Homicide #67/2018, 5 Bellevue Crescent

On Friday, August 24, 2018, at approximately 5:01 a.m., officers responded to a call for a stabbing in the 5 Bellevue Crescent area.

Officers arrived to find a man with obvious trauma. He was rushed to hospital but succumbed to his injuries and was pronounced.

A male was seen running from the scene.

The victim has been identified as Kafi Abshir, 30, of Toronto. A post-mortem examination is expected to be conducted on Monday, August 27, 2018.

A 17-year-old boy was arrested a short time later on an unrelated matter by York Regional Police Service. He is believed to be responsible for this homicide.

Investigators expect to lay charges against him on Monday.

The Toronto Police Service requests assistance locating a man wanted in a Homicide investigation.

On Friday, August 24, 2018, at 12:48 p.m., officers responded to a call for an assault in between the parking lots of 2305 Markham Road and 20 Melham Court.

Garfield Chambers, 43, of Toronto, is wanted for:

1) Second-Degree Murder

His image is released.

He is considered violent and extremely dangerous. If located, do not approach. Call 9-1-1 immediately.

Barry Strangways, 42, charged in ongoing Sexual Assault investigation, 12 Rockford Road, Man's photograph released

The Toronto Police Service would like to advise the public of an arrest in an ongoing Sexual Assault investigation.

It is alleged that:

- a man was employed as a building superintendent at 12 Rockford Road

- over the last four years, on multiple occasions, the man sexually assaulted a young girl

On Monday, August 13, 2018, members of the Child & Youth Advocacy Centre (CYAC) arrested Barry Strangways, 42, of Toronto. He was charged with:

1) Sexual Assault
2) Sexual Interference
3) Invitation to Sexual Touching
4) Indecent Exposure to a Person Under 16 yrs

On Thursday, August 16, 2018, Barry Strangways, 42, was released from custody on a Recognizance of Bail.

It is further alleged that:

- a man was employed as a building superintendent at 12 Rockford Road

- between 2013 and 2016, the same man befriended a boy who was between 11 and 14 at the time

- during that time, the man and the boy spent a significant amount of time together

- the man sexually assaulted the boy on multiple occasions

On Tuesday, August 21, 2018, members of the CYAC arrested Barry Strangways, 42, of Toronto. He was charged with:

1) Sexual Assault
2) Sexual Interference
3) Invitation to Sexual Touching
4) Indecent Exposure to a Person Under 16 yrs

He is scheduled to appear in court at 1000 Finch Avenue West on Monday, August 27, 2018, 10 a.m.

Over the past 16 years, Barry Strangways has been employed as a building superintendent at the following residential addresses in Toronto:

1. 4750 Jane Street (2003–2008)
2. 2911 Bayview Avenue (2008–2012)
3. 12 Rockford Road (2012–present)

Earim Asghar, 34, was last seen on Tuesday, August 21, 2018, at 2 p.m., in the Church Street and Wellesley Street East area.

She is described as large build, short thinning black hair tied in a bun. She was last seen wearing khaki-style pants with zipper on the side.

He is described as 5’7”, 160 lbs., medium build, short slightly spiky grey hair. He was last seen wearing a navy-blue suit jacket, striped shirt of unknown colour, black pants, brown loafers.

She is possibly driving a four-door 2013 silver Honda Civic with Ontario licence BTBL 109.

Man, 61, arrested for bank Robbery series, Faces nine charges

Toronto Police Service Hold Up would like to make the public aware of an arrest of a man wanted on a Canada Wide Warrant for a series of five financial robberies.

It is alleged that:

- on Tuesday, November 10, 2017 at 5:15 p.m., a man entered a bank in the Queen Street East and Woodbine Avenue area

- the man waited in line and approached the teller

- the man made a verbal demand for money

- the man then proceeded to pull a black handgun out of his coat pocket and pointed it at the teller, threatening to shoot her

- the man was given a quantity of cash and quickly fled the branch


It is further alleged that:

- on Wednesday, December 13, 2017, TPS Hold Up published a news release with a video clip and images of the robbery suspect

- as a direct result of the information received from the public, the man was identified


It is further alleged that:

-on Saturday, June 17, 2018, at 9:05 a.m., a man attended a bank branch on University Boulevard in Vancouver, British Columbia

- the man was disguised as a construction worker

- the man approached a teller and pointed a handgun

- the man demanded money and fled after obtaining a quantity of cash


It is further alleged that:

- on Wednesday, July 26, 2018, at 9:34 a.m., a man approached a teller in a bank branch located near Spadina Road and St. Clair Avenue West.

- the man was disguising his identity by wearing a construction vest and hard hat, dust mask, glasses and gloves

- the man produced a handgun from the bag he was carrying, pointed it at the teller, and made a verbal demand for cash

- the man was successful in obtaining money from two tellers


It is further alleged that:

- on Saturday, August 11, 2018, at 9:39 a.m., the same man disguised himself in a construction outfit and attended another bank branch in the Spadina Road and St. Clair Avenue West area

- the man removed a firearm from a satchel he was carrying and pointed it at a bank teller

- the man then made a demand for money

- the man obtained a quantity of cash and fled


It is further alleged that:

- on Thursday, August 18, 2018, at 8:30 a.m., a man disguised in a construction worker outfit attended a bank branch on King Street North in Waterloo

- the man appeared to be making an ATM transaction when, at gunpoint, he confronted the bank employee who was opening the branch

- the man was able to flee with an amount of cash

TPS Hold Up continued its investigation into all five robberies. They contacted the Winnipeg Police Service and, on Thursday August 23, 2018, the man was arrested there on a Canada Wide Warrant for Robberies.

Michael Joseph Karas, 61, of no fixed address, has been charged with the Toronto location robberies. Investigators are following up with the other jurisdictions regarding further charges. He is currently charged with:

1) three counts of Robbery with Firearm
2) three counts of Point Firearm
3) two counts of Disguise with intent
4) Possession Proceeds of Crime

He was scheduled to appear in court at Old City Hall on Sunday, August 26, 2018, 10 a.m.

Three people arrested in drug and firearm investigation, Jane Street and Finch Avenue West area, Gun and drugs seized

The Toronto Police Service would like to make the public aware of three arrests in a firearm/drug investigation.

On Friday, August 24, 2018, at approximately 7:40 p.m., police were conducting high-visibility patrols in the Jane Street and Finch Avenue West area to combat recent gun violence that has been plaguing the northwest end of the city.

It is alleged that:

- officers were patrolling a parking garage

- three males were found smoking drugs in a car

- all three were arrested and found to be in possession of narcotics and a loaded firearm

Michael Jason Brown, 19, of Toronto, has been charged with:

1) Possess Narcotics for the Purpose of Trafficking
2) Possess Loaded Regulated Firearm
3) Possess Restricted Firearm Without License and Certificate
4) Occupy Motor Vehicle With a Firearm
5) Possess Firearm Obtained by Crime
6) Possess Prohibited Device Over Capacity


A 16-year-old boy, of Toronto, has been charged with:

1) Possess Narcotics for the Purpose of Trafficking
2) Possess Loaded Regulated Firearm
3) Possess Restricted Firearm Without License and Certificate
4) Occupy Motor Vehicle With a Firearm
5) Possess Firearm Obtained by Crime
6) Possess Prohibited Device Over Capacity
7) Possess Firearm While Prohibited
8) Possess Prohibited Device While Prohibited
9) Possess Ammunition While Prohibited
10) Fail to Comply With YCJA Sentence


A 15-year-old boy, of Toronto, has been charged with:

1) Possess Narcotics for the Purpose of Trafficking
2) Possess Loaded Regulated Firearm
3) Possess Restricted Firearm Without License and Certificate
4) Occupy Motor Vehicle With a Firearm
5) Possess Firearm Obtained by Crime
6) Possess Prohibited Device Over Capacity
7) Unlawfully Possess Narcotics

All three were scheduled to appear in court at Old City Hall on Saturday, August 25, 2018, 10 a.m., room 101.

Under provisions in the Youth Criminal Justice Act, persons under 18 years of age cannot be named.

Fail-to-Remain collision, 50 Graydon Hall Drive, Driver and vehicle sought

The Toronto Police Service requests assistance identifying a vehicle and its driver in a Fail-to-Remain collision investigation.

It is reported that:

- some time before 5 p.m. on Saturday, August 25, 2018, an 82-year-old man was struck and killed in the underground garage at 50 Graydon Hall Drive.

- the vehicle involved did not remain at the scene

Police are looking for anyone who may have been in the area and, more specifically, in the underground parking area, who may have witnessed any vehicles, or may have dash camera footage of the area or collision to contact police.

Man, 25, faces two charges in retail Robbery investigations, Annette Street and Windermere Avenue area and Weston Road and Lambton Avenue area

Toronto Police Service Hold Up would like to make the public aware of an arrest in an investigation into two convenience stores Robberies.

It is alleged that:

- on Friday, June 29, 2018, a man attended a convenience store in the Annette Street and Windermere Avenue area

- the man selected a beverage and a lottery ticket and handed the employee some money to pay for them

- as the employee turned towards the cash register, the man grabbed the whole tray of lottery tickets and attempted to flee

- the victim struggled with the man over the tray and the man managed to flee with some tickets


It is further alleged that:

- on Tuesday July 3, 2018, the same man attended a variety store in the Weston Road and Lambton Avenue area

- he selected a beverage and, after handing over some money, he grabbed the tray of lottery tickets

- the victim tried to prevent the tray from being taken and struggled with the man, who swung the tray at the victim several times before fleeing

Following an investigation by TPS Hold Up, on Saturday, August 25, 2018, Qasim Sikandari, 25, of Brampton, was arrested and charged with:

1) two counts of Robbery with Violence

He is scheduled to appear in court at 2201 Finch Avenue West on Thursday, September 20, 2018, room 202.
