Police request assistance identifying man in Fraud investigation, Security camera image of man released

The Toronto Police Service is requesting the public's assistance identifying a man wanted in a Fraud investigation.

It is reported that:

- on Tuesday, September 15, 2015, and Friday, September 18, 2015, a man contacted a business in the Port Union Road and Highway 401 area

- the man ordered items over the phone and provided credit card information

- the man advised the items would be picked up later that day

- the man arrived in a taxi cab a short time later and picked up the purchased items

- the credit card information provided was fraudulent

Further investigation revealed that this man defrauded multiple people across the GTA, using this method.

He is described as white, 45-55, 5'9" - 5'11", medium-to-thin build, short graying hair and a tattoo on his left forearm. He may have a slight speech impediment.

Police are seeing assistance locating a missing man.

Randial Paul-Martin, 28, of Toronto, was last seen on Tuesday, February 23, 2016, at 9 p.m., in the College Street and Spadina Avenue area.

He is described as 5'9", 150 lbs., with a slim build and short black hair. He usually wears a T-shirt with blue jeans, work boots and a maroon jacket.

Police are concerned for his safety.

Police request assistance with Assault with a Weapon investigation, 1032 Queen Street West

The Toronto Police Service is requesting assistance with an Assault with a Weapon investigation.

It is reported that:

- on Saturday, October 31, 2015, at approximately 2 a.m., police responded to a radio call to attend the QW Resto-Bar, at 1032 Queen Street West

- a 28-year-old man entered the bar, and was approached by a man, who pushed him

- several men got into a verbal argument with the man

- the man walked away

- the man was then assaulted with a unknown object

The man was taken to hospital with non-life-threatening injuries.

On Thursday, February 25, 2016, at 10:30 a.m., in the media gallery at headquarters, Toronto Police Service Financial Crimes will be launching Fraud Prevention Month for March.

Detective Sergeant Rob Stewart, other members of Financial Crimes, and special guests will attend the news conference.

The news conference will be available on the TOC and will be live-streamed.

The philosophy is for Canadians to recognize, reject, and report fraud. Reduce fraud by increasing fraud awareness.

The launch will focus on changing your PIN and protecting yourself online.

Our Social Media Working Group partners will be in attendance to address the media.

• Competition Bureau – Speaker: Stephan Luciw, Assistant Deputy Commissioner,
Recognizing, Rejecting and Reporting Fraud. How Canadian consumers and businesses can protect themselves from becoming the victims of fraud.

According to Interac data, losses due to card-skimming continue to fall dramatically. While the number of Interac Debit and Interac Flash cards in market has been growing, fraud losses have been continually shrinking, thanks to such measures as chip technology and cryptography. While criminals have been finding it increasingly difficult to commit fraud in Canada, consumers should still remain vigilant when it comes to protecting their personal information.

Community Safety Notification, Sex offender released Cole Burns, 22, Photograph released

On Thursday, February 25, 2016, Cole Burns, 22, was released from prison after serving a three-year sentence for Sexual Assault, Break-and-Enter (Commit), Overcome Resistance (Choking), Assault, and Fail to attend Court.

He will be residing in Toronto upon his release. The Toronto Police Service is notifying the public about his release because of his potential to re-offend.

He is subject to an 810.2 Recognizance order requiring him to abide by numerous conditions, including:

1) To report weekly to the Toronto Police Service
2) Not to attend any daycare centre, school ground, playground, arcade, public swimming area, or public park
3) Not to enter into any intimate relationship, cohabitation, marriage or common-law relationship with a female until that person has been identified to the Toronto Police Service.

Arrests in two robbery investigations, Woodbine Avenue and Danforth Avenue area, Three boys face 16 charges

On Thursday, February 18, 2016, at 6:40 p.m., police responded to a robbery call in the Woodbine Avenue and Danforth Avenue area.

It is alleged that:

- a 18-year-old man had conversations online via Facebook to sell personal items

- a meeting place was arranged by him and the buyer

- the man met with the buyer, who was with two other boys

- the man was then robbed at knifepoint, and the item to be sold was taken from him

- the buyer then fled with the other two boys

On Saturday, February 20, 2016, at 2:25 p.m a robbery occurred in the Woodbine Avenue and Danforth Avenue area.

- a 17-year-old boy had conversations with a buyer to sell personal items

- a meeting place was arranged by him and the buyer

- the boy met with the buyer and realized that the buyer had no money

- the buyer than grabbed the item to be sold, produced a knife and fled without the item

The Major Crime Unit at 54 Division investigated the two robberies and, on Monday, February 22, 2016, three boys were arrested.


A 17-year-old boy, of Toronto, was charged with:

1) two counts of Robbery
2) two counts of Possession of a Weapon
3) two counts of Carrying a Concealed Weapon
4) Uttering Threat
5) Fail to Comply with Recognizance


A 15-year-old boy, of Toronto, was charged with:

1) two counts of Robbery
2) two counts of Possession of a Weapon
3) two counts of Carrying a Concealed Weapon
4) Possession of Property Obtained by Crime


A 15-year-old boy, of Toronto was charged with:

1) Robbery


The three boys appeared in court at 311 Jarvis Street on Tuesday, February 23, 2016.

They cannot be identified under the provisions of the Youth Criminal Justice Act

110. (1) Subject to this section, no person shall publish the name of a young person, or any other information related to a young person, if it would identify the young person as a young person dealt with under this Act.*

Investigators would like to thank the public whose security camera footage greatly assisted the investigation.

On Friday, February 26, 2016, from 8 a.m. to 1 p.m., in the auditorium at headquarters, the Toronto Police Service Employment Unit will be hosting their first Public Service Foundation Forum.

The platform is intended to be generic, have province-wide appeal and is aimed at assisting post-secondary facilitators and professors in focusing on the real-time needs of the law-enforcement industry. This, in turn, will better prepare their police and justice program graduates to realize their own individual potential and be successful in securing the employment of their choice.

Arrests in Human Trafficking Investigation, One man, one girl, face 11 charges, Police believe there may be other vicitms

On Tuesday, February 23, 2016, the Toronto Police Service Sex Crimes Human Trafficking Enforcement Team started an investigation into a Human Trafficking occurrence.

It is alleged that:

- on Tuesday, February 1, 2016, a 16-year-old girl was recruited and forced into the sex trade by another 16-year-old girl

- the victim was taken from Hamilton to a hotel in Niagara Falls

- once in Niagara Falls, the girl rented a hotel room and took photos of the victim and posted them on an internet escort site advertising sexual services

- the victim was forced to have sex with multiple clients and turned over all the money to the girl

- on Saturday, February 19, 2016, the girl took the victim from Niagara Falls to Toronto and introduced the victim to a man

- the man and girl controlled the victim with drugs and alcohol

- the victim was taken to a hotel in Toronto and forced into the sex trade

- photographs of the victim were taken and posted on an internet escort site advertising sexual services

- the victim was forced to have sex with multiple clients and turn over all the money to both the man and girl

- the man assaulted and sexually assaulted the victim

On Tuesday, February 23, 2016, Courtney Rocker, 39, of Toronto, and a 16-year-old girl, of Toronto, were arrested.

The 16-year-old girl has been charged with:

1. Trafficking in Persons under Eighteen years by Recruiting
2. Trafficking of a Person under the age 18 years Exercising Control
3. Financial/Material Benefit resulting from trafficking person under 18 Advertising another Person’s Sexual Services
4. Possession of a Scheduled Substance for the Purpose of Trafficking

She was scheduled to appear in court at 311 Jarvis Street, on Wednesday, February 24, 2016, 10 am.

The girl, 16, cannot be identified under the provisions of the Youth Criminal Justice Act

Police believe there may be other victims.

Police would like to encourage all affected individuals to come forward and report Human Trafficking occurrences to police. We want to make sure that everyone has access to support services and an exit strategy, regardless of their decision to proceed criminally.

Police seek assistance identifying man in two bank robberies, Security camera images released

Toronto Police Service Hold Up is seeking assistance identifying a man involved in two financial institution robberies.

It is reported that:

- on Thursday, February 11, 2016, at 6:45 p.m., in the Sheppard Avenue East and Midland Avenue area, a man entered the branch and approached a teller

- the man handed over a note which stated he was robbing the bank and that he had a gun

- the man was given a quantity of cash which he put into his black satchel

- the man then walked out of the branch

It is further reported that:

- on Friday, February 19, 2016, at 6:45 p.m., in the Yonge Street and Yonge Boulevard area, a man entered the branch and approached a teller

- the man handed over a note stating that he was robbing the bank

- the man started to pull a gun out of a satchel

- the man was given a quantity of cash

- the man then walked out of the branch

He is described as white, in his 40s, 5'7" - 5'9", thin build, clean-shaven and wears prescription glasses.

This is the latest instalment of 14 Division's "Fugitive Friday." We are looking for Justin Lee Waye, 31, of Toronto.

He is wanted on a Warrant in the First Instance for:

1) Robbery
2) Assault
3) Extortion
4) Fail to Comply Probation

He is described as 5'11", 172 lbs., with brown hair and eyes. On his left hand he has a burn scar, a tattoo on his left forearm, "tribal sleeve," as well as right wrist and forearm tattoo, "Chinese Symbols," and on his right hand, "waye."

Police warn that he is considered violent. If located, do not approach. Call 9-1-1.

Police request assistance with Robbery investigation, Security camera images released

The Toronto Police Service would like to make the public aware of a robbery investigation.

It is reported that:

- on Tuesday, February 16, 2016, at 1:03 p.m., a woman approached a 25-year-old woman who was walking eastbound on Bloor Street West, just west of Spadina Avenue

- the woman grabbed a hold of the 25-year-old woman’s purse, which was hanging from her left shoulder

- she then assaulted the 25-year-old woman by punching her

- she then stole the 25-year-old woman’s purse, wallet and iPhone 5 cell phone.

- the 25-year-old woman followed her to get the property back and was assaulted a second time

- the woman then fled westbound on Bloor Street West

She is described as having an olive complexion, approximately 5'7", thin build, brown curly hair pulled back in a ponytail. She was wearing a black three-quarter-length winter coat with brown fur on the hood.

Boy, 17, arrested, firearm recovered, Faces 13 charges, Finch Avenue West and Chesswood Drive area

On Friday, February 26, 2016, police responded to the Finch Avenue West at Chesswood Drive area for a medical complaint.

It is alleged that;

- at 1:07 a.m., police attended with an ambulance in response to a medical call for an intoxicated boy.

- a boy, 17, matching the description was located and was found to be in possession of a firearm, a knife classified as a prohibited weapon as a well as a quantity of drugs.

- the boy was arrested but was taken by ambulance to hospital due to his level of intoxication. He has been charged with;

1) Carry Concealed Weapon
2) Weapon Dangerous
3) Unauthorized Possession of a Firearm
4) Possession of a Prohibited Weapon
5) Possession Restricted Firearm with Ammunition
6) Possession of Firearm Knowing Serial Number Tampered
7) Careless Storage Firearm
8) Careless Storage Ammunition
9) Carry Concealed Weapon (switchblade)
10) Weapon Dangerous (switchblade)
11) Possession of a Prohibited Device (switchblade)
12) Possession of Cocaine
13) Intoxicated in a Public Place

The 17-year-old boy appeared in court at 2201 Finch Avenue East on Friday, February 26, 2016.

He cannot be identified under the provisions of the Youth Criminal Justice Act.

He is described as 6’1”, with a skinny build, and short hair. He was last seen wearing a white T-shirt, and a black toque, both with Hebrew writing. He was also wearing blue jeans and bright-green Nike running shoes.
