Two men face 231 charges in large-scale auto parts theft investigation

The Toronto Police Service would like to inform the public of two arrests in an ongoing auto parts theft investigation.

Over the past four months officers from the 31 Division Major Crime Unit, 22 Division Major Crime Unit, and several other units from across the Toronto Police Service, conducted an extensive investigation in response to the theft of exhaust systems, known as catalytic converters, from large trucks at various locations throughout the city.

It is alleged that:

- two men attended the Toronto area on numerous occasions, over the past several months, and removed exhaust systems from numerous vehicles

- the value of the stolen property is in excess of $1,500,000.

On Monday, May 25, 2015, arrest warrants were executed by the Terrebonne Police Service in Quebec. Carl Savoie, 34, of Terrebonne, was arrested. On Saturday, May 30, 2015, Christian Ducas, 34, of Riviere-Bleue, Quebec, was arrested.

On Thursday, June 4, 2015, the TPS took custody of the two men.

Christian Ducas is charged with:

1) nine counts of Break-and-Enter Commit Place other than Dwelling
2) 67 counts of Theft Exceeding $5,000
3) Theft Of A Motor Vehicle

Carl Savoie is charged with:

1) nine counts of Break-and-Enter Commit Place Other Than Dwelling
2) 67 counts Theft Exceeding $5,000
3) Theft Of A Motor Vehicle
4) 60 counts of Fail To Comply With Probation
5) 17 counts Fail To Comply With Condition Of Judicial Release

Both men appeared in court at 1000 Finch Avenue West on Friday, June 5, 2015, 10 a.m.

Missing boy, Tyler Cadougan, 8

The Toronto Police Service is requesting the public's assistance locating a missing boy.

Tyler Cadougan, 8, was last seen on Tuesday, June 9, 2015, at approximately 7:50 a.m., in the Finch Avenue West and Islington Avenue area.

He is described as black, 5'0", with a heavy build. He was last seen wearing track pants, black runners, white Polo shirt and a white hoodie sweater.

Police are concerned for his safety.

The Toronto Police Service is requesting the public's assistance locating a missing man.

George Boutsalis, 35, was last seen on Sunday, June 7, 2015, at 4 p.m. in the Cosburn Avenue and Greenwood Avenue area.

He is described as 5'8" - 5'9", approximately 170 lbs., with short grey hair, balding at the front. He was last seen wearing light-blue jeans, a white T-shirt and running shoes. He was riding a black-and-white mountain bike.

Police are concerned for his safety.

Nikol Oirik, 16, was last seen on Friday, May 29, 2015, in Lindsay, Ontario. It is believed she may be in the Scarborough area.

She is described as 5'0", 124 lbs., blue eyes and has reddish-brown hair.

Police are concerned for her safety.

Wednesday, June 10, 2015, Honda Indy Road Closures

The Toronto Honda Indy will be held from Friday, June 12, 2015, to Sunday, June 14, 2015. As a result, the following road closures will take place, starting Wednesday, June 10, 2015:

- noon, southbound Strachan Avenue, from Fleet Street to Lake Shore Boulevard West
- 8 p.m., Lake Shore Boulevard West from Strachan Avenue to British Columbia Drive

The closures will remain until Sunday, June 14, 2015, at 11 p.m.

Due to the extensive road closures, motorists can expect significant delays in the area. It is strongly recommended that drivers plan alternate routes to get around the area. Anyone attending the Honda Indy is encouraged to take public transit. Both the TTC and Go Transit will be increasing service to Exhibition Place.

On Tuesday, June 9, 2015, at 7 a.m. Operation Shield will begin at Fairview Mall – parking lot, northwest corner, 1800 Sheppard Ave East.

Operation Shield represents a joint education and enforcement traffic safety initiative in partnership with:

- Toronto Police Service: Traffic Services (TSV), and 33 Division
- Ontario Provincial Police (OPP): Highway Safety Division (HSD), Toronto, Aurora, Burlington and Port Credit Detachments

This initiative will be a two-day public awareness and enforcement initiative focusing on drivers in the Toronto area who engage in the "Big 4" leading causes of death and injury on Provincial and Municipal Highways:

- Aggressive Driving
- Distracted Driving
- Impaired Driving
- Unrestrained occupants in Motor Vehicles

Approximately 30 officers will participate in this event to ensure the highest level of police visibility, in particular during peak commuter periods along both directions of Highway 404, from 16th Avenue in Markham (Regional Municipality of York) to the Don Valley Parkway at Bayview Avenue/Bloor Street East ramp (in the City of Toronto).

Officers will also focus their enforcement and education efforts on driver compliance in the use of High Occupancy Vehicle lanes where present.

Costanzo Spedaliere, 65, was last seen at 1 p.m. on Tuesday, June 9, 2015, in the University Avenue and Gerrard Street West area.

He is described as 5'8", 175 lbs., medium build, with grey wavy hair, a grey full beard and brown eyes. He was wearing silver glasses, a New England Patriots baseball cap, blue jeans, grey sweater, blue shoes, and he walks at a slow pace.

Police are very concerned for his safety.

Scotiabank Rat Race, Thursday, June 11, 2015, 6:30 p.m., Road restrictions

On Thursday, June 11, 2015, the annual Scotiabank Rat Race will take place.

Participants will assemble at Nathan Philips Square starting at 6 p.m. The race will begin at 7 p.m. and follow this route:

Formation Area: Nathan Philips Square
- University Avenue, south of Armoury Street
- Northbound University Avenue, curb lane and adjacent, to College Street
- Northbound Queen’s Park, curb lane and adjacent, to Wellesley Street
- Northbound Queen’s Park Crescent East, curb lane, to Bloor Street
- Eastbound Bloor Street, curb lane, to Bay Street
- Southbound Bay Street, curb lane, to Queen Street West
- Westbound Queen Street West, curb lane, to University Avenue
- Northbound University Avenue, curb lane and adjacent, to south of Armoury Street
Dispersal Area: Nathan Philips Square at approximately 8:30 p.m.

Motorist can expect delays in the area and should consider alternate methods of transportation.

The event will proceed regardless of weather conditions.

Personal injury collision #23/2015 Lansdowne Avenue at Paton Road, Witnesses sought

On Monday, June 8, 2015, at approximately 7:15 p.m., police responded to a call for a personal injury collision at Lansdowne Avenue at Paton Road.

It is reported that:

− a 53-year-old man was riding an e-bike, northbound on Lansdowne Avenue, approaching Paton Road

− a 44-year-old man was driving a Mazda 3, eastbound on Paton Road, attempting to cross Lansdowne Avenue from the west side to the east side

− the vehicle struck the rider

The man received life-threatening injuries and was taken to hospital.

Police are seeking two vehicles which were at the intersection of Lansdowne Avenue at Paton Road at the time of the collision. Those vehicles are described as a black truck in the passing lane, and a grey vehicle in the curb lane.

He is described as 5’10", 230 lbs., with hazel eyes and shaggy, dirty-blonde hair. He was wearing blue jeans, a black T-shirt with a "Heavy Metal" logo on the front and black Nike high-tops.

Public assistance sought identifying man wanted for Theft from blind woman, Security camera footage released

The Toronto Police Service is requesting the public's assistance identifying a man wanted in a Theft Under investigation.

It is reported that:

- on Saturday, May 23, 2015, at approximately 8:30 p.m., a woman was eating at a restaurant in the Bloor Street West/Bathurst Street area

- a man sat down at the table next to the woman, stole the woman's bag, then fled

The theft went unnoticed as the woman is blind.

The man is described as black, 6’, heavyset, late-30s-to-mid-40s, with shaved or very short hair. He was wearing dark-coloured pants, a dark-coloured jacket with a hoodie, and a dark-coloured golf cap.
