Early closure on Saturday of TPS North Collision Reporting Centre, 113 Toryork Road

The Toronto Police Service would like to advise the public regarding a change in hours of operation for the North Collision Reporting Centre at 113 Toryork Road. The reporting centre will be closing on Saturday, November 11, 2017, at 8 p.m., for maintenance. The North Collision Reporting will be returning to normal operating hours on Sunday, November 12, 2017, at 6 a.m.

The regular business hours of the reporting centres are below.

How to Report a Collision

The Toronto Police Service would like to remind the public of how, where, and when a collision must be reported in the City of Toronto.

A Collision Reporting Centre (CRC) is a facility which was created to help motorists, cyclists, and pedestrians report motor vehicle collisions which they have been involved in.

The Ministry of Transportation defines a collision as contact resulting from the motion of a motor vehicle or street car or its load that produces property damage, injury, or death.

Collisions which police will attend

• The collision involves a fatality
• A personal injury collision where a person is transported to hospital directly from the scene of the collision in an ambulance
• Any criminal activity involved in a collision (e.g., impaired driving, stolen vehicle, assault)
• Collisions involving a person who is uninsured or is a suspended driver (simply not having an insurance card does not necessarily mean the vehicle is not insured, these collisions can be referred to the CRC)
• Any collision involving a pedestrian, cyclist or person on a wheeled device which is reported immediately and at the scene of the collision
• Any collision involving damage to highway or public property
• Service vehicle involved collisions
• Collisions that are reported and/or have occurred between 11 p.m. and 6 a.m., where any vehicle is not drivable
• Collisions involving transportation of hazardous goods where the hazardous goods have been compromised

If the collision you are involved in does not meet the above criteria, but does meet the minimum requirements set out by the Ontario Highway Traffic Act to report the collision to police, you must report your collision at a CRC.

What are Collision Reporting Centres?

A Collision Reporting Centre (CRC) is a facility created to help motorists, cyclists and pedestrians report motor vehicle involved collisions. There are two Collision Reporting Centre locations in Toronto.

What is the law on reporting a collision under the Highway Traffic Act?

The Highway Traffic Act requires that all collision where persons suffer any level of injury, or damage valued at more than $2,000 (combined) to vehicles or property, or damage to any highway property be reported to police forthwith.

Can I report a collision without bringing in my vehicle?

A report will not be taken at the CRC if the involved vehicle and driver are not present. Without exception, towed vehicles must go directly to a CRC before repairs are started.

Additionally any person who attends a CRC, must ensure that they have the other involved driver(s) information to complete the collision report.

Do I have to exchange information when involved in a collision?

Under the Highway Traffic Act, any person involved in a collision must provide their personal identification (driver's licence), vehicle, and insurance information to the other person(s) involved in the collision.

Do police have to attend the scene of the collision to take the report?

Police will not attend the scene of minor collisions which do not meet the criteria as noted above; involved parties will be directed to attend a CRC where appropriate. The collision report will be taken at the CRC.

Is a cyclist-involved dooring incident a motor vehicle collision?

No.

What is dooring?

When a parked vehicle's occupant opens a door into a cyclist's path and the cyclist collides with the open door. This type of incident does not meet the definition of a collision under the Ministry of Transportation guidelines.

The level of injury a person suffers in a dooring incident is not a deciding factor whether or not a dooring report should be made. An officer will attend the scene of a dooring incident where a person is taken to hospital directly from the scene of the incident in an ambulance

If the dooring incident does not meet the above-mentioned criteria, the dooring incident should still be reported to police by calling 416-808-2222.

The fine upon conviction for a motor vehicle occupant committing a dooring-related offence is $300 plus a $60 victim fine surcharge and $5 court costs for a total of $365.

Sexual Assault Alert, St. Clair Avenue West and Atlas Avenue area, Composite sketch of wanted man released

The Toronto Police Service would like to make the public aware of a Sexual Assault investigation.

It is reported that:

- in the evening of Friday September 1, 2017, a 15-year-old girl was walking in the St. Clair Avenue West and Atlas Avenue area

- she was approached from behind by an unknown man who then directed her to a secluded area near a park

- he sexually assaulted her

- the incident was interrupted and the man fled the area

The man is described as 30-40, 6', full scruffy beard, blue eyes, wearing a dark long-sleeve shirt, jogging pants, white running shoes.

A composite sketch of the wanted man is released.

Missing boy, Victoria Park Avenue and St. Clair Avenue East area, Isaiah Twyman, 13

Isaiah Twyman, 13, was last seen on Friday October 27, 2017, in the Victoria Park Avenue and St. Clair Avenue East area.

He is described as 5’5”, 126 lbs., medium build, short black hair.

Missing girl, Believed to be another victim of Scam targeting Chinese students, Yonge Street and Finch Avenue West area, Yue “Kandy” Liu, 17

The Toronto Police Service is requesting the public's assistance locating a missing girl.

Yue “Kandy” Liu, 17, was last seen on Friday, November 10, 2017, at 10:30 a.m., in the Yonge Street and Finch Avenue West area.

She is described as 5'6", with a thin build, long black hair, and brown eyes. She was wearing a knee-length brown jacket, a white scarf, blue track pants, and black/white shoes.

Police are concerned for her safety, as she is believed to be another victim of a scam targeting Chinese students.

Assault on Toronto Police Service Parking Enforcement Officer, Man, 47, charged

The Toronto Police Service would like to inform the public of an arrest in an Assault investigation involving a Parking Enforcement Officer.

It is alleged that:

- on Thursday, November 9, 2017, at approximately 10:25 a.m., a Parking Enforcement Officer was issuing parking tickets near Avenue Road and Elgin Avenue

- a male driver and a passenger of a vehicle being ticketed, approached and began aggressively yelling at the officer

- the driver spit on the officer

- the driver and passenger left the area in their vehicle

On Thursday, November 9, 2017, Eldon Mascoll, 47, of Toronto, was arrested.

He has been charged with:

1) Assault Peace Officer.

He is scheduled to appear at on Wednesday, December 20, 2017, at 2:00 p.m. at 444 Yonge Street, room 505

Leonida Prejoianu, 61, was last seen on Saturday, November 11, 2017, at approximately 8 a.m., in the King Street West and Dowling Avenue area.

He is described as 5’10”, with a slim build, brown eyes, greying short hair, and a grey beard. He was last seen wearing a waist-length, grey Point Zero parka with fur on the hood, a long-sleeve polo shirt, dark skinny jeans, a brown baseball hat, and blue boots.

Police are concerned for his safety.

Multiple stabbing investigation, Lawrence Avenue East and Rushley Drive area, Update, Man, 19, arrested, suspects outstanding

The Toronto Police Service would like to inform the public that a second man has been arrested in a multiple stabbing investigation.

On Friday, October 20, 2017, at 3:30 p.m., officers responded to a call for a stabbing in the Lawrence Avenue East and Rushley Drive area.

On Saturday November 11, 2017, at 8:12 a.m., Mohammad Ilyas Patel, 19, of Toronto, was arrested. He is charged with:

1) Assault with a weapon
2) Assault
3) Possess weapon dangerous to public peace
4) Two counts of fail to comply with recognizance

He is scheduled to appear in court at Old City Hall on Saturday, November 11, 2017, at 10 a.m.

The Toronto Police Service would like to inform the public of a missing man known to be violent and dangerous.

Delroy Flowers, 39, was last seen on Sunday, November 12, 2017 at approximately 11 a.m, in the Queen Street West and Ossington Avenue area.

He is described as 6'5", 180 lbs., brown eyes, shaved head, missing front teeth. He was last seen wearing black pants, black jacket, white shirt and white shoes.

Police are concerned for his safety, as well as the safety of the public. He is known to be violent and dangerous. If located, do not approach and call 9-1-1 immediately.

Assistance sought in Assault investigation, Camera images of wanted woman released

The Toronto Police Service is seeking the public’s assistance identifying a woman wanted in connection with an Assault investigation.

It is reported that:

- on Thursday, November 10, 2017, at 8:35 a.m., an unknown woman place an order for a Co-Op taxicab to pick her up in the Kitchener Avenue and Caledonia Road area.

- when the driver arrived, the woman entered into the taxicab and instantly became verbally abusive towards him

- she then violently assaulted the driver, biting him on the face, before exiting the cab, and fleeing the area on foot

- the assault is believed to be random and unprovoked.

The woman is described as 20-30, with an olive complexion, medium build, and dark, long, curly hair, with bleached ends. She was wearing a T-shirt with the words “BUDTENDER” on the front, and a black jacket.

Photographs of the woman have been released.
