Youri Kolpaktshi, 28, was last seen on Tuesday, March 17, 2015, at 8:45 a.m., in the Mortimer Avenue & Woodbine Avenue area.

He is described as fair complexion, medium build with short brown hair. He was last seen wearing a brown winter jacket.

Police are concerned for his safety.

On Thursday, March 26, 2015, from 1 p.m. - 3 p.m., in the auditorium at police headquarters, the Toronto Police Service’s Pan American/Parapan American Games Planning Team and Ryerson University will be hosting a Coffee with Cops event for all undergraduate students in Ryerson’s criminal justice program.

A total of 250 students and officers will be in attendance, providing an opportunity for students to speak one-on-one with officers from various units, Divisions, and ranks. This will also be an opportunity for the students to have a brief presentation on the 2015 Pan American/Parapan American Games and its impact on Toronto and the Service.

Chief William Blair and Deputy Chiefs Mark Saunders, Mike Federico, and Peter Sloly will also be in attendance to meet with the students and share their experiences.

Sara K. Thompson, Ph.D., Associate Professor, Department of Criminology at Ryerson University and Constable Jenifferjit Sidhu, Media Relations Officer, Corporate Communications, will also be available.

Media advisory, Thursday, March 26, 2015, 11 a.m., Dundas Street West/Huron Street, Introduction of Project Blue Ram

On Thursday, March 26, 2015, at 11 a.m., 52 Division’s Unit Commander Acting Superintendent Glenn Holt and Chinatown Business Improvement Area Chair Tony Yu will meet at the corner of Dundas Street West and Huron Street to announce the start of Project Blue Ram.

Acting Superintendent Holt will be speaking about the launch of Project Blue Ram, a seven-week project that began on Monday, March 23, 2015. The project is focusing on crime prevention, local disorder issues related to theft from autos, shoplifting, panhandling, public intoxication, drugs and any related problems.

Police are being proactive and directing additional patrols in the Chinatown area.

Similar projects have taken place over the past years in the downtown Chinatown area. Blue Ram will be very similar. Chinatown is a very safe neighbourhood. Officers will provide a heightened presence in the area and will be proactive by visiting local businesses and reviewing crime prevention strategies as well as utilizing Auxiliary Officers to educate residents and visitors to remind them to lock their car doors and not store valuables in their cars.

Spray-paint vandalism remains to be a main concern to the Chinatown BIA. Police will be working with the community and are encouraging residents, visitors and business owners who witness the act of spray-paint vandalism taking place, to immediately call police on the emergency 9-1-1 telephone line to report this or any other crime in progress. If you see suspicious activity or witness a crime please call police at 416-808-2222. All acts of spray-paint vandalism should be reported to police. Person(s) who willfully damage property commit the criminal act of Mischief and are subject to prosecution under the Criminal Code of Canada.

He is described as 5'8", 200 lbs., medium build, brown eyes and short brown hair. He is believed to be driving a silver (grey) 2011 Honda CRV with Ontario licence plate 677 TAE.

On Friday, March 27, 2015, at 11 a.m., in the media gallery at headquarters, the Toronto Police Services Board will unveil its community engagements policy.

Board Chair Alok Mukherjee, Mayor (and Police Services Board member) John Tory and Chief William Blair will speak at the news conference.

The Board policy and the draft TPS procedure will be included in a TPS media advisory posted online at 10 a.m.

The news conference will be available on the TOC and will be live-streamed.

There will be a Police Services Board special meeting on Thursday, April 2, 2015, at 2 p.m., in the auditorium at headquarters, at which the community engagements policy will be considered.

2015 Greek Independence Day Parade, Sunday, March 29, 2015, 1 p.m., Danforth Avenue, from Donlands Avenue to Broadview Avenue, Road closures

On Sunday, March 29, 2015, at 1 p.m., the 2015 Greek Independence Day Parade will take place.

Road closures will be in place for the day.

The parade will follow the following route:

- start at Eastern Commerce Collegiate Institute, 16 Phin Avenue, at 11 a.m.

- northbound on Euston Avenue, full road closure

- westbound on Danforth Avenue, full road closure

The parade will end at Broadview Avenue at approximately 3 p.m..

Motorists can expect delays in the area and should consider alternate methods of transportation. The TTC may experience delays. The parade will take place regardless of weather conditions.

Increase in Thefts from gym lockers in the Don Mills area

The Toronto Police Service would like to make the public aware of an investigation into Thefts from gym lockers in the Don Mills area.

It is reported that:

- to date, 16 thefts have been reported to police in 33 Division

- unlocked clothing lockers have been opened and items such as wallets and car keys taken

- in one case, car keys were removed from an unlocked locker and a vehicle was stolen

- locked clothing lockers have been opened with lock picks and bolt cutters

- personal items, including wallets, watches, cell phones and cash have been obtained

If you see anyone loitering near lockers or acting suspicious, please report all thefts or suspicious activity to gym staff and the police immediately.

Police seek public's assistance with Break-and-Enter investigation, Spadina Avenue and Cameron Street, Security camera video released

Police are requesting the public’s assistance identifying four men involved in a Break-and-Enter investigation involving approximately $38,000 of stolen clothing.

It is reported that:

- on Sunday, March 1, 2015, at approximately 10 p.m., four men were seen loading merchandise stolen at 222 Spadina Avenue into a vehicle on Cameron Street

- the vehicle was last seen heading northbound on Cameron Street

The four men are described as:

Suspect #1 was wearing black pants, black jacket with reflective stripe on each arm, and black shoes with a white logo.

Suspect #2 was wearing black pants, black jacket with hood pulled up and a dark-coloured scarf covering face

Suspect #3 has light skin. He was wearing dark jeans, black jacket, black ski mask pulled over face and white running shoes.

Suspect #4 was wearing a black leather jacket with a dark hooded sweatshirt underneath with hood pulled up over head.

The vehicle is described as a dark-coloured SUV or Crossover.

14 Division's "Fugitive Friday," David Allen Neal, 37

This is the latest instalment of 14 Division's "Fugitive Friday." We are looking for David Allen Neal, 37, of Toronto.

It is alleged that:

- on Sunday, March 8, 2015, a man attended a fast-food restaurant in the King Street West and Dufferin Street area

- he approached the counter and grabbed a quantity of cash from the victim, who was attempting to order food

- he then fled the restaurant

- the incident was captured on security camera video and the man was identified as David Allen Neal

He is wanted for on a Warrant in the First Instance for:

1) Robbery
2) two counts of Fail to Comply Probation

He is described as 6'0", 175 lbs., with brown hair and hazel eyes.

Police warn that he is considered violent. If located, do not approach. Call 9-1-1.

She was in the company of her daughter, Victoria Woo. She is described as 3', with long straight black hair worn in pigtails, and brown eyes. She was wearing a pink winter coat.

Police request assistance with Sexual Assault investigation Pharmacy Avenue and Ellesmere Road area, Two security camera images of wanted man released

The Toronto Police Service is requesting the public’s assistance with a Sexual Assault investigation.

It is reported that:

- on Thursday, March 26, 2015, at approximately 1:45 p.m., a woman boarded an eastbound TTC bus at York Mills Station

- the woman unboarded the bus and was followed by a man to a bus shelter in the Pharmacy Avenue/Ellesmere Road area

- the man engaged the woman in conversation, then sexually assaulted her

The man is described as brown, 30-40, 5’7” – 5’9”, with a big build, brown hair, brown eyes. He was wearing a white winter coat.
