David Brown, 57, facing nine charges in ongoing Human Trafficking investigation, Man's photograph released

At the beginning of December 2017, the Toronto Police Service Human Trafficking Enforcement Team and 53 Division started an investigation into a Human Trafficking occurrence.

It is alleged that:

- between Sunday, December 31, 2017 and Friday, January 5, 2018, an 18-year-old woman and a 21-year-old woman responded to a job advertisement online

- the job postings were seeking to fill the position of registered massage therapist

- both women separately attended a man's apartment for the posted job interview

- the man recruited and procured the women to work for him in the sex trade

- the man instructed the women that they would have to provide sexual services to clients in exchange for money

- the man took photographs of the women in various stages of undress and posted the advertisements on backpage.com. as well as his own personal website for sexual services

- the man would make the arrangements with clients to attend his apartment to have sex with the women in exchange for money

- the man would threaten the women to gain control over them

- on another occasion, the man sexually assaulted one of the women

- on Friday, January 5, 2018, the women attempted to escape

- the man assaulted one of the women and she fled to notify police and an investigation was started

On Friday, January 5, 2018, David Brown, 57, of Toronto, was arrested. He is charged with:

1) Assault
2) Sexual Assault
3) Assault with a weapon
4) Utter Threats
5) Trafficking in persons by Recruiting
6) Financial/ Material benefit from trafficking in persons over 18.
7) Material Benefit from sexual services
8) Procuring/ Exercise Control
9) Advertising another person’s sexual services

He appeared in court at College Park on Friday, January 5, 2018, room 501.

Police would like to encourage all affected individuals to come forward and report Human Trafficking occurrences to police. We want to make sure that everyone has access to support services and an exit strategy, regardless of their decision to proceed criminally.

Missing man, Highway 27 and Rutherford Road area, Facchin Silvanno, 79

The Toronto Police Service is requesting assistance locating a missing man.

Facchin Silvanno, 79, was last seen on Tuesday, January 9, 2017, at 12:30 p.m., in the Highway 27 and Rutherford Road area in the City of Vaughan.

He is described as 5’6", 160 lbs., thin build, clean-shaven, bald. He was last seen wearing black pants, turquoise shirt, an olive-and-black jacket, black baseball hat, prescription glasses.

He was driving a 1998 grey Oldsmobile Intrigue, with Ontario licence plate BSHZ179.

Police are concerned for his safety.

The month of January is recognized by Crime Stoppers International as Crime Stoppers Month.

On Thursday, January 11, 2018, at 10:30 a.m., in the lobby at headquarters, Toronto Crime Stoppers will host an event celebrating Crime Stoppers Month. Along with highlighting statistics from 2017, various public awareness campaigns from the past year will also be profiled.

Toronto Crime Stoppers Chair Gary Grant will host the event with remarks by Chief Mark Saunders, Mayor John Tory and Peter MacKay.

Marijuana dispensary search warrant executed, Canna Club, 429 Wilson Avenue, Three people arrested, facing total of six charges

The Toronto Police Service would like to make the public aware of arrests in a Controlled Drugs and Substances Act investigation.

On Wednesday, January 10, 2018, at 2:50 p.m., officers from 32/33 Division's Street Violence Task Force executed a search warrant at the Canna Club at 429 Wilson Avenue.

It is alleged that the following was seized during the execution of the search warrant:

- 1403.04 grams of leaf marihuana
- 301.8 grams of marihuana oil
- $1,330 (Canadian currency)

Gurnek Bassi, 23, of Brampton, was arrested and charged with:

1) Possession of a Schedule II Substance for the Purpose of Trafficking
2) Possession of Proceeds of Property Obtained by Crime Under $5,000


Jessica Paul, 20, of Toronto, was arrested and charged with:

1) Possession of a Schedule II Substance for the Purpose of Trafficking
2) Possession of Proceeds of Property Obtained by Crime Under $5,000


Habte Sami, 35, of Toronto, was arrested and charged with:

1) Possession of a Schedule II Substance for the Purpose of Trafficking
2) Possession of Proceeds of Property Obtained by Crime Under $5,000

All three are scheduled to appear in court at Old City Hall on Thursday, February 22, 2018, 9 a.m., room 114.

The Toronto Police Service requests assistance identifying a man wanted in two Theft investigations.

Officers have started an investigation into a theft that occurred on Monday, December 18, 2017, at 2:30 p.m., at the Sheraton Centre Hotel at 123 Queen Street West.

It is reported that:

- a 32-year-old woman was in an office

- a man entered the office and stole her wallet

Officers have started an investigation into a theft that occurred on Friday, January 5, 2018, at 2:30 p.m., at the Hilton Hotel at 145 Richmond Street West.

It is reported that:

- a man entered offices in the hotel

- he stole a number of personal items from a desk

- he fled the scene

In both incidents, the same man is believed to be responsible.

He is described as bald, wearing an olive-coloured parka with hood, brown pants, brown boots.

Security camera images of the man are released.

Terrence Noftall, 55, faces eight charges in ongoing Child Sexual Assault Investigation, Dufferin Street and Eglinton Avenue West area, Man's photograph released

On Tuesday, January 9, 2018, members of the Toronto Police Service Child Exploitation Section executed a search warrant in the Dufferin Street and Eglinton Avenue West area.

It is alleged that:

- in 2012, a man was working at Toronto Western Hospital where he met a woman

- the man befriended the woman's child

It is further alleged that:

- the man showed the child pornography

- the man sexually assaulted the child

- the man had inappropriate communications with the child

Terrence Noftall, 55, of Toronto, has been arrested and charged with:

1) Invitation to Sexual Touching
2) Sexual Interference
3) Sexual Assault
4) Make Sexually Explicit Material Available to a Child
5) Luring a Child Under 18
6) Attempt Make Child Pornography
7) Make Child Pornography
8) Breach of Prohibition Order (C.C. Section 161)

He is scheduled to appear in court at 1000 Finch Avenue West on Monday, January 15, 2018, 9 a.m., room 301.

The Toronto Police Service is seeking assistance with an investigation into an Assault at the TTC bus station at Scarborough Town Centre.

It is reported that:

- on Tuesday, January 9, 2018, at about 2:40 p.m., a man assaulted two women, aged 47 and 44, at the TTC bus station at Scarborough Town Centre

- the man was last seen running south on McCowan Road

The man is described as dark complexion, 40-42, 6'2", 200 lbs. He was wearing grey pants, black winter jacket, black ski mask, black shoes.

Security camera video is now released.

The Repeat Offender Parole Enforcement (R.O.P.E.) Squad is seeking assistance locating a federal offender wanted on a Canada Wide Warrant as a result of his alleged breach of parole.

Ransford Kusi, 56, is described as 5'7", 204 lbs., shaved head, brown eyes. He is known to wear prescription glasses.

He is serving a nine-year-and-six-month sentence for importing narcotics.

He is known to frequent the Greater Toronto Area.

Missing woman located, College Street and Lansdowne Avenue area, Muna Abdulkadir, 48

Man wanted in Assault with a Weapon investigation, Birchmount Road and Bay Mills Boulevard area

The Toronto Police Service requests assistance identifying a man involved in an Assault with a Weapon investigation.

On Friday, January 12, 2018, at 9 a.m., officers responded to a call for a hate crime in the Birchmount Road and Bay Mills Boulevard area.

It is reported that:

- an 11-year-old girl was walking to school

- she was approached from behind by a man

- he pulled off the hood to her jacket

- he then cut her hijab with a pair of scissors

- he then fled the area

The man is described as Asian, 20-30, 5'7"-5'8", thin build, black hair with straight bangs to the eyebrows, thin moustache, black prescription glasses. He was wearing a black hooded sweater with the hood up, black pants, brown gloves.

Police are asking any business owners or residents in the area, who may have security or dash cam video, to check their footage as it may have captured the man loitering in the area prior to the assault.

This is being investigated as a hate crime.

Public invited to provide input on TPS organizational culture

The Toronto Police Service is modernizing its policing model. Part of that effort includes assessing the Service’s organizational culture – the values, beliefs and behaviours that shape how Toronto Police Service members do their work and interact with the community.

"As we modernize, we are talking to our members about what they think we, as a Service, do well and where we can improve. It’s also important for us to continue the conversation with the community that helped inform the creation of our Action Plan: The Way Forward. We are inviting the public to share their views either by attending roundtable discussions or filling out an online survey so we can get their input during this assessment process," explained Deputy Chief Barbara McLean.

The Service has hired MNP, a Canadian professional services firm, to complete the organizational culture assessment. An important part of the assessment is offering the opportunity for community members across the city to provide their input, either in person or by survey.

The public will be able to provide input via an online survey available at the following link: Organizational Culture Survey or participate in a facilitated roundtable that will be held in various locations across Toronto.

Roundtable sessions will be held in the evenings at the following locations:

Session #1: Rexdale Community Hub, 21 Panorama Court, Toronto, January 23, 2018, 6:30 p.m. to 8:30 p.m.

Session #2:High Park/Parkdale, location to be confirmed, January 25, 2018, 6:30 p.m. to 8:30 p.m.

Session #3, Agincourt Community Services Association, 201 Chester Le Blvd., January 30, 2018, 6:30 p.m. to 8:30 p.m.

Session #4: North York Civic Centre, 5100 Yonge St., February 1, 2018, 6:30 p.m. to 8:30 p.m.

Session #5: Scarborough Civic Centre, 150 Borough Dr., February 6, 2018, 6:30 p.m. to 8:30 p.m.

Session #6: Regent Park Community Centre, 402 Shuter St., February 8, 2018, 6:30 p.m. to 8:30 p.m.

Session #7: York Civic Centre, 2700 Eglinton Ave. W., February 13, 2018, 6:30 p.m. to 8:30 p.m.

About the Action Plan: The Way Forward
Mandated to look beyond the way policing is currently done in Toronto, the Transformational Task Force (TTF) proposed a modernized policing model for the city that is innovative, sustainable, and affordable. The model will place communities at its core, be intelligence-led, optimize the use of resources and technology, and embrace partnerships as a means of enhancing capacity and capability. The final report contains 32 recommendations and was accepted by the Toronto Police Services Board in February, 2017 as the Service’s Business Plan for the next three years.
