Man, 35, arrested, faces nine charges in Project Silver Screen, Ongoing Fraud investigation

In winter 2017, members of Toronto Police Service Financial Crimes became involved in an ongoing Fraud investigation.

It is alleged that:

- between March 2015 and February 2018, a man used compromised credit cards in 423 transactions and purchased movie tickets online

- he re-sold the tickets using social media, at a discounted price, to his followers/friends on WeChat

It is further alleged that:

-in 2017, a man used a compromised credit card to purchase $6,406.29 of products from various retailers

On Wednesday, February 21, 2018, members of Financial Crimes executed a Criminal Code search warrant at a home in Markham.

It is further alleged that:

- Canadian currency ($50,000) and approximately $10,000 in various gift cards were seized

On Wednesday, February 21, 2018, Ning Li, 35, of Markham, was arrested and charged with:

1) two counts of Unauthorized Use of Credit Card Data
2) three counts of Fraud Over $5000
3) three counts of Possession of Proceeds Obtained by Crime Over $5000
4) Unauthorized Use of Credit Card Data

He appeared in court at Old City Hall on Thursday, February 22, 2018, 9 a.m., room 101.

Lucille Da Silva, 45, was last seen on Tuesday, February 20, 2018, at approximately 6:30 p.m., in the Ossington Avenue and Queen Street West area.

She is described as 5’1", 170 lbs., straight brown hair. She was last seen wearing a black jacket, pink sweater, dark-blue jeans, black sunglasses, white running shoes.

Police are concerned for her safety.

Bruce McArthur investigation, Update, Additional charge laid

On Thursday, January 18, 2018, Bruce McArthur was arrested and charged with two counts of First-Degree Murder.

As a result of an ongoing investigation, on Monday, January 29, 2018, Bruce McArthur was charged with three additional counts of First-Degree Murder.

See previous release.

The investigation has continued and, on Friday, February 23, 2018, Bruce McArthur was charged with another count of First-Degree Murder.

It is alleged that he is responsible for the death of Skandaraj Navaratnam.

Over the last several weeks, police have worked to identify the remains of at least six people.

On Thursday, February 8, 2018, the remains of Andrew Kinsman were identified.

Police have now identified the remains of Soroush Mahmudi and Skandaraj Navaratnam.

The investigation will continue with a search of properties associated to Mr. McArthur. Albert Reid, 68, was last seen on Wednesday, February 21, 2018, at 4:30 p.m., in the Weston Road and Cardell Avenue area.

He is described as 5’11", 180 lbs., medium build, black-and-grey hair, balding on top, brown eyes, wears glasses, missing front teeth. He was last seen wearing a blue hat, grey jacket, light-coloured pants, black boots. He frequently travels via TTC.

Police are concerned for his safety.

Lost medication, Kennedy Road and Merrian Road area

The Toronto Police Service would like to make the public aware of a quantity of lost medication.

It is reported that:

- on Wednesday, February 21, 2018, a bag containing a quantity of Oxycodone, Baclofen and Sertraline was lost in the Kennedy Road and Merrian Road area

The bag contained 230 Oxycodone pills and an unknown quantity of Baclofen and Sertraline.

The pills pose a health hazard if ingested.

The Repeat Offender Parole Enforcement (R.O.P.E.) Squad is requesting assistance locating a federal offender wanted on a Canada Wide Warrant as a result of his alleged breach of parole.

Dustin Knapp-Legault is described as 26, 5'7", 142 lbs., medium-length brown hair, blue eyes.

He is serving a four-year, two-month sentence for:
1) Assault
2) Robbery
3) five counts of Break-and-Enter
4) Overcome Resistance - Choking

He is known to frequent Toronto.

On Saturday, February 24, 2018, at 11:30 a.m., members of the Toronto Police Service will participate in their second annual Polar Plunge in support of Special Olympics Ontario.

Joined by other police services, law enforcement partners, members of the public and athletes from the Special Olympics, members of the Service will take the plunge at Sunnyside Beach, 1575 Lake Shore Boulevard West.

As supporters of the Special Olympics for the last 31 years and as original organizers and participants in the Law Enforcement Torch Run, the Polar Plunge is the next fundraising step for the Toronto Police Service family.

Check-in for participants will be at 11 a.m., with opening ceremonies, including remarks from Chief Mark Saunders, starting at 11:30 a.m. The plunge takes place at noon.

The Toronto Police Service would like to make the public aware of a recent series of street robberies within a one-km. radius of Yonge Street and Eglinton Avenue.

Since Wednesday, January 17, 2018, there have been 11 reported street robberies.

These incidents are mostly swarming-type robberies involving teenagers, in which
a group of people approach the victims and demand personal property, including cell phones, clothing and money. In several incidents, an edged weapon was produced during the demands.

The Toronto Police Service is requesting the public be vigilant in the area. Police are also requesting anyone who is a victim or witness to this this type of incident to contact police.
