Police arrest three men in $200,000 Fraud investigation, 122 charges laid

On Wednesday, May 7, 2014, at 4:30 p.m., officers arrested three men in the Queen Street West and James Street area. The arrests are part of a $200,000 Fraud investigation.

It is alleged that:

- Since 2013, three men travelled to Toronto from Montreal on multiple occasions

- these men participated in distraction thefts (pickpockets) in downtown bars and restaurants.

- they committed a Break-and-Enter into a hotel room, stealing wallets, money and identification

- they would utilize the information obtained from the stolen identification to change PINs

- they used the stolen cards to purchase high-end clothing and items from stores in Toronto

- over this 11-month investigation, these men defrauded their victims of over $200,000

It is believed similar incidents of theft and fraud may have been committed in Peel Region, Ottawa, Laval, Quebec and Vancouver.

David Rossy, 27, of Montreal, is charged with the following:

1) Participate in a Criminal Organization
2) Break-and-Enter
3) Possession Of Property Obtained By Crime under $5000 (12 counts)
4) Fraud Under $5000 (11 counts)
5) Possession Of Stolen Credit Card (8 counts)
6) Use Stolen Credit Card (11 counts)
7) Fraud Over $5000 (2 counts)
8) Theft Under $5000 (2 counts)
9) Fraudulently Obtain Food or Lodging
10) Conspiracy To Commit An Indictable Offence
11) Carry A Concealed Weapon
12) Weapons Dangerous
13) Possession of Proceeds Of Crime (2 counts)


Andre Beaulieu, 32, of Montreal, was charged with the following;

1) Participate in a Criminal Organization
2) Break-and-Enter and Commit an Indictable Offence
3) Possession Of Property Obtained By Crime Under $5000 (13 counts)
4) Fraud Under $5000 (15 counts)
5) Use Stolen Credit Card (16 counts)
6) Identity Theft
7) Theft Under $5000 (3 counts)
8) Fraud Over $5000
9) Fraudulently Obtain Food or Lodging
10) Fail To Appear in Court
11) Conspiracy to Commit an Indictable Offence
12) Possession Of the Proceeds Of Crime (2 counts)
13) Fail To Comply with Recognizance


Ransford Steele, 48, of Montreal, was charged with the following;

1) Participate in a Criminal Organization
2) Fraud Under $5000 (3 counts)
3) Use Stolen Credit Card
4) Fraudulently Obtain Food or Lodging
5) Possession Of Property Obtained By Crime Under $5000 (2 counts)
6) Conspiracy To Commit An Indictable Offence
7) Possession Of the Proceeds of Crime (2 counts)

On Thursday, May 8, 2014, at 2 p.m., the three men were scheduled to appear in court at Old City Hall, room 101.

Media advisory, Friday, May 9, 2014, 9 a.m., Queen Elizabeth Building, Exhibition Place, Police attend Ontario Association of the Deaf Mayfest 2014

On Friday, May 9, 2014, between 9 a.m. and 4 p.m., at the Queen Elizabeth Building, Exhibition Place, the Ontario Association of the Deaf will host their 40th Annual "Mayfest."

This event features workshops and booths that provide resource and outreach program information to the deaf community.

Representatives from TPS Sex Crimes, Child Exploitation, the Toronto Police College and 14 Division will set up a booth. The focus will be on internet safety and cyber tips, relating to computer use by parents and students.

Officers who are fluent in American Sign Language (ASL) will be there to represent the TPS and converse with the deaf community.

This important annual event gives police officers and members of this community an opportunity to communicate, share resources and educate one another.

This opportunity has been made possible by a grant from the Ministry of Community Safety and Correctional Services and the Ministry of the Attorney General.

The information booth materials have been provided by the Canadian Centre for Child Protection.

The theme of Police Week 2014, is "Building Community Partnerships." Police Week runs from Sunday, May 11 to Saturday, May 17. The theme recognizes police officers working in partnership with the community to keep their communities safe in Ontario and across Canada.

This year's celebration will include remarks from various police and community leaders.

Meagan's Walk, Saturday, May 10, 2014, Road closures

On Saturday, May 10th, 2014, the 13th annual Meagan's Walk charity event will take place.

Approximately 4,000 participants will start the 5-km walk at 10 a.m., from the Fort York National Historic Site to the Hospital for Sick Children, via sidewalks only.

Closing ceremonies will take place within the road closure area on Elizabeth Street, between Gerrard Street and Elm Street. Elizabeth Street will be closed, from Gerrard Street West to Elm Street, from 5 a.m. until approximately 4 p.m.

Walkathon route: (starts at 10 a.m.)

Formation Area: Fort York - Parking Lot starting at 8:30 a.m.

- south/east side of Garrison Road
- eastbound on Fort York Boulevard - north sidewalk ONLY
- northbound on Bathurst Street - west sidewalk ONLY: Exception: southbound curb lane at the railway bridge between Fort York Boulevard and Front Street
- eastbound on King Street - north sidewalk ONLY
- northbound on University Avenue - east sidewalk ONLY
- eastbound on Elm Street - south sidewalk ONLY
- arrive: road-closure area south side of the Hospital for Sick Children

TTC vehicles will be permitted through gaps in the event, when safe to do so.

This event will proceed regardless of weather conditions.

Media advisory, Saturday, May 10, 2014, 11 a.m. to 4 p.m., Police Week Open House and Community Rummage Sale 42 Division

On Saturday, May 10, 2014, between 11 a.m. and 4 p.m., 42 Division will be hosting an Open House and Community Rummage Sale as part of Police Week.

Local area residents are invited to come to 42 Division and meet the officers at the station. There will be a police dog, horse, and several police vehicles on display for the community members to pose for photographs alongside. There will be station tours, free hotdogs (while supplies last), an Electronic Child Fingerprinting booth and our C.P.L.C. Rummage Sale. All proceeds from the sale will go to the C.P.L.C.( Community Police Liaison Committee) and C.C.L.C.( Chinese Police Community Liaison Committee). All money raised goes to these organizations so they may continue to financially support various community activities, events and projects organized within the community.

Police request assistance with investigation into fires involving cars and garages, Bayview Avenue and Moore Avenue area

The Toronto Police Service would like to make the public aware of a series of what appear to be suspicious fires in cars and garages during the early morning hours of Friday, May 9, 2014.

Residents north of Moore Avenue, west of Brendan Road, and east of Bayview Avenue are asked to check their homes and vehicles for damage or signs of suspicious activity.

Residents are urged to be vigilant regarding any suspicious persons who have been seen in this area and to contact police with any information which may assist in identifying the suspects.

The Toronto Police Service is seeking the public's assistance locating a missing woman.

Moira Hamilton, 71, was last seen on Wednesday, May 7, 2014, at 4 p.m., in the Spencer Avenue/King Street West area.

She is described as white, 5'4", 140 lbs., with grey hair.

She is without her medication. Police are concerned for her safety.

Fatal Collision #8/2014, Renforth Drive, north of Eringate Drive

On Thursday, May 8, 2014, at 9:09 p.m., police responded to a call for a personal injury collision on Renforth Drive, north of Eringate Drive.

It is reported that:

− a 22-year-old man was driving a motorcycle northbound on Renforth Drive

− a 26-year-old man was driving a Kia Sorrento SUV southbound on Renforth Drive, attempting to make a left turn into a driveway north of Eringate Drive

− as the SUV made the turn, the motorcycle and the SUV collided

- the motorcyclist was thrown to the roadway

The man suffered fatal injuries and was pronounced at the scene.

Missing woman located, Moira Hamilton, 71

Police request public's assistance with Robbery investigation

The Toronto Police Service is requesting the public's assistance with the identification of a person involved in a violent chain-grab robbery of an elderly, visually impaired man.

On Monday, May 5, 2014, at approximately 5 p.m., a man, 63, was walking through a part of Bridletowne Circle, in the Warden Avenue and Finch Avenue East area.

It is reported that:

- the man, 63, was approached from the rear by an unknown man

- the man, 63, was knocked to the ground as his necklace was stolen

- the suspect fled the park

The suspect is described as black, dark-skinned, 18-25, 5'8"-6'0", wearing dark pants, a dark vest and a dark-coloured Adidas hoodie with a white Adidas symbol on the back of the hood. The suspect was also wearing white shoes with dark soles.

Man arrested in child pornography investigation, Steven Weber, 41

On Thursday, May 8, 2014, members of Sex Crimes, Child Exploitation Section, executed a search warrant in the Bathurst Street and Wilson Avenue area.

It is alleged that:

- a man was actively accessing, and in possession of, child pornography

- he used peer-to-peer networks to do so

Steven Weber, 41, of Toronto, was arrested and charged with:

1) Possession of Child Pornography
2) Accessing Child Pornography

On Thursday, May 8, 2014, at 2 p.m., he made a court appearance at 1000 Finch Avenue West.

Arrests made in Human Trafficking/Juvenile Prostitution investigation, Two people face 18 charges

On Thursday, April 8, 2014, police started an investigation into allegations of Human Trafficking/Juvenile Prostitution.

It is alleged that:

- a girl, 16, was approached and recruited to become a prostitute

- she was transported, from another city in the GTA, to a hotel in Toronto by two people

- threats to harm her were made by these two people, forcing her into prostitution

- she was beaten and pistol-whipped when she attempted to leave

- she was shuttled around different hotels, across southern Ontario, to engage in prostitution over an eight-month period

On Thursday, May 8, 2014, at 3 p.m., search warrants were executed. The two people were arrested.

Tyrone Smith, 20, of Toronto, was charged with:

1) Gang Sexual Assault
2) Use Firearm during the Commission of an Indictable Offence
3) Assault with a Weapon
4) Uttering Death Threats
5) Forcible Confinement
6) Assault
7) Trafficking in Persons Under 18 years of age
8) Receive Material Benefit Resulting from the Trafficking of Persons
9) Procuring a Person to become a Prostitute
10) Exercise Control
11) Living on the Avails of Prostitution Under 18 years of age
12) Luring a Child Under 18

Lamone Smith, 23, of Toronto, was charged with:

1) Trafficking in Persons Under 18 years of age
2) Receive Material Benefit Resulting from the Trafficking of Persons
3) Procuring a Person to become a Prostitute
4) Exercise Control
5) Living on the Avails of Prostitution Under 18 years of age
6) Luring a Child Under 18

They appeared in court at Old City Hall on Friday, May 9, 2014, room 101.

Police believe there may be more victims.

The Toronto Police Service will be hosting the 32nd Annual Children's Games at Variety Village, 3901 Danforth Avenue, on Saturday, May 10, 2014, starting at 10 a.m.

The TPS Children's Games at Variety Village is an opportunity for children with special needs from across the GTA to enjoy a wide range of co-operative and competitive games in a non-threatening environment.

Approximately 250 children, supported by over 200 police and family volunteers, will participate in a day of goodwill, sportsmanship and friendly competition.

To complement the activities, the Toronto Police Service provides participants with fun opportunities to learn about safety and brings along such notable characters as Blinky the safety car, Andros the bomb robot and various police vehicles and vessels.

Toronto Fire and Emergency Medical Services will also be participating with a display of their vehicles and safety equipment.

These games are sponsored by the Toronto Police Amateur Athletic Association, the Toronto Police Association and the TPS Senior Officers' Organization.

On Saturday, May 10, 2014, 11 Division, at 2054 Davenport Road, will be hosting an open house from 10 a.m. to 2 p.m. Everyone is welcome and encouraged to attend this free event. It will not only be entertaining and informative, but will also help to develop and strengthen new and existing relationships in our community.

The open house will include appearances by officers from Police Dog Services, Marine, Mounted, Traffic Services, the Emergency Task Force and Court Services. Some friends of 11 Division who will also be attending the event include the 11 Division Community Police Liaison Committee, the St. John's Ambulance therapy dogs, Crime Stoppers, Mothers against Drunk Drivers (MADD), the Canadian Automobile Association (CAA) and Terradyne Armored Vehicles Inc.

The event will feature live music by recording artist Kristen T. Clark, courtesy of Mike Carparelli, CEO of Caparelli Guitars and co-founder of the Toronto Police-led MUSIC! Not Mischief program. There will be a free BBQ hosted during the event courtesy of the Police Community Partnerships of 11 and 12 Division. Tours of the station will be made available throughout the day.

Police request assistance with Fail-to-Remain personal-injury collision investigation, Dundas Street West at Augusta Avenue

On Saturday, May 10, 2014, at 2:33 a.m., police responded to a personal-injury collision, involving a pedestrian struck by a vehicle, on Dundas Street West at Augusta Avenue.

It is reported that:

- a 28-year-old man was waiting to enter the driver's side rear door of a taxi that was stopped in the curb lane, facing westbound on Dundas Street West

- the taxi was unloading passengers

- the man was struck by a silver or grey mid-size vehicle that was proceeding past the driver's side of the taxi, travelling westbound on Dundas Street West,

- the vehicle failed to stop and remain at the scene of the collision,

- the victim suffered life-threatening injuries and was taken to hospital

The suspect vehicle may have damage to the front end, windshield and/or the passenger-side window.

Fail-to-Remain investigation, Dundas Street West at Augusta Avenue, Update, Woman, 31, arrested and charged

On Saturday, May 10, 2014, at 2:33 a.m., police responded to a personal-injury collision, involving a pedestrian struck by a vehicle, on Dundas Street West at Augusta Avenue.

On Sunday, May 11, 2014, at approximately 5 p.m., Karen Fyfe, 31, of Oshawa, was arrested. She has been charged with:

1) Fail to stop cause bodily harm

She is scheduled to appear in court at Old City Hall on Monday, May 12, 2014, room 101, 10 a.m.

The investigation is ongoing.

The vehicle allegedly involved is a four-door 2005 Pontiac Grand Prix GT.

The Toronto Police Service is seeking the public's assistance locating a missing man.

Mahamad Nazir, 66, was last seen on Friday, May 9, 2014, at approximately 8:30 a.m., in the Sentinel Road/Sheppard Avenue West area.

He is described as brown, 5'8", 150 lbs., with short, black brush-cut hair.

Police are concerned for his safety

On Saturday, April 26, 2014, two Fentanyl patches (50 mgs) were lost in a black leather wallet in the Forty Second Street and Lake Shore Boulevard West area.
