Media advisory, Reminder to media regarding Toronto Police Service Tribunal

In an effort to clarify the rules, the Toronto Police Service is asking the media to remind its staff that filming any person, where there are reasonable grounds to believe that person is attending the Tribunal at headquarters, is forbidden in any part of headquarters.

Section 83(16) of the Police Services Act states the relevant sections of the Courts of Justice Act apply to a Tribunal. As a result, the following specific rules have been posted:

136. (1) Subject to subsections (2) and (3), no person shall:

(a) take or attempt to take a photograph, motion picture, audio recording or other record capable of producing visual or aural representations by electronic means or otherwise,

(i) at a court hearing,

(ii) of any person entering or leaving the room in which a court hearing is to be or has been convened, or

(iii) of any person in the building in which a court hearing is to be or has been convened where there is reasonable ground for believing that the person is there for the purpose of attending or leaving the hearing;

(b) publish, broadcast, reproduce or otherwise disseminate a photograph, motion picture, audio recording or record taken in contravention of clause (a); or

(c) broadcast or reproduce an audio recording made as described in clause (2) (b). R.S.O. 1990, c. C.43, s. 136 (1).

Exceptions

(2) Nothing in subsection (1),

(a) prohibits a person from unobtrusively making handwritten notes or sketches at a court hearing; or

(b) prohibits a lawyer, a party acting in person or a journalist from unobtrusively making an audio recording at a court hearing, in the manner that has been approved by the judge, for the sole purpose of supplementing or replacing handwritten notes. R.S.O. 1990, c. C.43, s. 136 (2); 1996, c. 25, s. 1 (22).

Person of Interest for questioning regarding Attempted Child Abduction, High Park area

The Toronto Police Service is requesting the public’s assistance locating a woman who is a Person of Interest in an Attempted Child Abduction investigation.

It is reported that:

- on Saturday, March 12, 2016, in the early afternoon, in the High Park area, near the Castle Playground, a woman was involved in a altercation with a parent and child

She is described as white, 30, 5'7", 120 lbs., slim build, brown shoulder-length hair, with a prominent nose. She was seen wearing dark designer jeans and a dark jacket.

The Toronto Police Service is appealing to anyone who was in this area, around this time, to contact police with any information they may think is relevant.

Missing man, Quantrell Trail area, Romeo Lynch, 59

The Toronto Police Service is seeking assistance locating a missing man.

Romeo Lynch, 59, was last seen on Monday, March 14, 2016, at approximately 11:30 a.m., in the Quantrell Trail area.

He is described as black, 6'1", 175 lbs., black hair and brown eyes. He was last seen wearing a black hoodie and dark, corduroy, skinny pants.

Police are concerned for his safety.

1) Possession of a Weapon
2) Fail to Comply Probation
3) Fail to Attend Court

She was scheduled to appear in court at College Park on Tuesday, March 15, 2016, room 507.

Attempt Murder, 2700 Kipling Avenue

On Monday, March 14, 2016, at 4:30 p.m., the Toronto Police Service received a radio call for a stabbing at 2700 Kipling Avenue.

It is reported that:

- a 50-year-old man attacked a 34-year-old woman inside the Toronto Dominion Bank

- the man was armed with a large knife, and he stabbed the woman multiple times

- the man fled

- the woman was taken to hospital with life-threatening injuries

On Monday, March 14, 2016, at 8:22 p.m, police responded to a medical complaint in the Albion Road and Martingrove Road area.

It is reported that:

- the 50-year-old man was located

- he was taken to hospital where he succumbed to his injuries

There are no suspects outstanding at this time.

Man faces five charges following incident at Joseph Shepard Building, 4900 Yonge Street, Ayanle Hassan Ali, 27, Updated charges

On Monday, March 14, 2016, at 2:45 p.m., police were called to 4900 Yonge Street for a man with a large knife who was threatening people.

Investigative developments and Crown consultation have led to additional charges. The following is a comprehensive list of the charges against Ayanle Hassan Ali, 27:

1) three counts of Attempt Murder
2) two counts of Aggravated Assault
3) three counts of Assault with a Weapon
4) Weapons Dangerous

It is reported that;

- on Monday, March 14, 2016, at approximately 11:55 p.m., a man shot another man on Thorncliffe Park Drive

- the suspect fled the scene in an unknown direction

Missing man, Keele Street and Wilson Avenue area, Marcelo Vasco, 48

The Toronto Police Service is requesting the public’s assistance locating a missing man.

Marcelo Vasco, 48, was last seen on Tuesday, March 15, 2016, in the Keele Street and Wilson Avenue area.

He is described as 5’6", with a medium build and a goatee. He has short black hair and was last seen wearing dark clothing. He walks with a cane and carries a tan satchel bag.

Police are concerned for his safety.

Man, 46, charged in dog attack, Centennial Park

The Toronto Police Service would like to thank the public for their assistance with an investigation into four dogs attacking and killing a single dog.

On Wednesday, March 9, 2016, at 11:51 a.m., officers responded to a call for animal complaint at Centennial Park.

It is alleged that:

- an 81-year-old man was walking his dog, "Dacky," a 15-pound Dachshund, in the park

- another man was walking his four large dogs off leash

- the four dogs attacked the Dachshund

- the Dachshund succumbed to its injuries

- the man then retrieved his four large dogs and walked off

On Tuesday, March 15, 2016, at 12:40 p.m., Kiriakos (Kirk) Nendos, 46, of Toronto, was arrested. He is charged with:

1) Mischief - Interfere with Lawful Enjoyment of Property

He appeared in court at 2201 Finch Avenue West on Tuesday, March 15, 2016, 2 p.m.

Toronto Animal Services officers, with the assistance of Toronto Police, executed a warrant and seized five dogs.

Police seek to identify men wanted in unsolved Sexual Assault investigations, Four composite sketches released

Toronto Police Service Sex Crimes has been working on four separate cases since summer 2015. These cases, while not connected, remain unsolved and investigators are asking anyone with information to come forward.

The four cases are as follows:

1. It is reported that, on Tuesday, July 28, 2015, at approximately 1 a.m., a 23-year-old woman was walking in the Dufferin Street/Rogers Road area when she was sexually assaulted by a man.

A composite sketch of the man was released on August 13, 2015. It is being re-issued as part of this update.


2. It is reported that, on Sunday, September 20, 2015, at approximately 12:30 a.m., a 24-year-old woman was walking in the Shoreham Drive/Jane Street area when she was sexually assaulted by three men.

A composite sketch of one of the men is now being released.


3. It is reported that, on Monday, September 28, 2015, at approximately 9 p.m., a 15-year-old girl was in the common area of an apartment building in the Eglinton Avenue West/Scarlett Road area when she was sexually assaulted by a man.

A composite sketch was released on October 1, 2015. It is being re-issued as part of this update.


4. It is reported that, on Friday, July 3, 2015, between 2 a.m. and 4 a.m., a 21-year-old woman was walking in the Bloor Street and Ossington Avenue area when she was forced into a man's car, taken to an undisclosed location, and sexually assaulted.

A composite sketch was released on July 10, 2015. It is being re-issued as part of this update.

Wanted: Suleiman Abdi Ahmed, 32 Second-Degree Murder, YouTube video appeal

Homicide Detective Sergeant Stacy Gallant is appealing to the public to help find Suleiman Abdi Ahmed, wanted in connection with the murder of Mahad Tahlil in September 2002. Ahmed was 18 at the time of the murder and is now 32 years old.

Investigators are prepared to lay a Second-Degree Murder charge once Ahmed is located. Anyone who sees Ahmed should not approach him. Call 9-1-1 immediately.

Homicide investigators would like the public to share the video in their social networks, especially in the Etobicoke area where the murder occurred as well as the Somali community.

Homicide Cold Case investigators will continue to release YouTube video appeals to ask the public for help solving unsolved murder cases and finding those wanted for murder.

Man wanted in Assault investigation, Jane Street and Lawrence Avenue West area, Sheldon Cedric Higgins, 33

The Toronto Police Service is requesting assistance locating a man wanted on the strength of a warrant for Assault.

On Wednesday, March 9, 2016, at 10 a.m., the Toronto Police Service received a call for an assault in the Jane Street and Lawrence Avenue West area.

It is alleged that:

- Sheldon Cedric Higgins, 33, of Toronto, became involved in a physical altercation with a woman

- during the altercation, Higgins punched and kicked the woman

- the woman suffered severe facial injuries

He is described as 5'8", 150 lbs., medium build.

He is considered violent and dangerous. If you see him, do not approach. Call 9-1-1 immediately.

Man arrested in Sexual Assault investigation, Dwayne Brown, 37, faces nine charges, Police believe there may be other victims, Man's photograph released

The Toronto Police Service is requesting the public’s assistance with an ongoing Sexual Assault investigation.

It is alleged that:

- on Thursday, March 10, 2016, at 7 p.m., a man was walking northbound on University Avenue, between Front Street West and Queen Street West.

- as the man walked northbound, he approached several women and sexually assaulted them

On Thursday, March 10, 2016, at 7:15 p.m., Dwayne Brown, 37, of Toronto, was arrested. He was charged with:

1) eight counts of Sexual Assault
2) Assault

He appeared in court at Old City Hall on Friday March 11, 2016, 10 a.m., room 101.

Police believe there may be other victims.

He is described as 6', 30, heavy build, some facial hair, short black afro, black leather jacket, sweater around waist, blue jeans and glasses.

His photograph has been released.

Man arrested in Robbery investigation, Faces six charges, Roncesvalles Avenue and Fern Avenue area

On Thursday, March 10, 2016, at 10:40 p.m., the Toronto Police Service received a call for a robbery at a bank ATM in the Roncesvalles Avenue and Fern Avenue area.

It is alleged that:

- a man entered the bank ATM vestibule, after bank business hours, armed with a knife and a bottle of aerosol repellent

- the man disguised his face to conceal his identity

- a woman, 43, using the ATM, was attacked by the man

- during the robbery, the man’s disguise was removed from his face and he fled

On Sunday, March 13, 2016 , at 11:55 a.m., Clint Rondeau, 37, of Toronto, was arrested, then charged with:

1) Robbery with an offensive weapon
2) Assault with a weapon
3) Administer noxious thing with intent
4) Possession of a weapon
5) Aggravated assault
6) Disguise with intent

He was scheduled to appear in court at Old City Hall on Wednesday, March 16, 2016, 10 a.m., room 101.

Person of Interest for questioning regarding Attempted Child Abduction, High Park area, Update, Investigation resolved

The Toronto Police Service would like to thank the public for their assistance locating a woman who was a Person of Interest in an Attempted Child Abduction investigation.

See previous release.

It has been determined, following an investigation, that there was no child abduction, there was a misunderstanding and this investigation is now resolved.

Police suggest parents remain vigilant with their children in public settings and encourage the public to continue to co-operate with the police, as they have clearly done in this situation.
