Sexual Assault Alert, Ala Al Safi, 27, Update, Additional charges laid, Police concerned there may be more victims

On June 20, 2017, the Toronto Police Service - Sex Crimes made the public aware of an arrest made in a sexual assault investigation.

It was alleged that:

- a man was diagnosed with HIV in February 2011

- in July 2011, he met a 24-year-old man online and engaged in an intimate relationship

- in December 2016, he met a 21-year-old man online and engaged in an intimate relationship

- on both encounters, the man failed to disclose his HIV status and, as a result, both victims were diagnosed with HIV.

Ala Al Safi, 27, of Toronto, was arrested and charged with two counts of Aggravated Sexual Assault.

As part of the ongoing investigation, eight other victims have come forward.

It is further alleged that:

- between December 2011 and March 2017, the accused had intimate relations with eight men, ranging in age from 18 to 28 years

- in all cases, he failed to disclose his HIV status

On Thursday, July 20, 2017, Ala Al Safi, 27, of Toronto, was charged with an additional eight counts of Aggravated Sexual Assault.

He is scheduled to appear in court at College Park, room 501, on Friday, July 21, 2017, at 10 a.m.

Ala Al Safi may also go by the names of Ala El Deen and Ala Mode.

Police are concerned there may be other victims.

Man wanted in Sexual Assault/Robbery investigation, Wilson Avenue and Avenue Road area, Image of man released, Update, Ashraf Bouab, 30, Faces six charges

On June 8 and 12, 2017, the Toronto Police Service requested the public's assistance identifying a man wanted in a Sexual Assault investigation.

It was reported that:

- on Wednesday, June 7, 2017, at approximately 3:45 a.m., a woman, 29, was walking in the Wilson Avenue and Avenue Road area

- she was attacked from behind and sexually assaulted by a man

- the woman fought off her attacker,

- he fled northbound on foot, after robbing her of a small amount of money

On Tuesday, July 11, 2017, Ashraf Bouab, 30, of Toronto, was arrested and charged with:

1) Sexual Assault
2) Assault
3) Overcome Resistance to Commission of Offence (Choking)
4) Forcible Confinement
5) Threaten Death
6) Robbery

He was scheduled to appear in court at 1000 Finch Avenue West, on Thursday, July 20, 2017, at 10 a.m., room 301.

Arrests made in Gemstone Investment Fraud Investigation, Three men face charges

The Toronto Police Service Financial Crimes would like to make the public aware of arrests made in a gemstone investment investigation.

It is alleged that:

- victims were contacted by representatives from companies known as Royal Fine Jewels or Nygard and Associates

- these representatives gave false information regarding the value of gemstones and/or jewelry purchased by the victims

- the victims were given false information about buyers for their gemstones and/or jewelry

- the victims entered into sales agreements with TSE Marketing and Vargas Marketing

- these companies did not exist and the sales agreements were never fulfilled

As a result of this investigation, three men have been arrested:

1. Steven Rosen, 63, of East Gwillimbury
2. Edward Rosenburg, 52, of Richmond Hill
3. David Pelcowitz, 54, of Thornhill

All three men were charged with Fraud Over $5,000.

It is further alleged that the three men used the following aliases:

- Hunter Stevens
- Russell White
- George Bannister
- Peter Nygard
- Dean Myers
- Maria Muldar
- Cathy Holmes

Police are warning the public about people or companies who contact them for the purpose of making quick, risky investments of any kind.

Man arrested in child pornography investigation, Jason Crane, 32

The Toronto Police Service would like to inform the public of an arrest made in a child pornography investigation.

On Tuesday, July 18, 2017, members of the Toronto Police Service Child Exploitation Section executed a Criminal Code search warrant in the Yonge Street and Bloor Street area.

As a result of evidence gathered by police, Jason Crane 32, of Toronto, was arrested. He is charged with:

1) Possession of Child Pornography
2) Access Child Pornography
3) Distribute Child Pornography

He appeared in court at College Park, on Tuesday, July 18, 2017, at 2 p.m., in room 501.

Antwan James, 15, was last seen on Sunday, July 16, 2017, in the Weston Road/Lawrence Avenue West area.

He is described as 5’7”, with a slim build, and black hair. He was wearing a black/grey hoodie and blue jeans. He was riding a bike and frequents the Sentinel Rd/Finch Avenue area.

He is wanted on the strength of a Warrant In The First Instance for:

He is described as 5'10", 180 lbs., with black hair, and brown eyes.

Police warn that he is considered violent. If located, do not approach. Call 9-1-1.

Public assistance sought identifying man in suspicious incident, Royal York Road/Murrie Street

The Toronto Police Service would like to make the public aware of an ongoing investigation into a suspicious incident.

It is reported that:

- on Thursday, July 20, 2017, at approximately 6 p.m., a 15-year-old girl was walking in the Royal York Road/Murrie Street area

- a man driving a van, drove up to her, luring her to the window under the rouse of asking for directions

- when the girl approached, he propositioned her for sex

The man is described as brown, 60-70 years old, with a long, white beard. He was wearing a light orange-coloured turban, and a plaid button-up shirt. He was driving a white, family van.

Arrests made in Human Trafficking investigation, Man, 26, facing 13 charges and girl, 17, facing eight charges, Police are concerned there may be more victims

The Toronto Police Human Trafficking Enforcement Team would like to make the public aware of an investigation into a Human Trafficking occurrence.

It is alleged that:

- in May 2016, a then 16-year-old girl contacted a then 15-year-old girl through Facebook

- the 16-year-old girl convinced the 15-year-old girl to come to Toronto with her so they could hang out

- the 16-year-old girl brought the 15-year-old girl to an address in Toronto and introduced her to a then 25-year-old man

- the 15-year-old girl was told by the man that she was going to work for him providing sexual services for money

- the 16-year-old girl posted advertisements with pictures of the 15-year-old girl on the website Backpage.com

- the 15-year-old girl was forced to work in the sex trade and hand over all the money she made to the man and the 16-year-old girl

- the 15-year-old girl was assaulted, threatened, held against her will and sexually assaulted by the man

- the 15-year-old girl was given a quantity of alcohol and drugs to consume in order to stay awake longer and work

- after being held for two weeks, the 15-year-old girl managed to escape and contacted police.

The Toronto Police Service began an investigation and on Wednesday, July 19, 2017, the man and 16-year-old girl were arrested.

Shamar Clarke, 26, was arrested and charged with:

1) Trafficking in Persons under eighteen years by Exercising Control
2) Trafficking in Persons by Recruiting
3) Material Benefit from Sexual Services provided by person under 18 years
4) Procuring Person under 18 years
5) Procuring/Exercising Control over person under 18
6) Advertising Another person's sexual services
7) Print/Publish/Possess to publish Child Pornography
8) Import/Sell/Distribute etc. Child Pornography
9) Sexual Assault
10) Assault
11) Forcible Confinement
12) Uttering Threats/Death
13) Overcoming resistance to offence/attempt to choke

The 17-year-old girl was charged with:

1) Trafficking in Persons under eighteen years by Exercising Control
2) Trafficking in Persons by Recruiting
3) Material Benefit from Sexual Services provided by person under 18 years
4) Procuring Person under 18 years
5) Procuring/Exercising Control over person under 18
6) Advertising Another person’s sexual services
7) Print/Publish/Make/Possess to Publish child Pornography
8) Import/Sell/Distribute etc. Child Pornography

She cannot be identified due to the provisions of the Youth Criminal Justice Act.

Please refer to Section 110, Subsection 1, of the YCJA:

110. (1) Subject to this section, no person shall publish the name of a young person, or any other information related to a young person, if it would identify the young person as a young person dealt with under this Act.*

They both appeared in court at Toronto West Courts, on Thursday, July 20, 2017, room 206.

Police are concerned there may be other victims.

Police would like to encourage all affected individuals to come forward and report Human Trafficking occurrences to police. We want to make sure that everyone has access to support services and an exit strategy, regardless of their decision to proceed criminally.

BIG on Bloor Festival, Saturday, July 22, 2017, from 1 p.m. – 11 p.m., & Sunday, July 23, 2017 from 12 p.m. – 6 p.m., Bloor Street West between Lansdowne Avenue and Dufferin Street

On Saturday, July 22, 2017, at 1 p.m., the BIG on Bloor Festival will take place. The event includes sidewalk sales, live entertainment, children’s areas, a main stage area, patio extensions and many other activities.

There will be a full road closure on Bloor Street West from Lansdowne Avenue to Dufferin Street starting at 9 a.m., on Saturday July 22, 2017. The road will re-open at 9 p.m., on Sunday July 23, 2017.

The following side street closures will also be taking place:

1. Russett Avenue from Bloor Street West north to the alleyway
2. Pauline Avenue from Bloor Street West north to the alleyway
3. Brock Avenue from Bloor Street West north to the alleyway & south to Croatia Street
4. Margueretta Avenue from Bloor Street West north to the alleyway & south to the alleyway
5. Emerson Avenue from Bloor Street West north to the alleyway
6. St. Clarens Avenue from Bloor Street West north to the alleyway & south to the alleyway

Motorists can expect delays in the area and should consider alternate methods of transportation. TTC buses have been re-routed in this area and may experience delays.

The festival will take place regardless of weather conditions.

Man, 27, faces four charges in investigation into Assault on Parking Enforcement Officer

The Toronto Police Service would like to make the public aware of an arrest in an investigation into an Assault on a Parking Enforcement Officer.

It is alleged that:

- on Thursday, July 20, 2017, at 9:20 p.m., a Parking Enforcement Officer saw an unoccupied car parked in the fire route at 15 Martha Eaton Way

- the Parking Enforcement Officer issued a Parking Infraction Notice and continued on enforcement duties

- as the Parking Enforcement Officer was leaving the area in a fully marked, Parking Enforcement vehicle, a man used his car to block the driveway exit

- the man threatened the Parking Enforcement Officer

- the man drove into oncoming traffic, in an attempt to chase the Parking Enforcement Officer

It is further alleged that:

- the man was the driver of the car parked in the fire route

On Thursday, July 20, 2017, officers arrested the man at his home.

Jemron Sam, 27, of Toronto, is charged with:

1) Threatening Bodily Harm
2) Harassment
3) Dangerous Operations of a Motor Vehicle
4) Assault a Peace Officer with a Weapon

He was scheduled to appear in court at 2201 Finch Avenue West on Friday, July 21, 2017, 10 a.m., courtroom 206.

It is reported that:

- on Saturday, July 22, 2017, at approximately 1 a.m., a woman, 21, was walking on a staircase near the Don Mills Road East and Godstone Road area

- as she approached the top of the staircase, a man appeared

- the man then sexually assaulted the woman before he fled in an unknown direction

He is described as 5’6”-5’7”, 25-30, thin build, short black hair, wearing white T-shirt, black pants.

The Toronto Police Service is seeking assistance identifying a man wanted in a Sexual Assault investigation.

On Saturday, July 22, 2017, officers responded to a call for a Sexual Assault in the Dundas Street East and Sherbourne Street area.

It is reported that:

- a 53-year-old woman was getting out of her vehicle on Sherbourne Street

- she noticed a man standing at the rear of her vehicle

- as she walked by him, he sexually assaulted her

- when the woman confronted the man, he threatened to sexually assault her again, then fled on foot

The man is described as 40s, heavy build, collar-length black curly hair, wearing a white T-shirt with a blue, pink, and yellow design on the front, red shorts, black sandals.

Security camera images of the man are released.

Homicides #24/2017 and #25/2017, Rinaldo Cole, 33, and Dwayne Campbell, 30

On Sunday, July 23, 2017, at 1 a.m., police responded to a shooting on Gennela Square.

It is reported that:

- during a birthday BBQ at a residential home, two men and a woman were shot

The woman was taken to hospital with life-threatening injuries. She has since been upgraded to serious, but stable, condition.

The two men were pronounced at the scene.

They have been identified as Rinaldo Cole, 33, and Dwayne Campbell, 30, both of Toronto.

Post-mortem examinations have been scheduled for Monday, July 24, 2017.

Investigators understand many attendees fled for their safety. Investigators are asking them to contact police. Investigators are also asking neighbourhood residents to check their yards for anything out of place, and their security camera videos.

Homicide #26/2017, Empringham Drive/McLevin Avenue area

On Sunday, July 23, 2017, at approximately 6:45 p.m., police responded to a call for a shooting.

It is reported that:

- a man was shot in the Empringham Drive/McLevin Avenue area

- a man, described as brown, mid-20s, with some facial hair, wearing a hooded sweatshirt, was seen speeding away on McLevin Avenue in a light-coloured four-door sedan

The man who was shot was pronounced at the scene.

Investigators have to notify next-of-kin before they are able to name the deceased.

Eni Dina, 27, was last seen on Saturday, July 23, 2017, at 9:30 p.m., in The Queensway/Parklawn Avenue area.

He is described as 6', medium build, brown hair, balding on top. He was wearing a blue-and-white striped shirt, black trackpants, black slippers. He may be driving a blue Audi with Ontario licence plate BYHE 299.

Police are concerned for his safety.
