Toronto Police Service releases body-worn camera pilot project evaluation report

On September 15, 2016, the Toronto Police Service presented its evaluation report of the body-worn camera pilot project to the Toronto Police Services Board.

Since March 2016, when the cameras were taken out of service, members of the BWC Working Group have been reviewing all aspects of the pilot project.

That report showed 95% of the public and 85% of officers support the use of body-worn cameras. The review also showed that, while the technology used did not meet all of the Service's needs, body-worn cameras do provide the unbiased, independent account of police/community interactions, as expected.

The Service is recommending to the Board that it be given approval to go through a non-binding RFP process to solicit interest from technology-providers for Service-wide implementation of body-worn cameras.

Upon decision from the Board, the Service will continue to work with its working group partners, including the Information & Privacy Commission, the Ontario Human Rights Commission, the Ministry of the Attorney General and the Toronto Police Association, on issues of mutual interest, including a review of training and procedures.

On Friday, September 16, 2016, through to Sunday, September 18, 2016, the Ukrainian Festival and Parade will be held. As a result, the following road closures will take place from Friday, September 16, 2016, at 9:30 a.m., through to Sunday, September 18, 2016, 11:59 p.m.:

- Bloor Street West, from Jane Street to Runnymede Road

- Bloor Street West, from Jane Street to High Park Avenue on Saturday, September 17, from 11 a.m. until noon

TTC Bus routes will be affected in the area.

On Sunday, September 18, 2016, Open Streets Toronto will be held. As a result, the following road closures will take place from 8:30 a.m. to 3 p.m.:

- Bloor Street West, between Dufferin Street and Hampton Avenue
- Yonge Street, from Bloor Street to Queen Street

During the closure, traffic may cross Bloor Street at:

- Dufferin Street
- Ossington Avenue
- Grace Street/Christie Street
- Bathurst Street
- Spadina Avenue
- Avenue Road
- Bay Street
- Church Street
- Ted Rogers Way
- Sherbourne Street
- Parliament Street
- Broadview Avenue
- Hampton Avenue

During the closure, traffic may cross Yonge Street at:

- Wellesley Street

Missing man located, Queen Street West and Ossington Avenue area, Robert Bate, 38

Missing man, Rowena Drive/Victoria Park Avenue area, Terry Jeffery, 57

The Toronto Police Service is requesting the public's assistance locating a missing man.

Terry Jeffery, 57, was last seen on Thursday, September 15, 2016, at 3:20 p.m., in the Rowena Drive and Victoria Park Avenue area.

He is described as 6'2", 200-215 lbs., short black hair, with a black-and-grey goatee. He was last seen wearing a beige zip-up jacket, blue T-shirt, dark track pants and black Nike shoes.

Police are concerned for his safety.

Charles Olutu, 52, facing two charges in Fraud investigation, Police concerned there may be other victims

The Toronto Police Service would like to make the public aware of an arrest in a Fraud investigation.

It is alleged that:

- between November 2014 and February 2015, a 44-year-old woman was targeted with a fraudulent scheme

- the woman sent money to Japan

- a man worked in conjunction with persons overseas to receive and further launder the proceeds

- the man was found to be in possession of items used to create forged documents

On Wednesday, September 14, 2016, at 1:50 p.m., Charles Olutu, 52, also known as Dr. Love, of Vaughan, was arrested and charged with:

1) Laundering Proceeds of Crime
2) Possession of Instruments of Forgery

He appeared in court at 1000 Finch Avenue West on Thursday, September 15, 2016, 10 a.m., room 306.

Police are concerned there may be other victims.

As a result of the investigation investigators believe that charities across North America have been specifically targeted in recent weeks with counterfeit cheque schemes.

Marijuana dispensary search warrant executed, 1506 Dundas Street West, Two men facing drug-related charges

The Toronto Police Service would like to make the public aware of arrests in a Controlled Drugs and Substances Act investigation.

On Thursday, September 15, 2016, at approximately 3:25 p.m., officers from the 11 Division Major Crime Unit executed a search warrant at THC 416, at 1506 Dundas Street West.

Daniel DeBeer, 26, and Tom Van Nguyen, 31, both of Toronto, were arrested and jointly charged with:

1) Possession of a Schedule II Substance
2) Possession of a Schedule II Substance for the Purpose of Trafficking
3) Possession of Proceeds of Property Obtained by Crime

They are scheduled to appear in court at Old City Hall on Friday, September 16, 2016, 10 a.m., room 103.

The Toronto Police Service would like to make the public aware of an arrest in a Sexual Assault investigation.

On Friday, September 9, 2016, at 8:05 p.m., officers responded to a call for a Sexual Aassault in the Finch Avenue West and Dufferin Street area.

It is alleged that:

- a 61-year-old woman was waiting for the bus

- she was approached by a man

- the man sexually assaulted her, then walked away from the area

On Wednesday, September 14, 2016, Jordan Kochberg, 36, of Toronto, was arrested. He is charged with:

1) Sexual Assault

He appeared in court at 1000 Finch Avenue West on Thursday, September 15, 2016, 10 a.m., room 306.

Police are concerned there may be other victims.

He is wanted on the strength of a Warrant in the First Instance for:

1) Robbery
2) Robbery with violence

He is described as 6’0", 170 lbs. with black hair and brown eyes and a slight moustache.

Media advisory, Saturday, September 17, 2016, 4th Annual Amazing Race Toronto

On Saturday, September 17, 2016, the Toronto Police Service, in partnership with Pro-Action Cops and Kids, the City of Toronto, Toronto Community Housing, Toronto Youth Cabinet and East Metro Youth Services, is hosting the 4th annual “Amazing Race Toronto.”

Teams of 14, made up of two TPS neighbourhood officers, two community members and 10 youth (from 12-18), will be competing across the city in various challenges and puzzles. The event is to promote relationships between the youth of priority neighbourhoods and connect with community partners and TPS neighbourhood officers.

The race starts with two-time defending Champions “Running Rebels,” from 51 Division, trying to three-peat in the Mabelle community (Islington and Dundas) at 9 a.m. The race will conclude at Toronto Police Service Headquarters at approximately 4:30 p.m. Teams will be required to navigate the city via public transit, or by foot, while completing the challenges.

Toronto Police Service releases REOI for Approved Instrument and Approved Screening Device Maintenance as part of Transformational Task Force

On Monday, September 12, 2016, the Toronto Police Service released a Request for Expressions of Interest (REOI) for the outsourcing of some or all of the maintenance required for all of the Approved Instrument and Approved Screening Devices. These are used by the Service for the purpose of determining blood-alcohol concentrations in breath samples.

The objectives of the REOI are twofold: to determine if there is sufficient market interest in providing these services and to get a better understanding of the services available. This is not a solicitation for tenders or proposals. Pending the results of the REOI, the Service may start a competitive bidding process.

Interested parties are invited to go to MERX to review the REOI. Please note that all information must be obtained through the formal procurement process as outlined on MERX. Questions can only be directed to Purchasing Services at 416-808-7997.

The REOI is being done to support the recommendations listed in Chapter 4 of the Transformational Task Force Interim Report: Sustainability and Affordability. The Interim Report was released on June 17, 2016 and is aimed at developing a modernized police model with a focus on community safety by directing resources to where the public needs them most, embracing partnerships, and concentrating on the complex needs of our large city. On Wednesday, September 28, 2016, at the Toronto Police College, members of the Transformational Task Force, led by Inspector Shawna Coxon, will host a consultation session specifically for members of the academic community.

Those interested in attending are asked to review the Transformational Task Force Interim Report and come prepared to present a submission, focused on the report's principles, goals and 24 recommendations. Presentations are to be no more than 30 minutes.

Police request assistance identifying man wanted in Sexual Assault investigation, Yonge Street and Bloor Street subway station, Police concerned there may be other victims, Security camera images of man released

The Toronto Police Service requests the public's assistance identifying a man wanted in a Sexual Assault investigation.

On Friday, September 16, 2016, at 8:25 p.m., police responded to a call for a Sexual Assault at the Yonge Street and Bloor Street subway station.

It is reported that:

- a woman was walking up the stairs from the University line platform to the Bloor line platform

- a man walking down the same set of stairs sexually assaulted her

- a witness who saw what occurred confronted the man

- the man fled, and was able to disappear into a crowd of people exiting the subway cars

The man is described as white, approximately 25-35, 5’9 - 6’, with a medium build, and brown hair. He was wearing a red golf shirt, navy-blue shorts, and brown thong sandals.

Police are concerned there may be other victims.

Security camera images of the man have been released.

The Toronto Police Service is investigating a series of Sexual Assaults in the Yonge Street and Eglinton Avenue area.

It is reported that:

- a man frequents the area and watches for girls between 13 and 16

- he waits until the area is busy with pedestrian traffic

- he then approaches the girls and sexually assaults them

Police are requesting assistance identifying this man.

He is described as 5’7”, clean-shaven, medium build, with short brown hair. He was last seen wearing a pink dress shirt, dark trousers and black dress shoes.

A security camera image of the wanted man has been released.

Matthew Gladu, 27, was last seen on Sunday, September 18, 2016, at 3:30 p.m., in the Danforth Avenue and Woodbine Avenue area.

He described as 5'10", 130-135 lbs., thin build, wavy brown hair and brown eyes. He was last seen wearing grey-and-black shorts with a yellow logo on the leg or black track pants, a grey T-shirt, possibly with green hoodie over top, black baseball hat and a black backpack.

Personal injury collision #55/2016, Ossington Avenue and Geary Avenue

On Thursday, September 15, 2016, at 7:27 p.m., police responded to a call for a personal injury collision at Ossington Avenue at Geary Avenue.

It is reported that:

- a 19-year-old man was driving a 2000 Honda motorcycle, northbound on Ossington Avenue approaching Geary Avenue

- for reasons not yet determined, the rider was ejected from the motorcycle and slid into the southbound lanes

- as the man slid on the roadway, he came to rest at the front of a motor vehicle waiting to turn left to Acores Avenue

The 19-year-old man was taken to hospital with life-threatening injuries.

Police are seeking a witness who stopped after the collision. The driver is described as a man in his mid-20s, with light-brown skin and short hair. The vehicle sought is described as a black Hummer SUV. The driver of the Hummer spoke to a pedestrian witness immediately after the incident.
