The Police Officer of the Year Award is an annual tribute dinner held by the Toronto Region Board of Trade.

The Board created the award in 1967. Its purpose is to recognize members of the Toronto Police Service who have made significant contributions to making Toronto one of the safest cities in the world. Each month, an officer is selected for Police Officer of the Month, based on the following criteria: bravery, humanitarianism, superior investigative work and outstanding police skills.

Three years ago, the TPS Business Excellence Award was created. Its purpose is to recognize members of the Toronto Police Service who have made significant contributions to the Toronto Police Service and the City of Toronto. Each submission is judged on the following criteria: innovation, community service, technical achievement and customer service and reliability.

This year's Police Officer of the Year event will be held at the Toronto Region Board of Trade, 1 First Canadian Place, on Wednesday, June 5, 2013, at 6 p.m.

Leading up to the event, we will be presenting the stories of those nominated for the Police Officer of the Year and for the TPS Business Excellence Award.

Nominated for the TPS Business Excellence Award are: Manager Sandra Califaretti and retired Director Angelo Cristofaro, Financial Management

In the first quarter of 2010, as part of a Canada Revenue Agency (CRA) compliance audit, the issue of assessing a taxable benefit for parking was noted. The CRA auditor’s interpretation was that parking was taxable and that the audit would cover 2007, 2008 and 2009 and be applied from 2010 going forward.

As the Service had not been assessing tax on parking based on previous information from the CRA, obtaining information for tax purposes for a retroactive period would require a significant amount of work. In addition, the cost impact on individual members and the Police Services Board would also be significant. Manager Sandra Califaretti put together a team and started the process of determining how to implement the tax assessment and calculate the retroactive portion.

Due to the administrative work required if Service parking locations were assessed different values, the team focused their attention on convincing the CRA to apply a blended rate for the entire service. The CRA was provided with a fair market value for each parking location, along with the analysis used to arrive at this value. The data was submitted to the CRA who agreed to a blended rate. Financial Management members, with the assistance of an external legal firm, then approached the CRA to discuss the possibility of removing the retroactive years. 2007 was deleted by the CRA and, after many discussions and letters, the CRA further removed 2008 and 2009 from the audit.

Manager Sandra Califaretti and retired Director Angelo Cristofaro have been awarded a TPS Business Excellence Award nomination on behalf of Canada Revenue Agency Compliance Audit.
