Arrest made in fraud investigation, Woman faces two charges, Her photograph is attached

On Thursday, September 26, 2019, the Toronto Police Service Financial Crimes Unit were made aware of a large scale employee fraud.

It is alleged that:

- a woman was hired in 2016 as a bookkeeper and executive assistant for BHI Holdings

- during the month of September, 2019, an internal audit was conducted on the company's bank accounts

- as a result, a discrepancy of approximately $2 million dollars was discovered

- transactions which led to the discrepancy were conducted by the woman

On Tuesday, October 1, 2019, Sharina Imran-Khan, 42, of Toronto, was arrested.

She is charged with :

1. Fraud over $5000
2. Laundering Proceeds of Crime

She was scheduled to appear in court at College Park courts, on Tuesday, October 1, 2019, at 2:00 p.m., Courtroom 505.

Police believe that there may additional victims.

Missing boy, Dylan Porter, 14, Dundas Street East and Victoria Street area,

The Toronto Police Service is requesting the public’s assistance locating a missing boy.

Dylan Porter, 14, was last seen on Friday, September 27, 2019, at approximately 8 p.m., in the Dundas Street East and Victoria Street area.

He is described as 5'5", 110 lbs., slim build, shoulder-length blonde hair, brown eyes, and clean shaven

Police are concerned for his safety.

Joceline Mukabaramba, 40, was last seen on Wednesday, October 2, 2019, at approximately 7:00 a.m., in the area of Neilson Road and Ellesmere Road.

She is described as 5’3”, 170 lbs., with black and red waist-length braided hair. She was last seen wearing a grey t-shirt, blue jeans, grey jacket, black and grey backpack, and brown ankle boots.

Police are concerned for her safety.

Shuzhen Fan, 79, was last seen on Wednesday, October 2, 2019, at approximately 12 p.m, in the area of Bayview Avenue and Sheppard Avenue East area.

She is described as 5'1", 70 lbs., and with short black and grey hair.

She was last seen wearing a beige hat, dark blue jeans, grey jacket, and a medical alert bracelet.

Police are concerned for her safety.

He is described as 5'6", 160 lbs., with short black hair, medium build, and brown eyes.

He was last seen wearing a grey hooded coat and grey pants.

Jose Diaz, 74, was last seen on Wednesday, October 2, 2019, in the area of Morrish Road and Old Kingston Road area.

He is described as 5'3", thin build, black hair, and has brown eyes.

He was last seen wearing grey pants, a light green jacket, running shoes with black laces, and a blue baseball hat. He was also carrying a brown satchel.

Police are concerned for his safety.

Nuit Blanche, Saturday, October 5, 2019 to Sunday, October 6, 2019 Road closures

On Saturday, October 5, 2019, the 12th annual Nuit Blanche will take place. This event will take place from sunset on Saturday, October 5, 2019 to sunrise on Sunday, October 6, 2019.

There will be road closures in areas on, or near, Nathan Phillips Square, Fort York, Yonge-Dundas Square, Bay Street and an installation in the area of the Scarborough Civic Centre/Scarborough Town Centre.

At 8 p.m. on Friday, October 4, 2019, the following road closures will come into effect:

- Bay Street between Albert Street and Richmond Street West
- Hagerman Street from Elizabeth Street to Bay Street
- Elizabeth Street from Foster Place to Hagerman Street
- Dundas Square Street from Yonge Street and O’Keefe Lane
- Fort York Boulevard between Gzowski Boulevard and Fleet Street
- Angelique Street between Fort York Boulevard and 60 metres south of Fort York Boulevard

At 8 a.m. on Saturday, October 5, 2019 the following road closures will come into effect:

- Bay Street between Dundas Street West and Adelaide Street
- Albert Street from Bay Street and James Street
- James Street closed between Bay Street and James Street
- James Street closed between Queen Street West and Albert Street
- Temperance Street from Bay Street to 30 metres west of Bay Street and 60 metres west of Yonge Street
- Borough Drive between Brian Harrison Way and Town Centre Court
- Borough Approach East between Borough Drive and Ellesmere Road
- Town Center Court closed between south of City of Toronto parking lot to Borough Drive
- Fort York between Iannuzzi Street and Gzowski Boulevard
- Gzowski Boulevard between Fleet Street and Fort York Boulevard
- Bastion Street between Sloping Sky Mews and Fort York Boulevard
- Grand Magazine Street between Bruyers Mews and Fort York Boulevard


All roads are expected to be reopened by approximately noon on Sunday, October 6, 2019.

TTC will be diverting a number of routes in the area.

Vehicles are advised to take alternative routes as there will be traffic delays in the area.

Man wanted in Kidnapping Investigation, Bay Street and Gerrard Street West area, Todd Mitchell, 37, Photograph released

The Toronto Police Service is requesting the public’s assistance locating a man wanted in connection with a kidnapping investigation.

On Wednesday, July 10, 2019, police responded to a call for a kidnapping in the Bay Street and Gerrard Street West area.

It is reported that:

- the victim was kidnapped, assaulted and held hostage

- the victim was forced to turn over his credit card with the PIN number

- purchases were then made on the credit card

As a result of an investigation, a man was identified.

Todd Mitchell, 37, of Toronto, is wanted for:

1. Robbery
2. Assault Causing Bodily Harm
3. Assault With A Weapon
4. Extortion
5. Kidnapping
6. Unauthorized Use of a Credit Card
7. Forgery
8. Possession of Counterfeit Money
9. Possession of Property Obtained By Crime

His photograph is attached.

Homicide #48/2019, 41 Antrim Crescent, Update, Second person arrested, Faces Second-Degree murder charge

The Toronto Police Homicide unit would like to make the public aware of a second arrest made in a Homicide investigation.

On Sunday, September 22, 2019, at 11:05 p.m., officers responded to an emergency call for service in relation to a medical complaint at 41 Antrim Crescent.

Investigation revealed that a man had suffered injuries as a result of an assault. He subsequently succumbed to his injuries and was pronounced deceased in hospital.

The Homicide Unit took carraige of the investigation. On Friday, September 27, a 42-year-old man was arrested.

On Wednesday, October 2, 2019, a second suspect, Fantasia Hoo-Hing, 32, of Toronto, was arrested.

She has been charged with:

1) Second-Degree Murder

She is scheduled to appear in court on Thursday, October 3, 2019, at College Park Courts.

The Toronto Police Service is requesting the public's assistance identifying a suspect in a violent robbery investigation.

It is alleged that:

- on Saturday, September 28, 2019, at 2:30 a.m., a man was robbed in the Queen Street West and Northcote Avenue area

- the suspect fled east on Queen Street West in the company of a larger group after the robbery

The suspect is described as in his 20s, 5'8", thin build, with short braided hair. He was wearing a black baseball cap, a black long-sleeve shirt, light coloured pants, and black and white shoes.

The Toronto Police Service is no longer looking for a man in connection with the investigation. The photograph released of Todd Mitchell, must be removed because as he is no longer a suspect.

Arrests made in Firearm Investigation, Vanderhoof Avenue and Brentcliffe Road, Two men face multiple charges

The Toronto Police Service would like to make the public aware of two arrests following a Firearms and Drug investigation, which led to a search warrant and seizure.

It is alleged that:

- in October, 2017, Derek Rwahwire, 25, was arrested and charged with firearm and drug offences. He was subsequently released on bail with specific conditions

- in December 2018 officers observed the accused breaching his house arrest condition and attempted to arrest him. He fled and evaded police

- in 2019 officers entered into an investigation into the criminal activities of Rwahwire

- on Tuesday, October 1, 2019, officers from the 51 Division's Major Crime Unit executed Controlled Drug and Substances Act search warrants on two condominiums and a vehicle.

- As a result Derek Rwahwire, 25, and another man Jevon Moore, 23, both of Toronto were located at one of the addresses in the Vanderhoof Avenue and Brentcliffe Road area

- both men were arrested

- a large quantity of narcotics, ammunition and a loaded firearm were seized subsequent to the arrest.

Derek Rwahwire has been charged with:

1) Careless Storage of a Firearm
2) Careless Storage of Ammunition
3) Possession of a Prohibited Firearm with ammo,
4) Possession of a Firearm Knowing Its Possession is Unauthorized
5) Occupy Motor Vehicle with Firearm
6) Careless Storage of a prohibited device (over capacity magazine)
7) Possess Restricted prohibited device Knowing no Authority (Over capacity Magazine),
8) Three counts of Careless Storage of Ammunition
9) Possession of a Firearm While Prohibited
10) Four counts of Possession for the purpose of trafficking schedule I
11) Possession of proceeds of crime
12) Failing to comply with recognizance.

Jevon Moore has been charged with:

1) Careless Storage of a Firearm
2) Careless Storage of Ammunition
3) Possession of a Prohibited Firearm with ammo
4) Possession of a Firearm Knowing Its Possession is Unauthorized
5) Occupy Motor Vehicle with Firearm
6) Careless Storage of a prohibited device (over capacity magazine)
7) Possess Restricted prohibited device Knowing no Authority
8) Three counts of Careless Storage of Ammunition
9) Possession of a Firearm While Prohibited

Both were scheduled to appear in court at on Wednesday, October 2, 2019, at Old City Hall, 10:00 a.m.

Homicide #54/2019 King Street West and University Avenue, Victim identified, Man charged

On Wednesday, October 2, 2019, at 10:42 p.m., police responded to a stabbing in the area of King Street West and University Avenue.

Once on scene, officer located a man with obvious trauma. He was taken to hospital by paramedics, where he succumbed to his injuries and was pronounced deceased.

He has been identified as Thomas Denney, 62, of Toronto.

A suspect was located by officers.

James Rushton, 38 and of no fixed address, was arrested.

He has been charged with:

1) Second-Degree Murder

On September 30, 2019, Jordon Careen-Sellars, 20, was arrested by police. He has been charged with:

1. two counts of Robbery

He is scheduled to appear in court at Old City Hall on Monday, November 18, 2019, at 10 a.m.

Public Safety, Fraud – Phone Call Scam,

On Wednesday, October 2, 2019, the Toronto Police Service received an online report regarding a fraud.

On Tuesday, October 1, 2019, a man received a phone call from a telephone number 416-808-1200 (no name on display).

It is reported that:

- the caller identified himself as a police officer

- they advised there was a warrant for his arrest and suggested he obtain a lawyer

- the victim hung up the phone call


It is further reported that:

- approximately a few minutes later the victim received a phone call from the phone number 1-888-242-2100 (no name on display)

- the call was from an individual stating they were from the IRCC (Immigration, Refugees and Citizenship Canada)

- the caller advised the man that he would be deported and needed to find a lawyer within one hour

- the caller then advised that a lawyer could be provided at a fee of $1200 to be paid by Bitcoin currency only

- the man then attended a local Bitcoin machine and deposited the amount

- after depositing the money the individual, purporting to be from the IRCC, called the man again and demanded an additional $2400 to "bail himself out"

- the man refused

- after realizing the above incident was a scheme, he contacted police

The Toronto Police Service would like to make the public aware that police do not ask for forms of payment over the phone and do not accept Bitcoin currency.
