inattentive driver. Of the 7,435 collisions, eight were fatal collisions, in 2,642 there was some level of personal injury and 4,785 were property-damage-only collisions.

Improving road safety for motorists, cyclists and pedestrians is our goal. This initiative is part of the City of Toronto – Vision Zero Road Safety Plan.

Monday, February 19, 2018, noon, Facebook Live, Family Day discussion, Distracted driving: what is the true cost?

Toronto Police Service Traffic Services is inviting the public to participate in the #ThatTextOrCallCouldEndItAll discussion on Facebook.

During February, the Toronto Police Service runs its annual distracted-driving campaign called “That Text or Call Could End It All.”

This live-streamed discussion will focus on trends, concerns, and current as well as upcoming legislative changes including monetary penalties and licence suspensions for distracted-driving-related offences.

Although distracted-driving legislation targets those people who use cellphones, distraction takes many forms. Some of these include eating, drinking, reading, and personal grooming.

Members of Traffic Services will answer questions from the public on distracted-driving through a moderator on Facebook.

The live-streamed discussion will run on Monday, February 19, 2018, from noon to 12:30 p.m. EST., and will be broadcast via Facebook at Traffic Services Facebook Page.

The Toronto Police Service is requesting assistance locating a missing woman.

Bernice Morales, 32, was last seen on Friday, February 16, 2018, at 12 p.m., in the Kingston Road and Eglinton Avenue East area.

She is described as 5’2", heavy build, short black hair, brown eyes. She is believed to be wearing a purple winter jacket, beige sparkly winter boots.

Police are concerned for her safety.

Missing woman located, Queen Street East and Sherbourne Street area, Andrea Whitehead, 24

Arrests in Robbery/Attempt Murder investigation, Albion Road and Byng Avenue area, Handgun recovered, Man, 46, and woman, 26, facing total of 20 charges, Second man outstanding

The Toronto Police Service would like to make the public aware of two arrests in a Robbery/Attempt Murder investigation.

It is alleged that:

- on Friday, February 16, 2018, at approximately 7 a.m., two men and a woman arrived in a residential area near Albion Road and Byng Avenue, in a vehicle driven by the woman

- the two men, (one of the accused, and a yet-to-be-identified man), exited the vehicle and approached another man, a resident in the area, who was standing in his driveway

- the pair engaged the resident in a brief conversation

- within moments, the accused pointed a semi-automatic handgun at the male victim while making threats and a demand for cash

- the accused obtained property from the victim and attempted to flee with his accomplice in the awaiting vehicle, driven by the woman

- the victim began to chase them, at which point the accused turned around, pointed the firearm, and fired three shots at him

- one of the rounds struck the victim and he sustained non-life-threatening injuries

- the three people in the vehicle fled the area, but not before the victim was able to obtain key identifiers including the licence plate of the vehicle

It is further alleged that:

- police arrived on the scene shortly thereafter and located a shell casing

- the vehicle of interest was also located a short distance away, parked at a nearby residential high-rise building

- further investigation revealed the identities of the male accused and the female accused driver

On Friday, February 16, 2018, officers from the Area Field Command Investigative Support Unit executed a search warrant on the vehicle of interest.

It is further alleged that:

- a loaded 9mm handgun was located within it

Later that evening, Dale Bailey, 46, of Toronto, was located and arrested. He has been charged with:

1) Carry concealed weapon
2) Use/handle/store firearm carelessly
3) Possess loaded regulated firearm
4) Possess restricted or prohibited firearm without holding a licence and registration certificate
5) Possess restricted or prohibited firearm knowingly not holding a licence and registration certificate
6) Possess firearm while prohibited
7) Possess firearm with altered serial number
8) Robbery with firearm
9) Use firearm/flight after indictable offence
10) Attempt murder
11) Occupy motor vehicle with firearm


Jasmin Langeman, 26, of Toronto, was also arrested. She has been charged with:

1) Use/handle/store firearm carelessly
2) Possess loaded regulated firearm
3) Possess restricted or prohibited firearm without holding a licence and registration certificate
4) Possess restricted or prohibited firearm knowingly not holding a licence and registration certificate
5) Possess firearm while prohibited
6) Possess firearm with altered serial number
7) Robbery with firearm
9) Accessory after the fact indictable offence
9) Occupy motor vehicle with firearm

Both were scheduled to appear in court at Old City Hall on Saturday, February 17, 2018, 10 a.m.

The second involved man is yet to be identified.

Police seek assistance locating man wanted in Threat investigation, Security camera images of man released

The Toronto Police Service is requesting assistance identifying a man wanted in an investigation into a Threat.

It is reported that:

- on Sunday, February 18, 2018, between 10 p.m., and 11 p.m., a man was a passenger on a commuter train travelling into Toronto

- at that time, the man uttered a threat to a train staff member, which caused the staff member to be concerned for his safety and that of the public

- the staff member notified police

The man is described as brown, early 30s, 5’7” - 5’10”, 200 lbs., heavy build, acne,
unkempt beard. He was last seen wearing a dark jacket, grey T-shirt with “Athletic Mac” on the front, dark pants, tan boots, blue winter toque with “hockey” on the back, eyeglasses.

43 cases of vandalism to vehicles in Cabbagetown in six weeks, Update, Two men arrested, face total of 14 charges

51 Division would like to make the public aware that two arrests have been made in the investigation into numerous acts of vandalism in the Cabbagetown area.

See previous release.

It is alleged that:

- at approximately 4 a.m. on Monday, February 19, 2018, members of the 51 Division Major Crime Unit and the 51 Division Community Response Unit were in the area and noticed suspicious behavior

- the officers witnessed two people entering vehicles which were parked along Sackville Street and also committing damage to them

- these suspects were approached by the officers and immediately ran

- the officers pursued and were able to apprehend the suspects after a brief chase

- officers discovered a knife and an ice pick-type instrument on each suspect

Estuardo Anfree Rivas, 21, of Toronto, was arrested and charged with:

1) five counts of Mischief/Damage to Property not exceeding $5000
2) Theft Under $5000
3) Possession of Break-and-Enter Instrument
4) Carry Concealed Weapon


Samson Bambino Carter, 18, of Toronto, was arrested and charged with:

1) five counts of Mischief/Damage to Property not exceeding $5000
2) Carry Concealed Weapon

They were scheduled to appear in court at Old City Hall on Monday, February 19, 2018, 10 a.m., room 101.

The investigation is continuing. Members of the public are being encouraged to continue being aware and vigilant of suspicious activity and to contact police and report any behavior they find suspicious.

The investigators would still like residents to review their personal home security systems and send any video to police that may have captured vehicles being damaged or any other suspicious activity or persons.

Boy, 17, arrested in carjacking investigation, Woodbine Avenue and Danforth Avenue area, Faces six charges

The Toronto Police Service would like to inform the public of an arrest in a carjacking investigation.

On Wednesday, February 14, 2018, police received a radio call to attend the Woodbine Avenue and Danforth Avenue area.

It is alleged that:

- a 29-year-old woman was returning to her vehicle when she was accosted by a male

- the male pushed the woman to the ground and began pulling at her keys

- a witness heard the woman screaming for help and attempted to assist

- the male threatened to shoot the witness

- the male drove away in the woman's vehicle

On Sunday, February 18, 2018, 54 Division Major Crime Unit arrested a 17-year-old boy.

It is further alleged that:

- at the time of arrest, he was in possession of an imitation firearm

He has been charged with:

1) Use Imitation Firearm/Commit Indictable Offence
2) Robbery/ Offensive Weapon
3) Possess Weapon/Dangerous to Public Peace
4) Possess Property or Thing Obtained by Crime/Exceeding
5) Uttering Threats/Death or Bodily Harm
6) Possess Property or Thing Obtained by Crime/Not Exceeding $5000

He was scheduled to appear in court at Old City Hall on Monday, February 19, 2018, 10 a.m.

He cannot be named under the provisions of the Youth Criminal Justice Act.

The Toronto Police Service will be celebrating Black History Month on Tuesday, February 20, 2018, at 11 a.m., in the auditorium at police headquarters. The theme of this year's Black History Month is "Let the Path be Open to Talent."

The event will pay special tribute to our youth. In our young people, we see inspiration, we see great talent, and we see future leaders.

Dignitaries, including Toronto Police Services Board Chair Andy Pringle and Chief Mark Saunders will be participating in the ceremony.

Personal injury collision #6/2018, Yonge Street, south of Erskine Avenue

On Sunday, February 18, 2018, at 6:27 p.m., police received a call for a personal injury collision at Yonge Street, south of Erskine Avenue.

It is reported that:

- a woman, 40, was driving a 2016 Smart Car northbound on Yonge Street, south of Erskine Avenue

- a man, 46, was attempting to cross Yonge Street, south of Erskine Avenue

- the man was struck by the vehicle as he attempted to cross the road

The man received life-threatening injuries and was taken to hospital.

The cheque represents proceeds of the Chief's Gala in support of Victim Services Toronto held on Thursday, November 23, 2017, at the Beanfield Centre with 1,000 guests. This is the largest amount ever raised in the ten-year history of the event.

Man, 50, faces eight charges in six bank robberies

Toronto Police Service Hold Up would like to make the public aware of a man arrested for numerous bank robberies in the past month.

It is alleged that:

- between Monday, January 22, 2018, and Sunday, February 18, 2018, a man committed a total of six bank robberies in Toronto's west end

- during the robberies, the man passed the bank customer service representatives a hold-up note demanding money and, in some instances, he threatened the victims

On Sunday, February 18, 2018, John Castonguay, 50, of Toronto, was charged with:

1) six counts of robbery
2) Disguise with Intent
3) Utter Threats

He appeared in court at Old City Hall on February 19, 2018, 10 a.m., room 101.

On Wednesday, February 14, 2018, members of the Toronto Police Service Child Exploitation Section executed a Criminal Code search warrant in the Wellesley Street East and Sherbourne Street area.

It is alleged that:

- a man possessed, accessed, distributed and made available child sexual abuse material over the internet

Dwaine Bartley, 34, of Toronto, was arrested and charged with:

1) two counts of Possession of Child Pornography
2) two counts of Access Child Pornography
3) Make available Child Pornography
4) Distribute Child Pornography

He appeared in court at College Park on Tuesday, February 20, 2018, 2 p.m.

He is described as 6'1", 170 lbs., short white hair, clean-shaven. He was last seen wearing a dark "newsboy" hat, black pants, blue 3/4-length winter jacket, black dress shoes.
