Homicide #63/2018, Jesse Graham-Richter, 22, Adelaide Street East and Parliament Street area, Update, Security camera images and video of suspect released, Detective available at scene at 11 a.m. for interviews

On Sunday, August 19, 2018, at approximately 2 a.m., police responded to a shooting call on the fourth floor of a residential building in the Adelaide Street East and Parliament Street area.

Responding officers located a man with an apparent gunshot wound. He was pronounced at the scene.

The victim has been identified as Jesse Graham-Richter, 22, of Toronto.

Investigators have released security camera images and video of the suspect.

The updated description of the male suspect is black, light skin, under 5’10”, medium build, wearing black jacket, dark pants, twisted braided black hair.

On Friday, September 7, 2018, Detective Robert Choe will be available at the scene at 11 a.m. for interviews: 501 Adelaide Street East area.

Personal injury collision #38/2018, Eglinton Avenue West at Royal York Road

On Friday, August 31, 2018, at 9:11 a.m., police responded to a call for a personal injury collision at Eglinton Avenue West at Royal York Road.

It is reported that:

- a man, 20, was driving a 2015 Kawasaki motorcycle westbound on Eglinton Avenue West, approaching Royal York Road

- a man, 88, was driving a 2005 Nissan Altima eastbound on Eglinton Avenue West, attempting to turn left to northbound Royal York Road

- the vehicles collided in the intersection

The 20-year-old man received life-threatening injuries and was taken to hospital.

Police are asking local residents, businesses, and drivers, who may have security or dash-camera footage of the area or incident, to contact investigators.

Fatal collision #44/2018, Twenty Sixth Street, near Laburnham Avenue

On Wednesday, September 5, 2018, at 2:05 p.m., police responded to a call for a personal injury collision at Twenty Sixth Street, near Laburnham Avenue.

It is reported that:

- a man, 50, was the operator of a waste collection truck

- the man exited the vehicle and was operating the automated side loader portion of the vehicle to collect a trash receptacle

- for reasons not yet determined, the man was pinned between the automated side loader and a parked motor vehicle

The man received life-threatening injuries and was taken to hospital where he succumbed to his injuries.

Police are asking local residents, businesses, and drivers, who may have security or dash-camera footage of the area or incident, to contact investigators.

Two men wanted in two armed robbery investigations, Withrow Park, Man, 27, arrested, faces 14 charges, One man still outstanding, Description released

The Toronto Police Service requests assistance locating a man wanted in an investigation into two armed robberies in Withrow Park, 725 Logan Avenue.

On Wednesday, August 8, 2018, at 10:07 p.m., officers responded to a call for a robbery in Withrow Park.

It is alleged that:

- three men were in the park engaged in conversation

- two other men rode by on bicycles

- the two men on bicycles returned and one of them produced a firearm

- they demanded money from the three men

- both suspects rode away on their bicycles

On Tuesday, August 21, 2018, at 6:29 a.m., officers responded to a call for a robbery in Withrow Park.

It is further alleged that:

- five women were exercising in the park

- a man approached and engaged them in conversation

- the man left the area and returned shortly after with his face covered, holding a silver firearm

- he threatened to kill them and demanded money

- he took money and personal items

On Thursday, September 6, 2018, Jorge Jose, 27, of Toronto, was arrested. He is charged with:

1) two counts of Robbery with a Firearm
2) Disguise with Intent
3) two counts of Point Firearm
4) two counts of Use Firearm to Commit Indictable Offence
5) two counts of Unauthorized Possession of a Firearm
6) two counts of Possess Weapon for Dangerous Purpose
7) two counts of Utter Threats
8) Carry Concealed Weapon

He appeared in court at College Park on Thursday, September 6, 2018, 10 a.m., room 505.

The second male suspect is described as black, red hoodie tied tightly around his face. He was riding a black bicycle with a low seat and high handlebars.

Controlled Drugs and Substances Act search warrant executed, Storage unit at 24 Jefferson Avenue, Guns and drugs seized, Boy, 17, arrested, faces 24 charges

The Toronto Police Service would like to make the public aware of a Controlled Drugs and Substances Act search warrant that was executed.

On Thursday, September 6, 2018, at approximately 11:45 a.m., a search warrant was executed by members of 14 Division Major Crime Unit on a storage unit at 24 Jefferson Avenue.

It is alleged that the following items were seized:

- a 12 gauge Winchester pump action shotgun loaded with four rounds of ammunition

- a sawed-off Soviet SK5 semi-automatic rifle loaded with five rounds of ammunition

- two knives

- 81.36 grams of cocaine

A 17-year-old boy, of Toronto, is charged with:

1) two counts of Unauthorized Possession of a Prohibited Firearm
2) two counts of Possession of Prohibited/Restricted Firearm with Ammunition
3) two counts of Careless Storage (Firearm)
4) two counts of Careless Storage (Ammunition)
5) two counts of Possession of Firearm Knowing Its Possession Unauthorized
6) two counts of Possession of Weapon (Firearm)
7) two counts of Possession of Weapon (Ammunition)
8) two counts of Alter Serial Number on a Firearm
9) Possession for the Purpose of Trafficking Schedule 1 Substance
10) Possession of Schedule 1 Substance
11) two counts of Breach of Prohibition Order (Firearm)
12) two counts of Breach of Prohibition Order (Ammunition)
13) Fail to Comply with YCJA Order
14) Fail to Comply with Recognizance

He is scheduled to appear in court at 311 Jarvis Street on Tuesday, September 11, 2018, 9 a.m., room 1.

He cannot be named under the provisions of the Youth Criminal Justice Act.

"Jesus in the City" parade, Saturday, September 8, 2018, Road closure

The "Jesus in the City" parade will take place on Saturday, September 8, 2018.

The following road closure will take place:

- Queen’s Park Crescent East will be fully closed, between College Street and Bloor Street West, from 6 a.m. until 7 p.m.

The parade will start at 1:30 p.m. and then proceed:

- northbound on Queen’s Park Crescent East
- eastbound on Bloor Street West
- southbound on Yonge Street
- westbound on College Street
- northbound on Queen's Park Crescent East

The parade is expected to finish by 5 p.m.

TTC surface routes in the area will experience delays as a result of this event.

Motorists can also expect major delays. Alternate routes should be considered.

Fatal collision #42/2018 designated as Homicide #66/2018, Further information

Reporting guidelines followed by the Toronto Police Service, the City of Toronto Transportation Services, and the Ministry of Transportation, define a motor vehicle fatality as a collision which results in a fatality within 30 days of the date of the motor vehicle collision. It does not include a homicide or fatal injury as the result of an intentional act.

As a result of these guidelines, traffic fatality #42/2018 is no longer defined as a traffic fatality and has been designated as homicide #66/2018.

Therefore, traffic fatality #43/2018 (Claremore Avenue and Craiglee Drive) has now been re-designated as traffic fatality #42/2018.

Missing man, Keele Street and Wilson Avenue area, Greg Hana, 25

Greg Hana, 25, was last seen on Friday, September 7, 2018, in the Keele Street and Wilson Avenue area.

He is described as 5’9", medium build, dark hair, full beard. He was last seen wearing a black T-shirt, light-coloured pants, black baseball cap.

Police are concerned for his safety and well-being.

The Toronto Police Service would like to make the public aware of a quantity of lost medication.

It is reported that:

- on Wednesday, September 5, 2018, at 2:30 p.m., a container of methadone was lost on a train between Greenwood station and Kennedy station L.R.T.

The liquid could be harmful/fatal if ingested, especially to children.

The Canadian 5k Championship Run & The B&O Yorkville 5K Charity Run, Sunday, September 9, 2018, Road closures

On Sunday, September 9, 2018, at 9 a.m., the Canadian 5K Championship Run will take place. Later, at 9:45 a.m., the B&O Yorkville 5K Charity Run will start.

Road closures will be in place during the day from 7:30 a.m., to 11:30 p.m.

The race will follow this route:

Start line:

- Bay Street at Scollard Street to southbound Bay Street, from Scollard Street to Bloor Street West (half-road, all southbound lanes)

- cross Bloor Street West, southbound Bay Street, from Bloor Street West to Wellesley Street West (all southbound lanes)

As runners approach Wellesley Street, taper from half-road to curb lane, southbound on Bay Street, from Wellesley Street West to Dundas Street West (curb lane only)

- westbound Dundas Street West from Bay Street to University Avenue (curb lane only)

- cross College Street, northbound on Queen's Park/Queen's Park Crescent East/Queen's Park, from College Street to Bloor Street West (curb lane only)

- northbound on Avenue Road, from Bloor Street West to Davenport Road (curb lane only)

- eastbound onto Davenport Road then southbound on Davenport Road from Avenue Road to Belmont Street (parking lane, bike lane and center lane)

- exception: Davenport Road from Avenue Road to Belmont Street/New Street (passing lane will remain open to traffic)

Finish line: Davenport Road, just south of New Street (half-road, all southbound lanes).

Motorists can expect delays in the area and should consider alternate methods of transportation. The TTC will experience delays and be re-routed around the area.

The race will take place regardless of weather conditions.

Sexual Assault Alert, Cumberland Street and Bay Street area, Man wanted in Sexual Assault investigation

The Toronto Police Service requests assistance locating a man wanted in a Sexual Assault investigation.

On Saturday, September 8, 2018, at approximately 1:23 p.m., officers responded to a call for a sexual assault in the Cumberland Street and Bay Street area.

It is reported that:

- a 23-year-old woman was walking in the area

- she was approached by a man from behind

- he sexually assaulted her

- she was able to break free and run for help

The man is described as mid-20s, 5'6"-5'9", skinny build, thin beard. He was wearing a black baseball cap, light-grey hoodie with hood over his hat, baggy pants.

Homicide #75/2018, 103 West Lodge Avenue

On Saturday, September 8, 2018, at 11:27 p.m., officers responded to a call for a suspicious death at 103 West Lodge Avenue.

Officers arrived to find a man lying on the front driveway with apparent serious injuries. He was pronounced on scene.

Investigators believe there was an altercation on a balcony and that the man had fallen to the ground.

A post-mortem examination will be conducted on Monday, September 10, 2018, to determine cause of death.

Investigators appeal to anyone who may know anything, or who witnessed this incident, to contact detectives.

Homicide #74/2018, 404 Old Western Road, Rocco Scavetta, 65, Boy, 16, charged with Second-Degree Murder

On Saturday, September 8, 2018, at approximately 3:33 p.m., officers responded to a call for a shooting at the Old Western Road Flea Market at 404 Old Western Road.

Officers arrived to find a man with obvious trauma from a gunshot wound. He was pronounced at the scene.

The victim has been identified as Rocco Scavetta, 65, of Toronto.

It is alleged that:

- a short time later, a 16-year-old boy was arrested and a firearm was recovered

On Saturday, September 8, 2018, the 16-year-old boy was charged with:

1) Second-Degree Murder
2) Unauthorized Possession of a Firearm
3) Robbery with a Firearm

He appeared in court at Old City Hall on Sunday, September 9, 2018, 9 a.m., room 101.

The boy cannot be named under the provisions of the Youth Criminal Justice Act.

Investigators are appealing for witnesses and information.

Fail-to-Remain personal injury collision #40/2018, Sheppard Avenue West, west of Banting Avenue Driver and vehicle sought

The Toronto Police Service requests assistance identifying a vehicle and its driver in a Fail-to-Remain personal injury collision on Sunday, September 9, 2018 at 1:07 a.m., at Sheppard Avenue West, west of Banting Avenue.

It is reported that:

- a vehicle was eastbound on Sheppard Avenue West, west of Banting Avenue

- a man, 82, was attempting to cross Sheppard Avenue West, west of Banting Avenue

- the man was struck by the vehicle

- the driver stopped his vehicle after the collision, exited the vehicle, and approached the victim and witnesses of the collision

- after a brief interaction with the witnesses, he returned to his vehicle and fled the scene

The 82-year-old man received life-threatening injuries and was taken to hospital.

The vehicle is described as a dark sedan which may have damage to the right front or windshield area.

The male driver is described as 5'8"-5'10", 20s to 30s, olive complexion, clean-shaven, dark hair, medium build.

Toronto Police Service Implements Verified Response to Burglar Alarms

Effective today, September 10, 2018, the Toronto Police Service is implementing a “verified response” requirement for all burglar alarm activations.

As the Toronto Police Service continues to implement its modernization plan – The Way Forward – one of the three strategic goals of that plan is to be where the public needs the Service the most. Attending calls for service that require an immediate police presence is one important way this goal is reached. The Service has been analyzing ways in which it can improve upon the delivery of service, the efficiency and the effectiveness of the deployment of our officers and increase safety in Toronto.

An internal review was conducted, in consultation with the Canadian Security Association, to address alarm-related calls for service. That review showed that, in 2016, 97% of alarm activations reported were false and that alarm activation is not necessarily an indicator of criminal activity.

Introducing a verified response is an effective way to reduce police attendance at false-alarm calls for service which will allow a more efficient deployment of police resources including communications operators, dispatchers and police officers. The Service has defined verified response as: the requirement of validation that criminal activity is occurring/has taken place or there is imminent threat to personal safety before requesting a police response.

A burglar alarm may be verified using one or more of the following methods:

- audio device
- video device
- multiple zone activations or
- an eyewitness (i.e. private security or person at scene).

The verified response will not apply to panic-alarm activations.

Owning and operating an alarm system involves a private contract with a private business that is providing a private service. The TPS recommends that alarm clients contact the alarm dealer and/or monitoring station to discuss current alarm system set-up, alarm settings and response options.

About the Action Plan: The Way Forward 
Mandated to look beyond the way policing is currently done in Toronto; the Transformational Task Force (TTF) proposed a modernized policing model for the city that is innovative, sustainable, and affordable.

The final report - Action Plan: The Way Forward – contains 32 recommendations and was accepted by the Toronto Police Services Board in February, 2017 as the Service’s Business Plan for the next three years. The Toronto Police Service is now implementing this modernization plan. The new model will place communities at its core, be intelligence-led, optimize the use of resources and technology, and embrace partnerships as a means of enhancing capacity and capability.

Missing woman, Dovercourt Road and Dundas Street West area, Jessi Kelly, 27

The Toronto Police Service requests assistance locating a missing woman.

Jessi Kelly, 27, was last seen on Thursday, August 2, 2018, at 4 p.m., in the Dovercourt Road and Dundas Street West area.

She is described as 5’8", 165 lbs, slim build, pale complexion, long wavy dark hair. There is no clothing description at this time.

Police are concerned for her safety.
