The Toronto Police Service would like to make the public aware of a quantity of lost medication.

On Friday, November 2, 2018, at 8 p.m., a container of Suboxone was lost in the Pharmacy Avenue and Hwy 401 area.

The pills/capsules could be harmful/fatal if ingested, especially to children.

Woman wanted in multiple Mischief Under $5000 investigations, Yonge Street and Eglinton Avenue area

The Toronto Police Service is requesting the public’s assistance identifying a woman wanted in three separate mischief investigations in the Yonge Street and Eglinton Avenue area.

It is reported that:

- on Sunday, March 26, 2017, a woman, using a permanent marker, damaged property belonging to a restaurant in the area of Yonge Street and Manor Road

- on Friday, December 29, 2017, a woman, using a permanent marker, damaged property belonging to a restaurant in the area of Yonge Street and Manor Road

- on Wednesday, April 25, 2018, a woman, using a permanent marker, damaged property belonging to a bakery in the area of Yonge Street and Blythwood Road

This woman is described as 50-years-old, with blond hair and a heavy build.

In the incident occurring Wednesday, April 25, 2018, she was seen wearing a light-blue raincoat, black rubber boots, and grey pants. She was carrying a white and black purse and a white shopping bag with black stripes.

On Monday, November 5, 2018, at 10 a.m., at Bishop Marrocco/Thomas Merton Catholic Secondary School, Chief Mark Saunders and Deputy Chief Peter Yuen will be joined by members of the Toronto Police Service to launch this year's Crime Prevention Week.

The Ministry of Community Safety and Correctional Services has designated November 4 to 10, 2018, as Crime Prevention Week in Ontario. The theme for this year is “Crime Prevention: Help Us Help You”.

It promotes a collective responsibility for community safety and well-being planning and emphasizes the importance of a collaborative process that engages a variety of sectors at the local level.

The Toronto Police Service will be launching this event in collaboration with the Ontario Association of Chiefs of Police, the Toronto Police Services Board, the City of Toronto, the Toronto Catholic District School Board, local residents and community-based agencies.

Arrest made in Attempt Murder investigation, Man faces six charges

On Sunday, October 28, 2018, at approximately 3 a.m., police responded to a stabbing at a lounge located in the Lake Shore Boulevard West and Islington Avenue area.

It is alleged that:

- two men were involved in a physical altercation

- during the altercation, one man stabbed the other man multiple times

On Monday, November 5, 2018, Tamar Gayle, 23, of Toronto, was arrested. He is charged with:

1. Attempt Murder
2. Aggravated Assault
3. Assault with a Weapon
4. two counts of Fail to Comply Probation
5. Fail to Comply Recognizance

He is to appear in court at 2201 Finch Avenue West on Monday, November 6, 2018, at 10 a.m.

TPS Takes Parking Complaints Online, Decreasing call volumes for low risk incidents, like parking complaints, means increased service levels for emergency calls

Starting today, the Toronto Police Service is taking parking complaints online. Now, members of the public can go online, report their parking complaint and get the assistance they need without having to place a telephone call to Toronto Police. Moving to an online parking complaint process is a better business delivery model and is in line with the ongoing implementation of the Service’s modernization plan.

"The call statistics for 2017 show 158,000 parking complaints were registered at Communications Services, which translates into roughly 2,400 hours for my Call Takers. These parking complaints come into our non-emergency and emergency lines," explained Toronto Chief of Police, Mark Saunders. "Anytime we can decrease call volumes for low risk incidents, like parking complaints, means increased service levels to people who call 9-1-1 for emergencies that require immediate Police, Fire or Ambulance to attend."

The Service will continue to seek out alternative reporting options for low risk incidents - those that do not require a police officer to immediately respond.

About the Action Plan: The Way Forward
Mandated to look beyond the way policing is currently done in Toronto; the Transformational Task Force (TTF) proposed a modernized policing model for the city that is innovative, sustainable, and affordable. The final report - Action Plan: The Way Forward – contains 32 recommendations and was accepted by the Toronto Police Services Board in February, 2017 as the Service’s Business Plan for the next three years. The Toronto Police Service is now implementing its modernization plan. The new model will place communities at its core, be intelligence-led, optimize the use of resources and technology, and embrace partnerships as a means of enhancing capacity and capability.

Missing woman, Mount Pleasant Road and Eglinton Avenue East area, Yin-Hing Hsiao, 22

The Toronto Police Service is requesting assistance locating a missing woman.

Yin-Hing Hsiao, 22, was last seen on Monday, November 5, 2018, at 4 a.m., in the Mount Pleasant Road and Eglinton Avenue East area.

She is described as 5’4”, with short black hair, brown eyes and wearing glasses. She was last seen wearing a long purple hooded coat and brown boots.

Police are concerned for her safety.

The Toronto Chapter of MADD Canada has invited officials from Toronto’s Police, Fire and Paramedic services, the Ontario Provincial Police, the Ontario Government, and Allstate Insurance Company of Canada (Project Red Ribbon title sponsor) to join them for the local launch of Project Red Ribbon 2018.

Guest speakers include:

- Chief Mark Saunders (Toronto Police Service),
- Deputy Minister Mario Di Tommaso (Community Safety and Correctional Services),
- MPP Kinga Surma (Parliamentary Assistant to the Minister of Transportation),
- Jordan McCool-Morin (Victim Perspective Speaker),
- Superintendent Tony Cristilli (Ontario Provincial Police),
- Deputy Chief Tony Bavota (Toronto Fire Services),
- A/Chief Gord McEachen (Toronto Paramedic Services)

This year marks the 31st anniversary of MADD Canada’s iconic red ribbon, which symbolizes the innocent victims and survivors of impaired driving, and the importance of always driving sober. The campaign runs from November 1, 2018, to January 7, 2019, a time when impaired driving is of heightened concern due to holiday parties and events.

The Toronto Police Service would like to advise the public of an arrest made in a Homicide investigation.

On Monday, November 5, 2018, Shaquan McLean, now 24, was arrested and charged with:

1. Three counts of Attempt Murder

He is scheduled to appear in court at 1911 Eglinton Avenue East, on Tuesday, Nocember 6, 2018, at 10 a.m., in room 412.

It is alleged that:

- on Thursday, April 13, 2017, at approximately 6 p.m., police were called to the Chester Le Boulevard area for a shooting

- three men were outside a residence

- two suspects approached them and began shooting at the three men

- the two suspects fled the area in a vehicle occupied by two other male suspects

Samatar Farah, 24, of Toronto, was identified as the victim of Homicide #15/2017.

A Warrant in the First Instance was issued for Alexander Fountain, now 24, of Toronto. He is wanted for:

1. Three counts of Attempt Murder
2. First-Degree Murder


Police would like to remind members of the public that providing assistance to Alexander Fountain is an offence under the Criminal Code and police will seek the prosecution of anyone who provides assistance to him to evade arrest. The offence is called Accessory after the Fact and is punishable by up to 14 years in prison.

Christine Bell, 39, was last seen on Monday, November 5, 2018, at 3:30 p.m., in the Kipling Avenue and Eglinton Avenue West area.

She is described as 5’9”, 120 lbs., very fit, with light brown shoulder-length hair. She was last seen wearing a Gortex red jacket and dark jeans. She may be driving a blue Dodge Caravan with Quebec plate X96 BEW

On Wednesday, November 7, 2018, at 10:30 a.m., Deputy Chief of Police James Ramer will be joined by members of the Toronto Police Service's Organized Crime Enforcement - Firearms Enforcement Unit and the Canada Border Services Agency, to announce the results of Project Belair, an investigation into cross-border firearms smuggling.

Charges will be announced and seized firearms will be on display.

The news conference will be available on the TOC and live-streamed.


Please note that, for the safety of employees and visitors, all persons entering Toronto Police Service headquarters must go through security screening. You are not required to submit to screening. You may leave at any time but, if you do not consent to this screening, you will be denied entry. Thank you for your cooperation.

Project Belair, Cross-border firearms smuggling investigation

In March 2018, the Toronto Police Service's Integrated Gun & Gang Task Force - Firearms Enforcement Unit and Intelligence Services started Project Belair.

The investigation took several months and was done in partnership with the US Bureau of Alcohol Tobacco and Firearms and the Canada Border Services Agency.

It is alleged that:

- individuals were involved in illicit handgun sales in Toronto and the GTA

- the guns were being smuggled into Canada and then sold illegally

On Wednesday, October 31, 2018 and Thursday, November 1, 2018, 13 search warrants were executed in Toronto, Peel Region and Durham Region.

Alan Cunningham, 52, of Brampton, was arrested and charged with:

1. Four counts of Traffic in Firearms
2. Four counts of Traffic in Ammunition
3. Three counts of Possession Proceeds of Crime
4. Conspiracy to Traffic Firearms
5. Two counts of PFTP Schedule II Substance – Marihuana

Colin Levy, 52, of Brampton, was arrested and charged with:

1. Possession prohibited loaded firearm while unauthorized
2. Careless Storage Firearm
3. Possession of a firearm knowing possession is unauthorized
4. Possession firearm obtained by crime
5. Possession firearm knowing serial number has been removed
6. Two counts of PFTP Schedule II Substance
7. Traffic Schedule II Substance - Marihuana
8. Two counts of Possession Proceeds of Crime

William Datta, 41, of Ajax, was arrested and charged with:

1. Two counts of Traffic in Firearms
2. Two counts of Possess Firearm for the Purpose of Trafficking
3. Two counts of Possession Proceeds of Crime
4. Conspiracy to Traffic Firearms
5. Two counts of PFTP Schedule I Substance – crack cocaine
6. PFTP Schedule I Substance – powder cocaine


It is further alleged that:

- on Wednesday, October 31, 2018, a woman was crossing the border, using the Peace Bridge, in Fort Erie, Ontario

- she was stopped and 25 handguns were seized from the gas tank of her vehicle

Rima Mansour, 50, of Toronto, was arrested and charged with:

1. Twenty-five counts of Importing illegal firearms
2. Possession of a firearm knowing possession is unauthorized (1 count global)
3. Possession prohibited devices (over capacity magazines) (1 count global)


In total, investigators have seized:

- 30 firearms
- approximately 13 kilograms of marihuana
- 136 rounds of ammunition
- approximately 280 grams of cocaine
- approximately $45,000 in proceeds of crime


Alan Cunningham, 52, and William Datta, 41, appeared in bail court at Old City Hall on Tuesday, November 6, 2018. They were held in custody and will appear at Old City Hall on Thursday, November 8, 2018, room 111.

Colin Levy, 52, will appear in bail court at Old City Hall on Wednesday, November 7, 2018.

Rima Mansour, 50, appeared in bail court on Thursday, November 1, 2018. She was held in custody and will appear at 2201 Finch Avenue West on Friday, November 16, 2018, at 10 a.m.

Human Trafficking Investigation, Man arrested, faces eight charges

The Toronto Police Service's Human Trafficking Enforcement Team would like to make the public aware of an arrest made in an investigation.

It is alleged that:

- during June 2018, a girl met a man on a social media application

- the man coerced the girl into working in the sex trade

- the girl was transported to various hotels in the GTA where she was expected to perform sexual services

- the man sexually assaulted the girl

On Thursday, October 25, 2018, the man was arrested by members of the Human Trafficking Enforcement Team.

Tal Amdurski, 37, of Toronto, has been charged with:

1. Trafficking a person under 18 years by recruiting
2. Material benefit from trafficking person under 18 years
3. Material benefit from sexual services provided by person under 18 years
4. Exercise control over person under 18 years
5. Advertise another persons sexual services
6. Sexual assault
7. Sexual interference with a person under 16 years of age
8. Obtaining sexual services for consideration

He is to appear at Old City Hall Courts on Friday, October 26, 2018, at 10 am.

Police are concerned there may be more victims.

Human trafficking involves the recruitment, transportation, harbouring and/ or exercising control, direction or influence over the movements of a person in order to exploit that person, typically through sexual exploitation or forced labour. It is often described as a modern form of slavery.

Mail Theft investigation, Two men wanted

The Toronto Police Service is requesting the public's assistance in relation to a commercial break and enter resulting in the theft of a large quantity of mail.

On Friday, October 5, 2018, two men attended a commercial parking garage in the financial district area.

It is reported that:

- once inside, the men gained entry to the building above and located the tenant mailboxes

- the men were able to pry open a number of mailboxes and obtained a quantity of mail

- the men fled in a rental vehicle and damaged the traffic control arm on the way out

The first man is described as having a medium build. He was wearing a black shirt, black jacket, blue jeans, red hat and large-framed glasses.

The second man is described as having a slim build. He was wearing blue pants, a blue and green bomber jacket and a black hat.

This is the latest installment of 12 Division’s “Wanted Wednesday.” We are requesting assistance locating Filmon Fessahaghirgis, 20, of Toronto.

He is wanted on a warrant for:

1. Two counts of Pointing a Firearm
2. Three counts of Unauthorized Possession of a Firearm
3. Three counts of Possession of Firearm Knowing Possession Unauthorized
4. Two counts of Possession of Loaded Prohibited or Restricted Firearm
5. Three counts of Possession of Prohibited or Restricted Weapon Obtained by Crime
6. Two counts of Unauthorized Possession of Firearm in Motor Vehicle
7. Four counts of Possession of Firearm or Ammunition Contrary to Prohibition Order

Aggravated Assault investigation, College Street and Montrose Avenue, Man wanted

The Toronto Police Service is requesting the public's assistance identifying and locating a man wanted in a stabbing investigation.

On Sunday, October 28, 2018, at 2:50 a.m., the Toronto Police Service received a call for a stabbing in the College Street and Montrose Avenue area.

It is reported that:

- four men were involved in a physical altercation

- a man stabbed a 26-year-old man in the abdomen, causing serious injuries

- the men fled the scene in a silver sedan

The man is described as in his late twenties, with short dark hair and a dark beard. He was wearing a black shirt, a checkered hoodie, and a black jacket.
