Toronto Police Services Board Chair Andy Pringle and Chief Mark Saunders will be hosting a community consultation session on the modernization of the Toronto Police Service on Wednesday, October 26, 2016, from 6:30 p.m. to 8:30 p.m., at Danforth Collegiate and Technical Institute, at 800 Greenwood Avenue.

Members of the public are encouraged to read the Transformational Task Force Interim Report, in particular the report's 24 recommendations. The report can be seen here.

The session will include remarks from Chair Pringle and Chief Saunders and break-out tables designed to get the public's input on the future of policing. The consultation session will also be streamed live on Facebook.

Members of the public are also encouraged to submit their thoughts through email or video message by visiting the Have Your Say section of our website.

33 Division's "Wanted Person of the Week," Zheng Wang, 20

The 33 Division Warrant office is requesting the public's assistance locating Zheng Wang, 20, of Toronto.

He is wanted on a warrant for:

1) Kidnapping
2) Forcible confinement
3) Assault with a weapon
4) Extortion
5) Conspiracy to commit an indictable offence

He is described as 5'7", 161 lbs., brown eyes and black hair.

TPS civilian charged, Update, Further investigation leads to 22 new charges

On Wednesday, July 20, 2016, the TPS posted a news release which said that Erin Maranan, 28, a temporary civilian clerk with the Forensic Identification Service of the Toronto Police Service, with three years' service, was charged with two counts of Breach of Trust.

It was alleged that:

- in February 2014 and September 2014, she committed a Breach of Trust by conducting unauthorized queries of the police database(s)

- these searches were not for official police business

On Wednesday, October 19, 2016, as a result of further investigation, Erin Maranan, 28, of Thornhill, was charged with:

1) 20 counts of Breach of Trust
2) Perjury
3) Personation

She is scheduled to appear in court at 2201 Finch Avenue West on Wednesday, October 19, 2016, 1:30 p.m., room 206.

The investigation was carried out by TPS Professional Standards.

The Toronto Police Service Human Trafficking Enforcement Team would like to advise the public of a Human Trafficking investigation.

It is alleged that:

- a 17-year old girl met a man approximately a year ago, through the social media site Instagram

- two weeks ago, the man arranged to meet the girl

- the man met the girl, advised her that she could earn a lot of money working for him in the sex trade

- the man took the girl to a hotel in Mississauga

- the man took photographs of the girl in certain stages of undress and posted them on backpages.com, advertising for sexual services

- the man controlled all communications with the customers via text messages

- the man advised the girl what services were to be provided and the price to be charged for each service

- all the money was turned over to the man

- during this time, the girl introduced her 18-year-old friend to the man

- the man convinced the woman to work for him in the sex trade

- the man took the woman and the girl to a motel in Mississauga and introduced them to another man

- both men took photographs of the woman and girl and posted them on backpages.com, advertising for sexual services

On Saturday, October 15, 2016, a man was arrested.

Stephen McGann, 20, of Toronto has been charged with:

1) Trafficking in Persons under Eighteen years by Recruiting
2) Financial /Material Benefit/Trafficking Person under 18 years
3) Material Benefit from Sexual Services provided by Person under 18 years
4) Procuring/Person under 18 years
5) Procuring/Exercising Control over person under 18
6) Advertising another person’s sexual services
7) Print/Publish/Possess to publish Child Pornography
8) Import/Sell/Distribute, etc. Child Pornography
9) Unlawfully Possess Child Pornography
10) Trafficking in persons by Exercising Control, etc.
11) Financial/Material Benefit/Trafficking person over 18
12) Material Benefit from Sexual Services
13) Procuring/Recruit person to provide sexual services for consideration
14) Procuring/Exercising Control
15) Advertising another person’s sexual services

He was scheduled to appear in court at 1911 Eglinton Avenue East, on Monday, October 17, 2016, courtroom 412.

Police are concerned there may be other victims.

Police would like to encourage all affected individuals to come forward and report Human Trafficking occurrences to police. We want to make sure that everyone has access to support services and an exit strategy, regardless of their decision to proceed criminally.

Missing girl, Morningside Avenue and Ellesmere Road area, Shayla Harp, 15,

The Toronto Police Service is requesting the public's assistance locating a missing girl.

Shayla Harp, 15, was last seen on Tuesday, October 18, 2016, at 8:30 p.m., in the Morningside Avenue and Ellesmere Road area.

She is described as 5'2", thin build, brown eyes, long black hair with blue highlights.

Police are concerned for her safety.

Missing man located, Sherbourne Street and Gerrard Street East area, Dack Hayes, 85


Homicide #55/2016, Silverstone Drive and Albion Road

On Tuesday, October 18, 2016, at 5:52 p.m., officers responded to a call for a shooting at Silverstone Drive and Albion Road.

It is reported that:

- a vehicle pulled up beside the victim's vehicle

- an occupant of the suspect vehicle began firing multiple shots at the victim's vehicle, then fled

- two men were taken to hospital via emergency run with life-threatening injuries

- one of the victims, a 28-year-old man, succumbed to his injuries

He was identified as Christian Saarah, 28, of Toronto.

The other victim, a 24-year-old man, remains in hospital in serious condition.

Investigators are appealing for assistance from anyone who was in the area at the time of the shooting.

#Fraudchat: Cyber Crime, Thursday, October 20, 2016, 1 p.m.

October is Cyber Security Awareness Month. It was created to educate internet users about online security and the simple steps they can take to protect themselves. The campaign’s goal is to bring together all levels of government, the public and private sectors, and the international community, to help internet users be safer online.

Cyber Security Awareness Month aims to drastically reduce the number of Canadians falling victim to cybercrime by creating awareness, sharing prevention tips and creating informed internet users.

Most Canadian internet users feel vulnerable to online threats, yet many people take risks online, such as opening email from an unknown source or not protecting personal information stored on a computer. Take the time, this October, during Cyber Security Awareness Month, to review your online safety practices and follow #CSAM.

Today, at 1 p.m., we will be joined by special guests the Canadian Bankers Association, the Canadian Anti-Fraud Centre and Canadian Life and Health Insurance Association, to answer questions regarding Cyber Crime. Members of the public can follow the Canadian Bankers Association, Canadian Anti-Fraud Centre and Canadian Life and Health Insurance Association using the hashtags @CdnBankers, @Canantifraud and @CHLIA on Twitter.

To follow #fraudchat, members of the public simply need to log on to Twitter from 1 p.m. to 2 p.m. EST and follow the #Fraudchat hashtag. An application such as “Tweetdeck,” which allows users to separately view tweets containing this hashtag, is also helpful in following the chat.

#Fraudchat is a monthly Twitter chat that takes place on Thursdays from 1 p.m. to 2 p.m. EST on Twitter. Launched in November 2012, this program seeks to educate and exchange ideas with the public about financial crimes and fraud. The moderators for this program are Detective Gail Regan (@Reganfcu) and D/C Diane Kelly (@DKellyFCU) of the Financial Crimes Unit and members of the Financial Services Commission of Ontario (@FSCOTweets & CSFOTweets).

Since November 2012, TPS Financial Crimes has partnered with the Financial Service Commission of Ontario to educate the public about financial crimes and fraud through the use of social media.

Marijuana dispensary search warrant executed, 1625 Bayview Avenue, One man, two women, facing drug charges

The Toronto Police Service would like to make the public aware of arrests in a Controlled Drugs and Substances Act Investigation.

On Wednesday, October 19, 2016, at approximately 2:35 p.m., officers from 53 Division Major Crime Unit executed a search warrant at Eden Medicinal Society, 1625 Bayview Avenue.

Three people were arrested:

Melissa McLennan, 24, of Toronto, was charged with:

1) Possession of a Schedule II Substance for the Purpose of Trafficking
2) Possession of Proceeds of Property Obtained by Crime


Jaime Cortez-Granilo, 24, of Toronto, was charged with:

1) Possession of a Schedule II Substance for the Purpose of Trafficking
2) Possession of Proceeds of Property Obtained by Crime


Katherine Woods, 24, of Toronto, was charged with:

1) Possession of a Schedule II Substance for the Purpose of Trafficking
2) Possession of Proceeds of Property Obtained by Crime

They are scheduled to appear in court at Old City Hall, on Wednesday, November 30, 2016, 9 a.m., room 114.

Woman wanted in Fraud investigation, Carolyn Michelle Solomon, 50, Photographs released

The Toronto Police Service is seeking the assistance of the public locating a woman wanted in a Fraud investigation.

It is alleged that:

- the current owner of Blue Mountain Travel sold travel services that were only partially provided, if at all

- she used customers' credit cards to purchase legitimate travel services for people unknown to the credit-card holder

- Carolyn Michelle Solomon, 50, of Toronto, was an employee of Blue Mountain Travel, prior to being the owner, and is known to use the aliases Michelle Durant, Carolyn Durant, Michelle Solomon and Michelle Miller.

On Friday, April 15, 2016, she was arrested and charged with:

1) Two counts of Fraud Over $5000

Since that time, after further investigation, she has been charged with:

1) Fraud – Under
2) Fail to Comply Recognizance
3) Two counts of False Pretense
4) Fail to Comply Undertaking

She had been arrested on Friday, April 8, 2016, and charged with offences unrelated to her ownership of Blue Mountain Travel:

1) Four counts of Fraud Over
2) Two counts of Making a False Statement to Procure Money

In addition to the charges previously laid in the Blue Mountain investigation, she is now wanted for:

1) Fraud – Under
2) Eight counts of Fail to Comply Recognizance
3) Fraud – Over

She is also wanted under a Surety Warrant.

It is further alleged that:

- on October 13, 2016, members of York Regional Police attempted to arrest her in the Bathurst Street and Steeles Avenue West area in Vaughan

- she fled the scene

- she was driving a gold 2007 Chrysler 200 with Ontario licence plate BZNE 248.

She is wanted for:

1) Dangerous Driving
2) Obstruct Police
3) Driving While Under Suspension

Investigators are strongly encouraging her to turn herself in to police.

Anyone with information on her whereabouts is asked to call 9-1-1 immediately.

Man, 31, arrested for Assault, Yonge-Dundas Square

On Wednesday, October 19, 2016, at 5:45 p.m., officers from 52 Division made an arrest in an Assault investigation.

It is alleged that:

- a 35-year-old man was sitting in Yonge-Dundas Square with his family

- a man approached the 35-year-old man from behind and tore the turban off his head

- the man made derogatory comments and left

- multiple witnesses in the area called police

Robin Kelly Skani, 31, of no fixed address, was arrested. He is charged with:

1) Assault

He is scheduled to appear in court at Old City Hall on Thursday, October 20, 2016, 10 a.m., room 101.

Police seek assistance identifying man wanted in armed robbery investigation, Sheppard Avenue East and Birchmount Road, Security camera video and images of wanted man released

Toronto Police Service Hold Up is seeking the public's assistance identifying a man involved in an armed robbery.

It is reported that:

- on Friday August 26, 2016, at approximately 12 p.m., a man entered a convenience store in the Sheppard Avenue East and Birchmount Road area

- the man posed as a customer, asking to purchase lottery tickets

- when it was time to pay, the man advised he would return with money

- a few minutes later, the man returned and approached the counter

- the man showed the victim a black handgun tucked in his front waistband and then made a demand for money

He is described as black, 20-30, and medium build.

Security camera images and video have been released.

Man, 32, arrested, faces charges in two bank robberies

The Toronto Police Service would like to make the public aware of an arrest in two bank robberies.

It is alleged that:

- on Friday, July 22, 2016, a man entered a bank in the Yonge Street/Sheppard Avenue area

- the man received money after showing a hold-up note indicating that he had a gun

It is further alleged that:

- on Friday, August 5, 2016, the same man entered a bank in the Eglinton Avenue/Yonge Street area

- the man received money after showing a hold-up note

On Wednesday, October 19, 2016, Andrew Davis, 32, of Mississauga, was arrested. He is charged with:

1) two counts of Robbery

He was scheduled to appear in court at College Park on Thursday, October 20, 2016, 10 a.m.

Two boys, one man, arrested for 17 Robberies in York and Toronto, Face total of 91 charges

The Toronto Police Service would like to make the public aware of the arrest of two boys and a man for 17 robberies in York and Toronto.

It is alleged that:

- between Friday, September 16, 2016, and Saturday, October 15, 2016, a series of retail robberies, three in York Region, 14, in Toronto, were committed by up to three males

- in each of the robberies, up to three males would enter the retail store wearing disguises

- one of the males would make a demand for money at gunpoint

On Monday, October 17, 2016, two 16-year old boys, both of Toronto, were arrested.

One was charged with:

1) 12 counts of Robbery while Armed with a Firearm
2) four counts of Robbery
3) 16 counts of Disguise with Intent

The other was charged with:

1) nine counts of Robbery while Armed with a Firearm
2) four counts of Robbery
3) 13 counts of Disguise with Intent

The were both scheduled to appear in court on Tuesday, October 18, 2016, at 2201 Eglinton Avenue West, 10 a.m., courtroom 204.

The Young Persons cannot be identified under the provisions of the Youth Criminal Justice Act.

On Wednesday, October 19, 2016, Robert Scott Watson, 30, of Toronto, was arrested. He is charged with:

1) 13 counts of Robbery while Armed with a Firearm
2) four counts of Robbery
3) 13 counts of Disguise with Intent
4) two counts of Fail to Comply with Probation
5) Possession of Property Obtained by Crime - Under ($5000)

He is scheduled to appear in court on Tuesday, November 29, 2016, at 2201 Eglinton Avenue West, 9 a.m., courtroom 202.

On Thursday, June 9, 2016, 31 Division requested the public's assistance locating Elizabeth Woodward, 57, of Toronto.

On Friday, August 5, 2016, she surrendered to police. She has been charged with:

1) Dangerous Operation
2) Assault with Weapon
3) Theft Under
4) Fail to Stop Scene of Accident

She appeared in court at College Park , on Wednesday, August 31, 2016, courtroom 507.

On Tuesday, October 18, 2016, as part of an investigation into the distribution of child sex abuse images, members of the Toronto Police Service Child Exploitation Section executed a Criminal Code search warrant in the Jane Street/Lawrence Avenue West area.

It is alleged that:

- during the execution of the search warrant, officers located images and videos of children being sexually abused

On Tuesday, October 18, 2016, Henrique Mateus, 43, of Toronto, was arrested. He is charged with:

1) Possession of Child Pornography
2) Access Child Pornography
3) Make Available Child Pornography
4) Possession of Child Pornography

He was scheduled to appear in court at Old City Hall on Wednesday, October 19, 2016, 9 a.m., courtroom 101.

Police believe he may have had contact with children over the past four years in the Jane Street/Lawrence Avenue West area.

Police are concerned there may be other victims.
