Man Arrested in Sexual Assault Investigation, Rolando Arrango Larrinaga, 61

The Toronto Police Service is advising the public of an ongoing sexual assault investigation.

It is alleged:

- on Sunday, January 3, 2021, a man sexually assaulted a woman while she received a massage in her home in the Spadina Road and Dupont Street area.

- the man was working as a massage therapist

On Thursday, January 7, 2021, Rolando Arrango Larrinaga, 61, of Toronto, was arrested.

He is charged with:

1. Sexual Assault

He is scheduled to appear in court at Old City Hall, on Thursday, February 25, 2021
at 10 a.m.

Police believe there may be other victims.

Kefene Gashawbeza, 37, was last seen on Wednesday, January 13, 2021, in the Queen Street East and Yonge Streetarea.

He is described as male, 5'9".

Toronto Police enforcing Stay At Home orders

On January 12, 2021, the Government of Ontario, in consultation with the Chief Medical Officer of Health, declared a second provincial emergency under the Emergency Management and Civil Protection Act (EMCPA).

The government also issued a new Stay-At-Home order to limit mobility and reduce the number of daily contacts with those outside their immediate household. The order is requiring everyone to remain in their homes with exceptions under certain categories including for groceries, medical, pharmacy, exercise or for work that cannot be done remotely.

The Toronto Police Service will enforce this new order under the Emergency Management and Civil Protection Act (EMCPA) in addition to continued enforcement of the Reopening Ontario Act (ROA) in partnership with the City of Toronto.

"The message from the Toronto Police Service is to stay home and stay safe. This is no longer strictly a public health issue, it is a matter of public safety," said Deputy Chief Myron Demkiw. "We each have a personal responsibility to limit our travel to essential reasons only to slow the spread of COVID-19 and try to keep our families and communities safe and support our hospitals and healthcare workers."

No element of any order provides the police with either the power to enter dwellings nor the authority to stop a vehicle for the singular purpose of checking compliance with the Stay-At-Home order.

In addition, individuals are not compelled to explain why they are out of their residence, nor is being outside prima facie evidence of a failure to comply with the stay at home order. Workers are also not required to have proof from their employer that they are travelling to or from their workplace.

Officers will focus enforcement efforts on restaurants and businesses not in compliance with closure orders and/or customer limits; responding to complaint calls for gatherings and officers will disperse and ticket gatherings of more than five people outdoors.

"Officers can exercise discretion in every situation," continued Deputy Chief Demkiw. "But, where there is evidence of non-compliance, officers will be ticketing and issuing summonses for individuals and businesses."

The public is reminded that only when an officer has reasonable and probable grounds to suspect someone has violated one of the orders under the two Acts, they may ask the person to identify themselves in order to issue a ticket or summons. If the person refuses to identify themselves for this purpose, they can be arrested and charged with obstructing a police officer.

The Service continues to work with its partners at the City of Toronto, including Toronto Public Health, to determine how the regulations for large gatherings will apply to City-owned outdoor spaces such as skating rinks and toboggan hills.

Suspect for Identification in Prowl By Night investigation, Weston Road and Church Street area, Image Released

The Toronto Police Service is requesting the public’s assistance identifying a suspect in a Prowl By Night investigation.

On Wednesday, May 2020, police began a Prowl By Night investigation in the Weston Road and Church Street area.

It is reported that:

- an unknown man had been acting suspicious in residential areas on several occasions between March 2020 and May 2020, all between the hours of 10 p.m. and 7 a.m.

Investigators have worked to identify the man and have now released an image of him in the hope that someone recognizes him.

He is described as approximately 5’7, slim build, with a dark beard, last seen wearing a black winter zipped jacket, black pants and black puma shoes with white soles.

Traffic Fatality #40/2020, Kennedy Road and Sheppard Avenue East, Person of Interest Sought, David Hsing, 72

On Wednesday, December 30, 2020, at 5:20 p.m., police received a report of a personal injury collision between a vehicle and a pedestrian at Kennedy Road and Sheppard Avenue East.

Investigators are attempting to locate and speak with David Hsing, 72. Mr. Hsing may have information pertaining to the collision, and police are appealing for the public's assistance in locating Mr. Hsing, and a green colour Chrysler 300 with Ontario Licence plate BZJY 700.

The investigation is ongoing by members of Traffic Services. Police are requesting local residents, businesses, and drivers, who may have security or dash camera footage of the area or incident, to contact investigators.

Arrest made in sexual assault investigation, Richmond Street East and Sherbourne Street area, Elisha Velasquez, 31

The Toronto Police Service has arrested a man in a sexual assault investigation.

On Thursday, January 14, 2021, at approximately 5 a.m., officers responded to a radio call for a sexual assault in the Richmond Street East and Sherbourne Street area.

It is alleged that:

- a 22-year-old woman was sleeping in her apartment when a man entered her unlocked unit

- the man sexually assaulted the woman and fled

The man was identified as Elisha Velasquez, 31, of Vancouver.

He was arrested on Friday, January 15, at 12:45 a.m and is facing the following 13 charges:

1. Break and Enter Commit
2. Sexual Assault
3. Unlawfully in a Dwelling
4. Mischief Under $5000
5.two counts of Fail to Comply with
6. Possession of Break in instrument
7. Unauthorized possession of a firearm
8. two counts of Careless storage of a Firearm
9. Possession Firearm with altered serial number
10. Possession Proceeds of Crime over $5000.00
11. Possession Firearm while Prohibited

He was scheduled to attend court on Friday, January 15, 2021, at 10 a.m., at College Park Court, 444 Yonge Street, Room 507.

He is described as 5’6, 170 lbs., slim build, with long grey hair with a short grey beard and is believed to be wearing a long grey coat, blue jeans, black shoes and a blue medical mask.

The Toronto Police Service is updating the public on a further Prowl By Night report.

On Wednesday, May 2020, police began a Prowl By Night investigation in the Weston Road and Church Street area.

Federal Inmate Wanted, Jonathon Morningstar, 28, Photo Released

The Repeat Offender Parole Enforcement (R.O.P.E.) Squad is requesting the public’s assistance in locating a federal offender wanted on a Canada-wide warrant as a result of his breach of statutory release.

Jonathon Morningstar, 28, is described as an Indigenous man, 5’11”, 228 lbs., with brown hair and brown eyes. He has several tattoos including on both arms the words Honour, Loyalty, Respect and a dream catcher. On his left forearm he has the phrase “Push Harder Than Them” and tattooed on his right upper arm are three clowns.

He is currently serving a four-year and six-month sentence for several offences including Possession of a Narcotic For The Purpose Of Trafficking, Assault Bodily Harm and Possession of Property over $5000.

The offender is known to frequent the Algoma and Sault Ste. Marie area as well as the cities of Oshawa and Peterborough.
