Homicide #48/2020, Highway 27 and Humber College Boulevard, Rampreet (Peter) Singh

Rampreet (Peter) Singh was a man in his late 30’s. He had been living under a bridge situated on the West Humber Trail in recent months.

On Monday, September 7, 2020, shortly after 7 a.m., a person jogging on a footpath under the Highway 27 Bridge, just south of Humber College Boulevard, discovered the lifeless body of Mr. Singh. He was clearly suffering from trauma. Emergency services attended but were unsuccessful in reviving him.

The area of this murder is heavily traveled by pedestrians on foot, on bicycles and rollerblades.

It is important to the investigative team to determine if anyone saw Mr. Singh alive in the early morning hours of Monday, September 7, 2020, and at what specific time. In addition, officers are appealing to the public if they saw or heard anything out of the ordinary in that area between midnight and 7 a.m. to contact the Homicide Squad immediately.

A Command Post will be set up at the crime scene on the morning of September 8, 2020, in an effort to stimulate witness participation.

Back to School and Bicycle Safety Campaign, Tuesday, September 8 to Wednesday, September 30, 2020

September means ‘Back to School’ for thousands of Toronto students and the Toronto Police Service will be out on our city’s roads reminding people about the importance of road safety.

While the return to school is usually the focus for September, the Service will also be promoting ‘Bike Month ’- an event regularly held in June – to raise awareness of cycling safety.

The joint ‘Back to School’ and ‘Bicycle Safety’ campaign was launched on Tuesday, September 8, 2020, at Keelesdale Junior Public School, alongside the Mayor and other partners. The campaign will run until Wednesday, September 30, 2020.

By launching these campaigns together, the Service can focus traffic enforcement efforts and increase public awareness in a bid to improve the safety of school children, cyclists and all other road users.

With emphasis on enforcement, education and community engagement, officers will be looking out for drivers who speed, drive aggressively and drive distracted or impaired. Officers will also be in school zones targeting those who are parked illegally or vehicles potentially putting others at risk. Often, these behaviours lead to frustration, congestion and an unsafe environment for all road users.

The campaign also ties in with Toronto's Vision Zero Road Safety Plan which sees the Service, the City and other partners work together to achieve zero deaths on our roads. While the Service’s priority is educating people about their behaviours, current Vision Zero Enforcement Team officers will continue to take action where necessary and a permanent dedicated team will be out on our city’s streets later this fall.

A full announcement with specifics of the permanent team will be released closer to the time but members will be highly visible and strategically deployed throughout the city. The officers will conduct intelligence-led enforcement activities in locations determined by data from collisions, speed monitoring and more.

Year to date, the current team has issued more than 24,000 tickets for a variety of driving offences, while collisions that have caused life-threatening injuries have nearly halved compared to last year – 56 as of September 4, 2019 and 28 as of September 4, 2020.

The Toronto Police Service requests the public’s assistance locating a missing man.

Seth Dempster Miller, 22, was last seen on Tuesday, September 8, 2020, at 9:15 a.m., in the Church Street and Dundas Street East area.

He is described as having a very thin build, short black hair in slight dreadlocks with brown or blond tips. He was last seen wearing a black 'Nike' sweater with small 'Nike' logo on the upper left chest, black hat with a small gold heart on the front, black 'Nike' pants, and white shoes with five red hearts on them.

Police are concerned for his safety.

2020 Toronto International Film Festival (TIFF), Thursday, September 10, 2020 to Saturday, September 19, 2020, Road Closures

The 45th annual Toronto International Film Festival (TIFF) will be taking place at the following venues throughout Toronto from Thursday, September 10, 2020 to Saturday, to September 19, 2020:

- TIFF Bell Lightbox at 350 King Street West
- VISA Skyline Drive-In at Cityview at 20 Polson Street
- RBC Lakeside Drive-In at Ontario Place
- West Island Open Air Cinema at Ontario Place
- OLG Play Stage at Ontario Place

Road closures will be in place, including:

Full closure of Polson Street from Cherry Street to end of Polson Street.
Closure to occur on Thursday, September 10, 2020 to Saturday, September 19, 2020, between 5 p.m. and 3 a.m.

North curb lane closure of Polson Street from Cherry Street to end of Polson Street.
Closure to occur on Thursday, September 10, 2020 through to Saturday, September 19, 2020.

East curb lane closure of Widmer Street from King Street to laneway north of King Street. Closure to occur on Tuesday, September 8, 2020 through to Sunday, September 20, 2020.

Motorists are advised to avoid the area of the road closures and to consider alternative routes when planning for their travels.

14 Division's "Fugitive Friday", Jordan Thompson, 28, Update, Man Arrested and Charged

The Toronto Police Service would like to advise the public of an arrest made in a 14 Division "Fugitive Friday" investigation.

A warrant in the first was issued for Jordan Thompson, 28, of Toronto.

On Sunday, September 6, 2020, Jordan Thompson, 28, was arrested. He has been charged with:

1. four counts of Assault
2. Mischief Under $5,000
3. two counts of Uttering Threats of Death or Bodily Harm
4. Criminal Harassment

He was scheduled to appear in court at Old City Hall on Monday, September 7, 2020 at 10 a.m., room 111.

The Gun and Gang Task Force and Centralized Shooting Response Teams have been actively investigating shootings in the Thorncliffe Park area.

The Toronto Police Service will hold a media availability today to provide the public with information regarding recent arrests, seizures of guns and drugs and the Service's response to gun violence.

Staff Superintendent Peter Code will be joined by senior officers including from the Organized Crime Enforcement unit.

Media are invited to join the news conference by WebEx.

The news conference will be available on the Bell TOC and live-streamed on YouTube.

Toronto Police disrupt gun and gang activity in Thorncliffe Park, Eleven arrested, 95 charges, guns, drugs and cash seized, 2 more individuals identified and wanted

The Gun and Gang Task Force and Centralized Shooting Response Teams have been investigating shooting incidents in the Thorncliffe Park area from late 2019 through 2020. This investigation was a direct response to an increase in firearm related violence affecting that particular community and elsewhere within the Greater Toronto Area (GTA).

Working with internal and external partners as well with members of the community, the Toronto Police Service investigation focused on the criminal activities of Salman Jogiyat and his associates.

It is alleged that this group purposefully set out to commit violent acts against targeted individuals for the sole purpose of monetary gain and retribution.

“The arrests today significantly disrupt gun and gang activity that has been jeopardizing community safety in that area and in other areas of the city,” said Superintendent Steve Watts, Organized Crime Enforcement.

Last Thursday, September 3, 2020, a series of Criminal Code and Controlled substance Act Search warrants were executed in Toronto and Cambridge, Ontario.

These warrants were executed by members of the Toronto Police Service – Gun and Gang Task Force Centralized Shooting Response Teams and Street Enforcement Teams with the assistance of the Hold Up Squad, Gun Violence Suppression Teams, Uniformed and investigative members of 53, 55, 32/33, 43 Divisions as well as the Emergency Task Force.

These warrants were executed at nine Toronto and three Cambridge addresses.

A quantity of controlled substances were seized:

• Cocaine (approximately ½ kilogram)
• Marihuana (approximately 18 lbs)
• MDMA
• Fentanyl (approximately 65 grams)

The operation also seized in excess of $100,000 Canadian dollars in cash and seven firearms were seized from various individuals.

Eleven individuals have been arrested and charged with 95 charges combined. They are:

Salman Jogiyat, 19, of Toronto is charged with:

1) two counts of Attempt Murder
2) four counts of Participate in a Criminal Organization
3) five counts of Instruct for the benefit of a Criminal Organization
4) six counts of Conspiracy to Commit an Indictable Offence
5) seven counts of Commission of an Offence for the Benefit of a Criminal Organization
6) eight counts of Conspiracy to Commit Murder
7) four counts of Unauthorized Possession of a Firearm
8) Robbery
9) Theft Over $5000
10) Possession of a Firearm While Prohibited
11) Trafficking Firearm
12) Robbery with a Firearm
13) Disguise With Intent to Commit an Indictable Offence
14) Break and Enter

Moosa Jogiyat, 20, of Toronto, is charged with:

1) Unauthorized Possession of a Firearm
2) Participate in a Criminal Organization
3) Commission of an Offence for the Benefit of a Criminal Organization
4) Conspiracy to Commit Murder

Mothusi Sebape, 25, of Toronto, is charged with:

1) Unauthorized Possession of a Firearm
2) three counts of Conspiracy to Commit Murder
3) Participate in a Criminal Organization
4) Commission of an Offence for the Benefit of a Criminal Organization
5) two counts of Fail to Comply with Recognizance

Sufyan Jogiyat, 25, of Toronto, is charged with:

1) Conspiracy to Commit Murder
2) four counts of Commission of an Offence for the Benefit of a Criminal Organization
3) four counts of Participate in a Criminal Organization
4) two counts of Possession for the Purpose of Trafficking Schedule I Substance

Saleha Jogiyat, 24, of Toronto, is charged with:

1) Participate in a Criminal Organization
2) Commission of an Offence for the Benefit of a Criminal Organization
3) Launder Proceeds of Crime
4) two counts of Possession of Proceeds of Crime Over $5000

Ryan Ally, 31, of Toronto, is charged with:

1) Participate in a Criminal Organization
2) Commission of an Offence for the Benefit of a Criminal Organization
3) Conspiracy to Commit and Indictable Offence (Trafficking Cocaine)
4) Trafficking Schedule I Substance
5) Possession for the Purpose of Trafficking Cocaine
6) two counts of Possession of Proceeds of Crime Over $5000
7) Possession of Property Obtained by Crime Under $5000

Aun Ali, 21, of Toronto, is charged with:

1) three counts of Conspiracy to Commit Murder.
2) Participate in a Criminal Organization.
3) two counts of Commission of an Offence for the Benefit of a Criminal Organization

Hasna Amir, 19, of Cambridge, is charged with:

1) Conspiracy to Commit Mmurder.
2) Participate in a Criminal Organization.
3) Commission of an Offence for the Benefit of a Criminal Organization.

Justin Ramroop, 22, of Toronto, is charged with:

1) Participate in a Criminal Organization.
2) Commission of an Offence for the Benefit of a Criminal Organization
3) Conspiracy to Commit Indictable Offence (trafficking cocaine)
4) Trafficking Schedule I Substance

Abid Patel, 19, of Toronto, is charged with:

1) three counts of Conspiracy to Commit Murder
2) Participate in a Criminal Organization
3) Trafficking Schedule I Substance
4) Possession Property Obtained by Crime

They will all appear in court at 2201 Finch Avenue West on Tuesday, October 6, 2020, at 11 a.m., in room 202.

Daniyal Bakharia, 20, of Toronto, is charged with:

1) Trafficking Schedule I Substance
2) Conspiracy to Commit Indictable Offence (trafficking cocaine)

He will appear in court at Old City Hall on Thursday, November 12, 2020, at 10 a.m., in room 114.

The Toronto Police are seeking the following individuals and are requesting the public's assistance:

Sufyan Dadabhai, 26, of Toronto, is wanted for:

1) Conspiracy to Commit Murder
2) Participate in a Criminal Organization
3) Commission of an Offence for the Benefit of a Criminal Organization

Sadi Zalloum, 26, of Toronto, is wanted for:

1) Possession for the Purpose of Trafficking Cocaine

They are alleged to be engaged in ongoing, criminal activity. They are considered armed and dangerous. If located, do not approach. Call 9-1-1.

Public Safety Alert, Suspect sought in two hate-motivated assault investigations, Lake Shore Boulevard West and Dwight Avenue area, Update, Further reports made to police

The Toronto Police Service would like to make the public aware of two further incidents in an ongoing hate-motivated assault investigation.

See previous release.

It is further reported that:

- on Thursday, September 3, 2020, a man approached a 27-year-old man who was walking with a 26-year-old woman in the Lake Shore Boulevard West and Twenty Ninth Street area

- the suspect, without warning, began to strike the 27-year-old man several times

- the victim yelled for help and 911 was called

- the suspect then began running southbound on Twenty Eighth Street

The suspect was described as white, 26 -32, 5’8" to 5’10", with a medium build. He was wearing a white or light grey hooded sweater, light pink shorts, running shoes and a dark pink or purple hat.

It is reported that:

- a man approached a 32-year-old man on Friday, September 4, 2020, in the Lakeshore Boulevard West and Legion Road area

- the suspect shouted racially charged comments towards the 32-year-old man while holding an object in his hand

- the victim attempted to call police and the suspect then took his phone and threw it to the ground

- the victim tried to get his phone, at which point the suspect assaulted the victim in an attempt to prevent him from doing so

- the victim got his phone back and fled the area while contacting the police

The suspect was described as white, 5’9", 35-45, with a thin build, and blond beard. He was wearing a black baseball hat, white t shirt, black jacket, black pants and black running shoes.

The same man is believed to be responsible for all four attacks. All four victims are of South Asian descent.

Police are actively investigating these incidents as hate-motivated assaults. Officers from the hate crime unit will continue to work with divisional officers to establish the full circumstances.

The investigation is on-going and anyone who may have witnessed the incident or incidents, and has information, is urged to contact police.

Sexual Assault Investigation, Teacher arrested, David Field, 56

The Toronto Police Service would like to make the public aware of an arrest made in a sexual assault investigation.

It is alleged that:

- between 2015 and 2019, a teacher at Rosedale Heights School of the Arts sexually assaulted two girls who were students at the school

On Tuesday, September 8, 2020, members of 51 Division, Youth & Family Services, arrested David Field, 56, of Toronto. He is charged with:

1. Two counts of Sexual Assault
2. Two counts of Sexual Exploitation

He is to appear in court at 444 Yonge Street, on Wednesday, November 18, 2020, at 2 p.m., in room 505.

David Field has been employed at:

1. Rosedale Heights School of the Arts between 2004 to present

2. Don Mills Collegiate between 1999 to 2004

3. Georges Vanier Secondary School between 1998 to 1999

Police are concerned there may be other victims.

He was last seen wearing a grey sweater, red t-shirt, black running shoes, and possibly had a black sweater.

Stanley Lis, 82, was last seen on Wednesday, September 9, 2020, in the Kipling Avenue and Brookmere Road area.

He is described as 5'6", 120 lbs, skinny build, short brown/grey hair and brown eyes.

He was wearing a navy blue jacket, green long sleeve shirt and green dress pants.

He is believed to be driving a green 1998 GMC Safari van, Ontario Licence plate ACSY956

Man arrested in Administer Noxious Thing investigation, Niki Shakeri, 32

The Toronto Police Service would like to inform the public of an arrest made in an Administer Noxious Thing investigation.

In the morning of Sunday, September 6, 2020, officers responded to a call for an incident that occurred the night before in the Adelaide Street and John Street area.

It is alleged that:

- a 24-year-old woman met a man from a dating app

- they agreed to meet at a bar in the downtown core

- at one point in the evening the woman got up to use the washroom

- while she was away, the man slipped an unknown substance into her drink

- the 24-year-old woman was cautioned by other patrons not to consume the drink

On Wednesday, September 9, 2020, Niki Shakeri, 32, of Toronto, surrendered to police. He is charged with:

1) Mischief - Tamper with Property
2) Administer Noxious Thing

He will appear in court at Old City Hall on Thursday, October 15, 2020, at 10 a.m., in room 111.

This is an on-going investigation.
