The Toronto Police Service requests the public’s assistance locating a missing woman.

Marivic Nicdao, 56, was last seen on Monday, December 28, 2020, at 9 a.m., in the Dundas Street West and Bathurst Street area.

She is described as 4'11", with a medium build, and long black hair. She was last seen wearing a dark blue Tommy Hilfiger coat with a hood, and blue glasses.

Police are concerned for her safety.

Man Arrested in Retail Robbery, One Suspect Still Outstanding, Keele Street and Dundas Street West area, Kevin Errol Plummer, 45

The Toronto Police Service Hold Up Squad would like to make the public aware of an arrest in a retail robbery investigation.

On Monday, December 7, 2020, a retail store robbery was committed in the Keele Street and Dundas Street West area.

It is alleged that:

- two men entered a store and began taking meat products and placing them into a suitcase they brought with them

- an employee confronted the men as they tried to leave the store

- one man pulled out a knife and waved it around while making threats

- the men then exited the store and fled in a vehicle they hired through a ride sharing app

Hold Up Squad investigators were able to determine the identity of one of the men.

It is further alleged that:

- investigation of the identified man revealed that he was involved in multiple previous retail store thefts

On Thursday, December 31, 2020, Kevin Errol Plummer, 45, of Toronto, was arrested. He is charged with:

1. Robbery With Offensive Weapon
2. Disguise With Intent
3. thirteen counts of Theft Under
4. eleven counts of Fail to Comply Probation

He appeared in court at Old City Hall on Friday, January 1, 2021, at 10 a.m.

Arrest made in Drug Investigation, Yonge Street and Bloor Street area, Tahir Ul-haq, 23

The Toronto Police Service would like to make the public aware of an arrest in a drug investigation.

It is alleged that:

- on Thursday, December 31, 2020, at 11 p.m., police responded to a drug overdose in the Yonge Street and Bloor Street area

- officers and paramedics located two unconscious women in an apartment

- one woman was pronounced deceased on scene and the other woman was taken to hospital for treatment

- investigators believe both women ingested an unknown substance

- the unknown substance was purchased in the Square One area, of Mississauga

Tahir Ul-haq, 23, of Mississauga, was arrested and charged with:

1. Trafficking Cocaine
2. Criminal Negligence Causing Death

He appeared in court on Monday, January 4, 2020, at 10 a.m., at Old City Hall courts, room 111.

Police are concerned that other people may be in possession of the unknown substance.

The Toronto Police Service also wants to remind people that if they are taking drugs, to use extreme caution and do not take them alone.

If anyone suffers serious physical illness after consuming a narcotic, they should attend a hospital emergency room or walk-in clinic immediately for treatment.

Gerald Cassie, was last seen on Monday, January 4, 2021, at 6:50 p.m., in the Lawrence Avenue East and Canlish Road area.

He is described as 5'7", medium build, with brown and gray hair, green eyes, and a short beard.

He was last seen wearing a Nascar baseball hat, a dark blue jacket with grey stripes on the sides, blue jeans, and dark grey socks.

Police are concerned for his safety.

2020 TPS Impaired Driving/Holiday RIDE Update

More than 80 arrests were made for impaired driving as part of this year’s Holiday RIDE Program (November 21, 2020 to January 2, 2021).

The Toronto Police Service launched the annual checks on November 21, 2020 with the assistance of many police and community road safety partners. This included Arrive Alive Drive Sober, Crime Stoppers, MADD Toronto, Smart Serve Ontario and more - all sharing the message to reduce impaired driving everywhere.

The Toronto Police Service are releasing the following impaired driving statistics:

Holiday RIDE Programs Deployed: 344
Impaired related arrests (alcohol and drugs) during Holiday RIDE Program: 87
3-day suspensions issued during Holiday RIDE Program: 60

2020 in total:

Impaired related arrests (alcohol): 65
Impaired related arrests (drugs): 22

Sadly, for every person arrested for impaired driving, there are more that go undetected. Police want everyone to see impaired driving as a crime in progress and to call 9-1-1 if they suspect someone is driving impaired. Know that even one alcoholic drink can reduce someone’s ability to react when things suddenly happen.

In 2020 thousands of people made that call to 9-1-1 and we thank you. To all our community partners, media and volunteers that helped create safer roads; through awareness, education and enforcement, we thank you. To everyone that planned ahead, aimed for zero and continue to contribute to safer communities, we thank you.

Missing Man, Lawrence Avenue East and Canlish Road area, Gerald Cassie, 72, Update, Last known sighting

The Toronto Police Service continues to appeal for information to help find a missing man.

Gerald Cassie was last seen on Monday, January 4, 2021, at 6:50 p.m., in the Lawrence Avenue East and Canlish Road area.

41 Division investigators are advising of an update in this investigation. The 72-year-old was seen on video at Kennedy Station on Monday, January 4, 2021 at approximately 7:14 p.m.

He is described as 5'7", medium build, with brown and gray hair, green eyes, and a short beard.

He was last seen wearing a Nascar baseball hat, a dark blue jacket with grey stripes on the sides, blue jeans, dark grey socks and no shoes.

Police are concerned for his safety.

Sexual Assault Alert, Fort York Boulevard and Spadina Avenue area, Suspect images released

The Toronto Police Service would like to make the public aware of a sexual assault.

It is reported that:

- on Sunday, December 6, 2020, at approximately 1 a.m., a 12-year-old girl was approached by a man in the Fort York Boulevard and Spadina Avenue area

- he befriended her and they spent time together

- at some point during that time, he sexually assaulted her

The suspect is described as brown, early 20s, 5'6", thin build, black shoulder-length hair with a beard, wearing a brown jacket and dark pants.

Security camera images have been released.

Man Wanted in Shooting Investigation, Eglinton Avenue East and Manson Road, Iverson Thomas, 18, Images Released

The Toronto Police Service is requesting the public’s assistance in locating a man wanted in a shooting investigation.

On Friday, January 1, 2021, at approximately 3:20 a.m., police responded to a shooting in the Eglinton Avenue East and Manson Road area.

It is alleged that:

- an 18-year-old man got into an altercation in a residence

- during the altercation the 18-year-old man discharged a firearm into the ceiling, and again outside

- the 18-year-old man then left the area before police arrived on scene

Iverson Thomas, 18, of no fixed address, is wanted for the following seven charges:

1. Carry Concealed Weapon

2. Possess Restricted or Prohibited Firearm Without Holding a Licence and Registration Certificate

3. two counts of Discharge Firearm Being Reckless as to the Life or Safety of Another

4. Possess Weapon, Etc./Dangerous to Public Peace

5. Possess Loaded Regulated Firearm

6. Mischief/Damage Property Not Exceeding $5000

He is described as 5’8, with a thin build, black cornrows, and wearing a black Moose Knuckles jacket with black fur trimmed hood.

Investigators from the Integrated Guns and Gang Task Force – Centralized Shooting Response Team advise that Iverson Thomas, 18, is known to frequent the Scarborough and Kingston areas.

Man Arrested in Child Pornography Investigation, Gary Gordon, 19

The Toronto Police Service is advising the public of an arrest in a child pornography investigation.

On Tuesday, October 13, 2020, members of the Toronto Police Service Sex Crimes – Child Exploitation Section, executed a Criminal Code search warrant in the area of St. Clair Avenue East and Birchmount Road .

Computer devices were seized at the time.

On Tuesday, January 5, 2021, Gary Gordon, 19, of Toronto, was arrested. He has been charged with:

1. Make Available Child Pornography
2. Possession of Child Pornography
3. Access Child Pornography

He was scheduled to appear in court at 1911 Eglinton Avenue East, on Tuesday, January 5, 2021.

On Wednesday, January 6, 2021, outside Toronto Police Headquarters in front of the Grenville Street entrance, Toronto Crime Stoppers will be marking Crime Stoppers Month.

The month of January is recognized by Crime Stoppers International as Crime Stoppers Month around the world.

Coordinator Milton Ferguson will host the event and will be joined by Toronto Police Service Chief James Ramer and Crime Stoppers Chair Sean Sportun.

Along with highlighting statistics from 2020, recognizing awards received from Ontario Association of Crime Stoppers and Crime Stoppers International for awareness campaigns, an update on the successful re-brand strategy of not paying individual rewards for tips will also be provided.

The news conference will be broadcast over the Bell TOC and will be live-streamed on YouTube here.

Toronto Crime Stoppers Coordinator Milton Ferguson and Chair Sean Sportun will be available for interview.

Toronto Crime Stoppers Community Safety Success in 2020, Thousands of tips result in hundreds of charges and multimillion-dollar drug seizures

More than 7,000 tips were received by Toronto Crime Stoppers in 2020 under a new format which sees money put back into communities.

Since the program launched in 1984, it has taken more than 167,000 tips. Following a re-brand, the organization now channels funds into neighbourhoods impacted by crime instead of paying cash rewards.

In recognition of Crime Stoppers Month, Coordinator Milton Ferguson, Chair Sean Sportun and Toronto Police Service Chief James Ramer updated the media today on the successes of 2020. A total of 7,186 tips were received resulting in over $2.1 million of illegal narcotics seized, 67 arrests and 250 charges laid. This ultimately helped the Toronto Police Service solve cases of gun violence, homicides, robberies, sexual assaults and human trafficking investigations and more.

"Despite the challenges our program faced with not being able to deploy traditional community engagement efforts during the pandemic, Toronto Crime Stoppers remained resilient in our efforts to combat crime issues in our city while looking at ways to enhance the safety for our citizens," said Sean Sportun, Chair of Toronto Crime Stoppers.

"The success of our program is a testament to the community we serve that empowers a movement of a crime free Toronto," he added.

Every time a tip is provided to Toronto Crime Stoppers, it gives police one more opportunity to solve a crime and it gives the community one more chance to reclaim its neighbourhood from crime and violence.

Public Safety Alert, Travel Website Fraud

The Toronto Police Service is advising the public of a suspected fraudulent travel website.

The Toronto Police Service was made aware of a website, www.pandemictrip.com, which advertises flights from Canadian cities to Delhi, India from $730 Canadian.

Their search query asks for the user’s name and mobile phone number. Once a query is made, the user is contacted through a messaging app and the user is asked to provide identification and payment information.

The Toronto Police is urging the public to be vigilant with their information when searching for deals online and to only use reputable companies when conducting these queries.

The Toronto Police Service Releases 2021 Operating Budget Request, Proposal holds the line at 0% increase as reform and modernization continues

TORONTO, January 6, 2021 – The Toronto Police Service (Service) today released its operating budget request for 2021, holding the line at a 0% increase over last year’s budget, even as modernization efforts across the Service are quickly proceeding.

“This year, we’re committed to doing more without asking for more,” said Chief of Police James Ramer. “This budget balances our obligation to provide the policing required of our growing, world-class city, while recognizing the realities of the world today: Torontonians want to see a reformed, efficient Service, and we intend to deliver on that regardless of the challenges posed by the COVID-19 pandemic.”

The budget request totals $1,076.2M, a reflection of the direction set out by the Toronto Police Services Board, responsive to police reform, and informed by public input and feedback. Accordingly, the Service will be making significant enhancements to community safety by reallocating officers and resources from other areas to the following key areas:

Mobile Crisis Intervention Team (MCIT): Expanding this highly impactful program by increasing coverage from 10 hours a day to a 24-7 crisis call response model, through the deployment of 11 additional MCIT officers to Priority Response units located across the city. This program expansion and additional training is scheduled to occur Q1 2021.

Crisis Call Diversion Program: A new proof-of-concept initiative that places community crisis workers in our 911 communication centre, to help divert calls to a community agency where police response is not required. The program frees officers to attend other urgent calls and emphasizes de-escalation approaches to crisis calls where appropriate. This diversion program is in addition to other collaborative efforts with the City on alternative service delivery of crisis calls.

Neighbourhood Community Officers: The Service has received enthusiastic feedback on this program and plans to expand it by up to 10 additional neighbourhoods.

Road Safety and Vision Zero: The creation of a fully dedicated team of 18 officers focused on road safety and Vision Zero priorities.

Gun & Gang Prevention: Assigning specialized officers focused on reducing gang membership and violence through an approach centered on education, prevention, intervention, and suppression activities in partnership with impacted communities.

Increased Focus on Hate Crime Teams: In response to a concerning 42% increase in hate crimes, the Service is assigning additional officers to increase investigative capacity and strengthen the relationship between the Service and vulnerable communities.

Chief Ramer added, “Fighting crime and keeping people safe will always be our singular focus. These reallocations reflect what we’ve heard loud and clear from Torontonians over the past year, and we are making real progress in responding to the public’s needs and expectations across a range of issues.”

Achieving a flat year over year budget in 2021, required the Service to absorb $46M in budget pressures (including $17M to meet collective agreement obligations) and will result in 50 fewer officers and 90 fewer civilians being funded this year.

Since last June, the Service has been working intensively with the Board, the City and other key stakeholders to implement the 81 recommendations for police reform aimed at improving public trust, community relationships and accountability.

“I am accelerating the implementation of all 81 recommendations because modernizing the Service ahead of schedule will help us become more responsive to the needs of Toronto’s diverse communities,” said Chief Ramer.

Implementation costs for police reform initiatives will be funded from the Service’s modernization reserve and as a result, no additional funds have been added to the Service’s budget request for this vital and ongoing work.

Police seek public's assistance in Sexual Assault investigation, Taylor Creek Park area

The Toronto Police Service is requesting the public's assistance in a sexual assault investigation.

On Tuesday, January 5, 2021, at approximately 5:15 p.m., a 24-year-old woman was walking eastbound in the Taylor Creek Park area.

It is reported that:

- an unknown man approached the woman

- the man then sexually assaulted the woman and then fled

The man is described as having a brown complexion, between 27 to 28 years old, 5'5" to 5'6", thin build, black hair, brown eyes, and with bushy eyebrows. He was wearing a black jacket with the hood up, black jeans, black boots, and black winter gloves.
