Sexual Assault Alert, Man Arrested, Mingyu Que, 19

The Toronto Police Service would like to make the public aware of an arrest made in a Sexual Assault investigation.

It is alleged that:

- between December 2019 and March 2020, a man made contact with several women through a social media platform

- the man used the name “Derrick Bennincasa”

- the man would meet the women in a social setting, and later sexually assault them


On Friday, March 6, 2020, Mingyu Que, 19, of Toronto, was arrested and charged with:

1. Two counts of Sexual Assault

He appeared in court at Old City Hall on Saturday, March 7, 2020.


Mingyu Que is a university student in the Toronto area.

Police are concerned there may be other victims.

Missing man, Updated Eglinton Avenue West and Weston Road area, Ayoub Mohamed, 25

The Toronto Police Service is requesting the public’s assistance locating a missing man.

Ayoub Mohamed, 25, was last seen on Wednesday, March 11, 2020, at 8 p.m., in the Eglinton Avenue West and Weston Road area.

He is described as, 6’3”, 230 lbs., medium build, with long black hair worn in braids. He was last seen wearing a black long sleeve Nike shirt, black track pants and gold coloured running shoes.

Mohammed can be seen getting into a dark-coloured SUV, possibly a dark-coloured 2019-2020 Chevrolet Equinox.

The Toronto Police Service is requesting the public’s assistance identifying a man wanted in a Sexual Assault Investigation.

The incident happened on Thursday, March 12, 2020, at 7:45 a.m., on the southbound TTC Bus Route 44 - Kipling South between Dundas Street West and Evans Avenue area.

It has been reported that:

- a man sexually assaulted two woman

Personal Injury Collision #9/2020, Private Parking Area Near 399 The Westmall

On Monday, March 16, 2020, at approximately 2 p.m., police responded to a call for a collision that occurred in the parking lot area near 399 The Westmall .

It is reported that:

- a 74-year-old woman was driving a Toyota car north on The Westmall and turned into the parking lot area at the property of 399 The Westmall

- she stopped the vehicle briefly, and then accelerated quickly

- she lost control of the vehicle and struck the building located at 399 The Westmall

- she was transported to hospital with life-threatening injuries

There were no other people involved in this collision. Police are asking local residents, businesses, and drivers, who may have security or dash camera footage of the area or incident, to contact investigators.

The Toronto Police service is seeking the public’s assistance locating a missing woman.

Jocelyne Tisshaw, 20, was last seen on Monday, March 16, 2020 in the Cowan Avenue and King Street West, area.

She is described as slim build, shoulder-length burgundy colored hair, and was last seen wearing a long black winter coat with a fur trim on the hood.

Police are concerned for her well-being.

Man Wanted in Threatening Investigation, Sahr Raymond Kona, 23

The Toronto Police Service is seeking the public's assistance in locating a wanted man.

On Monday, March 16, 2020, police responded to a call for a man making
threats in the area of Lawrence Avenue West and Dufferin Street.

It is reported that:

- a man contacted a family indicating that he wanted to kill a person

- the man continued to send messages to the family stating he would kill a person

Sahr Raymond Kona, 23, of Pickering, is wanted for:

1. Threatening Death

He is described as 170 lbs., slim build with short black hair.

He is considered armed and dangerous. If he is seen, do not approach, and immediately contact police.

Three People Arrested, Firearm Recovered, Bellamy Road North and Lawrence Avenue East Area

The Toronto Police Service would like to make the public aware of three arrests where a loaded firearm was allegedly recovered.

On Saturday, March 14, 2020, 43 Division Neighbourhood Community Officers were working in their designated neighbourhood as part of a program.

It is alleged that:

- officers noticed a suspicious vehicle in the Bellamy Road North and Lawrence Avenue area
- they conducted a vehicle stop
- several people were inside the vehicle at the time of the stop
- the vehicle was searched and a loaded firearm was recovered

Kajanthan Kanagarajah, 34, of Toronto, was arrested and charged with:

1) Impaired Operation
2) Unauthorized Possession of a Firearm
3) Possession of a Firearm Knowing its Possession is Unauthorized
4) Unauthorized Possession of a Firearm in Motor Vehicle
5) Possession of a Loaded Prohibited Firearm
6) Possess Prohibited/Restricted Weapon or Prohibited Device Knowing No Authority

He is scheduled to appear in court at 1911 Eglinton Avenue East, on Tuesday, May 26, 2020, at 10 a.m, room 407.

Toni Baxter, 19, of Toronto, was arrested and charged with:

1) Unauthorized Possession of a Firearm
2) Possession of a Firearm Knowing its Possession is Unauthorized
3) Unauthorized Possession of a Firearm in Motor Vehicle
4) Possession of a Loaded Prohibited Firearm
5) Possess Prohibited/Restricted Weapon or Prohibited Device Knowing No Authority
6) Fail to Comply

She is scheduled to appear in court at 1911 Eglinton Avenue East, on Wednesday, May 27, 2020, at 10 a.m., room 407.

Airah Garingo, 21, of Toronto, has been arrested and charged with:

1) Unauthorized Possession of a Firearm
2) Possession of a Firearm Knowing its Possession is Unauthorized
3) Unauthorized Possession of a Firearm in Motor Vehicle
4) Possession of a Loaded Prohibited Firearm
5) Possess Prohibited/Restricted Weapon or Prohibited Device Knowing No Authority

He is scheduled to appear in court at 1911 Eglinton Avenue East, on Wednesday, May 13, 2020, at 10 a.m, room 407.


Neighbourhood Community Officers work in partnership with local residents and community-based organizations to address crime, disorder and community safety issues. They are embedded in one neighbourhood for at least four years to actively co-develop solutions and mobilize Toronto Police resources in order to reduce crime, fear of crime and anti-social behaviour.

Desmond Connolly, 71, was last seen Wednesday, March 18, 2020, at 8:30 a.m., in the McCowan Road and Brimorton Road area.

He is described as 5'8", small build, short receding grey hair and he is hunched over with a shuffle. He was last seen wearing black pants, black shoes, a
white collared shirt, and grey sweater.

Police are concerned for his safety.

Toronto Police announces changes to on-street parking enforcement

The Toronto Police Service has been working closely with our City of Toronto Emergency Management partners in response to the Covid-19 pandemic. We have been taking advice from public health officials and making decisions that balance our need to provide community safety with maintaining the health and safety of our members.

Given the changing needs of our city, particularly for those who are now working from home, caring for others, or trying to ensure the flow of goods and services, the Toronto Police is making adjustments to parking enforcement, effective immediately.

Until further notice, parking enforcement has been suspended for the following offences:

- On-Street Permit Parking Areas
- On-Street Time Limit Offences such a 1, 2 and 3 Hour Parking
- North York Winter Maintenance Bylaw
- Expired Vehicle Validation License Plates
- Boulevard Parking
- School Zones with posted No Stopping/No Standing/No Parking Signage

The above parking offences may be enforced in exceptional circumstances where a significant traffic safety, and/or of community concern exists. Parking Enforcement Officers will continue to have discretion to use enforcement tools as necessary to ensure the safe and orderly movement of vehicles in the city.

All other parking offences will continue to be enforced. This includes no stopping, no standing and no parking offences, rush hour routes and also pay and display/metered areas where payment is required. This is to ensure an adequate level of street parking, traffic flow, and maintain traffic and pedestrian safety.

Public Safety Alert, Yonge Street and Davenport Road area, Stolen Medication

The Toronto Police Service would like to make the public aware of a quantity of stolen prescription medication.

On Tuesday, March 17, 2020, in the late evening hours - in the Yonge Street and Davenport Road area - it was reported that approximately 76 pills of prescription Oxycodone/Acetaminophen (Percocets) were stolen.

The pills could be harmful or potentially fatal if ingested, especially for children.

Assault investigation, Downtown PATH System, Security camera images released

The Toronto Police Service requests assistance identifying a man in connection with two assaults on the PATH System.

It is reported that:

- on Thursday, February 20, 2020, and Wednesday, February 26, 2020, during the morning, a man behaved aggressively towards two women in the PATH system

- in both incidents the man assaulted the women

- reported injuries were minor

The man is described as 40-50, approximately 6', slim build, with black hair which is receding. He was last seen wearing a black hoodie, black pants, black shoes and a dark backpack.

Security camera images have been released in a bid to identify the man pictured.

Two men arrested for home invasion, Third suspect outstanding, Ellesmere Road And Brimley Road area

The Toronto Police Service Hold Up Squad would like to make the public aware of an armed home invasion robbery that occurred in the Ellesmere Road And Brimley Road area.

It is alleged that:

- on Wednesday, March 18, 2020, three suspects forced their way into a home while wearing masks and gloves, each armed with a handgun

- they demanded money from the victims while waving their firearms around

- they assaulted one victim by striking them in the head with a handgun

- they took a small amount of money and then fled the home

Divisional officers arrived on scene as the suspects were exiting the home and were able to make one arrest. A Police K9 Unit was used to locate a second suspect who was then also placed under arrest.

It is further alleged that:

- police recovered a loaded handgun on each of the men as they were taken into custody

Terrell Als, 26, of Toronto, was charged with:

1. Robbery with a Firearm
2. Disguise with Intent
3. Forcible Confinement
4. Use Firearm During Commission of an Indictable Offence
5. Unauthorized Possession of a Firearm
6. Possession of a Firearm Knowing its Possession is Unauthorized
7. Possession of Prohibited Device Knowing its Possession is Unauthorized
8. Possession of a Prohibited Firearm with Ammunition
9. Possession of Firearm or Ammunition Contrary to Prohibition Order
10. Possession Property Obtained by Crime

Omar Williams, 26, of Ajax, was charged with:
1. Robbery with a Firearm
2. Disguise with Intent
3. Forcible Confinement
4. Use Firearm During Commission of an Indictable Offence
5. Unauthorized Possession of a Firearm
6. Possession of a Firearm Knowing its Possession is Unauthorized
7. Possession of Prohibited Device Knowing its Possession is Unauthorized
8. Possession of a Prohibited Firearm with Ammunition
9. two counts of Possession of Firearm or Ammunition Contrary to Prohibition Order
10. Possession Property Obtained by Crime

They both appeared in court at 1911 Eglinton Avenue East, on Thursday, March 19, 2020, 10 a.m., room 412.

Hold Up Squad officers are continuing the investigation in an attempt to identify and locate a third suspect.

Homicide #15/2020, 51 Comstock Road, Dobroslav "Bobby" Manchev, 51

On Wednesday, March 18, 2020, at 8:45 p.m., officers responded to a medical call in front of 51 Comstock Road.

It is reported that:

- officers located a man with obvious signs of trauma
- life-saving measures were initiated, however, the man died at the scene

The man has been identified as Dobroslav “Bobby” Manchev, 51, of Toronto.

A post-mortem examination has been scheduled for Friday, March 20, 2020.

Investigators wish to speak with anyone who was in the 51 Comstock Road area between 4 p.m. and 6 p.m., on Wednesday, March 18, 2020.

Police are also seeking all security and dash-cam footage from the area at that time.

Diana Shisay, 16, was last seen on Monday, March 16, 2020, at 1 p.m., in the Jane Street and Alliance Avenue area.

She is described as 5’9", 141 lbs., light complexion, long braided black hair, brown eyes. She was last seen wearing white jeans, a white wind-breaker jacket, white t-shirt, and white 'Nike Jordan' runners.

Police are concerned for her safety,

On Wednesday, March 18, 2020, Gabriel Perez, 62, of Toronto, was arrested and charged with:

1. Sexual Assault
2. Sexual Assault on a Person Under 16 Years of Age
3. Sexual Interference

He is scheduled to appear in court at 2201 Finch Avenue, on Monday, June 1, 2020, at 2 p.m, room 202.
