Man sought in ongoing Assault and Sexual Assault investigation, Dundas Street East and River Street area, Update, Neville Blake, 30, arrested, faces four charges

The Toronto Police Service would like to make the public aware of an arrest in an ongoing Sexual Assault investigation into an occurence in the Dundas Street East and River Street area.

On Monday, October 17, 2016, in the evening, officers were conducting a community patrol when they were asked to attend to an injured woman.

It is alleged that:

- a man driving a white SUV approached a female sex-trade worker standing on the sidewalk

- she got into the car and was driven to a secluded area

- a violent struggle ensued

- the woman was choked then sexually assaulted

- she was able to escape while the man drove away

The man is described as black, early 40s, bald, clean-shaven.

Police believe the man to be violent and dangerous. If located, do not approach. Call 9-1-1 immediately.

On Saturday, September 9, 2017, Neville Blake, 30, of Whitby, was arrested. He is now charged with:

1) Sexual assault causing bodily harm
2) Forcible confinement
3) Choking, overcome resistance
4) Uttering death threats

He was scheduled to appear in court at College Park, on Monday, September 11, 2017, 10 a.m., room 501.

Man, 47, charged with assault on Parking Enforcement Officer, Cottingham Street and Avenue Road area

The Toronto Police Service would like to update the public on an arrest in an Assault investigation.

It is alleged that:

- on Friday, September 8, 2017, at 8:25 a.m., a Parking Enforcement Officer was issuing parking tickets in the Cottingham Street and Avenue Road area

- a man, 49, became verbally aggressive with the Parking Enforcement Officer after being asked to move his vehicle and refusing to do so

- the man then accelerated his vehicle at a high rate of speed, through a school zone, and swerved his vehicle in the direction of the Parking Enforcement officer

On Friday, September 8, 2017, Mark Hayman, 47, of Toronto, was arrested.

He is charged with:

1) Dangerous Operation of a Motor Vehicle
2) Assault a Peace Officer with a Weapon
3) Driving while under Suspension

He is scheduled to appear in court at College Park on Tuesday, October 17, 2017, 2 p.m.

On Thursday, August 10, 2017, at approximately 5:15 p.m., police were called to Humber Bay Shores Park for Unknown Trouble.

Police request assistance with two shooting investigations in Regent Park area, Security camera images released

The Toronto Police Service is seeking assistance finding witnesses or those with information on two recent firearm-related incidents in the Regent Park area.

It is reported that:

- between Monday, August 28, 2017 and Monday, September 4, 2017, there were two separate shooting incidents between 11:15 p.m. and 1:36 a.m.

- several suspects are seen together, walking in the area prior to the shootings

- both victims were alone when approached by one suspect and both were shot multiple times at close range

- the suspects then fled

Police are appealing for witnesses or those with information about these attacks.

Security camera images have been released.

If a member of the public recognizes any of those pictured, police are advising not to approach them. Contact police immediately. They are considered armed and dangerous.

Sexual Assault investigation, King Street West and Portland Street area, Picture of vehicle of interest released

The Toronto Police Service is requesting assistance with a Sexual Assault investigation.

It is reported that:

- on Sunday, September 10, 2017, at approximately 1:30 a.m., in the King Street West and Portland Street area, two woman got into a physical altercation

- one woman left, and a 19-year-old woman remained

- a vehicle pulled up with two men inside

- the 19-year-old woman entered the vehicle under the pretence of it being an Uber

- while inside the vehicle, one man sexually assaulted the woman

- the woman was dropped off in the Don Mills Road and Sheppard Avenue East area

The vehicle is described as an approximately 2009 model white Ford Escape, with tinted windows, fog lights and a licence plate with the first character "C".

The Toronto Police Service is requesting assistance locating a missing girl.

Carllove Nadramsingh, 13, was last seen on Sunday, September 10, 2017, at 3:25 p.m., near the Toronto Public Library, 184 Sloane Avenue.

She is described as 5’7”, thin build, brown eyes, long brown curly hair. There is no clothing description.

Police are concerned for her safety.

Personal injury collision #46/2017, Eglinton Avenue East and Bimbrok Road

On Thursday, September 7, 2017, at 3:39 p.m., police responded to a call for a personal injury collision at Eglinton Avenue East at Bimbrok Road.

It is reported that:

- a man, 31, was driving a 2015 Toyota, eastbound on Eglinton Avenue East, attempting to make a left turn to northbound Bimbrok Road

- a man, 61, was driving a 1985 GMC ice-cream truck, westbound on Eglinton Avenue East, approaching Bimbrok Road

- the vehicles collided in the intersection

A man, 31, was taken to hospital with life-threatening injuries.

Marijuana dispensary search warrant executed, Canna Clinic, 44 Kensington Avenue, 15 people facing drug-related charges

The Toronto Police Service would like to make the public aware of arrests in a Controlled Drugs and Substances Act investigation.

On Monday, September 11, 2017, at approximately 6:30 p.m., officers executed a search warrant at the Canna Clinic Dispensary at 44 Kensington Avenue.

It is alleged that the following was seized during the execution of the search warrant:

- 168.7 kilograms of marijuana
- 14.5 kilograms of marijuana oil
- 4.9 kilograms of shatter
- $14,410 (Canadian currency)
- $22 (US currency)

Rebecca Luu, 25, of Toronto, was arrested. She is charged with:

1) three counts of Possession of a Schedule II Substance for the Purpose of Trafficking
2) three counts of Possession of a Schedule II Substance
3) Possession of Proceeds of Property Obtained by Crime over


Matthew Bresee, 26, of Guelph, was arrested. He is charged with:

1) three counts of Possession of a Schedule II Substance for the Purpose of Trafficking
2) three counts of Possession of a Schedule II Substance
3) Possession of Proceeds of Property Obtained by Crime over


Sean Remedios, 25, of Mississauga, was arrested. He is charged with:

1) three counts of Possession of a Schedule II Substance for the Purpose of Trafficking
2) three counts of Possession of a Schedule II Substance
3) Possession of Proceeds of Property Obtained by Crime over


Fadi Shalash, 20, of Toronto, was arrested. He is charged with:

Willie Bustin, 32, of Toronto, was arrested. He is charged with:

Mohammed Hussein, 31, of Toronto, was arrested. He is charged with:

Andres Fernandez Murray, 23, of Toronto, was arrested. He is charged with:

Constantine Kapches, 31, of Toronto, was arrested. He is charged with:

Yacob Issayas, 28, of Toronto, was arrested. He is charged with:

Truth John, 24, of Richmond Hill, was arrested. She is charged with:

Mark Gilliand, 46, Toronto, was arrested. He is charged with:

They are scheduled to appear in court at Old City Hall on Monday, October 23, 2017, 9 a.m., room 114.

New budget webpage goes live, Shows how TPS builds its budget, tps.on.ca/budget

The public is getting a closer look at the Toronto Police Service budget through a new webpage: tps.on.ca/budget.

Chief Administrative Officer Tony Veneziano said the budget will be more accessible so that it can be better understood as well as invite community input.

“We are showing the public how we build our budget and the key components,” Veneziano said. “We want to ensure that the budget is understood, clear up any misconceptions and also answer any questions.”

“We’re very much committed to developing budgets that are affordable and sustainable in the long term, while working within the city’s fiscal pressures,” Veneziano said, of the budget that has a zero per cent increase for the second consecutive year.

The public will get the opportunity to attend a Budget Information Session hosted by the Toronto Police Services Board’s Budget Committee and moderated by Budget Committee Chair Councillor Shelley Carroll. This session will be held in the second-floor auditorium at police headquarters on Tuesday, September 19, 2017, at 6 p.m. There will be an opportunity to ask questions at the end of the presentation.

The Board’s Budget Committee will also hold a public meeting on Thursday, October 5, 2017 at police headquarters, led by Committee Chair Councillor Shelley Carroll, to consider the draft 2018 police budget. The Board will be presented with the Budget Committee’s recommendations for approval at the Thursday, October 26, 2017 Police Services Board meeting.

The community will have an opportunity to make deputations at both the Budget Committee meeting on Thursday, October 5, 2017 and at the Board’s regular public meeting on Thursday, October 26, 2017.

Donald Grant, 61, was last seen on Tuesday, September 5, 2017, in the Sherbourne Street and Gerrard Street East area.

He is described as white, thin build, 5’6’’, 150 lbs. He has a long thick grey beard, straggly salt-and-pepper hair. He is known to wear multiple hats (sometimes a cowboy hat), and wears multiple layers of clothing and is usually over-dressed for the weather.

Police are concerned for his safety.

TPS starts recruitment process for 80 new police constables

The Toronto Police Service is now accepting applications for the position of Cadet-in-Training. The new recruits will support community-centric policing, diversity and inclusion as part of The Way Forward Action Plan.

The Service continues to modernize and that includes its recruitment processes with a new job posting for 80 police constables to be added to the Service's complement. The job posting describes valued qualifications such as post-secondary education, work or volunteer experience with marginalized and/or socially and economically disadvantaged communities.

As the TPS develops its new Human Resources strategy, new core competencies will define how members are recruited, developed and promoted in all roles, including uniform and civilian.

“The people of today’s police service are expected to be adaptable, accountable, and innovative,” said Chief Mark Saunders, listing some of these values. “In the future, members who contribute to our dynamic team will already have invested time and energy into becoming community leaders.”

Michael Chan, 31, was last seen between Wednesday, September 6, 2017 and Thursday, September 7, 2017 in the Wellington Street West and Strachan Avenue area.

He is described as 5'5”, black moustache, goatee. He was last seen wearing a dark-coloured windbreaker (possibly blue) with three light-coloured stripes (possibly yellow) down each sleeve, white T-shirt with dark-text design on front, dark-coloured pants, dark shoes. He is unsteady on his feet while walking.

Carllove Nadramsingh, 13, was last seen on Tuesday, September 12, 2017, at 5 p.m., in the Victoria Park Avenue and Lawrence Avenue East area.

She is described as 5’7", thin build, brown eyes, long brown curly hair. She was last seen wearing a grey hoodie, grey trackpants, light-blue shoes, carrying a black string backpack.
