Sexual Assault Alert, Dundas Street West/Manning Avenue area, Man wanted, Update, Man arrested

On Tuesday, September 6, 2016, the Toronto Police Service informed the public that police were trying to locate a man wanted in a Sexual Assault investigation.

It is alleged that:

- on Friday, September 2, 2016, at 12:30 a.m., a 25-year-old woman was in the Dundas Street West/Manning Avenue area

On Thursday, September 8, 2016, Orral Phinn, 47, of Toronto, was arrested. He is charged with:

1) Sexual assault causing bodily harm

He was scheduled to appear in court at Old City Hall on Thursday, September 8, 2016, 10 a.m.

The Toronto Police Service is requesting the public’s assistance locating a missing man.

Shahine Maghami, 27, was last seen on Monday, September 5, 2016, at 4 p.m., in the Birchmount Road and Finch Avenue East area.

He is described as 5’7”, 132 lbs., with a thin build, brown eyes, and short black hair.

Police are concerned for his safety.

Marijuana dispensary search warrant executed, Two men and two women face drug-related charges

The Toronto Police Service would like to make the public aware of four arrests in a Controlled Drugs & Substances Act investigation.

On Wednesday, September 7, 2016, at approximately 12:25 p.m., officers from 22 Division executed a Controlled Drugs and Substances Act (CDSA) search warrant at Better Living 222, 2791 Lake Shore Boulevard West.

Laura Mendez, 28; Jason Haist, 30; Emily Devlin, 22; and Stephen Norman, 34; all of Toronto, are each charged with:

1) Possession of a Schedule II Substance
2) Possession of a Schedule II Substance for the Purpose of Trafficking
3) Possession of Proceeds of Property Obtained by Crime

They are scheduled to appear in court at a future date.

Statement from Chief Mark Saunders on the passing of Chief William McCormack:

On behalf of the Toronto Police Service, I would like to send my sincere condolences to the family and friends of Chief William McCormack, who passed away earlier this afternoon at the age of 83.

Chief McCormack served as a proud member of what was then known as the Metropolitan Toronto Police Force for 35 years, including his tenure as Chief between 1989 and 1995.

During his time as Chief, he was responsible for implementing our Ceremonial Unit, a tradition that proudly lives on and is considered an honoured symbol of the Toronto Police Service.

During his retirement, he continued to be a proud ambassador for the Service by attending various events and showing his pride in policing.

I know there are many members serving today who fondly remember their time under Chief McCormack’s command.

I am one of them.

His legacy will live on, both in the community and within the Toronto Police Service, through his wife, Jean, and his children.

A visitation will be held on Sunday and a funeral will be held on Monday at St. Paul’s Basilica. Details will be available on our website. There is also a Book of Condolence available in our lobby here at Headquarters, for members of the Service or public who wish to express their thoughts to the family.


Statement from Toronto Police Services Board Chair Andy Pringle on the passing of Chief William McCormack:

On behalf of the Toronto Police Services Board, I would like to add my condolences to the list of family, friends and colleagues mourning the loss of Chief William McCormack.

I have tremendous respect for police officers and the dedication and commitment it takes to serve our city as Chief of Police is admirable.

While, during that time, I was not as involved in policing as I am right now, I know as a citizen of Toronto the work he did to keep our neighbourhoods safe.

I also know from speaking with his colleagues, here at the Service, he was respected by the men and women of the Toronto Police Service and that his legacy lives on, through his work and the work of his children.


The visitation will be held on Sunday, September 11, 2016, 2 p.m. to 4 p.m. and 6 p.m. to 9 p.m. at Jerrett Funeral Home, 8088 Yonge Street, Thornhill.

The funeral will take place on Monday, September 12, 2016, at 11 a.m., at St. Paul’s Basilica, 83 Power Street, Toronto.

A family-only interment will take place afterwards.

A book of condolence is available at Headquarters, as of today, until the day of the funeral.

Police request assistance with Break-and-Enter investigation, Curlew Drive and Lawrence Avenue East area

The Toronto Police Service is requesting the public’s assistance with a Break-and-Enter investigation in the Curlew Drive and Lawrence Avenue East area.

It is reported that:

- on Sunday, August 21, 2016, unknown suspects entered a commercial property in the area of Curlew Drive through a back fence

- the suspects gained access to the roof of the building and the interior of the building and removed a quantity of copper wire and copper pipe

It further reported that:

- between Thursday, September 1, 2016, and Tuesday, September 6, 2016, unknown suspects entered the same commercial property, again, and removed a quantity of copper wiring from the roof area

If anyone witnessed any suspicious activity in this area, they are asked to contact 33 Division Major Crime Unit at 416-808-3306.

Bang & Olufsen Yorkville Charity 5km and Canadian 5km Championship Run, Sunday, September 11, 2016, 8 a.m. to 12 p.m., Road closures

On Sunday, September 11, 2016, from 8 a.m. to 12 p.m., the Bang & Olufsen Yorkville Charity 5km and Canadian 5km Championship Run will take place.

Start at 9 a.m. at Davenport Road and Scollard Street

The race will follow:

- southbound Davenport Road: full southbound closure from Belmont Street to Bay Street
- southbound Bay Street: full southbound closure from Davenport Road to St.
Joseph Street
- southbound Bay Street: curb lane from St. Joseph Street to Dundas Street West
- westbound Dundas Street West: curb lane from Bay Street to University Avenue
- northbound University Avenue: curb lane from Dundas Street West to College Street
- northbound Queen’s Park Crescent curb lane from College Street to Wellesley Avenue
- northbound Queen’s Park Crescent: curb lane from Wellesley Avenue to Bloor Street West
- northbound Avenue Road: curb lane from Bloor Street West to Davenport Road
- eastbound Davenport Road: curb lane and bicycle lane Avenue Road to Belmont Street
- southbound Davenport Road: full southbound closure at Belmont Street

The race will end at Davenport Road south of new Street, at approximately 11:30 a.m.

Motorists can expect delays in the area and should consider alternate methods of transportation. The TTC will experience delays and be re-routed around the area. The race will take place regardless of weather conditions.

Arrests in ATM overlay Fraud investigation, Three people face 47 charges

In March 2016, officers from Toronto Police Service Financial Crimes became involved in an investigation of people installing overlay and recording equipment on ATMs.

It is alleged that:

- the men would attend various ATMs and install skimming equipment over the existing machine

- the men would then surreptitiously record victims as they entered their PINs on the keypads

- the men would then use this information to commit credit-card fraud

On Wednesday, September 7, 2016, the investigation concluded with the execution of search warrants and arrest of three people.

Valeri Gueorgiev, 55, of Toronto, was arrested and charged with:

1) Unauthorized Use of Credit Card
2) three counts of Attempt Fraud Under $5000
3) two counts of Unauthorized Use of Credit Card Data
4) Make Instruments to be used to commit forgery
5) Possess Instruments to be used to commit forgery
6) two counts of Possess Credit card obtained by Offence
7) Possession of Proceeds
8) two counts of Possession of a Schedule I Substance for the Purpose of Trafficking
9) three counts of Possession of a Schedule I Substance
10) four counts of Fail to Comply Recognizance

He appeared in court at Old City Hall on Thursday, September, 8, 2016, 10 a.m., room 101.

Phil Stavros, 29, of Toronto, was arrested and charged with:

1) two counts of Uttering Forged Document
2) two counts of Personation with Intent
3) Personation with Intent
4) two counts of Possess Instrument for Copying Credit Card Data
5) four counts of Unauthorized Use of Credit Card Data
6) four counts of Fraud Under $5000
7) Make Instruments used to Commit forgery
8) Possession of Proceeds of Crime

He appeared in court at Old City Hall on Thursday, September, 8, 2016, 10 a.m., room 101.

Svetloza Aleksiev, 35, of Toronto, was arrested and charged with:

1) four counts of Unauthorized Use of Credit Card Data
2) four counts of Fraud Under $5000
3) Possession of Instrument for Copying Credit Card
4) Possession of Proceeds Obtained by Crime

He is scheduled to appear in court at Old City Hall on Monday, October, 5, 2016, 1 p.m., room 114.

On Tuesday, September 6 2016, police were called with an allegation of a Sexual Assault at the MCI The Doctor’s Office at 200 Bay Street.

It is alleged that:

- a 48-year-old patient attended for a treatment

- the doctor sexually assaulted her during the treatment

On Thursday September 8, 2016, Dr. Khaled Hasan, 33, of Mississauga, was arrested. He has been charged with:

1) Sexual Assault

He is scheduled to appear in court at Old City Hall on Wednesday, October 19, 2016, 11 a.m., courtroom 111.

Police are concerned there may be other victims.

Cory Feferman, 29, of Fenwick; Joseph Nguyen, 25, of Woodbridge; and Paula Roopnarine, 25, of Mississauga; are each charged with:

1) Possession of a Schedule II Substance for the Purpose of Trafficking
2) Possession of Proceeds of Property Obtained by Crime

Joseph Nguyen is additionally charged with:

1) Trafficking Schedule II Substance

They are scheduled to appear in court at a future date.

Man, 40, charged with Assault on Parking Enforcement Officer, Forest Laneway and Doris Avenue area

The Toronto Police Service has arrested and charged a man for an Assault.

It is alleged that:

- on Thursday, September 8, 2016, at 12 a.m. a Toronto Police Service Parking Enforcement Officer was conducting his duties in the Forest Laneway and Doris Avenue area

- he was in the process of writing a ticket for a parked van, blocking a disabled ramp and partially blocking the fire route

- the van owner got into a verbal altercation and assaulted the Parking Enforcement Officer

Jeffrey Wingrowich, 40, of Toronto, was arrested and charged with:

1) Assault

He is scheduled to appear in court at 1000 Finch Avenue West on Thursday, October 20, 2016, courtroom 306.

The Toronto Police Service requests assistance identifying a suspect in a Fraud and Theft investigation.

It is reported that;

- on Friday July 8, 2016, a man, 43, was in the Spadina Avenue and King Street West area with a friend

- over the course of the evening, he got into a confrontation with a man and sustained minor injuries. He later found his credit card and $4,000 watch were missing

- the man used the victim’s credit card

Missing girl located, Jocelyn Neira, 11

Armed Robbery and Sexual Assault investigation, Sheppard Avenue East and Midland Avenue area, Two men, one boy, arrested, one man outstanding

Toronto Police Service Hold Up has charged two men and a boy in an investigation into an Armed Robbery and Sexual Assault at a health spa in the Sheppard Avenue East and Midland Avenue area.

It is alleged that;

- on Sunday September 4, 2016, at 9:30 p.m., four men disguised their identity and entered the spa

- one man was in possession of a handgun and demanded money from the lone woman, 54, who was in the spa

- she cooperated and turned over a quantity of money

- she was sexually assaulted at gunpoint by one man

- the spa was ransacked by the others, all of whom fled in a vehicle

It is further alleged that;

- on Wednesday, September 7, 2016, two men and a boy were arrested and the handgun was recovered

The investigation is ongoing in order to identify a fourth man

A boy, 17, of Toronto, was charged with:

1) Robbery while armed with a firearm
2) Sexual assault with a weapon
3) Disguise with intent
4) Forcible confinement
5) two counts of Fail to comply disposition YCJA

Khai McGowan Roberts, 18, of Toronto, was charged with;

1) Robbery while armed with a firearm
2) Sexual assault with a weapon
3) Disguise with intent
4) Forcible confinement
5) two counts of breach peace bond

Kevon Howard, 18, of Toronto, was charged with;

1) Robbery while armed with a firearm
2) Sexual assault with a weapon
3) Disguise with intent
4) Forcible confinement

They were scheduled to appear in court at 1911 Eglinton Avenue East, on Thursday, September 8, 2016.

The Young Person cannot be identified under the provisions of the Youth Criminal Justice Act.

Police seek assistance with Robbery investigation, College Street and Huron Street area, Secutiry camera video and image of suspect released

Police are requesting assistance with an investigation into a Robbery in the College Street and Huron Street area.

It is reported that:

- on Friday August 12, 2016, at 12:15 p.m., a man was following a man, 25, in the College Street and Huron Street area

- the man went up to the 25-year-old man and ripped his gold chain off his neck

- the 25-year-old man confronted the suspect and an altercation took place

- the 25-year-old man received minor injuries from the altercation and the suspect ran away with the chain

- the suspect was last seen running westbound on College Street, west of Spadina Avenue.

Four men charged in Conspiracy to Commit Murder investigation, Parliament Street and Winchester Street area

The Toronto Police Service would like to advise the community of four arrests in a Conspiracy to Commit Murder investigation.

On Thursday, September 8, 2016, the Toronto Police Service received information about a person with a gun in the Parliament Street and Winchester Street area.

It is alleged that:

- some time during late-summer 2016, one of the accused men hired the three co-accused men to locate, shoot, and kill a man for cash

- two of the accused men located the intended victim, produced a firearm, extorted him for cash, then made arrangements to extort him at a later date

- a loaded .22 calibre semi-automatic handgun was located and seized

- a fourth man later surrendered to police at 14 Division

Michel Spruyt, 49, of Toronto, has been charged with:

1) Conspiracy to Commit Murder


David Zeghouane, 22, of Toronto, has been charged with:

1) Conspiracy to Commit Murder
2) Extortion
3) two counts of Fail to Comply Probation


Tyri Ajai King-Joseph, 21, of Toronto, has been charged with:

1) Conspiracy to Commit Murder
2) Extortion
3) Use Firearm in the Commission of an indictable Offence
4) Careless use of a Firearm
5) Unauthorized Possession of a Firearm
6) Unauthorized Possession of a Restricted Weapon
7) Possession of a Firearm knowing its possession is Unauthorized
8) Unauthorized Possession of a restricted Firearm with Ammunition


Eric Gordon, 27, of Toronto, has been charged with:

1) Conspiracy to Commit Murder
2) Extortion
3) Use Firearm in the Commission of an indictable Offence
4) Careless use of a Firearm
5) Unauthorized Possession of a Firearm
6) Unauthorized Possession of a Restricted Weapon
7) Possession of a Firearm knowing its possession is Unauthorized
8) Unauthorized Possession of a firearm in a motor vehicle

They were scheduled to appear in court at Old City Hall on Saturday, September 10, 2016, 10 a.m., room 101.

Alexander Kalalang, 56, was last seen on Friday, September 9, 2016, at approximately 8:30 p.m., in the Oak Street and River Street area.

He is described as 5’6”, 150 lbs., thin build with short grey/black hair and a moustache.

He is new to Canada from the Philippines and may not be familiar with the city.

Police are concerned for his safety.
