Explosion at marijuana dispensary, Eglinton Avenue West and Braemar Avenue area, Man, 29, facing drug-related charges

The Toronto Police Service would like to make the public aware of an ongoing Controlled Drugs & Substances Act investigation.

It is alleged that:

- on Thursday, May 26, 2016, a search warrant was executed at a business operating as a marijuana dispensary at 353 Eglinton Avenue West.

- on Friday, August 19, 2016, at 7:34 p.m., a 9-1-1 call was received for an explosion that had occurred at the same location that had re-opened after the initial warrant was executed

- the front plate glass window shattered, showering the sidewalk and roadway with shards of glass

- a man, 29, from Niagara Region, who was inside the premises, suffered severe burns to his face and arms and was taken to hospital

- no other injuries were reported

The Toronto Police Service Chemical, Biological, Radiological, and Nuclear and Explosive response team (CBRNE) attended and conducted an emergency assessment of the scene, assisted by Toronto Fire Services.

The investigation being conducted by the Ontario Fire Marshal's Office and members from 53 Division is ongoing.

On Wednesday, August 24, 2016, David Coleman, 29, of Smithville, was arrested and charged with:

1) Mischief Endangering Life
2) Arson with Disregard for Human Life
3) Possession of a Schedule II Substance for the Purpose of Trafficking - Section 5(2)
4) Possession of a Schedule II Substance for the Purpose of Trafficking - Section 7(1)
5) Possession of a Schedule II Substance for the Purpose of Trafficking - Section 4(1)
6) Possession Proceeds of Property or Thing Obtained by Crime in Canada - Exceeding $5000

On Wednesday, August 24, 2016, Ayubullo Mohammad-Daud, 21, of no fixed address, was arrested. He is charged with:

1) First-Degree Murder

He appeared in court at Old City Hall on Wednesday, August 24, 2016.

Missing man, Keele Street and St. Clair Avenue West area, Tseten Phuntsok, 33

The Toronto Police Service is requesting the public’s assistance locating a missing man.

Tseten Phuntsok, 33, was last seen on Wednesday, August 24 2016, at 1:30 p.m., in the Keele Street and St. Clair Avenue West area.

He is described as 5’1”, 200 lbs., brown eyes, heavy build, short black hair. He was last seen wearing yellow shorts, a dark-grey T-shirt, red baseball cap with either “Canada” written on it, or a maple leaf logo. He has access to a Metropass and has been known to frequent downtown Toronto and Scarborough.

Police are concerned for his safety.

On Thursday, August 25, 2016, from 9:30 a.m. - 2:30 p.m., the Toronto Police Amateur Athletic Association (TPAAA) is once again partnering with KidSport Ontario to host the 2016 TPAAA Playground Games.

The event takes place at the West Scarborough Boys and Girls Club, 313 Pharmacy Avenue.

This annual event is a showcase for athletics and the Toronto Police Service. Children will be exposed to a variety of sports such as baseball, lacrosse, soccer, and cricket. The children will also have the opportunity to meet and interact with officers from across the city and Chief Mark Saunders.

This event is a collaboration and highlights the importance of partnerships between the Toronto Police Service and community agencies such as City of Toronto, KidSport Ontario, Enbridge, and St. John’s Ambulance.

“KidSport Ontario is thrilled to be teaming up with the TPAAA, Toronto Police Service 41 Division, and the Boys and Girls Club of West Scarborough for this year's Playground Games. This annual event provides a wonderful platform for the Toronto Police Service to build positive and lasting relationships through sport in the communities they serve and protect. It also allows us to introduce organized sport opportunities to children and youth facing financial barriers to their participation, and provide them with ongoing access to sport programs,” said David Carr-Harris, Manager, KidSport Ontario.

Three women, one man, face charges in Child Exploitation investigation, Police concerned there may be other victims

On Monday, April 25, 2016, as part of an investigation into the attempt distribution of child sexual abuse images, members of the Toronto Police Service Sex Crimes Child Exploitation Section executed a Criminal Code search warrant in the west end of Toronto.

It is alleged that:

- during the execution of the search warrant, officers located evidence that a man and a woman were engaged in the sexual abuse of children and animals

- they made, possessed, and distributed online, child sexual abuse images and videos

Jason (a.k.a. Byrd) Dickens, 45, of Toronto, has been charged with:

1) Four counts of Possession of Child Pornography
2) Six counts of Access Child Pornography
3) Four counts of Make Available Child Pornography
4) Three counts of Make Child Pornography
5) Sexual Assault
6) Invitation to Sexual Touching
7) Bestiality

It is further alleged that:

- Dickens used the screen names and email addresses Retodeviant, Byrd_Dawg, Sir Dirk, retrodeviant@gmail.com, retrodeviantdawg@gmail.com, retrodeviant2004@hotmail.com, angrybyrdrigs@gmail.com, and Byrd_D@hotmail.com

- he frequented collarspace.com, fetlife.com, bondage.com, and slavefarm.com

Dylan Anne McEwen, 31, of Toronto, has been charged with:

1) Two counts of Possession of Child Pornography
2) Three counts of Make Child Pornography
3) Two counts of Sexual Assault
4) Invitation to Sexual Touching
5) Bestiality
6) Access Child Pornography

It is further alleged that:

- McEwen used the screen names and email addresses Doll, Dirty Doll, pretty_bitter_pill@hotmail.com, and dirtyslavedoll@yahoo.com

Both are scheduled to appear in court at Old City Hall on Thursday, September 1, 2016, 10 a.m., courtroom J.

As a result of this investigation, including the analysis of devices found during the search warrant, it is further alleged that:

- between January 2000 and January 2006, Jason Dickens met a woman online and in person

- they engaged in the sexual abuse of a child

- they made, possessed, and distributed online, child sexual abuse images and videos

A woman, 57, of London, has been charged with:

1) Two counts of Sexual Assault
2) Two counts of Sexual Interference
3) Two counts of Invitation to Sexual Touching
4) Two counts of Make Child Pornography
5) Distribute Child Pornography
6) Possess Child Pornography

She is scheduled to appear in court at Old City Hall on Thursday, October 6, 2016, 10 a.m., courtroom J.

Jason Dickens faces additional charges in relation to this case. They are:

1) Sexual Assault
2) Sexual Interference
3) Invitation to Sexual Touching
4) Make Child Pornography
5) Access Child Pornography
6) Possess Child Pornography

It is further alleged that:

- Jason Dickens met another woman online and in person

- they made a child sexual abuse video

Tina Ewen, 25, of Thunder Bay, has been charged by Thunder Bay Police Service with:

1) Make Child Pornography

She is scheduled to appear in court on Tuesday, September 27, 2016, in Thunder Bay.

No other information will be released in order to protect the identity of the victims, all of whom have been rescued and interviewed by police.

Police are concerned there may be other victims.

Tamil Festival, Friday, August 26, 2016 to Sunday, August 28, 2016, Road closures

The second annual Tamil Festival celebrations will take place from Friday, August 26, 2016, to Sunday, August 28, 2016. This event is expected to draw approximately 150,000 people over three days in the Markham Road to McNicholl Avenue to Passmore Avenue area.

Road closures:
On Friday, August 26, 2016, at 10 a.m., Markham Road will be closed in both directions between McNicoll Avenue and Passmore Avenue and will re-open on Sunday, August, 28, 2016 at 11:59 p.m.

The TTC will be using alternate routes.

This event will proceed regardless of weather conditions. In the event of heavy thunder and lightning, the festival organizers may temporarily or permanently close the venue depending on length and severity of the weather conditions.

Personal injury collision, Bay Street, north of Saint Mary Street, Update, 57-year-old man facing charges

The Toronto Police Service would like to update the public on a cyclist-struck personal injury collision investigation.

On Thursday, August 18, 2016, at 5:48 p.m., police responded to a call for a cyclist-struck personal injury collision on Bay Street, north of Saint Mary Street.

It is alleged that:

- a 57-year-old man was driving a 2011 Toyota Camry taxi, northbound on Bay Street, north of Saint Mary Street

- a 31-year-old man was riding a bicycle, northbound on Bay Street, near Gerrard Street West

- the cyclist and taxi cab driver were involved in a physical altercation

- both the cyclist and the taxi cab driver continued northbound on Bay Street

- as the cyclist and driver proceeded northbound on Bay Street, north of Saint Mary Street, the cyclist was struck by the taxi

The 31-year-old man suffered minor injuries.

It is further alleged that:

- the taxi driver has been identified as Ali Farkhondehfall, 57, of Thornhill

On Thursday, August 25, 2016, he was arrested and charged with:

1) Dangerous Operation of a Motor Vehicle
2) Assault with a weapon

He is scheduled to appear in court at Old City Hall on Tuesday, October 4, 2016, 11 a.m., courtroom 111.

The investigation is ongoing.

On Friday, August 26, 2016 at 9 a.m. please join Ms. Sonia Bozzo, Project Manager, Minister of Children and Youth Services, Youth Justice Service Division; Councillor Chin Lee of the Toronto Police Services Board; and Chief Mark Saunders in the Ontario Room at the MacDonald Block, 900 Bay Street, as they celebrate the 10th Anniversary of the Toronto Police Service Youth in Policing Initiative Program and congratulate 153 young people from across the city on graduating from our eight-week 2016 Youth in Policing Initiative Summer Program.

These students were assigned to various units/Divisions throughout our Service and gained job experience and life skills through their work with police officers and community members. They also had a chance to participate in several crime-prevention initiatives, community events and training opportunities.

The Youth in Policing Initiative is part of the Government of Ontario’s Youth Opportunities Strategy. This Strategy is helping to build stronger communities by establishing and expanding community programs that help youth achieve a brighter future.

The young people in this program, aged 15-18, represented neighbourhoods throughout the city: Eglinton East-Kennedy Park, Scarborough Village, Kingston-Galloway, South Parkdale, Westminister-Branson, Steeles-L’Amoreux, Weston-Mt. Dennis, Lawrence Heights, Flemingdon Park-Victoria Village, Crescent Town, Malvern, Jane-Finch, Jamestown, Regent Park, and Dorset Park.

On Friday, August 26, 2016, at 10:30 a.m., in the media gallery at headquarters, Homicide Detective Andy Singh will mark the second anniversary of Jelena Loncar's homicide.

He will release new details and developments in the investigation and announce a reward for evidence leading to the identification, arrest and conviction of the person or persons responsible for the murder.

A member of Jelena Loncar's family will attend the news conference.

The news conference will be available on the TOC and will be live-streamed.

Toronto Police Service seeking public input on creation of community police academy

The Toronto Police Service recognizes that public expectations of its police service have changed with priority placed on transparency, accountability, and collaborative, respectful engagements.

That is why the Service is creating a Community Police Academy, available to all members of the public.

In an effort to ensure the Academy meets the needs of the community, a short survey has been designed to get the public's feedback. The survey, available until September 5, 2016, at 10 p.m., can be accessed here.

It is expected the first Community Police Academy will be available in the fall of 2016. Details will be provided at a later date.

Homicides #45/2016, #46/2016, and #47/2016, Lawndale Road and Knowlton Drive area, Man charged with three counts of First-Degree Murder

On Thursday, August, 25, 2016, at 12:57 p.m., the Toronto Police Service responded to a radio call for a stabbing in the Lawndale Road and Knowlton Drive area.

Police arrived on scene and located two men and a woman with life-threatening injuries.

The two men and woman succumbed to their injuries at the scene.

The identities of the deceased are being withheld pending notification of next-of-kin.

Post-mortem examinations will be conducted on Friday, August 26, 2016.

Brett Ryan, 35, of Toronto, has been arrested. He is charged with:

1) three counts of First-Degree Murder

He is scheduled to appear in court at 1911 Eglinton Avenue East, on Friday, August 26, 2016, 10 a.m.

Launch of The Scarborough Hospital inaugural fundraiser event, Brave T.O., Saturday, September 24, 2016, 9 a.m., 390 Morningside Avenue

On Saturday, September 24, 2016, Brave T.O., in support of The Scarborough Hospital, will unveil a brand new obstacle course designed by police, fire and paramedic professionals. The course replicates challenges faced by first-responders.

This unique fundraising event will take place in Morningside Park, 390 Morningside Avenue. The opening ceremonies start at 9 a.m.

Participants can register as individuals or teams, and choose from five different race waves designed to suit people of all ages and athletic abilities.

Chief Mark Saunders has thrown his full support behind Brave T.O. He said, “This is an amazing event that will challenge you like no other. I am daring you, whether you are part of a team of first-responders or part of a group of friends and colleagues looking for adventure, to accept the Brave T.O. Challenge. This course will put your emergency response fitness to the test.”

The Toronto Police Service would like to make the public aware of an arrest in a Voyeurism investigation.

It is alleged that:

- on Thursday, August 25, 2016, a man attended the Canadian National Exhibition

- the man concealed a video camera inside a white stuffed toy owl

- the man used this toy owl to record up women’s skirts

On Thursday, August 25, 2016, Daniel Adler, 28, of Toronto, was arrested. He has been charged with:

1) Secretly observe/record person expecting privacy
2) Publish/possess obscene matter for distribution
3) Obstruct/resist a peace officer

He is scheduled to appear in court at at Old City Hall on Friday, August 26, 2016, 10 a.m.

Police are concerned there may be other victims.

Homicide #27/2014, Jelena Loncar, 32, Update, composite sketch released, Reward announced

On Friday, August 26, 2016, Homicide Detective Andy Singh held a news conference to mark the second anniversary of Jelena Loncar's homicide.

He announced that Chief Mark Saunders has authorized a reward of up to $50,000 for evidence leading to the identification, arrest and conviction of the person responsible for the murder of Jelena Loncar, 32, of Toronto.

On Tuesday, August 26, 2014, at 3:12 a.m., police received a call for a shooting in the Spadina Avenue and Wellington Street West area.

When police arrived, they located a man and an unconscious woman in the area with apparent firearm injures. They were taken to hospital with life-threatening injuries.

The woman succumbed to her injuries at the hospital.

The victim was identified as Jelena Loncar, 32, of Toronto.

Homicide investigators released pictures and videos of vehicles of interest connected to a shooting twenty minutes prior to the shooting which took the life of Jelena Loncar.

Earlier that morning, at approximately 2:45 a.m., there was an exchange of gunfire in a parking lot at the rear of 689 The Queensway near The Queensway and Royal York Road. It is alleged that the same three vehicles were observed fleeing the area, and drove directly to Wellington Street and were involved in Homicide #27/2014.

Security camera video, collected from the surrounding area, is now available on YouTube.

Security camera video shows three vehicles travelling eastbound on King Street West and turning on to Portland Street. Later, the video shows three vehicles travelling northbound on Portland Street.

Suspect vehicle #1 is described as a Chrysler 300, 2011-2012 base model, white, no sunroof, standard rims, no front plate or front-plate holder, small black roof antenna knob

Suspect vehicle #2 is described as a dark four-door vehicle, no sunroof, standard rims, small spoiler lip on the trunk, has both front and rear plates

Suspect vehicle #3 is described as a dark four-door vehicle, tinted side, front and rear windows, no sunroof, standard rims and both front and rear plates

A Person of Interest is descibed as a black man, 18-25, 5'10" - 6', thin build, gold grills on his teeth, short black hair, possibly in cornrows. He was an occupant in one of the vehicles.

The Toronto Police Service is requesting the public’s assistance identifying these three vehicles and their occupants.

A composite sketch is now released.

Vincent Ewan, 66, was last seen on Thursday, August 25, 2016, at 11 a.m., in the College Street and Dufferin Street area.
