Man, 33, faces 21 charges in Discharge Firearm investigation, Wilson Avenue and Hwy 400 area, Loaded semi-automatic handgun recovered

The Toronto Police Service would like to make the public aware of an arrest in a Discharge Firearm investigation

It is alleged that:

- on Friday, February 2, 2018, at approximately 4 a.m., a man and a group of males attended a bar in the Wilson Avenue and Hwy 400 area

- at some point during the night, he and the group became involved in a verbal altercation with other people

- the altercation escalated and a physical confrontation ensued inside the bar

- the confrontation continued outside and the man produced a semi-automatic handgun

- a single shot was fired during this altercation

- the man fled the area

The victims in this matter did not sustain any injuries.

Officers arrived on scene and located an ammunition casing as well as security cameras.

It is further alleged that:

- through investigation, the man was identified.

- a Criminal Code search warrant was obtained.

On Tuesday, February 6, 2018, at approximately 6:40 p.m., the warrant was executed by members of the Emergency Task Force.

It is further alleged that:

- during this execution, a loaded 9mm handgun was thrown from the premises

. this was observed and seized by officers

Dale Bowen, 33, of Toronto, was arrested and charged with: .

1) Discharge Firearm With Intent To Wound, Endanger Life Or Prevent Arrest
2) two counts of Possess Restricted Or Prohibited Firearm Without Holding A Licence And Registration Certificate
3) two counts of Possess Restricted Or Prohibited Firearm Knowingly Not Holding A Licence And Registration Certificate
4) Use Firearm/Commit Indictable Offence
5) two counts of Possess Loaded, Regulated Firearm
6) Carry Concealed Weapon
7) two counts of Use/Handle/Store Firearm, Etc. Carelessly
8) 10 counts of Possess Firearm While Prohibited

He is scheduled to appear in court at 2201 Finch Avenue West on Wednesday, February 7, 2018, 1 p.m., room 204.

Search warrant executed, Sherbourne Street and Dundas Street East area, Six arrested, loaded firearm recovered

On Saturday, February 3, 2018, officers from 51 Division Major Crime Unit executed a search warrant in the Sherbourne Street and Dundas Street East area.

It is alleged that:

- six people were located inside the premises

- one person had a loaded firearm

All six were taken safely into custody.

It is further alleged that:

- during the execution of the search warrant, a loaded Ruger 9mm firearm, 43 grams of crack cocaine with a street value of approximately $4,300, and $3,400 in Canadian currency, believed to be the proceeds of crime, were seized

Kevin Prince, 37, of Toronto, was arrested and charged with:

1) Unauthorized Possession of a Firearm
2) Possession for the Purpose of Trafficking Crack Cocaine

Karim Creighton, 34; Kim Prince, 51; Brandy Laramee, 42; Oliver Smith, 34; and Ryan McLean, 37, all of Toronto, were arrested and each charged with:

1) Possession for the Purpose of Trafficking Crack Cocaine

They all appeared in court at Old City Hall on Sunday, February 4, 2018.

Public Safety Alert, Robberies with a Weapon in North Scarborough

The Toronto Police Service wants to make the public aware of a series of Robberies with a Weapon, using a white van, in the North Scarborough area.

It is reported that:

- on Monday, February 5, 2018, at 1:30 a.m., a woman, 20, and man, 23, were driving a vehicle in the Copperwood Square and Port Royal Trail area

- they were rear-ended by a white van

- the man and woman exited their vehicle to inspect the damage

- two men exited the white van

- both men displayed a firearm and made demands for property

- the man and woman were pushed up against their vehicle and their pockets were searched

- one of the men entered the vehicle and obtained more property, including cell phones, a wallet and identification

The men are described as black, 18-25, with an old-model black Glock firearm, driving a white van.


It is further reported that:

- on Monday, February 5, 2018, between 1:15 a.m. and 2:15 a.m., a 20-year-old woman was walking in the Van Horne Avenue and Don Mills Road area

- when she was crossing the street, a white van pulled in front of her, nearly striking her

- when she was waiting at the bus stop, a man exited the white van and displayed a firearm

- he made demands for her property and a struggle ensued

- a witness assisted and the suspect fled in the white van without any of her property

The man was described as black, 19, grey hoodie, black pants, black firearm, driving a white van.


It is further reported that:

- on Monday, February 5, 2018, at 8:40 p.m., a 27-year-old man was driving a vehicle in the Burnt Bark Drive and Sanwood Boulevard area

- he was rear-ended by a white van

- he exited his vehicle

- two men exited the white van and pretended to examine the damage

- the men pushed the man to the ground and they displayed a knife

- the men made demands for the man's property

- a third man stood by

- the three men left in the white van and obtained a wallet, cell phone, backpack, car key fob, house keys

The two men were described as black, 18-25, wearing dark clothing.

The third man was described as black, approximately 5'3", wearing red clothing.

All three men were seen in a white van.

Police ask the public to always remain vigilant. If anyone feels they are being followed, or are suspicious of a person’s activity, call 9-1-1 immediately.

TPS launches Connected Officer program at 51 Division, Significant modernization initiative

The first phase of the Connected Officer program is launching at 51 Division. This launch comes after months of work, including a detailed assessment of devices, Service-wide member engagement, evaluation and time invested by the working group of members from across the Service. By the end of February, 236 officers will have received their Service-issued mobile devices.

“Today’s frontline officers require technology that gives them increased access to real-time information and, as part of our modernization effort, we are doing just that,” explained Inspector Domenic Sinopoli. “Not only will officers be able to problem-solve faster, on the spot – not in a scout car or back at a station - their Service-issued device will also provide a direct connection to members of the community, an important component of keeping the Toronto Police Service connected with the people we serve.”

The Connected Officer program provides the ability of extending the use of modern technology that enables frontline members to receive and communicate information in a timely way, regardless of where they are. Enhanced use of technology and access to investigative databases on the device, such as Canadian Police Information Centre (CPIC), mugshots, and Ministry of Transportation (MTO) information, is important to frontline members and the continued safety of Torontonians.

The deployment of Service-issued mobile devices has three phases of implementation and is expected to be completed by December 2020, when there will be Service-issued devices in the hands of all frontline members.

About the Action Plan: The Way Forward
Mandated to look beyond the way policing is currently done in Toronto, the Transformational Task Force (TTF) proposed a modernized policing model for the city that is innovative, sustainable, and affordable. The model places communities at its core, optimizes the use of resources and technology, and embraces partnerships as a means of enhancing capacity and capability. The final report – Action Plan: The Way Forward – contains 32 recommendations and was accepted by the Toronto Police Services Board in February 2017 as the Service’s Business Plan for the next three years.

Man, 42, faces six charges in Sexual Assault investigation

The Toronto Police Service would like to make the public aware of a Sexual Assault investigation.

It is alleged that:

- in three separate incidents, starting in late 2017 and ending on Monday, January 29, 2018, a man sexually assaulted a 17-year-old girl

- the man was the girl's teacher and the incidents occurred at a school in the Lawrence Avenue East and Kennedy Road area

On Monday, February 5, 2018, Stephen Parkin, 42, of Courtice, Ontario, was arrested. He is charged with:

1) three counts of sexual assault
2) three counts of sexual exploitation

He is scheduled to appear in court at 1911 Eglinton Avenue East on Tuesday, March 20, 2018, 10 a.m.

Police seek assistance identifying man in Aggravated Assault investigation, Warden subway station, Security camera images of man released

The Toronto Police Service is seeking assistance identifying a man wanted in an investigation into an Aggravated Assault at Warden subway station.

It is reported that:

- on Wednesday, February 7, 2018, at approximately 6:45 p.m., a man, 36, was in the bus bay area of Warden subway station waiting for a bus

- a man approached him and struck him in the face with an unknown object

- the 36-year-old man sustained a 6" laceration to the left side of his face

- the suspect fled the subway station in an unknown direction

- the 36-year-old man was taken to hospital where he received treatment for his injuries

Security camera images of the suspect are released.

Public Safety Alert, Phone-based Fraud scheme

The Toronto Police Service is reminding the public to be vigilant regarding phone-based fraud schemes. Recently, members of the public have been contacted via phone by people posing as retailers who claim to be alerting them regarding a fraud offence in progress which involves the use of their credit card account.

After the initial conversation, the intended victim may be advised to dial 9-1-1 in order to alert police of the "credit card fraud" that is supposedly in progress.

The victim may also be advised to contact their financial institution in order to protect their financial interests.

The victim will hang up and do so, being unaware that the original caller has not disconnected.

The victim believes they have contacted police via 9-1-1 and/or their financial institution, but they have actually been re-directed to an imposter posing as a 9-1-1 call-taker or bank employee.

The "call-taker" will speak to the victim and connect them to yet another imposter posing as a police investigator or will refer the victim to a "bank investigator" either by connecting them directly or asking them to hang up and call the number located on the back of their bank card. The victim will comply, again being unaware that the original caller has not actually disconnected.

Ultimately, the victim will be urged to attend their bank branch and immediately transfer funds to a specific account that is supposedly intended to safeguard their funds until the "investigation" is complete.

The scheme may vary in detail from person to person depending on the circumstances. The scheme appears to be directed at persons using their home-based phones. There is no particular phone provider associated to the victims. To date, five Toronto victims have suffered combined losses of over $5.1 million. Investigators believe there are other victims.

There is evidence to indicate that the scheme is being conducted nationwide and hundreds of thousands of people have been targeted. Furthermore, there is evidence to indicate that, in certain cases, the callers may already possess some of the banking particulars of the intended victim.

The public is reminded of the following:

- 9-1-1 is for emergencies where people or property are at risk. 9-1-1 call-takers will not forward your call to a police investigator

- if you are in doubt about the security of your personal funds, attend any branch of your financial institution and make enquiries in person

- financial institutions will NEVER advise you to transfer funds to external accounts for security reasons

- when contacted via phone by people claiming to be police officers, bank employees, or officials, take reasonable steps to ensure their claim is truthful

- do not assume that phone numbers appearing on call display screens are accurate. Readily available “call-spoofing” technology is frequently utilized by criminals to provide inaccurate caller information

Two men wanted in Theft and Fraud investigation, Mohammed Ouadria, 44, and Farid Benkhedim, 41, Photographs of two men released

The Toronto Police Service requests assistance locating two men wanted in a Theft and Fraud investigation.

It is alleged that:

- between Thursday, January 12, 2017 and Friday, January 13, 2017, multiple wallets were stolen in the downtown Toronto area

- the wallets were taken from victims' coats and bags while seated in coffee shops and eateries in areas with high pedestrian traffic

- after the wallets were taken, the credit cards were compromised and used for cash advances and retail purchases.

- police are trying to locate two men:

- Mohammed Ouadria, 44, of Quebec, is described as 5'7", 140 lbs., black hair, brown eyes

- Farid Benkhedim, 41, of Quebec, is described as 5'9", 190 lbs., brown hair, brown eyes

Both men have an outstanding warrant for their arrest for:

1) three counts of Theft Under
2) 11 counts of Fraud Under
3) three counts of Theft of Credit Card
4) 13 counts of Use Credit Card Obtained by Crime

The two men are urged to contact investigators at 51 Division to make arrangements to surrender.
