The Toronto Police Service would like to thank the public for their assistance locating a wanted man.

On Sunday, July 14, 2019, 8:05 p.m., the Toronto Police Service released a news release requesting the public's assistance locating a man wanted in two Dangerous Driving investigations.

See previous release.

Hassan Ali, 21, of Toronto, was arrested on Wednesday, July 17. 2019, and charged with:

1. Two counts of Dangerous Operation CC 320.13(1)
2. Fail to Stop for Police CC 320.17
3. Fail to Remain at Accident HTA 200(1)(a)

He was scheduled to appear at 1000 Finch Avenue West on Wednesday, July 17, 2019.

Sexual Assault Alert, Man wanted in Sexual Assault investigation, Eglinton Avenue West and Jane Street area

The Toronto Police Service requests the public's assistance identifying a man wanted in a sexual assault investigation.

On Monday, July 15, 2019 at approximately 10:30 p.m., officers responded to a call for a suspicious incident in the Eglinton Avenue West and Jane Street area.

It is reported that:

- a 28-year-old woman had ordered a ride share drive

- she got into a vehicle she believed to be the ordered ride

- the driver lead her to believe he was her ride share driver

- he drove her to a parking lot and sexually assaulted her

- he made death threats to her as well

The suspect is described as 25-35, brown complexion, approximately 5’7” – 5’9”, with a small build, and a short beard.

The vehicle is described as a grey or silver car with 4 doors.

Man wanted in Shooting investigation, Kensington Market

The Toronto Police Service requests the public’s assistance identifying a man wanted in a shooting investigation.

On Monday, July 15, 2019, at approximately 4:05 a.m., officers responded to a call for a shooting in Kensington Market in the Kensington Avenue and Baldwin Street area.

It is reported that:

- a group of people were talking

- a car passed by on the street

- someone from inside the car shot at the group

- two people were struck and sought treatment at hospital

- the car fled south on Kensington Avenue

Investigators wish to speak to anyone who may have been in the area at the time of this incident.

Chief Mark Saunders, Toronto Police Service Statement

Statement from Chief Mark Saunders

On July 3, 2019, the Toronto Police received a report from the Centre for Addiction and Mental Health (CAMH) regarding a Zhebin Cong.

The Service was informed that the individual, under care as a patient of CAMH, was a “low risk” to public safety and to himself, and had not returned to CAMH while out on an unaccompanied public pass, as permitted by the terms of his Ontario Review Board (ORB) disposition.

An investigation was commenced on July 3, 2019. Several officers engaged on the file and conducted check-ins with CAMH, known addresses and shelters and hospitals over the next 11 days.

As the investigation continued, a decision to appeal to the public for assistance in locating Zhebin Cong was determined. The Toronto Police Service tweeted the particulars at 8:01pm on July 14, 2019, which was followed by a news release the next morning on July 15, 2019.

Investigative work continued. We learned on July 16 that Cong arrived at an airport, cleared all security checks and boarded an international flight.

I take this incident seriously. Two investigations are underway:

Investigation in to Zhebin Cong: The police investigation has been escalated to a full review beginning with his departure from CAMH to his status today as being unlawfully at large. We will review if he received assistance, money, or a passport from anyone who may have facilitated him leaving the country. We are working with Canadian and international law enforcement agencies. We will be seeking a Canada-wide warrant to aid in taking him in to custody if and when he returns to Canada.

Internal Review: I have instructed my team to conduct an extensive internal review of our procedures to identify any gaps in this incident from the police side so that we can ensure we exercise best practices. This will include but not be limited to looking at process, training and communication with our community agencies.

Missing man, McCowan Road and Steeles Avenue East area, Kirupanathan Kandiah, 66

The Toronto Police Service requests the public’s assistance locating a missing man.

Kirupanathan Kandiah, 66, was last seen on Tuesday, July 9, 2019, at 9:30 a.m., in the McCowan Road and Steeles Avenue East area.

He is described as 5’4”–5’5”, 130 lbs., thin build, brown eyes, short grey hair, clean shaven, with acne scars on his face. He was last seen wearing glasses, a long sleeve blue shirt, blue jeans, and black casual running shoes.

Police are concerned for his safety.

Sexual Assault Investigation, Georges Njockachem, 26, charged

The Toronto Police Service would like to make the public aware of an arrest in a Sexual Assault investigation.

On Monday, July 15, 2019, at approximately 11 p.m., officers responded to a call for a Sexual Assault in Cook Road and Sentinel Road area.

It is reported that:

- a 20-year-old woman was walking on Cook Road

- a man approached her and began a conversation on the street

- he invited her to his residence to continue to socialize with her

- once inside his room, he sexually assaulted her

On Tuesday , July 16, 2019, Georges Njockachem, 26, of Toronto, was arrested and charged with:

1. Sexual Assault

He appeared at 1000 Finch Avenue West on Tuesday, July 16, 2019, 10 a.m., room 306.

This is an on-going investigation.

Margaret Walker, 61, was last seen on Wednesday, June 12, 2019, in the Bloor Street West and Avenue Road area.

She is described as 5’7”, short grey hair, usually wears a dark jacket with white shirt and dark skirt.

She is known to frequent Bloor Street West and Avenue Road area as well as the areas of Queens Park and University of Toronto.

Arrest made in investigation into Gun Point Kidnapping, Man, 21, faces multiple charges, Two additional suspects remain outstanding

The Toronto Police would like to make the public aware of a man arrested in a kidnapping investigation. We are also seeking the public's assistance locating two additional suspects who remain outstanding.

It is alleged that:

- on Monday, July 15, 2019, a man, a US citizen, was in Toronto visiting for the weekend

- while partying in the King Street West area, he was approached by an unknown man, who chatted with him before inviting him to another party in a different part of the city

- the man agreed and accompanied the unknown man to his vehicle, the pair left the area, and drove to another location at which point the unknown man picked up two additional males with hoods worn around their faces

- the unknown male suspect then stopped the vehicle at which point one of his hooded accomplices seated in the back seat, reached around from the rear and choked the male

- the male suspect then retrieved a box from the trunk of vehicle containing a firearm, which he pointed at the victim as he made a demand for all of the victim's belongings

- the victim complied and was taken to a unknown residential park where he was struck in the face with the handgun, while the suspects used his debit card to withdraw a sum of cash

- they then took the keys to his short term vacation rental property and stole all of his clothing

- After approximately two and a half hours of being held against his will, the victim was released and he reported the incident to police

14 Division Major Crime unit commenced an investigation and were able to identify the accused.

On Wednesday, July 17, 2019, Yan Cedrick Mone, 21, of Toronto was arrested and charged with:

1. Kidnapping
2. Use Firearm to Commit Indictable Offence
3. Possess Firearm without a Licence
4. Robbery with a Firearm
5. Assault with a Weapon
6. Extortion
7. Fraud Under $5,000
8. Break and Enter Commit
9. Possession of Property Obtained by Crime over $5,000

He was scheduled to appear in court at Old City Hall, on Thursday, July 18, 2019, 10:00 a.m.

His two accomplices still remain outstanding, they are described as:

Suspect 1: Male/black, 20-25, with a dark complexion, medium build, wearing a dark-coloured, hooded sweater and dark track pants

Suspect 2:Male/black, 20-25, with a dark complexion, medium build, wearing a dark-coloured, hooded sweater

Man wanted in Firearm and Drug Investigation, Kingston Road and Brimley Road area, William See, 51, Photograph released

The Toronto Police Service is requesting the public’s assistance locating a man wanted in a Firearm investigation.

On Thursday, July 11, 2019, police responded to a call for a person with a gun in the area of Kingston Road and Brimley Road.

It is reported that:

- a witness advised that a man in the area was in possession of a firearm and a quantity of drugs

- responding officers observed a man who fit the description, fleeing in a grey pickup truck

- the male managed to evade the officers and abandoned the pick up truck a short distance away

- with the assistance of the Toronto Police K9 Unit, police were able to follow the route the man had taken, at which point, a bag which contained three firearms, a large quantity of Canadian Currency, along with a large quantity of drugs was located

As a result of an investigation the man was identified.

William See, 51, of Toronto is wanted for:

1. Twelve counts of Possession of Scheduled Substance for the Purpose of Trafficking
2. Two counts of Possession of Proceeds of Property Obtained by Crime
3. Dangerous Operation of Motor Vehicle
4. Three counts of Unauthorized Possession of a Firearm
5. Three counts of Careless Storage of Firearm
6. Three counts of Possession Firearm Knowing its Possession if Unauthorized
7. Three counts of Possession of a Loaded Restricted Firearm
8. Three counts of Possession of a Weapon obtained by the Commission of an Offence
9. Three counts of Possession of a Loaded Restricted Firearm
10. Two counts of Possession of a Restricted Weapon

His photograph is attached.

He should be considered armed and dangerous. If seen do not approach, call 9-1-1.

On Saturday, July 20, 2019, at noon, the BIG on Bloor Festival will be held.

As a result, the following road closures will take place from Saturday, July 20, 2019, 8 a.m. to Sunday, July 21, 2019, 3 a.m.:

- Russett Avenue, from Bloor Street West, north to the alleyway
- Pauline Avenue, from Bloor Street West, north to the alleyway
- Brock Avenue, from Bloor Street West, north to the alleyway, south to Croatia Street
- Margueretta Avenue, from Bloor Street West, north to the alleyway, south to the alleyway
- Emerson Avenue, from Bloor Street West, north to the alleyway
- St. Clarens Avenue, from Bloor Street West, north to the alleyway, south to the alleyway

Motorists can expect delays in the area and should consider alternate methods of transportation. TTC buses have been re-routed in this area and may experience delays.

The festival will take place regardless of weather conditions.

Police Seek Assistance with Stabbing Investigation, Queen Street West and Cameron Street area

The Toronto Police Service is seeking the public's assistance with a Stabbing investigation.

On Tuesday, July 16, 2019, at 1:00 a.m., police were called to the area of Queen Street West and Cameron Street for a Stabbing.

It is reported that:

- a 34-year-old man was walking in the area, when he became engaged in a heated argument with an unknown man

- the unknown man, then assaulted him with an object, causing minor stab wounds

- the victim was taken to hospital with serious but non-life threatening injuries

The suspect is described as having a 5'0"- 5'10", 20 to 25 years of age, with a brown complexion, thin build, clean shaven, long skinny face, and long black hair, worn in a a pony tail. He was wearing a red hooded sweater, with a zipper,
black shirt, and light blue jeans.

2019 Junior Carnival Parade and Family Day Event, Neilson Park, 1555 Neilson Road, Toronto Road Closures

On Saturday, July 20, 2019, The Festival Management Committee will be hosting the Junior Carnival Parade and Family Day Event at Neilson Park.

The festivities will include a parade beginning at 11 a.m., starting at Malvern Community Centre and proceeding westbound on McLevin Avenue, northbound on Neilson Road, to eastbound Neilson Park Drive and into the park.

From 10 a.m. to 6 p.m., the following road closures will be in effect:

- McLevin Avenue from Sewells Road to Neilson Road
- Neilson Road from McLevin Avenue to Finch Avenue

Motorists can expect delays.
