On Wednesday, December 3, 2014, at 7:30 p.m., in the Main Lobby of Police Headquarters, 215 members of the Toronto Police Service and 8 members of our community will be recognized for unselfish acts of bravery, courage, exceptional performance of duty and for dedicated service to the community.

The presentations will be made by Dr. Alok Mukherjee, Chair of the Toronto Police Services Board and Chief of Police William Blair.

POLICE CONSTABLES JOSEPH McMAHON, SHAFIQ VAYANI AND JERMAINE WATT OF 22 DIVISION

On July 15, 2013, 9-1-1 received a call from a distraught male who advised that he had come home to find his wife and her parents deceased. Police Constable Joseph McMahon attended the scene and quickly assessed the situation. While at the scene, Constable McMahon took a phone call from a male suspect who informed the officer that he had been involved in the murders. Constable McMahon calmly spoke to the suspect and developed a rapport with him on the phone and tried to ascertain his location. Eventually the suspect provided Constable McMahon his location.

Constables Jermaine Watt and Shafiq Vayani attended the location but were unable to locate the suspect. Using Toronto Police Service databases Constables Watt and Vayani were able to obtain information pertaining to a location where the suspect had been investigated in the past. They attended that location and located the suspect. The suspect quickly confronted the officers; he was covered in blood and brandishing a large knife. The officers took evasive action and created distance between themselves and the suspect. The constables contained the suspect and continually talked to him in an effort to keep him calm. All the while the suspect was brandishing the knife and threatening them.

Constable McMahon arrived at the location and made contact with the suspect. The suspect informed the officer that he had killed three people, had no reason to live and that he wished to die. Constable McMahon began talking to the suspect and at one point the suspect put the knife down on the ground beside him. Constable McMahon continued speaking to the suspect and diverted his attention away from the weapon. At that moment Constable McMahon tackled the suspect and took him under control. He placed him under arrest without incident and recovered the weapon.


IN RECOGNITION OF HIS COURAGE IN THE FACE OF A HORRIFIC AND DYNAMIC SITUATION AND FOR PUTTING HIS OWN PERSONAL SAFETY AT RISK, POLICE CONSTABLE JOSEPH McMAHON IS AWARDED WITH A MERIT MARK AND FOR THEIR BRAVE ACTIONS AND DEDICATION TO DUTY POLICE CONSTABLES SHAFIQ VAYANI AND JERMAINE WATT ARE AWARDED WITH TEAMWORK COMMENDATIONS.


POLICE CONSTABLES ANITA POOLE, DAVID BAKER, JEFFREY DOWDING AND ALEXANDRE POIRIER OF 43 DIVISION

On June 8, 2013, Constables Anita Poole and Jeffrey Dowding were attending a radio call when they were approached by an individual who had been attacked by a man armed with a knife. The victim had been able to fend off his attacker and provided the officers with a description of the attacker and the last known direction of travel. The officers located the suspect in a stairwell of a nearby building. They tried to engage him in conversation and instructed him to remove his hands from his pocket but the suspect became confrontational and produced a large kitchen knife. The officers ordered the suspect to drop the knife but the suspect began to brandish the knife at the officers in a threatening manner. Constable Dowding pointed his firearm at the suspect while Constable Poole deployed pepper spray. The suspect fled and ran out of the building and onto the lawn. At this point he grabbed and took control of an innocent citizen, taking him hostage.

The officers once again confronted the suspect. Constables David Baker and Alexandre Poirier arrived on scene and took up positions to contain the suspect. Constable Poole talked to the suspect demanding that he drop the knife. The suspect refused and held the hostage captive with the knife held to the hostage’s throat.

Constable Poole observed the highly agitated suspect move the knife closer to the hostage’s throat. She feared the life of the hostage was in extreme and immediate peril. She positioned herself so as to not create a crossfire situation with the other officers. She assessed the back drop then discharged her firearm striking the suspect. The suspect fell to the ground. Constable Poole directed the hostage to run to her. Constables Dowding, Baker and Poirier handcuffed the suspect and rendered first aid. Constable Poole took care of the hostage.

POLICE CONSTABLES DAVID HUANG AND DWAYNE STAMPLECOSKIE OF 41 DIVISION AND COMMUNITY MEMBERS MICHAEL KINGHAM, STEVE MOROZ, ANNA POST AND SHANNON WILLIS

On January 3, 2014, the City of Toronto was subjected to a severe ice storm which resulted in many residences losing access to both electricity and water for several days.

One of the residents, an elderly woman, who was 100 years old and living alone in her home, called for furnace repair to fix her broken furnace. Steve Moroz and Michael Kingham of the furnace maintenance company attended and determined that the repair would take days because a new furnace had to be installed and the water pipes in the home had also burst due to the cold temperature. Steve and Michael immediately contacted the police and EMS to assist with the situation fearing for the safety of the elderly woman.

Constables David Huang and Dwayne Stamplecoskie and Toronto EMS paramedics Anna Post and Shannon Willis attended. They all feared for the safety of the woman who was without caregivers or family support. Collectively they decided to find the woman shelter for the time until her furnace could be repaired. Eventually they placed her into a local hotel where she would be fed and cared for. Once the repairs were completed they helped her settle back into home. The officers, paramedics and the furnace repairmen arranged for donations to cover the cost of the hotel as well as the furnace repair.

IN RECOGNITION OF THEIR ACT PROFESSIONALISM AND COMPASSION POLICE CONSTABLES DAVID HUANG AND DWAYNE STAMPLECOSKIE ARE AWARDED WITH COMMENDATIONS AND STEVE MOROZ, MICHAEL KINGHAM, ANNA POST AND SHANNON WILLIS ARE AWARDED WITH COMMUNITY MEMBER AWARDS.

POLICE CONSTABLES JEFF WESLEY AND BILL PETERSON OF 51 DIVISION

On December 8, 2013, Constables Jeff Wesley and Bill Peterson were on general patrol when they received information that a man was planning to take his own life by throwing himself off a bridge. Constables Wesley and Peterson located the man on the bridge sitting on a large post with his legs dangling over the edge. From the post it is approximately a 100 foot drop to the road below.

Constables Wesley and Peterson approached the man from behind. As the man began to slide himself off the bridge, Constable Peterson realized he only had a moment to act. He quickly climbed up onto the post and dove and caught the man in a bear hug just as he fell off the bridge. Holding onto the man from behind, Constable Peterson clasped his hands together in front of the man who was suspended over the side of the bridge. Constable Peterson was sprawled on his stomach on top of the post with his feet off the ground and as the man struggled to get free he began to pull Constable Peterson over the edge with him. Constable Wesley raced over and grabbed his partner by the ankles preventing him from falling over the edge.

After a short struggle the officers were able to pull the man back onto the bridge. The man was apprehended and taken to hospital.

IN RECOGNITION OF THEIR BRAVE AND SELFLESS ACTIONS WHICH SAVED THE LIFE OF A MEMBER OF THE COMMUNITY, POLICE CONSTABLES JEFF WESLEY AND BILL PETERSON ARE AWARDED WITH COMMENDATIONS.

POLICE CONSTABLE NELOFER BROMWICH OF 23 DIVISION

On October 24, 2013, a criminal investigation was conducted for a sexual assault that had occurred. As a result of the investigation a suspect was identified but after several days investigators were unable to locate him.

Police Constable Nelofer Bromwich became aware of the investigation. She took a keen interest in the case and understood the danger that the suspect posed to the victim, the community and other women in the city. Constable Bromwich, without direction or being detailed, took it upon herself to set up observations in the area of the last known address of the suspect, all while in uniform and in a marked scout car. In between her regular policing details and responding to calls for service, Constable Bromwich spent every spare moment in search of the suspect. After 19 days her persistence and dogged determination were eventually rewarded when she received information from a citizen as to the possible location of the suspect.

Constable Bromwich located the suspect and arrested him on November 12, 2013. He was charged accordingly.

IN RECOGNITION OF HER DEDICATION TO DUTY AND HER PERSERVERANCE TO APPREHEND A DANGEROUS SEXUAL OFFENDER, POLICE CONSTABLE NELOFER BROWMICH IS AWARDED A COMMENDATION.

SERGEANT FRANK O'DOHERTY OF STAFF PLANNING

Between 1996 and 2008, Sergeant Frank O'Doherty was a firearms instructor at the Toronto Police College. He was involved in the practical shooting exercises as prescribed in the Use of Force qualification. Several times during these exercises Sergeant O'Doherty observed different patterns of behavior from members who had been involved in prior shooting incidents.

Sergeant O'Doherty researched this matter, much of which was done on his own time. In 2004 he drafted a proposal recommending a Firearms Exposure Program as part of the operational debriefing of officers involved in shooting incidents prior to their return to regular duties. This proposal was presented to the Occupational Health and Safety Board. The exposure session was to be both non-qualifying and non-operational and designed to provide reassurance and education and to promote confidence with the firearm. Although it was not implemented at that time and despite no longer working at the College, Sergeant O'Doherty continued to promote and pursue the idea.

In 2012 Sergeant O'Doherty's idea gained momentum and a team was tasked with continuing the research required for making a post-incident firearms exposure session a reality. It was fully implemented in 2013.

Since the inception of the program more than 30 officers have attended these sessions and the feedback has been consistently positive.

Sergeant O'Doherty's concern and compassion for his fellow officers’ well-being ensured the adoption of this initiative.

IN RECOGNITION OF HIS DEDICATION AND HIS PERSISTENCE TO INITIATE INNOVATION THAT HAS POSITIVELY IMPACTED THE SERVICE AND ITS MEMBERS, SERGEANT FRANK O’DOHERTY IS AWARDED A COMMENDATION.

POLICE CONSTABLE WARREN BULMER OF THE TORONTO POLICE COLLEG

In 2006-2007 Police Constable Warren Bulmer was the officer in charge of an investigation into the production, distribution and possession of child abuse images involving a certain suspect. The suspect engaged other like-minded individuals in chat rooms and counselled them to commit offences. The investigation broadened to include several thousand associates. The suspect was convicted in a Toronto Court. At the sentencing hearing Constable Bulmer was qualified as an expert in computer forensics in relation to the recovery of the chat logs as well as the identification, categorization and distribution of child pornography.

As a result of the Toronto investigation, one of the accused’s internet associates was arrested and on trial in Florida. During the trial the issue of chat logs became an argument for the defense. The state prosecutor believed a conviction was unlikely without the corroborative evidence of the chat logs. Constable Bulmer was contacted and with very short notice prepared to give evidence at the judge and jury trial. His testimony was described by the state prosecutor as confident and his experience impressive. As a result the suspect was convicted and sentenced to five mandatory life sentences.

PAVOLO NOVELLO CASE

On March 7, 2012, a Toronto citizen, Mr. Les King, observed a man in a business suit trying to open the door to his neighbors' home. Mr. King knew that his neighbor, Gerry Maynard, had taken his child to school so he walked down his driveway to get a closer look at what the man was doing. Seeing Mr. King the man quickly left the house and fled in his BMW. Mr. King was able to write down the license plate number and he gave that and a description of the male to his neighbor. As they did not know anyone by the description they called police. It should be noted that this house is located directly in front of a middle school and children pass by in the morning and afternoon. Police attended and took a report.

Word in the neighborhood spread and Shelu Robinson, another witness, came forward and identified the male and his car and advised that she had seen him park across from the school on two prior occasions. When she approached him to find out why he was watching the kids and blocking her driveway, the male sped off.

Subsequently, an investigation commenced and the identity of a man, who had a 30 year history of sex-related occurrences and had been convicted of indecent acts and possession of child pornography, was confirmed. Through the course of the investigation it was learned that the suspect was in the process of attempting to get his criminal record pardoned so that he would not have any travel restrictions and he would not be "on file".

The investigative team worked tirelessly collecting evidence while ensuring there was no risk to public safety. When the suspect was arrested on March 20, 2012, the charges ranged from dangerous driving to illegal sexual behavior as this male was preying on the children of our city in public areas.

The observations and testimony in Court of the investigators was extraordinary, concise and detailed in all the components of the accused's behavior. Crown Attorney Tracey Vogel spent countless hours preparing this case and putting together the evidence so that the Court could get a clear picture of the accused's behavior. Without the effort and dedication Ms. Vogel put into this prosecution, all the efforts of the citizens and the investigators involved would not have been heard by the court.

PROJECT LEOPOLD

On March 18, 2011, a man was assaulted, admitted to the hospital due to his injuries and died three days later. Detective Sergeants Graham Gibson and Peter Trimble quickly determined that there were a series of seven similar attacks prior to the attack on this victim. During all the assaults the suspect concealed his face with a balaclava mask and committed unprovoked assaults on the head and face of his victims before running away.

An investigative team was assembled to identify and arrest the person responsible and to prevent further attacks and death. The team members were responsible for preparing judicial authorizations, conducting surveillance, interviewing and re-interviewing victims and witnesses, following up on investigative leads, analyzing occurrences for similarities and preparing this complex case for court.

Due to the relentless efforts of the investigative team, a very dangerous individual who was preying on our community was arrested and charged with second degree murder and four counts of assault causing bodily harm.

DANZIG SHOOTING

On July 16, 2012, a barbecue was organized by community members in the Danzig Street area of Toronto to support young people living in the area. Approximately 100 people were in attendance.

Throughout the course of the night members of two rival street gangs were also in attendance. At some point during the evening members of one of the gangs were forced to leave the barbecue. A group of men believed to be associated to one of the gangs entered the area and fired several shots at one of the rival gang members. The intended victim of the shooting drew a handgun and attempted to return fire. Unfortunately he did not hit his target but sprayed the crowd with bullets.

Almost immediately several calls for assistance were received. Officers from 42, 43 and the Emergency Task Force arrived on scene within minutes and faced a scared and angry crowd. They had to assist numerous casualties including several children who required medical assistance. They also had to deal with the possibility that several shooters had fled into the nearby neighborhood.

The responding officers went about their duties in a professional manner. They quickly located the victims and assisted Toronto EMS to provide emergency medical care. Other officers were assigned to bring the crowd under control and bring order to a chaotic crime scene. Almost immediately a criminal investigation began concurrently with the life-saving and crowd control activities.

The efforts of the officers at the scene would have been much less effective if it were not for the contribution of the members of Communication Services. The chaotic nature of the scene led to numerous panicked calls from victims and witnesses trying to get help. All of the call takers involved kept calm and were able to get essential information. This ensured that the responding officers received accurate and up to date information and that the victims received the assistance that they needed. The response of Communication Services staff members aided in the successful outcome of this event.

Sadly two young people were killed and more than 22 others were seriously injured.

The Homicide Squad was immediately contacted. It became apparent that witness participation was going to be very challenging and investigators had to explore all other investigative options. This complex investigation involved countless hours of surveillance, victim and witness liaison and interviews, collection and seizure of evidence, follow investigations and preparing the case four court.

EATON CENTRE SHOOTING

On June 2, 2012, the Toronto Police Service Communications Unit received calls from citizens who were at the Eaton's Centre. As Eaton Centre is a large commercial mall with several levels of shopping and eating premises, the information that was provided was that there was a shooting that had occurred and that a person was dead and others were injured. It was unknown at this time where the shooter had fled. It was informed that many people were taking refuge in various stores. Confusion and panic made people run in different directions.

Officers of 51 and 52 Division responded to assist the community and ensure that the immediate threat was removed. These officers responded with concern about citizen's safety, though putting their own person safety at risk.

The officers took control of the inner perimeter crime scene by removing injured persons to safety, ensuring other citizens were safe, ensuring and victims were attended to, locating witnesses, taking steps to identify the suspects and ensuring the crime scene was protected. The officers who took control of the outer perimeter crime scene took charge of controlling the crowds, assisting citizens who were escaping from the frightening scene, locating witnesses, searching for suspects, controlling media and information release, and ensuring notifications were passed onto Communications from the inner perimeter crime scene officers. The investigative officers ensured that all investigative needs were met for the preparation of a successful criminal investigation.

The Eaton's Centre was evacuated, searched and locked down in a coordinated and safe manner that preserved life and evidence
