It is alleged that:

- the suspect engaged in an argument with another person which escalated to an assault

Michelle Racine is described as white, 5’, 180 lbs., with brown hair and hazel eyes.

She is also wanted by the North Bay Police Service, Peel Regional Police and 51 Division.

Police request assistance in Personal Injury Collision investigation, 1420 Victoria Park Avenue

On Tuesday, March 5, 2012, at 9:28 p.m., police responded to a personal injury collision at 1420 Victoria Park Avenue.

It is alleged that:

- a 35-year-old man, along with two other men, were attempting to cross Victoria Park Avenue, mid-block, from the west side to the east side,

- the man was several steps behind the other two men,

- a 31-year-old man was driving a 2005 Ford Econoline 250 van northbound on Victoria Park Avenue in the curb lane,

- the pedestrian stepped in front of the van and was subsequently struck

He was taken to hospital with life-threatening injuries.

Sexual Assault Alert Police asking witnesses to come forward

The Toronto Police Service would like to make the public aware of a sexual assault that occurred on Tuesday, March 5, 2013, at approximately 3 p.m.

It is reported that:

- a 33-year-old woman was walking on Wellesley Street East, approaching Homewood Avenue

- a man grabbed the woman from behind and sexually assaulted her

- the man fled eastbound on Wellesley Street East

- the assault was witnessed by other pedestrians in the area

The man is described as possibly white with a dark complexion or brown with a light complexion, between 20 - 40, approximately 5'5", with a thin build and a very slight moustache. He wore a three-quarter-length dark green, bulky, nylon winter jacket with a hood, possibly fur-trimmed, and light grey pants.

Police are interested in speaking with anyone who witnessed the assault, especially the woman who approached the victim to check on her well-being.

The Toronto Police Service is seeking the public's assistance locating a missing man.

Patrick Dobbin, 43, was last seen on Saturday, March 2, 2013, in the Edgewood Avenue/Kingston Road area.

He is described as white, 5'6", 160 lbs., with blue eyes, short white hair, and a beard. He was wearing a blue jacket with orange sleeves and blue or white pants.

Police are concerned for his safety.

Public assistance sought in theft of memorial plaques investigation

The Toronto Police Service is seeking the public's assistance in a theft investigation reported to police by the True Patriot Love Foundation.

It is reported that between December 2012 and February 2013, two memorial plaques posted on the Highway 401 overpass at Victoria Park Avenue were stolen.

The plaques are brass and measure approximately 18" x 24" and are located at various points along the Highway of Heroes. They are a tribute to the efforts and sacrifices of members of the Canadian Armed Forces. The plaques have been posted through the efforts of volunteers and are supported by both private and corporate charitable donations. The stolen plaques displayed the logo for Enbridge.

Arrest made in Secret Shopper Scam, Woman faces 47 fraud-related charges

The Toronto Police would like to make the public aware of an arrest in a nationwide Secret Shopper Scam.

It is alleged that:

- the accused was involved in a sophisticated scam recruiting unsuspecting victims for gainful employment as a secret shopper

- once hired, the victims would be sent cheques to cash in their own account, with instructions to use a portion of the money to shop at various businesses, then grade the service received at those businesses

- one of the final instructions would be grading the service at a cheque cashing business and send a wire transfer involving a large percentage of the money received

- the victim would later learn the cheques initially deposited into their accounts, were fraudulent

- the cheques were drawn on the account of 'Oakwood Canada'

- the scam operated under the following known business names:

-Secret Shopper
-Global Business Modifications
-GBM Inc
-Stellar Business Solutions

On Wednesday, March 6, 2013, Shannon Green, 25, of Brampton, was arrested and charged with:

1. 19 counts of Counseling to commit an indictable offence
2. two counts of Fraud Over $5,000
3. three counts of Fraudulently use Credit Card Data
4. 22 counts of Uttering Forged Documents
5. Attempt Fraud under $5,000

She is scheduled to appear at College Park Courts on Wednesday, March 6, 2013, at 10 a.m., room 507.

The investigation is ongoing.

Public Safety Alert, Potential Sex Offender

The Toronto Police Service would like to make the public aware of a potential sex offender investigation.

It is reported that:

- on Wednesday, March 6, 2013, at approximately 8 a.m., an eight-year-old girl was walking to school in the Dundas Street East/Berkley Street area when a man approached her

- the man grabbed her by her arm and attempted to pull her towards him

- the girl pulled away from the man and was able to escape, running into her school where she reported the incident to school staff

- the man was last seen running westbound on Dundas Street East

The man is described as having a dark-black complexion, black, short straight hair, 30s, 6', with a skinny build and brown eyes. He was wearing grey business-style pants, business-style shoes, and a grey waist-length jacket. He had a gold ear ring in his left ear which had a small "m" on it and a scar under his left eye.

Public assistance sought in theft of memorial plaques investigation, Update, Memorial plaques recovered

The Toronto Police Service would like to thank the public and the media for their concern and assistance in relation to the loss of the Highway of Heroes memorial plaques. Media coverage resulted in a citizen familiar with the removal of the plaques calling the police with details of their removal.

An engineering firm responsible for bridge maintenance had the plaques temporarily removed. Unfortunately the removal was not brought to the attention of The True Patriot Love Foundation or the Corporate Security office of Enbridge.

The plaques are intact and it is anticipated that they will be returned to the foundation for a re-dedication.

The Toronto Police Service thanks everyone for their outpouring of concern and support for our Armed Forces, the Highway of Heroes and the True Patriot Love Foundation.

Public Safety Alert, Lost medication

The Toronto Police Service would like to make the public aware of a quantity of lost medication.

On Monday, March 4, 2013, at 4 p.m., a quantity of medication was lost in the
Birchmount Road/Danforth Road area.

The lost medication included a container of Effexor, a container of Diazepam, and a container of Hydromorphone.

The pills could be harmful and/or fatal if ingested, especially to children.

On Thursday, March 7, 2013, at 1:30 p.m., in the Mortimer lobby of the Toronto East General Hospital, the Toronto Police Service, in partnership with the hospital, will launch the newest Mobile Crisis Intervention Teams in 54 Division/55 Division.

Rob Devitt, TEGH President and CEO and TPS Deputy Chief Michael Federico, along with MCIT officers and nurses, community members and hospital staff, will be present to help launch this newest MCIT partnership.

Police response to people who are experiencing an emotional crisis and/or are emotionally disturbed has been enhanced by the partnership with Toronto East General Hospital and the establishment of a new Mobile Crisis Intervention Team that will support the neighbourhoods served by 54/55 Divisions.

The new team reflects the strong partnership between the Toronto Police Service and the Toronto East General Hospital, and their commitment to improve the health and safety of our community. This team will enable quick, sensitive, and effective support that will help reduce the time that emotionally disturbed people wait for community or health-care support. It will allow first-response police officers to return to neighbourhood patrol and responding to calls for service sooner.

Public assistance sought in stabbing investigation, Kennedy Road/Lawrence Avenue East

The Toronto Police Service is seeking the public's assistance identifying a man wanted in a stabbing investigation.

On Wednesday, March 6, 2013, at 7:20 p.m., police were called to a stabbing in the Kennedy Road/Lawrence Avenue East area.

It is reported that:

- a 29-year-old man was driving in the area when he observed what appeared to be three men fighting

- the man stopped to assist but was stabbed by one of the men fighting

- the three men then fled

The man was taken to hospital with non-life-threatening injuries.

The suspect is described as brown, 5'8"-5'10", with a ponytail, scruffy and unshaven. He was wearing a Pittsburgh Steelers hat, black track pants, and a beige jacket.

He is considered armed and dangerous.

Arrest made in child pornography investigation, Blaine Gervais, 48, faces five charges

The Toronto Police Service would like to make the public aware of an arrest made following a child pornography investigation.

On Monday, March 4, 2013, Toronto Police Sex Crimes Unit - Child Exploitation Section, arrested Blaine Gervais, 48, of Toronto.

He is charged with:

1) two counts of Possession of child pornography

2) Accessing child pornography

3) Make child pornography

4) Voyeurism - expectation of privacy

He was scheduled to appear in court at College Park Courts on Tuesday, March 5, 2013, at 10 a.m., in room 501.

Following his arrest, a search warrant was executed at his home in the Church Street/Adelaide Street East area.

It is alleged that child pornographic material was seized.

On Wednesday, March 6, 2013, at 8:04 a.m., police responded to a See Ambulance radio call at 4 Arbor Dell Road.

Police arrived and located a man suffering from obvious injuries.

The man was pronounced dead at the scene.

The 49-year-old man's identity will not be released at this time pending notification of next of kin.

A 39-year-old man and a 50-year-old woman have been arrested. They are each charged with:

1) Second Degree murder

They are scheduled to appear in court at 2201 Finch Avenue West, on Thursday, March 7, 2013, at 10 a.m.

Their identities will not be released at this time pending notification of the deceased's next of kin.

A post-mortem examination is scheduled for Thursday, March 7, 2013.

It is reported that:

- on Wednesday, March 6, 2013, an 18-year-old woman was walking down the stairs to the westbound platform at the Yonge/Bloor subway station

- a man grabbed the woman from behind and sexually assaulted her

- the man then followed the woman on the train to Bathurst Station and exposed himself

He is described as white, in his late 20s to early 30s, approximately 5'6", with a medium-to-large build, scruffy beard with a round face, and short reddish hair with curls or waves. He was wearing a waist-length, dark winter jacket, grey jogging pants with elastics around the legs, and a red-and-orange backpack.

Newest Mobile Crisis Intervention Team partnership with 54/55 Divisions and Toronto East General Hospital

Mobile Crisis Intervention Teams (MCIT) are collaborative partnerships between participating hospitals, the Toronto Police Service and the Toronto Central Local Health Integration Network. The program partners a mental-health nurse and a specially trained police officer to respond to 9-1-1 emergency and police dispatch calls involving individuals experiencing a mental health crisis. The team will assess needs and connect the person in crisis with appropriate services.

If you are experiencing a mental health crisis and require emergency assistance, visit your local emergency department or call 9-1-1.

What are MCITs?

MCIT stands for a Mobile Crisis Intervention Team. Each team consists of a specially trained police officer and a mental-health nurse. The program operates in twelve Divisions across Toronto.

The MCIT's mandate is to:

- enhance the quality of service delivered to people experiencing a mental health crisis

- provide a secondary response to incoming calls for service, follow-up, and referrals involving emotionally disturbed people in their own environment

- remove the individual from serious harm to themselves or others

- make an immediate on-site clinical assessment of the person in crisis

- arrange appropriate mental health treatment through referral to an appropriate agency or apprehension under the Mental Health Act

Can I call an MCIT?

No, you cannot call an MCIT directly. If you or someone around you is experiencing a mental health crisis, call 9-1-1.

What do the MCITs do?

They are a seven-day-a-week service that supports people experiencing a mental-health crisis in the community. When an MCIT attends a call, they will:

- assess the person in crisis
- connect the person to appropriate follow-up services

What types of calls do the MCITs attend?

MCITs attend in response to a call from a Priority Response Unit involving a mental-health crisis including thoughts of suicide or self-harm, distorted or psychotic thinking, anxiety, overwhelming depression, and those who may be suffering from a temporary breakdown of coping skills.

What types of calls do the MCITs not attend?

- individuals who are intoxicated on drugs or alcohol
- violent individuals or people with weapons
- overdoses

What does “second responder” mean? Why are MCITs second responders?

A second responder means that an MCIT will go to a call along with the Primary Response Unit (the “regular” police). The Primary Response Unit makes sure that the client in crisis, and those around them, are safe.

Are MCITs accessible 24/7?

The teams operate seven days a week and, depending on the team, will work as early as 11 a.m. and as late as 9 p.m. The hours are based on the times where the police receive the highest number of calls related to people experiencing a mental health or emotional crisis. The TPS is available 24/7 to attend 9-1-1 calls involving an emotional crisis.

Do MCITs use police cars?

Yes, MCITs use police cars.

Do the teams use handcuffs?

An MCIT consists of a nurse and a police officer. The job of the police officer is to make sure a person experiencing a mental health crisis, and those around them, are safe. In some cases, this might require that an individual is handcuffed. The MCIT police officer must fulfill his or her police responsibilities and follow TPS principles.

If arrested under the Mental Health Act, where will the person be taken?

Where there are sufficient grounds to arrest a person under the MHA, they will be taken to the nearest psychiatric facility, which is most often the nearest hospital emergency room.

12/13/31 Divisions are partnered with Humber River Regional Hospital
41/42/43 Divisions are partnered with The Scarborough Hospital
51/52 Divisions are partnered with St. Michael's Hospital
54/55 Divisions are partnered with Toronto East General Hospital.

Homicide #11/2013, Kamanlall Singh, 49

On Wednesday, March 6, 2013, at 8:04 a.m., police responded to a See Ambulance radio call at 4 Arbor Dell Road.

The victim has been identified as Kamanlall Singh, 49, of Toronto.

Eustache Economou, 39, and Helena Margaret Gonsalves, 50, both of Toronto, have each been charged with Second Degree Murder.

Both accused have appeared in court.

The Toronto Police Service will be celebrating International Women’s Day on Friday, March 8, 2013, at 11 a.m., in the lobby of police headquarters, 40 College Street.

International Women’s Day has become a global day of recognition to celebrate the collective power of women past, present and future. It is celebrated annually across the world on March 8, and has become an important opportunity to address the social, economic and political barriers women still face today. It has also become an event which inspires women to celebrate their achievements.

This year’s theme is “The Gender Agenda: Gaining Momentum.” The event will feature keynote addresses from community leaders and will recognize women whose leadership and contribution to the community have helped improve the lives of others.

Light refreshments will be served in the Grenville Lobby immediately following the ceremony.

Fooroogh Shirazi, 83, was last seen on Thursday, March 7, 2013, at 2:30 p.m., in the Sexton Crescent/Lebos Road area.

She is described as 5'6", 125-135 lbs, with curly brown hair. She walks with a cane. She was last seen wearing a long dark-grey winter coat with a hood, black dress pants and glasses.

Police are concerned for her safety.
