Man wanted in hate/bias assault investigation, Security camera image of man released

The Toronto Police Service is seeking the public's assistance with a hate/bias assault investigation.

On Monday, April 22, 2013, a woman was assaulted in the Don Mills Road/Sheppard Avenue East area.

It is reported that:

- the woman, wearing a hijab, was walking into a retail plaza

- a man walking towards her made an utterance and assaulted her

The man is described as white, 5'8", with a thin build, thin face, and straight, blonde hair. He was wearing light clothing, blue jeans and white runners.

Toronto Police Service and community partners kick off Sexual Assault Awareness Month

On Wednesday, May 1, 2013, the Honourable Laurel Broten, MPP for Etobicoke-Lakeshore and Minister Responsible for Women's Issues and Minister of Intergovernmental Affairs, joined the Toronto Police Service, the Sexual Assault Advisory Committee, students from Seneca College and Karlyn Percil, to launch Sexual Assault Awareness Month under the theme "Report Support."

This year's theme is focused on encouraging sexual assault survivors to tell their story by reporting to police or by seeking support services within the community.

"Every woman has the right to be safe and feel safe in her home, her community and her workplace. But with only one in ten victims reporting sexual assaults to the police, it is clear that we need to improve victims’ confidence to speak out by enhancing the support we provide them. This is one of the most important steps we can take in sexual violence prevention and is a primary focus of our government’s Sexual Violence Action Plan,” said Laurel Broten, Minister Responsible for Women’s Issues, Minister of Intergovernmental Affairs.

The Toronto Police Service worked with the students in Seneca College's Graphic Design program to develop various public-awareness campaigns. These campaigns will be used to start a conversation between the Service and various community agencies about the best way to encourage "Report Support" and raise awareness about sexual assault.

The Toronto Police Service has also been working with Karlyn Percil on a video message. Karlyn is a sexual assault survivor and tells her story to encourage others to seek support and break the silence that often surrounds sexual assault.

The Toronto Police Service continues to work with a number of community agencies on the Sexual Assault Advisory Committee. This committee is made up of organizations and individuals who have dedicated their lives to supporting sexual assault survivors. Launching Sexual Assault Awareness Month is one of many activities the Service and the committee participate in every year.


A sexual assault is defined by the Criminal Code of Canada as any form of unwanted sexual contact. It includes, but is not limited to, kissing, grabbing, oral sex and penetration. The Toronto Police Service is requesting the public's assistance locating an elopee.

Jeffrey Armstrong, 28, was last seen on Wednesday May 1, 2013, at approximately 8:40 a.m., in the Queen Street West/Ossington Avenue area.

He is described as black, 5’10”, 180 lbs., medium build, short dreadlocks, moustache and goatee, and brown eyes. He was last seen wearing a grey cotton sweater, grey pants, and red shoes.

He is considered dangerous and should not be approached by members of the public. Please call 9-1-1.

On Thursday, May 2, 2013, at 12 p.m., the Toronto Police Service's Divisional Policing Support Unit and the Chinese Community Consultative Committee will be hosting a celebration to recognize Asian Heritage Month.

Members of the public and the media are welcome to attend this event, held at the southeast corner of Hamilton Street and Gerrard Street East, to reflect on the contributions of Asian Canadians and the importance of this community to Canadian history.

A reception with refreshments will take place after the ceremony.

Police request assistance, Young child found at Shops at Don Mills

The Toronto Police Service is requesting the public’s assistance locating the parents of a found child.

On Thursday, May 2, at 11:30 a.m., a child was left behind at the Shops at Don Mills, near the intersection of Don Mills Road/Lawrence Avenue East.

The boy is described as white, 14-17 months old, with a noticeable scratch on his nose. He is wearing blue-jean shorts, a blue shirt with a bird wearing pink glasses on the front, purple ALL STARS shoes, grey socks with a turquoise ring around the ankle. He has brown eyes and brown curly hair worn in a ponytail with a blue elastic.

The child was seen at the Shops at Don Mills with a group of 4-5 adults and 2-3 other children who left the plaza in a white van.

Man faces five charges in child-pornography investigation, including Counselling to Commit Indictable Offence, David Stewart, 36, Photograph of man released

On Thursday, May 2, 2013, members of the Toronto Police Service Sex Crimes Unit, Child Exploitation Section, arrested a man and executed a search warrant at his home.

David Stewart, 36, of Toronto, is charged with:

1. Possession of Child Pornography
2. Accessing Child Pornography
3. Importing or distributing Child Pornography
4. Make Child Pornography
5. Counselling to Commit Indictable Offence

It is alleged that the accused instructed a person over the internet to commit an indictable act on a young person.

He was scheduled to appear in court at 1911 Eglinton Avenue East on Thursday, May 2, 2013, 10 a.m., room 412.

Police believe there may be more victims. A photograph of David Stewart has been released.

On Thursday, May 2, at 11:30 a.m., a child was left behind at the Shops at Don Mills, near the intersection of Don Mills Road/Lawrence Avenue East.

On Thursday, May 2, 2013, at 2:15 p.m., the mother of the child returned to the Shops at Don Mills and was reunited with her son.

Ontario Police Memorial Ceremony of Remembrance, Sunday, May 5, 2013, Road closures

On Sunday, May 5, 2013, the 14th Annual Ontario Police Memorial Ceremony of Remembrance will be held at Queen’s Park. Thousands of officers from across Ontario are expected to attend this event, which honours those who paid the ultimate price for their dedication to duty.

The following road closures will be in place at 8 a.m. Roads are expected to be fully reopened by 2 p.m.:

- Queen’s Park Crescent: Bloor Street West to College Street
- Hoskins Avenue: St. George Street to Queen's Park Crescent
- Wellesley Street West: Bay Street to Queen's Park Crescent

The Ontario Police Memorial will begin at 10 a.m., and will take place regardless of weather conditions.

Motorists can expect traffic delays in the area of Queen's Park Circle during this event.

The TTC is recommended for those attending the ceremony.

On Sunday, May 5, 2013, the 14th annual Ceremony of Remembrance for Ontario's fallen police officers will take place.

All 253 names will be read aloud, beginning at 10 a.m., by two officers representing the latest graduating class from the Ontario Police College.

Music from the Ceremonial Band of the Waterloo Regional Police Service, and songs from members of the Ontario Police Choruses, will be performed prior to the arrival of the Procession of Honour.

Police pipe bands will lead officers from across Ontario and the United States in their march around Queen's Park, arriving at the Memorial shortly before 11 a.m., for the official start of the Ceremony of Remembrance.

The official party in attendance will be the Honourable David C. Onley, Lieutenant Governor of Ontario; the Honourable Kathleen Wynne, Premier of Ontario; the Honourable Madeleine Meilleur, Ministry of Community Safety and Correctional Services, and the families of the fallen officers.

Two names have been added this year to the Wall of Honour:

- Guelph Constable Jennifer A. Kovach - 2013

- Cobourg Constable William Rourke - 1915

The Ontario Police Memorial Foundation (OPMF), host of the annual Memorial Service, continues with its research to fulfill its goal of ensuring that every fallen officer from Ontario will not be forgotten.

The Ontario Police Memorial ceremony will be live-streamed by a community and police team on YouTube. The link for the stream will be posted Sunday morning on the official social media platforms of the Ontario Police Memorial Foundation.

A man and two women face 114 charges in $8.6 Fraud investigation, Photographs of those charged released

The Toronto Police Service would like to make the public aware of the arrests of a man and two women in connection with a fraud investigation.

It is alleged that:

- between January 2005 and December 2010, the accused operated an independent ministry as co-pastors

- they convinced members of the congregation and their family and friends to invest money in the form of loan agreements and investment contracts

- they were promised high rates of return compounded monthly

- the victims were told that one of the accused was a successful trader in foreign currencies

- each month the accused would have statements sent to the victims showing growth in their investment accounts”

- they are believed to have transferred large portions of the victims' money to Panama

- eventually the investors complained to the Ontario Securities Commission (OSC) who investigated the accused

- an OSC forensic audit concluded the accused were responsible for defrauding investors of $8.6 million, of which more than $4 million remains outstanding

- police have identified 38 victims, who lost a total of $2.1 million

- at the time of their arrest, the accused were operating as co-pastors of “The Life Centre Word of Faith Ministries”

On Thursday, May 2, 2013, Marlon Gary Hibbert, 49, and Verna Michelle Hibbert, 48, both of Toronto, were arrested and each charged with:

1) 38 counts of Fraud Over

They were scheduled to appear in court at College Park, on Thursday, May 2, 2013 at 2 p.m.

On Friday, May 3, 2013, Lorraine Bahlmann, 47, of Toronto, was charged with:

1) 38 counts of Fraud Over

She will be appearing in court at College Park, on Friday, May 3, 2013, at 2 p.m.

Police believe there may be other victims.

- on Saturday, April 27, 2013, at 6 p.m., a man followed a woman jogger into an apartment building, then into the elevator

- the man attempted to follow the woman into her apartment but was stopped when the door was closed quickly

The Toronto Police Service is requesting the public's assistance locating a missing girl.

Alanna Panopoulos, 16, was last seen on Sunday, April 28, 2013 at Bellevue Square Park in the Spadina Avenue and Dundas Street West area.

She is described as white, approximately 5', 100 lbs., with long straight pink hair. She was wearing a men's pink button-down shirt tied at the waist, black jeans and black boots.

Police are concerned for her safety.

Public Safety Alert, Increase in street robberies, Women being targeted

The Toronto Police Service would like to make the public aware of an increase in street robberies.

The robberies have occurred in the area bound by: Eglinton Avenue East, Lawrence Avenue East, Brimley Road and Markham Road.

The suspects appear to be targeting women, ranging in age from 16-73, wearing necklaces that are visible. Several victims have sustained minor injuries.

To date, there have been multiple suspects described. The suspects are described as either male, black, 19-22, 5’10" to 6’, wearing hoodies and blue jeans or male, white, 15, medium build, possibly long hair worn in a ponytail, wearing a dark hoody.
