Media Invitation, Photo Op, Toronto Police Service's Analytics and Innovation Unit Recognized as Leaders in Use of Technology, Award Presentation, Friday, March 6, 2020, 2 p.m.

The Toronto Police Service is proud to be recognized, for a second year in a row, as a leader in the use of Geographic Information Systems (GIS). Mr. Ian Williams, Manager of the Analytics and Innovation Unit will accept an award from the Public Sector Digest on behalf of the Service.

The media are cordially invited to attend at 2:00 pm on Friday, March 6 in the Media Gallery at Toronto Police Service Headquarters.

Organizations across North America are gauged on a Geospatial Maturity Index (GMI) to determine their readiness, implementation, and impact in using GIS.

The Service's Analytics and Innovation Unit utilizes GIS as a tool to support analysis, improve management of information, and make current data available to the public. The tool is used every day by Service members, media and the public alike. To review the Service's public data portal, please go to: data.torontopolice.on.ca

The Service's Analytics and Innovation Unit is responsible for Service-wide analysis and reporting of public safety information.

Comprised of both civilian and uniform members, this specialized unit manages key information systems and governance to support decisions about public safety in Toronto.

On Friday, March 6, 2020, at 10 a.m., Chief Mark Saunders will hold a news conference at police headquarters, in the media gallery, to address the community and media regarding the recent abduction investigation of a 14-year-old boy.

The event will be available on Bell TOC, and live-streamed on YouTube.

Please note that, for the safety of employees and visitors, all persons entering Toronto Police Service headquarters must go through security screening. You are not required to submit to screening. Missing man, Keele Street and Wilson Avenue area, Arben Beni Dashi, 38

The Toronto Police Service requests the public's assistance locating a missing man.

Arben Beni Dashi, 38, was last seen on Monday, March 2, 2020, at 4:50 p.m., in the Keele Street and Wilson Avenue area.

He is described as 5'8"-6'0", thin build, short dark hair, and stubbly facial hair.
He was last seen wearing a black winter coat with white fur hood, a white and black scarf, checkered black and grey sweater, black t-shirt, light blue or grey pants, and white running shoes.

Police are concerned for his safety.

Man Arrested, Twenty one vehicles broken into at 100 Gamble Avenue

The Toronto Police Service would like to advise the public of an arrest made in a mischief under investigation.

On Wednesday, March 4, 2020, a man entered a parking garage located at 100 Gamble Avenue.

It is alleged:

- a man broke into multiple vehicles overnight

- the man then fled the area

- police were notified and attended

On Thursday, March 5, 2020, Jeffery McGough, 34, of no fixed address, was arrested. He is charged with:

1. twenty-one counts of Mischief Under $5000
2. three counts of Theft Under $5000
3. Possession of property obtained by crime
4. Possession of Break in instruments

He is to appear in court at College Park on Thursday, March 5, 2020, at 10 a.m

Wanted Man, Humza Tahir, 27

The Toronto Police Service is requesting the public’s assistance locating a wanted man.

Humza Tahir, 27, of Toronto, is wanted on warrant for the following:

1) Break and Enter
2) Assault
3) Assault with a weapon
4) Two counts of mischief

He is described as 5’11” to 6’ with thick beard. He has black slicked back hair and a short beard. He was last known to be wearing black pants, a construction jacket and orange reflective vest.

He is considered violent, and the public should contact 9-1-1 immediately if they see him. He should not be approached.

Five Correctional Officers charged, Toronto South Detention Centre investigation

The Toronto Police Service is informing the public of an investigation which it conducted at the Toronto South Detention Centre.

It is alleged that:

- on Friday, December 20, 2019, a prisoner serving a custodial sentence was assaulted by six correctional officers


On Friday, March 6, 2020, five men surrendered to 11 Division. They were arrested and each charged with:

1. Aggravated Assault

They are scheduled to appear in court on Monday, April 20, 2020, at 2 p.m., room 202.

The sixth man is expected to be charged at a future date.

Arrest made in Human Trafficking Investigation, Man faces 18 new criminal charges, Photograph released

On Thursday, January 23, 2020, members of Sex Crimes - Human Trafficking Enforcement Team commenced an investigation in the City of Toronto.

It is alleged that:

- within a short period of meeting each other; a man procured the victim into the sex trade

- he proceeded to forcefully administer illicit drugs to the victim, further maintaining control over her and continuing the cycle of exploitation

- through threats and intimidation he continuously would control and exploit the victim into the sex trade

- over an extended period of time, he assaulted, sexually assaulted, choked and forcibly confined the victim

- through assistance from the public the victim was able to escape

The Human Trafficking Enforcement Team, with the assistance of the Emergency Task Force, 11 Division and 43 Division officers, located and arrested a man.

Jamaal Koehler, 25, of Toronto, was arrested on Thursday, January 23, 2020, and charged with:

1) two counts of Sexual Assault 271 CC
2) Trafficking in persons by recruiting, transporting, and harbouring 279 01(1) CC
3) Financial and Material benefit resulting from trafficking in persons 279.02 CC
4) Material Benefit from Sexual Services 286.2 (1) CC
5) Forcible Confinement C.C. 279(2) CC
6) four counts of Assault 266 CC
7) Threaten bodily harm/death 264.1(1)(a) CC
8) Administer Noxious Substance C.C. 245(b)
9) Overcome Resistance to offence/ attempt to choke 246(a) CC
10) Overcome Resistance to offence/ administer drug 246(b) CC
11) two counts of Assault with a weapon 267(a)
12) two counts of Forcible Confinement C.C. 279(2)

He is scheduled to appear in court at 1911 Eglinton Avenue East, on Tuesday, March 31, 2020, 10 a.m., room 412.

A photograph of the man has been released.

Police are concerned there may be more victims.

Police would also urge anyone who has been a victim of Human Trafficking to come forward to police. We want to make sure that everyone has access to support services and an exit strategy, regardless of their decision to proceed criminally.

Missing woman, Pearson International Airport, Jacqueline McNeil, 32, AKA Jacqueline McIsaac

The Toronto Police Service requests the public’s assistance locating a missing woman.

Jacqueline McNeil (aka Jacqueline McIssac), 32, was last seen on Tuesday, February 25, 2020, at 2:08 p.m., at Pearson International Airport.

She is described as 5’10” to 6’0”, 120 to 140 lbs., with green eyes, and blonde hair now dyed brown with a red tint Her hair is straight and past the shoulder in length. Jacqueline has a tattoo of a dragon on her upper left arm. She was last seen wearing a white tank top, black 'Adidas' pants with white stripes down the side, and a red coat. She also had one piece of luggage - a large brown suitcase.

Police are concerned for her safety.

Personal Injury Collision #8/2020, North Bonnington Avenue and Zenith Drive area

On Sunday, March 8, 2020, at 2 p.m., police responded to a call for a serious collision in the North Bonnington Avenue and Zenith Drive area.

It is reported that:

- a 23-year-old man was operating a blue Suzuki motorcycle southbound on North Bonnington Avenue

- the motorcyclist lost control of the motorcycle and fell to the ground

- he was not wearing a helmet at the time of the collision

- he was taken to hospital with life-threatening injuries

The investigation is ongoing by members of Traffic Services.

Police are asking local residents, businesses, and drivers, who may have security or dash camera footage of the area or incident, to contact investigators.

Media Advisory, Monday, March 9, 2020, 12:15 p.m.-1:15 p.m., St. Fidelis Catholic School, Fraud Prevention Month

On Monday, March 9, 2020, at 12:15 p.m., at St. Fidelis Catholic School, members of the media are invited to attend an event where police and electronics recyclers will be promoting data and device security.

Members of Toronto Police Service (TPS) 12 Division, Financial Crimes, Ontario Provincial Police (OPP) Highway Safety Division (HSD), and the Serious Fraud Office (SFO) are partnering with the Electronic Recycling Association (ERA) to educate students on the importance of data security, and property disposal of their unneeded digital devices. This includes removing personal information to minimize the risk of victimization.

Following a presentation on data safety, Grade 7 and 8 students at St. Fidelis Catholic School will destroy unwanted mobile devices and hard drives. Students will be encouraged to share the information learned with their families and friends to further prevent fraud and victimization.

This event is not open to the general public for student safety and school security reasons.

March is Fraud Prevention Month, which is spearheaded by the Competition Bureau of Canada. It’s an annual campaign that seeks to help citizens recognize, reject and report fraud.

Man Arrested for Ten Retail Robberies in Toronto

The Toronto Police Service Hold Up Squad is notifying the public of an arrest made in relation to ten retail robberies.

It is alleged that:

- between Wednesday, December 4, 2019, and Wednesday, March 4, 2020, ten retail store robberies were committed in Toronto

- in each incident the suspect entered the store wearing a disguise and was armed with a knife

- he made demands for money and products and threatened to “stab” the employees if they did not cooperate

- he took a quantity of cash and liquor before fleeing the areas on foot

Hold Up Squad investigators located a boy and arrested him.


A 15-year-old boy has been charged with:

1) Ten counts of Robbery With Offensive Weapon
2) Ten counts of Disguise With Intent
3) Ten counts of Carry Concealed Weapon
4) Ten counts of Fail to Comply YCJA

He appeared in court for a Bail Hearing on Monday, March 9, 2020 at 9:00 a.m., at 311 Jarvis Street Court, Room 1

Retail Robbery Investigation, Yorkdale Shopping Centre, Four boys and one man arrested

The Toronto Police Service Hold Up Squad would like to make the public aware of five arrests in relation to a retail robbery.

On Friday, March 6, 2020, at approximately 4:56 p.m, police responded to call for a retail robbery at Yorkdale Shopping Centre

It is alleged that:

- five suspects entered the store while concealing their identities with surgical masks, hoodies and gloves

- four of the suspects were armed with hammers which they used to break open several glass display cases

- one suspect got into a physical confrontation with the store security officer and assaulted him with a hammer

- the suspects fled the scene without taking any property

Hold Up Squad investigators, with the assistance of the K9 Unit, were able to track the suspects to a nearby location.

It further alleged:

- clothing and hammers were recovered.


Chibuike Alex Nwagwu, 35, of Toronto, was arrested and charged with:

1) Robbery with Offensive Weapon
2) Disguise with Intent
3) Conspiracy to Commit Indictable Offence
4) Obstruct Peace Officer
5) Possession of a Schedule I Substance

He appeared in court for a Bail Hearing on March 7, 2020 at 9:00 a.m., at 2201 Finch Avenue Court, Room 204

Three 17-year-old boys and one 14-year-old boy were all charged with:

1) Robbery With Offensive Weapon
2) Disguise With Intent
3) Possession of a Weapon
4) Conspiracy to Commit Indicatable Offence
5) Mischief Over $5,000

They all appeared in court for a Bail Hearing on March 7, 2020 at 9:00 a.m., at 2201 Finch Avenue Court, Room 204

Arrest Made for Three Retail Robberies in Toronto, Three Suspects Still Outstanding

The Toronto Police Service Hold Up Squad would like to make the public aware of a boy arrested in relation to three retail robberies that occurred in Toronto.

On Friday, March 6, 2020, police responded to three calls between approximately 3 p.m to 4 p.m for retail robberies at a plaza on The West Mall, the Rexdale Boulevard and Precision Road area, and a plaza on Elmhurst Drive.

It is alleged that:

- three pharmacy retail store robberies were committed

- in each incident four male suspects entered the store while concealing their identities with masks and gloves

- one of the suspects was armed with a handgun and made demands for money and drugs

- in one incident, a suspect assaulted a 72-year-old woman, who was a customer, causing her to fall to the ground

- in each incident, the suspects took a quantity of cash and drugs before fleeing the areas in a dark pickup truck

- divisional officers were able to locate the getaway vehicle being driven by a boy, and after a brief foot pursuit he was arrested

Hold Up Squad investigators executed two search warrants and seized clothing.

A 14-year-old boy, of Toronto, was charged with:

1) Three counts of Robbery With Offensive Weapon
2) Three counts of Disguise With Intent
3) Conspiracy to Commit Indicatable Offence
4) Theft Under $5,000

He appeared in court for a Bail Hearing on Saturday, March 7, 2020 at 10:00 a.m., at 2201 Finch Avenue West Court, Room 204


Hold Up Squad officers are continuing the investigation in an attempt to locate three unidentified suspects.
