Police seek assistance identifying suspect in theft of Christmas wreath, Macpherson Avenue and Yonge Street area, Police believe there may be other victims

The Toronto Police Service is requesting assistance identifying a suspect in a Theft investigation.

On Saturday, December 5, 2015, the Toronto Police Service received a call for a theft in the Macpherson Avenue and Yonge Street area.

It is reported that:

- in the early morning hours of Saturday, December 5, 2015, a woman walked up to the front door of the complainant's house and removed a Christmas wreath

The suspect is described as white, thin build, 25–35, wearing a tight-fitting toque, black puffy jacket, blue jeans and black leather messenger bag.

There has been one further report of a similar theft in that area in the early hours of Monday, December 7, 2015.

Significant seizure of chemicals used to produce GHB, Two men arrested

The Toronto Police Service would like to make the public aware of a recent seizure of a substance used to produce the controlled substance, GHB (Gamma-Hydroxybutyrate).

It is alleged that:

- on Wednesday, November 25, 2015, the Canada Border Services Agency intercepted a couriered shipment that claimed to contain 36 kilograms of Cinnamyl Acetate

- Cinnamyl Acetate is legal to possess and is used in the production of some cosmetic products

- Tests of the substance identified the true nature of the substance to be Gamma-Butyrolactone (GBL)

- GBL is a Class A precursor chemical listed in Schedule VI of the Controlled Drugs and Substances Act

- GBL is the only restricted ingredient required in the production of Gamma-Hydroxybutyrate (GHB)

- the seized GBL was able to produce 264 litres of GHB, and would be representative of 53,000 individual doses of the drug with a street value of approximately $527,000.

On Wednesday, December 2, 2015, the Toronto Drug Squad arrested one of the alleged importers and intended recipients.

Ayron Borovic, 30, of Oshawa, was charged with:

1) two counts of Possession of a Schedule I Substance for the Purpose
2) Possesssion of Proceeds of Property Obtained by Crime
3) Fail to Comply with Recognizance
4) Unauthorized Possession of a Prohibited Weapon

On Thursday, December 3, 2015, the other alleged importer and intended recipient was arrested.

Malik Jadavji, 38, of Toronto, was charged with:

1) Import a Schedule VI Substance
2) two counts of Possess Class A Precursor for the Purpose
3) three counts of Possession of a Schedule I Substance for the Purpose

They are scheduled to appear in court at Old City Hall on Monday, January 18, 2016, courtroom 114.

Personal Injury collision #60/2015, Weston Road and Finch Avenue West

On Monday, December 7, 2015, at 7:12 p.m., police responded to a call for a personal injury collision at Weston Road and Finch Avenue West.

It is reported that:

− a 61-year-old man was driving a 1999 Toyota Sienna, eastbound on Finch Avenue West, approaching Weston Road

− a 36-year-old woman was attempting to cross Finch Avenue West, west of Weston Road

− the vehicle struck the pedestrian

The 36-year-old woman was taken to hospital with life-threatening injuries.

Man wanted for Attempted Murder, Angel Payan Almendarez, 22, Photograph released

The Toronto Police Service is requesting assistance locating a man wanted for Attempted Murder.

It is alleged that:

- on Tuesday, December 8, 2015, at 11 a.m., a tenant of a building in the Bathurst Street/Finch Avenue West area was found in medical distress by a neighbour

The suspect has been identified as Angel Payan Almendarez, 22, of Toronto. He is wanted for:

1) Attempted Murder

He is described as 5’8”, with a medium build, short black hair and brown eyes.

He may be driving a white Honda Civic with Ontario licence plate BXKB 387.

The Mass Marketing Section of the Toronto Police Service Financial Crimes Unit is a member of the Toronto Strategic Partnership against Cross-Border Fraud. The partnership represents a combined enforcement strategy, specializing in the investigation of mass marketing fraud in, or originating from within the province of, Ontario with cross-border implications.

In January 2013, the Financial Crimes Unit started an investigation into an alleged pyramid scheme. The Toronto Police Service was assisted by investigators from the RCMP, Competition Bureau of Canada, Ministry of Government and Consumer Services, Ministry of Finance, U.S. Federal Trade Commission, FINTRAC, and the Canada Revenue Agency.

It is alleged that:

- between October 2010 and March 2013, a pyramid scheme known as “Banners Broker” was operated out of a Church Street address in Toronto

- the scheme offered participants the opportunity to double their money by investing in an advertising company that had access to a “globally renowned network”

- participants were led to believe their investments were being applied towards a program that offered payment for the direction of web traffic via referral links

- the program's existence was entirely dependent upon the fee-based entry of new members and little or no real product or service was provided

- new investors were drawn into the scheme via a series of false or misleading representations

- by the end of 2012, over $93 million US was obtained from thousands of participants, of which approximately $45 million was paid back to participants in the scheme

- the remaining funds were funneled to a number of offshore accounts in Belize, St. Lucia, Cyprus, and others

On Wednesday, December 9, 2015, Christopher George Smith, 45, of Toronto, and Rajiv Dixit, 45, of Vancouver, were arrested. They are charged with:

1) Defraud the Public - Over ($5000)
2) Possession of Proceeds of Crime
3) Launder Proceeds of Crime
4) Operate Scheme of Pyramid - Selling (Competition Act)
5) Make False or Misleading Representations (Competition Act)

The were scheduled to appear in court at Old City Hall on Wednesday, December 9, 2015,. The proceedings are subject to a publication ban.

Public assistance sought identifying man wanted for Attempt Murder, Security camera images of man released

The Toronto Police Service is seeking the public’s assistance identifying a man wanted for Attempt Murder.

It is reported that:

- on Monday, December 7, 2015, at 8:53 a.m., a 38-year-old man was walking in the Queen Street East/Church Street area

- he was approached from behind by another man

- armed with a knife, the other man stabbed the man in the neck

The man was taken to hospital.

The other man is described as 5’10”, 160 lbs., bald, with a beard. He was wearing a bucket hat, a black, three-quarter-length jacket, a black shirt underneath, and faded blue jeans with ripped patches on the front.

Sexual Assault Alert, Lansdowne Avenue/College Street area, Man wanted, Composite sketch of suspect released

The Toronto Police Service would like to make the public aware of a Sexual Assault investigation.

It is reported that:

- on Friday, November 20, 2015, just before midnight, a 37-year-old woman was walking in the Lansdowne Avenue/College Street area

- a man approached her and sexually assaulted her

- he was last seen in the Lansdowne Avenue/Rideau Avenue area

He is described as approximately 35, 5'8" - 5'10", approximately 150 lbs., with short black hair. He was wearing a blue-and-green nylon jacket which was dirty, loose-fitting, and had blue and/or green geometric shapes embossed on it.

A composite sketch is now available.

Sexual Assault Alert, Wellesley Street East/Sherbourne Street area, Man charged with Sexual Assault on boy, 14, Police believe there may be other victms

The Toronto Police Service would like to make the public aware of an arrest in a Sexual Assault investigation involving a 14-year-old boy.

It is alleged that:

- some time between January 2015 and May 2015, a 14-year-old boy was in the Wellesley Street East/Sherbourne Street area

- a man approached the boy, introduced himself as "Mike," engaged him in conversation, and invited him up to his apartment

- the man then sexually assaulted the boy

- after the initial encounter, the boy was sexually assaulted several other times within that period

- on one occasion, the man threatened the boy’s life

In December 2015, the boy notified the Toronto Police Service's Child Youth Advocacy Centre.

On Tuesday, December 8, 2015, Mervyn Fitzgerald Duncan, 52, of Toronto, was arrested. He is charged with:

1) Sexual Assault
2) Sexual Interference with a Person Under 16
3) Uttering Threats – Death

He appeared in court at College Park on Tuesday, December 8, 2015.

Police believe there may be other victims. Mervyn Fitzgerald Duncan is known to frequent the Wellesley Street and Sherbourne Street area.

Nine arrested in drug investigation, "Project Springfield," Conrad Grizzle, 22, wanted in Homicide #20/2014, among those arrested, Arrest warrants sought for three others, Drugs, money, and shotgun seized

The Toronto Police Service would like to make the public aware of arrests and seizures in an investigation named "Project Springfield."

In October 2015, the Toronto Police Drug Squad started an investigation into people believed to be trafficking controlled substances within the Greater Toronto area and surrounding communities.

It is alleged that:

- people were identified as operating a sophisticated trafficking network involving various substances which crossed numerous jurisdictions

As a result of the investigation, 10 search warrants were conducted.

It is further alleged that the following, amounting to a street value of $1.1M, was seized:

- Cocaine (3 kgs)
- Marijuana (89 lbs.)
- MDMA (1 kg)
- Hashish (1 km)
- Oxycodone (80 pills)
- Remington 12 gauge shotgun

On Wednesday, December 9, 2015, shortly after 6:30 a.m., the following people were arrested and charged:

Jason Smithers, 33, of Toronto, was charged with:

1) Conspiracy to Commit an Indictable Offence
2) four counts of Possession for the Purpose of Trafficking
3) Possession of Property Obtained by Crime - Over ($5000)

Michael Pham, 22, of Markham, was charged with:

1) three counts of Conspiracy to Commit an Indictable Offence
2) four counts of Possession for the Purpose of Trafficking
3) Possession of Property Obtained by Crime - Over ($5000)

Huy Tran, 20, of Markham, was charged with:

1) Possession for the Purpose of Trafficking
2) two counts of Conspiracy to Commit an Indictable Offence
3) Possession of Property Obtained by Crime - Over ($5000)

Feng Xiang Cui, a 37-year-old woman, of Toronto, was charged with:

1) Possession for the Purpose of Trafficking
2) Possession of Property Obtained by Crime - Over ($5000)

Pamela Cortez, a 25-year-old woman, of Toronto, was charged with:

1) Possession for the Purpose of Trafficking
2) Possession of Property Obtained by Crime - Over ($5000)

David Ho, 25, of Toronto, was charged with:

1) Possession for the Purpose of Trafficking
2) Possession of Property Obtained by Crime - Over ($5000)

Quang Duc Ho, 35, of Toronto, was charged with:

1) Possession for the Purpose of Trafficking
2) Possession of Property Obtained by Crime - Over ($5000)

Shawn Little, 35, of Innisfil, was charged with:

1) Possession for the Purpose of Trafficking
2) Possession of Property Obtained by Crime - Over ($5000)

Conrad Grizzle, 22, of no fixed address, was charged with:

1) two counts of Conspiracy to Commit an Indictable Offence
2) Possession for the Purpose of Trafficking
3) Possession of Property Obtained by Crime - Over ($5000)

He was also identified as being wanted in Homicide #20/2014, the homicide of Douglas Parker, 20, of Toronto, on Saturday, May 24, 2014. He was also charged with:

4) Second-Degree Murder
5) two counts of Attempt Murder

They were all scheduled to appear in court at Old City Hall on Thursday, December 10, 2015, 10 a.m., courtroom 103.

Arrest warrants are being sought for Hayden Brooks, 22, of Toronto; Jiefeng Zhou, 38, of Guelph; and Kyle Martin, 28.

Homicide #2/2012, Mike Pimentel, 24, Update, Shawn Poirier, 30, arrested, charged with Second-Degree Murder

On Sunday, January 1, 2012, at 2:48 a.m., police responded to a call for a stabbing near 171 East Liberty Street.

It is alleged that:

- police located a man suffering from trauma to his body

- he was taken to hospital with life-threatening injuries and later died

The victim was identified as Mike Pimentel, 24, of Toronto

On Thursday, December 3, 2015, Shawn Poirier, 30, was arrested in Calgary. He was returned to Toronto on Wednesday, December 9, 2015, and charged with:

1) Second-Degree Murder

He was scheduled to appear in court at Old City Hall on Thursday, December 10, 2015.

Investigators are still seeking the assistance of the public, especially the taxi operator who was physically given a cell phone with Shawn Poirier on the other line, in an attempt to locate and pick up him up in an area "near the lake," in the early hours of New Year's Day.

Kristen Larsh, 14, was last seen on Tuesday, December 8, 2015, in the The West Mall/Rathburn Road area.

She may be in the Bradford area.

She is described as 5’5”, with an average build, and dark-brown hair. She was wearing a black winter jacket with a hood, and grey Roots trackpants.

Police are concerned for her safety.
