The Toronto Police Service Divisional Policing Support Unit, will be holding a recognition event for National Victims of Crime Awareness Week. This event will be held on Monday, April 7, 2014, at 11 a.m., in the lobby of headquarters.

The theme for 2014 National Victims of Crime Awareness Week is Taking Action. Countless dedicated professionals and volunteers take action to better serve victims of crime every day. In honour of these professionals, we will be presenting the 2nd annual Leading the Path award.

This year's recipients are Bonnie Levine and Bobbie McMurrich who will be accepting on behalf of Victim Services Toronto and Detective Lee Poczak from the Scarborough Family Justice Initiative. Youth pipers from the newly formed Ryan Russell Memorial Pipe Band will acknowledge all victims of crime with a rendition of "Amazing Grace."

Police request assistance with personal injury collision #8/2014, Yonge Street at Pleasant Boulevard

On Sunday, April 6, 2014 at 5:25 p.m., police received a call for a personal injury collision at Yonge Street at Pleasant Boulevard.

It is reported that:

- a man, 29, was driving a 2006 Yamaha R6 motorcycle, northbound on Yonge Street, approaching Pleasant Boulevard

- a man, 75, was driving a 2004 BMW X3 vehicle, southbound, turning left on to eastbound Pleasant Boulevard

- the BMW struck the northbound motorcycle

- the motorcycle struck a woman, 67, walking on the east sidewalk of Yonge Street.

The woman had life-threatening injuries and the motorcycle driver had non-life-threatening injuries. Both were taken to hospital for treatment.

Man arrested in child pornography investigation, Mark Cameron Nikolaidis, 24,

On Thursday, April 3, 2014, TPS Sex Crimes - Child Exploitation Section executed a search warrant at a home in the Ellesmere Road and Midland Avenue area.

It is alleged that:

- a man was responsible for posting images of child abuse on a social networking site

Mark Cameron Nikolaidis, 24, of Toronto, was arrested.

He has been charged with:

1) Possession of Child Pornography (three counts)
2) Accessing Child Pornography (two counts)

He was scheduled to appear in court at 1911 Eglinton Avenue East on Friday, April 4, 2014, at 10 a.m.

Suspicious incident, Pet owners warned of health risk, Baird Park

On Sunday, April 6, 2014, police were called to the leash-free dog park at 275 Keele Street (Baird Park).

Police attended and located several pieces of chocolate that had been scattered within the fenced area of the park.

City officials have closed the dog park, pending further investigation.

Studies indicate that some forms of chocolate may be harmful or fatal for dogs.

Missing man, Li Qui Wu, 40

The Toronto Police Service is requesting the public's assistance locating a missing man.

Li Qui Wu, 40, was last seen on Thursday, April 3, 2014, at approximately 5:30 p.m., in the Leslie Street and Finch Avenue East area.

He is Asian, 5'7", 160 lbs., with short black hair. He was last seen wearing a dark-green winter jacket, dark jeans, black striped shirt and blue running shoes. He has a mole over his left eyebrow and is believed to have a slight moustache and goatee.

He speaks Mandarin and understands very little English.

Police are concerned for his safety.

Public Safety Alert, Lost medication

The Toronto Police Service would like to make the public aware of a quantity of lost medication.

On Thursday, April 3, 2014, at 3 p.m., six vials of Methadone and a quantity of Effexor pills were lost on the Bloor subway line between Dufferin and Kennedy stations.

The medication was stored inside a black backpack. The medication could be harmful or fatal if ingested, especially to children.

Police seek assistance identifying man in assault, Security image released, Main Street Subway Station

The Toronto Police Service is requesting the public's assistance identifying a man involved in an assault on Toronto Transit Commission property.

It is alleged that:

- on Sunday, April 6, 2014, at approximately 1 a.m., an assault took place on the westbound platform of the Main Street Subway Station.

- the victim was waiting on the platform when he was approached by an unknown man

- the man walked up behind the victim and pushed him off the platform to track level

- the man boarded the next westbound train

- the victim crossed over the eastbound tracks and was helped back onto the platform by witnesses

- the victim was not injured

The man was captured on security cameras; images are being released.

The man is described as in his 50’s, 5 ’7” – 5’ 9”, 160-165 lbs., black, greying hair, parted on the left side. He was wearing a black t-shirt with a design on the front, black hip-length jacket, dark colour pants, western style boots, and carrying plastic grocery bags.

Man arrested in child pornography investigation, Matthew Hobberlin, 32

On Friday, April 4, 2014, members of Sex Crimes, Child Exploitation Section, executed a search warrant in the Mount Pleasant Road and Davisville Avenue area of Toronto.

It is alleged that:

- a man was actively accessing and possessing child pornography on the internet.

Matthew Hobberlin, 32, was arrested.

He has been charged with:

1) Possession Child Pornography
2) Accessing Child Pornography


He was scheduled to appear in court at 60 Queen Street West, courtroom 101, on Saturday, April 5, 2014, at 9:00 a.m.

The public and the media are invited to participate in Cops for Cancer, the annual Head Shave Fundraiser at Yorkdale Shopping Centre, 3401 Dufferin Street, on Saturday, April 12, 2014, at 11:30 a.m., inside the front of the old Sears entrance.

Started in Edmonton in 1994, Cops for Cancer is a national program raising money for the Canadian Cancer Society to fund research and support patients.

The fundraiser will see dozens of members of the Toronto Police Service and the law-enforcement community, as well as members of the public, have their heads shaved and hair cut.

Hosted by emcees Frank Ferragine and Maurie Sherman, this energetic day will feature head-shaves, haircuts, the return of Jail-N-Bail, and a silent auction.

Canadian Cancer Society Senior Manager of Corporate and Community Partnerships Tonya Stewart said everyone should participate in the event once.

"Cops for Cancer is one of the Canadian Cancer Society's signature events and something every officer should do at least once. Cutting and donating your hair or shaving your head is a visible representation of your commitment to the fight against cancer and the funds you raise help us fund critical services for those fighting the disease today and innovative research into the causes and cures. The Society is so proud to partner with the Toronto Police Service, Yorkdale Shopping Centre and the community on this incredible event."

Yorkdale Shopping Centre is once again sponsoring and hosting the event.

"We are very proud to be lending our support to Cops for Cancer," said Claire Santamaria, General Manager of Yorkdale Shopping Centre. "This event highlights the tremendous community leadership of our friends at the Toronto Police Service, who inspire us every day in their work, and we hope to see lots of people at Yorkdale on April 12 to show their support in the fight against cancer."

TPS Staff Sergeant Chris Boddy will be among those shaving his head in support of the fundraiser.

"Cancer hits home for me and so many others in the community," Boddy said. "This event is a hugely positive way for the police and community to join forces in the fight against cancer."

Missing boy, Derrick Chen, 17

The Toronto Police Service is requesting the public's assistance locating a missing boy.

Derrick Chen, 17, was last seen on Monday, April 7, 2014, at 8 a.m., in the Finch Avenue East and McCowan Road area.

He's described as Asian, thin build, 5'9", 127 lbs., short black hair. He wears glasses and was last seen wearing blue jeans and a dark-blue hooded sweatshirt.

Police are concerned for his safety.

Public Safety Alert, Suspicious Incident, Gerrard Street East and Beaton Avenue

The Toronto Police Service would like to make the public aware of a suspicious incident that was reported in the Gerrard Street East and Beaton Avenue area.

It is reported that:

-on Monday, April 7, 2014, at approximately 8:30 a.m., at the intersection of Gerrard Street East and Beaton Avenue a 16-year-old girl was approached by an unknown man in a vehicle

-the man told the girl that she was supposed to go with him and motioned for her to get into the car

-after a brief conversation with the man, an adult friend intervened, causing the man to leave.

The man is described as being in his 40’s, East Indian with darker skin and was wearing dark glasses. He was driving a small, beige, four-door vehicle.

PACER External Advisory Committee makes progress on report recommendations, Representatives to depute at upcoming Toronto Police Services Board meeting

In March 2012, Chief William Blair commissioned a review of all aspects of police and community engagements to address the issues of racial profiling and biased police service delivery. During this time, the Police and Community Engagement Review (PACER) Team consulted with almost every area of the Service, as well as more than 30 community organizations. The result was 31 recommendations that will positively affect the contacts between police and the community.

Since the implementation of Recommendation #4, the creation of the External Advisory Committee (EAC), in November 2013, community members from across the city have been providing expertise, advice, and accountability on issues related to bias-free policing and PACER recommendations. The committee members are also a conduit between the community and the Toronto Police Service.

Volunteers from 15 community organizations meet on a regular basis with members of the PACER Team; the group is co-chaired by Superintendent David McLeod of the Toronto Police Service and Ms. Audrey Campbell of the Jamaican Canadian Association. In the last few months, the EAC has had the opportunity to work on the implementation of all 31 PACER recommendations. The material contributions of the EAC, to date, are listed below.

Recommendation #1: the EAC has helped draft a new Core Value for the Service, entitled Bias-Free, with language that clearly articulates and acknowledges an individual's rights and freedoms. This draft is with Chief Blair for review and approval.

Recommendation #29: the EAC has helped develop the new business card design and process that will see police officers distribute a business card, offering more information about the interaction or occurrence. This new design is with Chief Blair for review and approval.

Recommendation #19: the EAC will be attending the Fair and Impartial Policing (FIP) training session in May. The EAC will receive the FIP evaluation and will offer input on its success and make suggestions for Service-wide implementation.

Recommendation #14: the EAC received a presentation by the Service's Employment Unit about the role Community Safety Notes play in a person's candidacy or disqualification. The EAC has pressed the Service for information on this process.

Recommendation #30: the EAC is an important stakeholder in the ongoing evaluation of the PACER Project, currently underway by the Center for Policing Equity (CPE). Members of the EAC have participated in the initial interview process. They will continue to be a resource for CPE.

The EAC will continue to represent their constituents at these meetings for the duration of the PACER Project, currently scheduled through to December 2016.

On Tuesday, April 8, 2014, members of the PACER EAC are scheduled to provide deputations at the Toronto Police Services Board Special Meeting. Members of the media are invited to speak with the EAC at the TPSB Special Meeting or by contacting Ms. Audrey Campbell at audreycambell@rogers.com.

TPS Hold Up officers have made arrests arising from a series of violent retail robberies between December 6, 2013, and January 8, 2014.

On Monday, April 7, 2014, Hold Up officers arrested the remaining outstanding man.

Oswald Forde, 28, of Toronto, has been charged with:

1) Robbery While Armed (eight counts)

2) Wear a Disguise with Intent (four counts)

He was scheduled to appear in court at 1911 Eglinton Avenue East, on Tuesday, April 8, 2014,, room 401, 10 a.m.

The Toronto Police Service is requesting the public's assistance locating a missing man.

Jeffrey Armstrong, 29, was last seen on Tuesday, April 8, 2014, at 3 p.m., in the Queen Street West and Ossington Avenue area.

He is described as black, 5'8", 185 lbs., with black braided hair. He was last seen wearing a black "Ninja"-style outfit.

Police are concerned for his safety and the safety of the general public. He is considered dangerous and should not be approached by members of the public. Please call 9-1-1.

On Wednesday, April 9, 2014, at 10 a.m., at Oakwood Collegiate Institute,
991 St. Clair Avenue West, the Toronto Police Service, in partnership with the students at Oakwood Collegiate Institute, will celebrate International Day of Pink by highlighting student-based initiatives and an anti-bullying video.

Chief William Blair and members of the Toronto Police Service's 13 Division, led by Unit Commander Superintendent Scott Baptist, and the Service's Lesbian, Gay, Bisexual, Trans, Queer (LGBTQ) Internal Support Network, will be joined by Maria Rodrigues, Toronto District School Board Ward 9 Trustee; Donna Quan, Director of Education, Toronto District School Board; Rauda Dickinson, Superintendent of Education, Toronto District School Board; and Oakwood Collegiate Institute Principal Ellen Austrom.

The International Day of Pink started when a Nova Scotia teen was bullied for wearing a pink shirt to school. His fellow students rallied - by all wearing pink - and showed their solidarity against LGBT-based discrimination.
