The Toronto Police Service is requesting the public’s assistance locating a missing boy.

Jashyne Ceballo, 13, was last seen Saturday, June 23, 2018, at 2 p.m., in the area of Logan Avenue and Mortimer Avenue.

He is described as 5', with a thin build and an afro-style haircut. He is wearing either a black “Roots” tracksuit or a blue tracksuit.

Police are concerned for his safety.

John Sap Lee, 89, was last seen on Sunday, June 24, 2018, at 4 p.m., in the Albert Street and Bay Street area.

He is described as 5'9", with a slim build. He was last seen wearing a grey hat, blue jacket, grey pants, and white running shoes. He uses a walker for mobility.

Police are concerned for his safety.

Man wanted in Assault investigation, Steeles Avenue West and Alness Street area

The Toronto Police Service is requesting the public’s assistance identifying a man wanted in an Assault investigation.

It is reported that:

- on Monday, June 11, 2018, at approximately 9 a.m., two men were inside a store near the intersection of Steeles Avenue West and Alness Street

- while inside the store’s washroom, one man assaulted another man by punching him in the face

- as a result of the assault, an 89-year-old man was taken to hospital with injuries

The man, allegedly responsible for the assault, is described as being in his early thirties, 5’8”, 170 lbs, wearing a reflective vest.

His photograph has been released.

Man arrested and firearm recovered, Javell Javaid Jackson, 24, charged

The Toronto Police Service would like to make the public aware of an arrest and the seizure of a loaded firearm.

On Friday, June 22, 2018, officers from 51 Division were on general patrol in the Regent Park neighbourhood of Toronto.

The officers were patrolling the area on foot when they became involved in an investigation.

It is alleged that:

- at approximately 10:30 p.m., the officers noticed suspicious activity around a vehicle that was parked in the rear of 220 Oak Street and approached to investigate

- an individual immediately ran from the officers as they approached the vehicle, the officers gave chase and were able to apprehend him after a lengthy foot pursuit

The investigation revealed that the man was wanted on an outstanding warrant for Assault with a Weapon.

It is further alleged that:

- he was in possession of a loaded, 9mm semi-automatic firearm,

- he had several items that were indicative of narcotics trafficking, such as 10 grams of marihuana, scales and debt lists

- he had $2,640, believed to be proceeds of crime


Javell Javaid Jackson, 24, of Toronto, was arrested and charged with:

1. Unauthorized Possession of a Firearm in a Motor Vehicle
2. Possess Weapon for a Dangerous Purpose
3. Careless Storage of a Firearm
4. Careless Storage of Ammunition
5. Possession of a Prohibited Firearm
6. Alter Serial Number on a Firearm
7. Possession Firearm while Prohibited
8. Possession Proceeds of Crime


He is scheduled to appear in court at Old City Hall on Saturday, June 23, 2018.

Missing man, Queen Street West and Ossington Avenue area, Kevin Ferrera, 36

The Toronto Police Service requests the public’s assistance locating a missing man.

Kevin Ferrera, 36, was last seen on Monday, June 25, 2018, at approximately 8:25 a.m., in the area of Queen Street West and Ossington Avenue area.

He is described as approximately 5’7”, 180 lbs., with a medium build, brown shaved hair, and brown eyes. He was last seen wearing a black sweater, black shorts, and black sandals.

Police warn that he is considered violent. If located, do not approach. Call 9-1-1 immediately.

Homicides #45/2018 and #46/2018, Lightwood Drive and Sanagan Road area, Update, Victims names and photos released

On Sunday, June 24, 2018, at 2:13 a.m., police responded to a shooting in the Lightwood Drive and Sanagan Road area.

It is reported that:

- multiple shots were fired into a home

- officers responded and located two male victims with obvious trauma from gunshot wounds

It is further reported that:

- the suspects knocked on the door, the door was answered by one of the male victims and shots were fired

The victim of Homicide #45/2018 has been identified as Patrick McKenna, 20, of Toronto.

The victim of Homicide #46/2018 has been identified as Dalbert Allison, 40, of Toronto.

On Monday, June 25, 2018, the post mortems were conducted and the cause of death for both men was determined to be gunshot wounds.

Investigators describe the first suspect as a male who was last seen wearing a black top and red track pants, and his face was concealed by either a mask or a hood. The second suspect has no description at this time.

Parking Enforcement Officer Assaulted, Man arrested and charged, Thorncliffe Park Drive and Overlea Boulevard

The Toronto Police Service would like to make the public aware of an arrest in an Assault Peace Officer with a Weapon and Dangerous Operation of a Motor Vehicle investigation.

It is alleged that:

- on Friday, June 15, 2018, at approximately 8:20 p.m., a Parking Enforcement Officer was enforcing bylaws on a property in the area of Thorncliffe Park Drive and Overlea Boulevard

- a man became very irate when he was unable to leave the parking lot due to an illegally parked vehicle being towed by the Parking Enforcement Officer

- the officer approached the man and asked him to use a different exit of the lot

- when returning to the vehicle being towed, the man sped towards the officer and stopped sharply a few inches away from him

- the man reversed his vehicle and then left the area

On Friday, June 15, 2018, Nasir Noori, 32, of Toronto, was arrested. He is charged with:

1. Assault Peace Officer with a Weapon
2. Dangerous Operation Motor Vehicle

He is scheduled to appear in court at College Park on Wednesday, August 8, 2018, at 2 pm, in Room C505.

Further information indicates the woman has a tattoo located on the upper left side of her back saying "I love you Kevorkian Dejanovic & Coculuzzi".

On Tuesday, June 26, 2018, at 6 p.m., at 201 Chester Le Boulevard, Deputy Chief of Police Peter Yuen will host a community conversation on the Neighbourhood Officer Program. Called Build The Block T.O., the Toronto Police Service is asking the public to share its thoughts on neighbourhood policing.

After a presentation by Deputy Yuen, members of the community will know why their neighbourhood was chosen for this program and what they can expect in the coming months.

Attendees will then be asked key questions that will help inform how the officers are selected, what training they should have and how best they can serve the public going forward as Toronto Service looks to create an enhanced Neighbourhood Officer program.

Fail-to-Remain personal injury collision #20/2018, Finch Avenue West at Tobermory Drive, Driver and vehicle sought

On Saturday, June 23, 2018, at 2:05 a.m., police responded to a call for a personal injury collision at Finch Avenue West at Tobermory Drive.

It is reported that:

- a dark-coloured sedan was travelling westbound on Finch Avenue West, approaching Tobermory Drive

- a man, 20, was attempting to cross Finch Avenue West at Tobermory Drive

- the vehicle struck the pedestrian

- both the driver and the vehicle failed to remain at the scene following the collision

- the vehicle was last seen travelling westbound on Finch Avenue East

The 20-year-old man received life-threatening injuries and was taken to hospital.

The vehicle and driver involved in the collision are being sought by police. The vehicle is described as a dark-coloured sedan. It will have front-end damage from the collision.

Police are asking all residents, business owners, and drivers who were in the area at the time of the collision, to contact police if they have any video or dash camera footage of the area.

Homicide #48/2018, Sherbourne Street and Dundas Street East area

On Monday, June 25, 2018, at 2:34 a.m., police responded to a medical call in a residential building in the Sherbourne Street and Dundas Street East area.

Officers located a man inside an apartment with obvious trauma as result of gunshot wounds. He was pronounced at the scene.

The man has been identified as Brent Young, 41, of Toronto.

Fatal collision #34/2018, Eglinton Avenue West at Castle Knock Road

On Saturday, June 23, 2018, at 12:59 p.m., police responded to a call for a personal injury collision at Eglinton Avenue West at Castle Knock Road.

It is reported that:

- a woman, 53, was driving a Volvo westbound on Eglinton Avenue West

- a man, 72, was on the roadway and was struck by the vehicle

The 72-year-old man received life-threatening injuries and was taken to hospital where he later succumbed to those injuries.

Police are asking local residents, businesses, and drivers, who may have security or dash camera footage of the area or incident, to contact investigators.

The victim has been identified as Winston Freckleton, 56, of Toronto. The post-mortem examination revealed the cause of death as stab wounds.

Innovation Partnership for Toronto Police Service Communications Services

The Toronto Police Service (TPS) is looking to secure a partner, by issuing a Request for Proposal (RFP), to help modernize Communications Services. The initial project outlined in the RFP is to automate processes for 9-1-1 disclosures that are required for court. It is expected that this project is the first phase of a collaborative relationship to develop other technological improvements to enhance TPS Communications Services. TPS is particularly interested in innovative ways to respond to non-emergency calls for service, thereby improving its response to emergency calls for service.

“We receive 9-1-1 disclosure requests every day. Last year, alone, we received 6,600 requests. We have already received 3,902 requests this year and we anticipate the numbers to double, maybe triple, as a result of a recent court decision,” explained Deputy Chief of Police Shawna Coxon. “Our current process is extremely labour- and time-intensive. We designate a person to locate, retrieve and listen to the 9-1-1 audio call, redact private and sensitive information, then attach that redacted call to the redacted transcript and send to the Crown’s office so they can, in turn, share it with defence counsel.”

In October 2017, Justice David Watt of the Ontario Court of Appeal ruled in R v. M.G.T. that the Peel Region Crown attorney’s office, in conjunction with the police, should have automatically disclosed 9-1-1 calls to the accused person and that disclosure will be timed to occur at the accused's first court appearance. Before this ruling, the standard practice throughout the province was to disclose 9-1-1 calls at the request of the Crown attorney and at a date later than the accused’s first appearance.

“Taking the first step to modernize our 9-1-1 disclosure process will allow us the opportunity to understand what else is possible. Partnering with a company to design solutions to solve problems is an innovative procurement process that is a new approach for our Service,” commented Deputy Coxon. “We are particularly interested in finding innovative ways to respond to non-emergency calls so our emergency lines remain available when the public needs immediate help from police, fire or ambulance.”

The TPS is seeking a Robotic Process Automation solution that can identify and select the correct 9-1-1 calls, transcribe the audio, and attach these materials within the case file so it can be immediately disclosed.

Based on the initial and successful implementation of the first phase, TPS may engage the selected proponent for up to a three-year term with an option to extend the contract for an additional one-year term subject to funding and Board approval.
