Update to "Steer It Clear It," Beginning Tuesday, March 29, 2016

$
0
0
In 2015, there were a total of 63,850 collisions reported to the Toronto Police Service, of which 44,063 were property damage (fender bender) collisions. Since 2013, collision rates have increased by approximately 5% year-over-year. The practice of sending police officers to the scene of these minor collisions, under the current policing model, was unsustainable and was a major factor in the changes listed below.

Many of these collisions resulted in police attending the scene and completing reports which were required under the Highway Traffic Act (HTA). Many of these collisions could have been sent to the Collision Reporting Centres (CRC) to have the necessary reports completed. Drivers waiting for police to attend for minor collisions on city roads results in delays for other commuters and businesses and, in some cases, additional collisions.

The Toronto Police Service's Traffic Services undertook an analysis of the current collision investigation model and identified changes which needed to be made, as well as leveraged technology to better assist the public in reporting these types of incidents.

Beginning on Tuesday, March 29, 2016, the Toronto Police Service will no longer dispatch a police officer to investigate a property damage collision or minor personal injury collision where the injured person is not immediately taken to a hospital.

Collisions involving the following criteria will continue to be investigated at the scene of the collision

• Personal injury collisions where the victim is taken to hospital immediately following the collision
• Involves criminality
• Involves consumption of alcohol or drug by involved drivers
• Involves a suspended or unlicenced driver
• Involves a motor vehicle found to not have a valid insurance policy in effect
• Collisions involving damage to private, municipal or highway property
• Collisions involving dangerous goods where the dangerous goods have been compromised
• Collisions that occur/reported between 11 p.m. and 6 a.m.
• Collisions involving pedestrians, cyclists and wheeled devices
• Any collision referred to the Collision Reporting Centre where the injured driver requires hospitalization prior to the completion of the CRC investigation

Some of the advantages of these changes are:

• Reallocation of specially trained collision investigators to more serious collisions
• A 20% reduction in the number of secondary collisions at, or near, the collision scene
• A reduction in delays commuters face as a result of these collisions
• Improved customer service for people reporting collisions at the CRCs
