Public Safety Alert, Internet transactions, How to protect yourself online

The Toronto Police Service would like to remind the public to be careful when buying or selling merchandise through online classified advertisements.

Safety tips to help you complete your transaction online:

- meet the person in a safe public space to complete the transaction

- tell a friend or family member that you are going to meet someone for a purchase or a sale

- if you can, bring a family member or friend with you

- review all emails and addresses to ensure they are not fake

- search the name of the person you're going to meet, or the name of the business, online to see if anyone has reported that person or business as fraudulent

- read the advertisement completely

- fake websites will have spelling errors and links that do not function, or bad grammar

- do not make the deal outside of the website the item is being sold on (some websites offer money-back guarantees)

- make sure you read the entire policy of the website before you buy or sell merchandise

- do not provide personal information to anyone over the internet

- do not send money to receive money

- do not wire money to an individual

- do not meet the person at your home

Man, 52, faces three charges in Child Pornography investigation

On Friday, June 9, 2017, members of the Toronto Police Service Sex Crimes Child Exploitation Section executed a search warrant in the Don Valley Parkway and Lawrence Avenue East area, in relation to a Child Pornography investigation.

It is alleged that:

- a man was accessing, making available, and possessing child sexual abuse images and videos

On Friday, June 30, 2017, Jean-Louis Gillet, 52, of Toronto, surrendered to police and was charged with:

1) Possession Child Pornography
2) Access Child Pornography
3) Make Available Child Pornography

He is scheduled to appear in court at 1000 Finch Avenue West on August 10, 2017, 9:30 a.m., room 301.

The Toronto Police Service requests assistance locating a missing boy.

Tyson Dupont, 13, was last seen on Sunday, July 2, 2017, in the Yonge Street and Dundas Street East area.

He is described as 5'9"-5'10", light complexion, approximately 160 lbs., with short brown hair. He was last seen wearing a black T-shirt, black jeans, black-and-white Air Jordan running shoes

Police are concerned for his safety.

On Tuesday, July 4, 2017, members of the Toronto Police Service Sex Crimes Child Exploitation Section executed a Criminal Code search warrant in the Bathurst Street and Finch Avenue West area.

It is alleged that:

- a man possessed, accessed and distributed child sexual abuse material.

Shahin Shokouh, 19, of Toronto, has been charged with:

1) Possession of Child Pornography
2) Access Child Pornography
3) Distribute Child Pornography

He appeared in court at 1000 Finch Ave West, on Tuesday, July 4, 2017, 2 p.m.

Man wanted in Fraud investigation, Varsity Road and Dundas Street West area, Falsely identifying himself as police officer

The Toronto Police Service requests assistance locating a man wanted in a Fraud investigation.

On Tuesday, July 4, 2017, at 1:26 p.m., officers responded to a call for a suspicious incident in the Varsity Road and Dundas Street West area.

It is reported that:

- an 87-year-old woman received a phone call from a woman who spoke in Polish

- the 87-year-old woman was advised that a relative had been injured and a police officer would come by to get money

- shortly afterwards, a man, identifying himself as a police officer, came to her house

- he was given a quantity of money

He is described as white, 20-25, tanned complexion, 5'6", short brown hair, thin build, wearing a black T-shirt and black cargo pants. He spoke in broken Polish.

Investigators wish to advise the community that police officers do not accept money from citizens.

Man, 73, charged with Sexual Assault, Finch Avenue and Yonge Street

The Toronto Police Service would like to make the public aware of an arrest in a Sexual Assault investigation.

On Tuesday, July 4, 2017 at 5:30 p.m., police received a call for a Sexual Assault near the intersection of Finch Avenue and Yonge Street.

It is alleged that:

- a man and a 22-year-old woman, unknown to each other, were travelling through Toronto and each stopped near the intersection

- the man sexually assaulted the woman

Shoaollah Safaei Khalajabadi, 73, of no fixed address, was arrested and charged with:

1) Sexual Assault

He appeared in court at 1000 Finch Avenue West on Wednesday, July 5, 2017, 10 a.m.

On Thursday, July 6, 2017, at 10:30 a.m., at 51 Division, 51 Parliament Street, four friends of missing person Andrew Kinsman, 49, will speak to the media to make appeals for information.

Investigators are treating Mr. Kinsman's disappearance as suspicious.

Mr. Kinsman's friends will be joined by investigators.

Salsa On St. Clair Festival, Saturday, July 8, 2017 and Sunday, July 9, 2017, Road closures

The 13th annual Salsa on St. Clair festival will take place on Saturday, July 8, 2017, and Sunday, July 9, 2017, on St. Clair Avenue West, between Winona Drive and Christie Street.

Approximately 100,000 people are expected to attend the festival.

The following road closures will take place from Saturday, July 8, 2017 at 8 a.m., until Sunday, July 9, 2017 at 11:59 p.m.:

- St. Clair Avenue West, from Winona Drive to Christie Street

TTC service adjustments:

Passage across St. Clair Avenue West will be accommodated by buses operating on detour via Davenport, one block south of St. Clair Avenue – between Bathurst Street and Oakwood Avenue during event hours.

Motorists can expect traffic delays in the area and are advised to consider alternate routes.
This event will take place regardless of weather conditions

Assistance sought with Sexual Assault Investigation, TTC subway train

The Toronto Police Service would like to make the public aware of a Sexual Assault investigation.

It is reported that:

- on Wednesday, June 28, 2017, at approximately 6:10 am, a woman was on a TTC subway train heading westbound

- a man boarded the same train at Royal York subway station, sat beside the woman, and sexually assaulted her

- the woman stood up and left the train once it arrived at Kipling subway station

- the man began to follow closely behind the woman as she left the subway station

- the woman quickened her pace and advised the man that she would call police

- the man stopped following and was last seen heading back into the subway station

He is described as brown, 30-40, 5'7", thin build, brown hair, brown eyes, last seen wearing black T-shirt, camouflage shorts, light-coloured socks, carrying a black backpack.

Man, 20, arrested in home invasion Robbery, Clearview Heights and Trethewey Drive area, Photographs released of two men outstanding

The Toronto Police Service would like to make the public aware of a west-end home invasion robbery. TPS Hold Up has identified three men. One has been arrested, two are currently outstanding.

On Friday, June 23, 2017, at 2 p.m., a 40-year-old man was home in his apartment in the Clearview Heights and Trethewey Drive area

It is alleged that:

- three men attended the building and were allowed entry to the apartment by the man, who recognized them

- one man produced a knife and another man produced a handgun

- the men made demands for the victim’s cash and jewellry

- during the robbery, the men talked about shooting the victim

- the man armed with the gun then shot the victim once in the abdomen

- the victim managed to escape and three men fled

The victim was treated in hospital for his wounds.

On Tuesday, July 4, 2017, police arrested Devyn Alexander, 20, of Toronto, on a warrant. He has been charged with:

1) Attempted Murder
2) Assault with a Weapon
3) Carry Concealed Weapon
4) Robbery with a Firearm
5) Unauthorized Possession of a Firearm
6) Possession of a Firearm Knowing its Possession is Unauthorized
7) Possession of a Loaded Firearm
8) two counts of Fail to Comply with Probation

He was scheduled to appear in court at 1000 Finch Avenue West on Wednesday, July 5, 2017, room 306.


Neston Jones, 21, and Clay Walters-Cambronee, 20, both of Toronto, are wanted on the following charges:

1) Attempted Murder
2) Assault with a Weapon
3) Carry Concealed Weapon
4) Robbery with a Firearm
5) Unauthorized Possession of a Firearm
6) Possession of a Firearm Knowing its Possession is Unauthorized
7) Possession of a Loaded Firearm

Pictures of both outstanding men have been released.

Fusion of Taste, Sunday, July 9, 2017, Road closures

The 11th Annual Fusion of Taste festival will take place on Sunday, July 9, 2017.

This year, the Festival takes place on Islington Avenue, between Albion Road and Wardlaw Crescent, between 12 p.m. and 10:30 p.m. The organizers anticipate more than 20,000 people will be in attendance at this year’s event.

On Sunday, July 9, 2017, road closures will be in effect from 6 a.m. until Monday, July 10, 2017, at approximately 1 a.m.

Islington Avenue will be closed: northbound and southbound lanes from Albion Road to Wardlaw Crescent

Motorists can expect delays in the area and should consider alternate methods of transportation.

The TTC will incur some service disruptions during this event. The Islington 37 bus will be on diversion using Albion, Kipling, and Finch.

Operation "BOOM," 45 charges laid

On Wednesday, June 28, 2017, and Thursday, June 29, 2017, Toronto Police Service Traffic Services Highway Truck Squad participated in a two-day province-wide tow truck blitz.

Inspections were conducted at multiple locations throughout Toronto. They focused on new legislation from the Ministry of Transportation (MTO) in relation to tow trucks which are now designated as commercial motor vehicles. This change in definition under the MTO requires towing operators to be bound by the rules and regulations under the Commercial Vehicles Operator Registry (CVOR).

Toronto Police Service collision reporting for all motorists, cyclists, and pedestrians

The Toronto Police Service would like to remind the public of how, where, and when, a collision must be reported.

A Collision Reporting Centre (CRC) is a facility which was created to help motorists, cyclists, and pedestrians report motor vehicle collisions in which they have been involved.

The Ministry of Transportation defines a collision as contact resulting from the motion of a motor vehicle or street car or its load that produces property damage, injury, or death.

Collisions which police will attend

• The collision involves a fatality
• A personal injury collision where a person is taken to hospital directly from the scene of the collision in an ambulance
• Any criminal activity involved in a collision (e.g., impaired driving, stolen vehicle, assault)
• Collisions involving a person who is uninsured or is a suspended driver (simply not having an insurance card does not necessarily mean the vehicle is not insured. These collisions can be referred to the CRC)
• Any collision involving a pedestrian, cyclist or person on a wheeled device which is reported immediately and at the scene of the collision
• Any collision involving damage to highway or public property
• Service vehicle involved collisions
• Collisions that are reported and/or have occurred between 11 p.m. and 6 a.m., where any vehicle is not drivable
• Collisions involving transportation of hazardous goods where the hazardous goods have been compromised

If the collision you are involved in does not meet the above criteria, but does meet the minimum requirements set out by the Ontario Highway Traffic Act to report the collision to police, you must report your collision at a CRC.

What are Collision Reporting Centres?

A Collision Reporting Centre (CRC) is a facility created to help motorists, cyclists and pedestrians report motor vehicle involved collisions. There are two Collision Reporting Centre locations in Toronto.

What is the law on reporting a collision under the Highway Traffic Act?

The Highway Traffic Act requires that all collisions where persons suffer any level of injury, or damage valued at more than $2,000 (combined) to vehicles or property, or damage to any highway property be reported to police forthwith.


Can I report a collision without bringing in my vehicle?

A report will not be taken at the CRC if the involved vehicle and driver are not present. Without exception, towed vehicles must go directly to a CRC before repairs are started.

Additionally any person who attends a CRC must ensure that they have the other involved driver(s) information. This is necessary to complete the collision report.


Do I have to exchange information when involved in a collision?

Under the Highway Traffic Act, any person involved in a collision must provide their personal identification (driver's licence), vehicle, and insurance information to the other person(s) involved in the collision.


Do police have to attend the scene of the collision to take the report?

Police will not attend the scene of minor collisions which do not meet the criteria as noted above; involved parties will be directed to attend a CRC where appropriate. The collision report will be taken at the CRC.

Is a cyclist-involved dooring incident a motor vehicle collision?

No.


What is dooring?

When a parked vehicle’s occupant opens a door into a cyclist's path and the cyclist collides with the open door. This type of incident does not meet the definition of a collision under the Ministry of Transportation guidelines.

A dooring incident, when reported to police, will result in an officer being dispatched, and a dooring incident report being taken.

The level of injury a person suffers in a dooring incident is not a deciding factor whether or not an officer will take the dooring incident report or attend the scene.

The fine upon conviction for a motor vehicle occupant committing a dooring-related offence is $300 plus a $60 victim fine surcharge and $5 court costs for a total of $365.

Traffic Services releases second quarterly recap, Latest statistics and trends

Toronto Police Traffic Services has released its second quarterly review. It contains complete traffic statistics, for the first six months of the year, that illustrate collision trends, road-safety campaigns, the oral-fluid screening device trial and important advice concerning recent trends with some tow-truck drivers.

Police request assistance with an Attempt Murder investigation, Parkwoods Village Drive and Gisburn Road

The Toronto Police Service would like to make the public aware of an Attempt Murder investigation.

On Thursday, July 6, 2017, at 4:05 p.m., police responded to a call for a shooting in the Parkwoods Village Drive and Gisburn Road area.

It is reported that:

- a vehicle pulled up beside a moving truck

- a person in the vehicle fired multiple times at the occupants of the moving truck

- the vehicle was last seen driving eastbound on Parkwoods Village Drive

The Toronto Police are appealing to any witnesses with any information to contact police.
