Homicide #28/2017, Gamble Avenue and Broadview Avenue area

On Monday, July 31, 2017, at 7:03 p.m., officers responded to a medically related call in the Gamble Avenue and Broadview Avenue area.

Police and paramedics arrived and located a man and a boy without vital signs. They were both pronounced at the scene.

They have been identified as Zlatan Cico, 58, and Simon Cico, 6, of Toronto.

There are no outstanding suspects.

Missing woman, Keele Street and Bloor Street West area, Yara El-Safi, 24

The Toronto Police Service is requesting assistance locating a missing woman.

Yara El-Safi, 24, was last seen on Monday, July 31, 2017, at approximately 5:30 p.m., in the Keele Street and Bloor Street West area.

She is described as 5'3", medium build, dyed blonde shoulder-length hair. She was last seen wearing a black leather jacket, black T-shirt with "1 percent talent" with a cartoon mountain on the front.

Police are concerned for her safety.

Man, 53, faces eight charges in ongoing Robbery investigation

Toronto Police Service Hold Up would like to make the public aware of an arrest in an ongoing financial robbery investigation involving eight banks, seven in Toronto, one in Pickering.

It is alleged that:

- on Friday July 28, 2017, at 12:01 p.m., a man entered a bank at Queen Street West and Roncesvalles Avenue

- he approached the teller and presented a note demanding cash and saying he had a gun

- he obtained a quantity of money before fleeing

It is further alleged that:

- the same man robbed seven other banks is the same manner

- Thursday, July 27, 2017 at 2:04 p.m. near Brock Road and Kingston Road in Pickering

- Thursday, July 27, 2017 at 12:10 p.m. near Main Street and Danforth Avenue

- Wednesday, July 26, 2017 at 7:40 p.m. near Royal York Road and Bloor Street West

- Wednesday, July 26, 2017 at 3:48 p.m. near Queen Street East and Church Street

- Tuesday, July 25, 2017 at 12:00 p.m. near Dundas Street West and Ossington Avenue

- Monday, July 24, 2017 at 9:22 a.m. near Bloor Street West and Lansdowne Avenue

- Friday, July 21, 2017 at 10:25 a.m. near Weston Road and Rogers Road

On Friday, June 28, 2017, Andrew Burke, 53, of no fixed address, was charged with:

1) eight counts of Robbery

He appeared in court at Old City Hall on Saturday, July 29, 2017, room 101.

Homicide #27/2017, Lawrence Avenue West and Via Bagnato area, Said Ali, 21

On Sunday, July 30, 2017, at 11:48 p.m., police were called to the intersection of Lawrence Avenue West and Via Bagnato for a shooting.

Officers located a man suffering from obvious trauma. He was taken to hospital where he succumbed to his injuries and was pronounced.

The victim has been identified as Said Ali, 21, of Toronto.

His photograph is attached.

Assistance sought with Sexual Assault investigation, Warden Avenue and Sheppard Avenue East area

The Toronto Police Service is informing the public of a Sexual Assault investigation

It is reported that;

- on Friday, July 28, 2017, at approximately 11:05 p.m., two women, 24 and 29, were walking in the Warden Avenue and Sheppard Avenue East area, when they were approached by two men on foot who sexually assaulted them

- both men then fled southbound on Warden Avenue towards Sheppard Avenue East

The suspects are described as:

- 5'7”, medium build, last seen wearing dark sport pants and a black hoodie covering his face.

- 5'5”, medium build, last seen wearing a grey hoodie covering his face

Man, 36, charged in investigation into threats against Parking Enforcement Officer, Yonge Street and Lawrence Avenue East area

The Toronto Police Service would like to make the public aware of an arrest in an investigation into threats made to a Parking Enforcement Officer.

It is alleged that:

- on Thursday, July 13, 2017, at 7:10 a.m., a Parking Enforcement Officer was patrolling rush-hour routes in the Yonge Street and Lawrence Avenue East area

- a man, 26, parking in a no-stopping area, refused to move his vehicle and threatened to kill the officer when a ticket was issued

On Sunday, July 23, 2017, at 11 a.m., Farshad Mahdavi Damghani, 36, of Barrie, was arrested and has been charged with:

1) Threaten death

He is scheduled to appear in court at 1000 Finch Avenue West on Thursday, August 24, 2017, room 306.

Public Safety Data Portal launched, User-friendly website for police data & maps, data.tps.on.ca

A new Toronto Police Service data portal has been launched to the public to improve understanding of policing and provide the community with a transparent view of public-safety issues in their neighbourhoods.

The Public Safety Data Portal (data.tps.on.ca) provides unprecedented access to police statistics, including crime and traffic data at a granular level of detail. Data is provided in easily accessible maps and interactive dashboards as well as raw data for downloading, known as Open Data.

“The Public Safety Data Portal is designed to help reinforce the Toronto Police Service’s principles of being actively accountable, establishing trust in the community and enhancing collaborations channels with the public and partner agencies to address community safety challenges," Business Intelligence & Analytics Manager Ian Williams explains. “Providing Police Open Data contributes towards collaboratively finding insights into data. The public will be able to analyze data through interactive dashboards, mapping applications and even download raw datasets for their own analysis. We have built capabilities into the tools that allow users to filter and extract data by date, neighbourhood or by specific categories in the data.”

The first phase of the data releases includes 2016 Major Crime Indicators (excluding sexual assaults), a historical Homicide dataset from 2004 to 2016, Traffic Collision data, including events where a person was killed or seriously injured (KSI) as well as TPS Division and Patrol Zone boundary files. The data is provided in formats consistent with open data industry standards such as .csv, .kml, shapefiles and APIs, which people can use to develop applications and integrate data with other government data.

The portal was created as a result of the work done by the Transformational Task Force. Mandated to look beyond the way policing is currently done in Toronto, the TTF proposed a modernized policing model for the city that is innovative, sustainable and affordable.

Recommendation #17 in the Action Plan: The Way Forward, commits to the use of open data for public safety.

Homicide #30/2017, Claxton Boulevard and Raglan Avenue area, Adrian Milligan, 23

On Tuesday, August 1, 2017, at 12:42 a.m., police were called to the intersection of Claxton Boulevard and Raglan Avenue for a shooting.

Officers located a man with obvious trauma. He was taken to hospital where he succumbed to his injuries and was pronounced.

He has been identified as Adrian Milligan, 23, of Toronto.

It is reported that:

- prior to the shooting, Adrian Milligan was involved in an argument with two men

- after Adrian Milligan had been shot, the two suspects were last seen running northbound on Raglan Avenue with a handgun

The two male suspects are described as:

- black, 5'6"-5'7", wearing a blue hoodie and shorts

- black, 5'8"-5'9", wearing a gray sweater and shorts.

Man, 23, facing 15 charges in retail Robbery investigation

The Toronto Police Service would like to make the public aware of an arrest in a series of retail Robbery investigations. Nine businesses were involved (seven in Toronto and two in York Region).

It is alleged that:

- on Friday, July 28, 2017, at 5:49 p.m., a man entered a jewelry store at Jane Street and Finch Avenue West

- he displayed a black handgun, jumped over the counter, and took a quantity of gold chains before fleeing

It is further alleged that:

- the same man robbed eight other businesses, armed with a handgun

- in several instances, he racked the gun while demanding money

- during the robberies, the man obtained cash then fled

- below are the dates and locations of businesses which were struck by the armed suspect:

- Thursday, July 27, 2017, at 10:35 pm, near Jane Street and Trethewey Drive
- Thursday, July 27, 2017, at 12:06 a.m., near Rexdale Boulevard and Islington Avenue
- Tuesday, July 25, 2017, at 9:59 p.m., near Albion Road and Weston Road
- Tuesday, July 25, 2017, at 3:20 p.m., near Major Mackenzie Drive East and Woodbine Avenue, in Markham
- Monday, July 24, 2017, at 9:02 p.m., near Keele Street and Eglinton Avenue West
- Monday, July 24, 2017, at 12:01 a.m., near Jane Street and Weston Road
- Sunday, July 23, 2017, at 3:09 p.m., near Rogers Road and Old Weston Road
- Friday, July 21, 2017, at 6:40 p.m., near Major Mackenzie Drive West and Jane Street in Vaughan

On Monday, July 31, 2017, members of TPS Hold Up started an investigation on a Person of Interest who had been arrested by OPP for an unrelated matter.

On Tuesday, August 1, 2017, Dennis James, 23, was arrested. He has been charged with:

1) 11 counts of Robbery while Armed
2) two counts of Possession of Property
3) Dangerous Operation of a Motor Vehicle
4)Fail to Remain

He appeared in court at 2201 Finch Avenue West on Tuesday, August 1, 2017, 10 a.m., room 206.

Public Safety Alert, Dean Park Road and Meadowvale Road area, Assistance sought with Sexual Assault investigation

The Toronto Police Service would like to advise the public of a Sexual Assault investigation.

It is reported that:

- on Sunday, July 30, 2017, at approximately 11 a.m., a woman, 31, was walking in the Dean Park Road and Meadowvale Road area when she was approached and sexually assaulted by a man.

The man is described as brown, 40-50, approximately 5'7”, medium build, short black hair, black moustache or beard. He was wearing a yellow or cream polo shirt with a front breast pocket with an embroidered design.

Operation Dry Water, Toronto Police Service teams up with Canadian Safe Boating Council to reduce impaired-related deaths

Drinking and boating accounts for approximately 40% of boating-related fatalities on Canadian waterways.

To raise awareness and reduce alcohol-related deaths, the Toronto Police Service is joining the Canadian Safe Boating Council (CSBC) to launch year five of an initiative called “Operation Dry Water.” Its goal is to discourage this potentially fatal practice.

With the summer boating season in high gear, the August long weekend is the perfect time to remind Canadian boaters about the risks of impaired boating. Combined with sun, wind, waves, and the rocking motion of the boat, the effects of alcohol on the water can be greatly increased.

The CSBC and the TPS would like, through this initiative, to raise awareness of the problem of boating under the influence and to remind boaters not to drink and boat.

Operation Dry Water will focus on the potential risks of impaired boating, and remedies that are currently in place to discourage it.

Federal statutes dictate that, whether or not your craft is motorized, you can be charged with Impaired Operation of a vessel under the Criminal Code of Canada if your blood alcohol level exceeds the .08 threshold.

This means you can be charged even if you are impaired while operating a canoe. A judge is able to, upon conviction, suspend your boating privileges but that’s not all. In the eyes of the law, impaired boating, like impaired operation of a motor vehicle, is a criminal offence that can have repercussions far beyond the loss of your boating privileges.

Operation Dry Water is aimed at reducing the number of alcohol-related accidents and fatalities on the water, while fostering a stronger and more visible deterrent to alcohol use while boating. The end goal? To achieve safer and more enjoyable recreational boating.


This initiative is made possible through support of Transport Canada’s Office of Boating Safety.

Three men face charges in ongoing Break-and-Enter investigation, Richmond Street and University Avenue area

The Toronto Police Service would like to make the public aware of arrests in an ongoing investigation into a series of Break-and-Enters.

It is alleged that:

- on Wednesday, August 2, 2017, at 1:52 a.m., three men forced their way into an underground parking garage in the Richmond Street and University Avenue area.

- using an electric grinder, pliers, and bolt cutters, they broke into a secure bicycle storage locker, which gave them access to several high-end bicycles

- at this point, building security became aware

- they alerted police, who attended promptly and arrested three men without incident

Kurt Roarco, 29, of Toronto, has been charged with:

1) Break-&-Enter Commit
2) Possession of Property obtained by Crime
3) Possession of Break-in Instruments
4) Possession of Sched I Substance
5) Fail to Comply with Recognizance
6) Fail to Comply with Recognizance
7) Fail to Comply with Probation Order


Michael Sampogna-Tremblay, 28, of Toronto, has beens charged with:

1) Break-&-Enter Commit
2) Possession of Property obtained by Crime


Matthew Chevrier-Groulx, 25, of Toronto, has been charged with:

1) Break-&-Enter Commit
2) Possession of Property obtained by Crime
3) Obstruct Peace Officer
4) Fail to Comply with Probation
5) Fail to Comply with Probation
6) Fail to Comply with Probation
7) Breach of Conditional Sentence Order

All three men were scheduled to appear in court at Old City Hall on Wednesday, August 2, 2017, 2 p.m.

Peeks Toronto Caribbean Carnival Grand Parade, Saturday, August 5, 2017, Road closures

The 50th annual Peeks Toronto Caribbean Carnival Grand Parade is scheduled to take place on Saturday, August 5, 2017.

The parade will start at 8:30 a.m., and conclude at 9:30 p.m. According to the Festival Management Committee (FMC), a total of 11 large Mas Bands, six-to-eight guest bands, and six Steel Bands will depart from Exhibition Place from British Columbia Road, travel east along Lake Shore Boulevard West, and return into Exhibition Place at Newfoundland Road.

The bands will pass through the judging area, and then establish individual “Blockorama”-style concerts in various locations throughout Exhibition Place and along Lake Shore Boulevard West. The bands will continue to play music until 8:30 p.m. within Exhibition Place Grounds, and until 9:30 p.m. on Lake Shore Boulevard West.

Paid admission is required for access and viewing within the Exhibition Place Grounds. Viewing the parade from Lake Shore Boulevard West is free of charge.

Road closures

The festival will require numerous road closures and restrictions which will result in delays and congestion in the immediate area of the parade. Traffic conditions in the downtown area, Lake Shore Boulevard West, The Queensway, Queen's Quay West, and the Gardiner Expressway are expected to be very heavy.

Road closures within Exhibition Place Grounds and Lake Shore Boulevard West for this event take effect on Saturday, August 5, 2017, at 1:30 a.m., until Sunday, August 6, 2017 at approximately 6 a.m., including:

- westbound Lake Shore Boulevard West will be closed to traffic from Strachan Avenue to Parkside Drive
- westbound Lake Shore Boulevard West will be closed from Colborne Lodge to Strachan Avenue
- Dufferin Street, south of Springhurst Avenue
- vehicle access west of Bathurst Street on Fleet Street and Lake Shore Boulevard West may be closed after the parking lot at Exhibition Place and the Gore Lots are full. This closure will be determined by need

The following Gardiner Expressway ramps will be closed at 12:30 a.m., on Saturday, August 5, 2017:

- eastbound Gardiner Expressway exit to Jameson Avenue
- Jameson Avenue and British Columbia entrance ramps to eastbound Gardiner Expressway
- westbound Gardiner Expressway to Dunn Avenue exit ramp

The Gardiner Expressway is a restricted access highway which will be patrolled to ensure that vehicles are not parked adjacent to the parade route and pedestrians do not enter the highway area. Drivers who choose to stop or drive in a manner that puts other road-users at risk will be subject to strict enforcement.

Restricted access points

In order to assist the safe movement of traffic and to provide for as little disruption as possible to residents, the following streets will have a restricted access, for vehicles:

- Dufferin Street, south of King Street West,
- Dowling Avenue, south of King Street West,
- Stadium Road, south of Lake Shore Boulevard West
- Queen's Quay West, west of Bathurst Street,
- Springhurst Avenue, west of Jameson Avenue
- Springhurst Avenue, east of Jameson Avenue

Other streets, although not restricted to vehicles, will be strictly enforced for parking infractions. Those streets are bounded by King Street West., east of Colborne Lodge and west of Bathurst Street.


Towing policy

All vehicles, including tour buses, parked illegally on:
- Lake Shore Boulevard West. (including the grassed area)
- Bathurst Street
- Fleet Street
- King Street West
- Queen Street West
- Roncesvalles Avenue
- Dufferin Street
- The Queensway
- Gardiner Expressway

will be tagged and towed.

Vehicles parked illegally in the Parkdale Avenue and Stadium Road areas will be tagged and towed.

It is recommended those attending are aware of alternative routes to avoid delays.


The Toronto Transit Commission will provide additional service to and from the event.

TTC service to and from the east end of the event will be through the Manitoba Drive/Strachan Avenue area of Exhibition Place.

The TTC will stop at Strachan Avenue/Fleet Street to enable any passengers attending the parklands on the south side of Lake Shore Boulevard West to exit at this location.

It is recommended those attending use public transit.


Ontario Place parking access

Access to Ontario Place will be restricted to staff and service vehicles only, through Remembrance Drive at Lake Shore Boulevard West/Strachan Avenue. Vehicles exiting Ontario Place will do so at the same location.

Missing man, Queen's Quay Ferry Docks, Ian Thomas, 52

The Toronto Police Service is requesting assistance locating a missing man.

Ian Thomas, 52, was last seen on Monday, July 31, 2017, at 10:45 a.m., in the Queen's Quay Ferry Docks area.

He is described as 5’8", 130 lbs, thin build. He has a shaved head with scars on it, hazel eyes, grey facial hair when unshaven. He wears earrings in both ears.

Police are concerned for his safety.
