51 Division - Missing Person Task Force Update, Andrew Kinsman, 49, Selim Esen, 44

A dedicated task force has been investigating the disappearance of Andrew Kinsman and Selim Esen for 60 days.

To date, 150 actions have been followed up on or continue to be investigated and more than two dozen people have been interviewed.

Dating apps, specifically relating to Andrew Kinsman, have been examined and have not assisted in determining who, if anyone, Kinsman met around the time of his disappearance.

To date, the disappearances of Andrew Kinsman and Selim Esen have not been linked together and investigators are continuing to keep an open mind to any possible links to that of Project Houston.

Investigators are urging anyone who saw or had contact with Selim Esen around Sunday, April 16, 2017, and Andrew Kinsman around Monday, June 26, 2017, to contact them. A dedicated Tip Line has been set up at 416-808-2021.

Woman Wanted in Theft of Motor Vehicle and Fail to Remain Investigation, Security image available

The Toronto Police Service is seeking the public’s assistance locating a woman wanted in a Theft of Motor Vehicle and Fail to Remain investigation.

It is alleged that:

- on Monday, October 16, 2017, at 9:30 a.m., a tow truck operator was rendering assistance in the parking lot of Shoppers Drug Mart at Don Mills Road/Lawrence Avenue East area

- a woman got into and stole the tow truck

- as she was fleeing the parking lot, she collided with a car travelling westbound on Lawrence Avenue East

The tow truck has since been recovered, however it is further alleged that a cellphone in the tow truck was taken.

The woman is described as being in her 30s, 5’8-5’9, with a medium build. Security images are now available.

Sexual Assault Alert, Man Wanted, 12 Division

The Toronto Police Service is requesting the public’s assistance identifying a man wanted in a sexual assault investigation.

It is reported that:

- on Wednesday, September 13, 2017, at approximately 12:45 p.m., an 18-year-old woman was on board a route 89 TTC bus

- a man sat down next to her and sexually assaulted her

The man is described as white, approximately 60-years-old, with a thin build, and grey hair. He was wearing a thick tan-coloured jacket, a bright orange baseball cap with the word "BRONCOS" in black lettering, and was carrying a small black knapsack.

Toronto Police Service assists in Provincial-wide Human Trafficking Outreach, "Operation Northern Spotlight", Six people taken to safety, including two under 16, Twelve people charged

Between Monday, October 9, 2017 and Saturday, October 14, 2017, 46 Ontario Police Services, including the Toronto Police Service's Human Trafficking Enforcement Team, took part in a province-wide human trafficking outreach called Operation Northern Spotlight.

The initiative was part of a larger international operation led by the FBI, RCMP, and involved police services from Thailand, Indonesia, Philippines, Cambodia and the United Kingdom.

During the seven-day operation, a total of 331 police officers and support staff engaged with 198 people, offering them information and contacts with community-based support agencies.

Six people, including two under the age of 16, who were working in the sex trade under exploitive situations, were taken to safety. Twelve people were charged.

Human Trafficking is a local, provincial and national problem that affects the most vulnerable in society. Operation Northern Spotlight demonstrates the need to work together with other Police Services and community partners to effectively investigate these heinous crimes.

Police would like to encourage all affected individuals to come forward and report Human Trafficking occurrences to police. We want to make sure that everyone has access to support services and an exit strategy regardless of their decision to proceed criminally.

Human Trafficking means every person who recruits, transports, transfers, receives, holds, conceals or harbours a person, or exercises control, direction or influence over the movements of a person, for the purpose of exploiting them or facilitating their exploitation, for a sexual purpose or a forced labour purpose. Victims can be men, women or children; can be Canadian citizens; and can be moved across local, provincial or national borders. They can be coerced through violence or the threat of violence against family and friends. Arrest made in Human Trafficking Investigation, Malcom Alpha Cassells, 26, faces eight charges, Photograph Released

The Toronto Police Human Trafficking Enforcement Team and investigators at 52 Division would like to make the public aware of a human trafficking investigation.

It is alleged that:

- A 20-year-old woman met a man in August 2017

- the man convinced the woman that he would pay an outstanding debt she had incurred, if she began to work for him in the sex trade.

- the man advised the woman they would split the profits earned by providing sexual services

- the woman believed the man was taking the earnings to pay back her debt she owed to him

- as a result of this arrangement, the man transported the woman to various hotels within Toronto and neighbouring regions, for the purposes of selling sexual services

- the man took photographs of her in various stages of undress and posted the advertisements for sexual services on Backpage.com

- he then forced her to hand over all the money she made and did not allow her to leave the hotel room or use her phone

- he provided narcotics to the woman to ensure her compliance

- an investigation led to the whereabouts of the woman

On Monday, October 16, 2017, Malcom Alpha Cassells, 26, of Toronto was arrested.

He has been charged with:

1) Trafficking in persons
2) Financial/ Material benefit from trafficking in persons over 18
3) Procuring/ Exercise Control CC
4) Advertising another person’s sexual services
5) Material Benefit from sexual services
6) Forcible Confinement
7) Possession of a schedule I substance
8) Traffic in schedule I substance

He was scheduled to appear in court on Tuesday, October 17, 2017, at Old City Hall Courts, court room 103.

Police are concerned there may be more victims.

Police would like to encourage all affected individuals to come forward and report Human Trafficking occurrences to police. We want to make sure that everyone has access to support services and an exit strategy, regardless of their decision to proceed criminally.

Police request assistance with fatal collision #50/2017, Cowan Avenue at King Street West

On Wednesday, October 18, 2017, at 9:06 a.m., police responded to a call for a personal injury collision at Cowan Avenue, at King Street West.

It is reported that:

- a man, 26, was driving a Ford Ranger pickup, southbound on Cowan Avenue, at King Street West

- a man, 53, was operating a streetcar, westbound on King Street West, approaching Cowan Avenue

- the pick-up entered the intersection and collided with the westbound streetcar

- the pick-up then struck a male cyclist, 39, who was on King Street West, west of Cowan Avenue

The cyclist was transported to hospital where he was pronounced dead.

Man arrested in online apartment rental scam, Goran Drozdek, 33, faces six counts, Photograph released

The Toronto Police Service would like to make the public aware of an arrest made in an online apartment rental scam.

It is alleged that:

- on Friday, September 29, 2017, a 27-year-old woman responded to an online ad to rent an apartment

- she met with a man, signed a lease, and handed over a cash deposit

- she later realized that she had been defrauded

On Tuesday, October 17, 2017, police, responding to another online ad, arrested the man. Goran Drozdek, 33, of Brampton, was arrested. He is charged with:

1) two counts of Fraud - Under ($5000)
2) Possession of Property Obtained by Crime - Under ($5000)
3) three counts of Fail to Comply with Probation

He was scheduled to appear in court on Wednesday, October 18, 2017, at Old City Hall, at 10 a.m., in courtroom 101.

Goran Drozdek posted online rental ads using an alias. The specific details are not being disclosed pending further investigation.

Man wanted in Aggravated Assault investigation, St. Clair Avenue West and Bathurst Street, Kenneth Sanipass-Linklater, 31, Photograph released

The Toronto Police is seeking the public's assistance locating a man wanted in an Aggravated Assault investigation.

It is reported that:

- on Monday, October 16, 2017, at approximately 10:20 p.m., two men got into a verbal dispute near the St. Clair West Subway station, in the St. Clair Avenue West and Bathurst Street area.

- one man then assaulted the other, striking him in the head with a piece of wood, causing serious injury

- he fled before police and paramedics arrived

- the injured man was taken to hospital where he remains in critical condition

Investigators have identified the man who assaulted the other man as Kenneth Sanipass-Linklater, 31, of Toronto.

He is wanted for:

1) Aggravated Assault
2) Assault with a Weapon

He is described as 5'9", 170 lbs., with shoulder-length black hair, and a moustache. He was last seen wearing a black sweater and black pants. He should be considered dangerous. If seen do not approach, call 9-1-1 immediately.

Assistance Sought in Attempt Murder investigation, Lawrence Heights area

The Toronto Police is seeking the public's assistance with an Attempt Murder investigation in the Lawrence Heights area.

It is reported that:

- On Friday, October 13, 2017, at approximately 11:05 p.m., a 24-year-old man was sitting on the front steps of his low-rise apartment building, talking on his cell phone

- at this time, three unknown men in a vehicle drove up to the building

- two of the unknown men exited the vehicle, armed with at least one firearm, and fired at least seven shots at close range toward the man, striking him several times

- the unknown men then fled the area in the vehicle

- the injured man was able to call for help and he was taken to hospital in life-threatening condition

- after undergoing several hours of surgeries, he remains in stable condition.

Investigators are now seeking the public’s assistance in identifying the persons responsible for this attack. The vehicle is described as a four-door, dark-coloured sedan.

Security camera images of the suspects and the vehicles are attached.

Lucille Dasilva, 44, was last seen on Wednesday, October 18, 2017, at 8 p.m., in the Queen Street West and Ossington Avenue area.

She is described as white, 5’2”, 170 lbs., long reddish brown hair, brown eyes, wearing a blue tank top, black zip-up sweater and blue sweatpants.

Police are concerned for her safety.

The Toronto Police Service requests the public's assistance locating a woman wanted in a theft investigation.

On Tuesday, October 17, 2017, at 5 a.m., officers responded to a call for a theft that occurred at the Comfort Inn located at 66 Norfinch Drive.

It is alleged that:

- a 49-year-old visually impaired woman was on a bus travelling to Toronto

- she was engaged in conversation by another woman

- she offered the woman a place to stay for the night

- the woman stole $800 from her wallet and fled

Angela Bluecoat, 36, of Manitoba, is wanted for:

1) Theft Under $5,000

She is described as olive complexion, indigenous, 36, 5'6", 240 lbs., long brown hair with blonde highlights and brown eyes. She has a large tattoo of a flower on her neck and tattoos on her arms. She was last seen wearing a white hooded sweater and a black jacket with a fur collar.

Police request assistance with an Assault Causing Bodily Harm investigation, Church Street and Wellesley Street East, Photo released

The Toronto Police Service is requesting the public’s assistance with an Assault Causing Bodily Harm investigation.

It is reported that:

- on Sunday, October 1, 2017, at approximately 4 p.m., a 51-year-old man and another man got into a verbal dispute inside a restaurant in the Church Street and Wellesley Street East area

- once outside of the restaurant, the 51-year-old man was assaulted by the man

- the 51-year-old man sustained serious injuries to his face

Investigators are seeking the public’s assistance in identifying the man.

He is described as 28-30, 5'9", with short brown hair, a beard, and was last seen wearing a dark hooded jacket, dark blue jeans, and dark shoes.

His photo has been released.

On Thursday, October 19, 2017, at 3:40 p.m., Angela Bluecoat, 36, of Manitoba, surrendered to police and was arrested.

She is charged with:

1) Theft Under $5000

She will appear in court at College Park on Friday, October 20, 2017, at 10 a.m., in room 507.

It is reported that:

- on Monday, October 16, 2017, at approximately 10:20 p.m., two men got into a verbal dispute near the St. Clair West Subway station, in the St. Clair Avenue West and Bathurst Street area.

On Thursday, October 19, 2017, at 10:35 a.m., Kenneth Sanipass-Linklater, 31, surrendered to police. He is charged with:

1) Assault
2) Aggravated Assault
3) Assault with a Weapon
4) Fail to Comply with Probation

He will appear in court at 1000 Finch Avenue West on Friday, October 20, 2017, at 10 a.m., in room 301.
