Man Arrested in Firearms Investigation, Charged in Two Separate Shooting Incidents, Faces 17 Charges, one firearm seized

The Toronto Police Service would like to make the public aware of an arrest made, resulting in a man charged for three separate incidents involving firearms.

On Thursday, August 12, 2021, at 6:40 p.m., officers were in the area of Clearview Heights and Trethewey Drive, when a subject vehicle was located.

It is alleged that:

- officers stopped the vehicle

- a man inside the vehicle attempted to flee from the officers

- he was pursued by the officers and arrested without incident.

A loaded semi-automatic handgun was recovered.

Deion Velinor, 23, of Toronto, was charged with:

1. Unauthorized Possession of a Firearm
2. Possess Firearm while knowingly having no authority
3. Possess Loaded Regulated Firearm
4. Possess Firearm While Prohibited
5. Occupy Motor Vehicle with Firearm
6. Careless Storage of a Firearm

Further investigation revealed that the man was wanted for two previous shootings.

On August 8, 2021, Deion Velinor was driving in the area of Keele Street and Downsview Park Boulevard when it is alleged that:

- he was cut off by another driver

- he followed that driver to the area of Bathurst Street and Lakeshore Boulevard West

- he pulled in front of the driver and approached him on the driver’s side

- he shot at the driver multiple times

- the driver was not injured.

For this incident, he has been charged with:

1. Discharge Firearm with Intent
2. Unauthorized Possession of a Firearm
3. Possess Firearm while knowingly having no authority
4. Possess Loaded Regulated Firearm
5. Possess Firearm While Prohibited


On April 6, 2021, Deion Velinor was with a group of people in the area of Clearview Heights and Trethewey Drive when it is alleged that:

- a fight broke out among the group

- he shot at a person

- the person received minor injuries during the incident

For this incident, he has been charged with:

1. Unauthorized Possession of a Firearm
2. Possess Firearm while knowingly having no authority
3. Possess Loaded Regulated Firearm
4. Possess Firearm While Prohibited
5. Occupy Motor Vehicle with Firearm
6. Careless Storage of a Firearm


Deion Velinor is scheduled to appear in court, on August 13, 2021, at 10 a.m., at 2201 Finch Avenue West, in room 206.

Missing Man, Sheppard Avenue East and Bayview Avenue area, Marc Prevost, 43

Marc Prevost, 43, was last seen on Thursday, August 12, 2021, at 5 p.m., in the Sheppard Avenue East and Bayview Avenue area.

He is described as 5'11", with short grey hair and blue eyes. He has tattoos on his knuckles and arm.

Police are concerned for his safety.

Adam Robert Latremouille, 36, was last seen on Tuesday, August 10, 2021, in the Birchmount Road and Danforth Avenue area.

He is described as 5'9", 150lbs, with blue eyes, short brown hair and has a beard.

He may be driving a 2021 black Hyundai Sonata CPWR737.

Police are concerned for his safety.

Liban Farah, 35, was last seen on Thursday, August 12, 2021 at approximately 6:30 p.m. in the area of Horner Avenue and Judson Street area.

He is described as 6'0", 180 lbs., brown eyes, long black afro and beard. Last seen wearing a white t-shirt with black hood sweater.

Man arrested in Break and Enter investigation, Dale McLean, 37

The Toronto Police Service would like to make the public aware of an arrest made in a series of Break and Enter investigations.

On Thursday, August 5, 2021, officers responded to a call for Break and Enter at a business in the Danforth Avenue and Victoria Park area.

Investigators launched an investigation and allege the suspect was responsible for several other commercial break and enters in the city.

Dale McLean, 37 of Toronto, was arrested on August 6, 2021 was arrested and charged with:

1. 5 counts of Break and Enter Commit
2. 5 counts of Fail to Comply Release Order
3. 5 counts Possession of Schedule 1 Substance
4. 3 counts of Uttering Threats

He appeared in court virtually on Saturday, August 7, 2021, at old City Hall in room 112 at 10 a.m.

Police seek assistance identifying man involved in Indecent Act investigation, Yonge Eglinton Centre

The Toronto Police Service is informing the public of indecent exposure incident.

On Thursday, August 12, 2021 at approximately 1:45 p.m., police responded to a radio call for an indecent act at Yonge Street and Eglinton Street West, Yonge Eglinton Centre.

It is alleged that:

- a man followed two female youth in the Yonge Eglinton Centre.

- the suspect followed the youth throughout the shopping center and several stores.

- the man then exposed himself performing an indecent act

Security camera images of the man have been released.

He was described as 5'8-5'10, 20-30 yrs old, medium build, brown complexion, clean shaven. He was wearing a black baseball cap with a gold "Raptors" basketball logo, dark blue shirt, black shorts, black socks, navy blue sneakers with white soles, carrying a blue backpack.

Man wanted in an attempt murder investigation, Kyle Arsenault, 31, Image released

The Toronto Police Service is seeking the public's assistance locating a man wanted in an attempt murder investigation.

On Tuesday, August 10, 2021, at approximately 9:20 p.m., police responded to a call for a stabbing in the Sherbourne Street and Carlton Street area.

It is alleged that:

- two men became involved in a verbal dispute

- the dispute escalated into a physical altercation

- one man produced a knife and stabbed the victim

- the victim was transported to hospital with a stab wound to the stomach

An investigation commenced, and a suspect has been identified.

Kyle Arsenault, 31, of Toronto, is wanted for:

1. Attempt Murder

2. Aggravated Assault

3. Assault with a Weapon

He is described as 5'10", with a slim build, dark hair and has multiple tattoos.

His image has been released.

Homicide #47/2021 25 Martha Eaton Way, Jerome Jean-Louis Sylvester, 42

The Toronto Police Service would like to make the public aware of a homicide investigation.

On Saturday, August 14, 2021, at 10:26 p.m., police responded to a radio call for a shooting at 25 Martha Eaton Way

It is reported that:

- multiple gunshots were heard

- officers attended and located three men with gunshot wounds

- a 29-year-old man from Toronto, and a 57-year-old man from Brampton were transported to hospital with non-life threatening injuries

- one man was pronounced deceased on scene

The victim has been identified as Jerome Jean-Louis Sylvester, 42, of Toronto.

Investigators are appealing for witnesses, or anyone in the area that has dash-cam and video surveillance to contact Homicide.

Fatal Collision #25/2021, Bloor Street West and Eagle Road area, Man arrested, Benjamin Tan Min Wang Nelson, 21

The Toronto Police Service is requesting the public's assistance with a fatal collision.

On Saturday August 14, 2021 at approximately 2:40 a.m., police received a report of a single motor vehicle collision in the Bloor Street West and Eagle Road area.

It is reported that:

- a 21-year-old man was driving a 2001 Lexus westbound on Bloor Street West at a high rate of speed

- the driver lost control of his vehicle in the Bloor Street West and Eagle Road area and struck a retaining wall on the north side of the street

- the passenger side of the vehicle suffered substantial damage, causing major injuries to a passenger

- a 21-year-old man from Toronto, who was a passenger in the vehicle, succumbed to his injuries at the scene

The driver of the vehicle has been charged.

Benjamin Tan Min Wang Nelson, 21, of Toronto has been charged with:

1. Dangerous Operation of a Conveyance Causing Death

He attended court on Saturday, August 14, 2021, 11 a.m., at Old City Hall in room 112.

The investigation is ongoing by members of Traffic Services.

Police are requesting local residents, businesses, and drivers, who may have witnessed the collision or have security or dash-cam footage of the area or incident, to contact investigators.

Personal Injury Collision #33/2021, Don Valley Parkway North and Prince Edward Viaduct

The Toronto Police Service is requesting the public's assistance with a personal injury collision investigation.

On Sunday, August 15, 2021, at 2:15 p.m., police responded to a report of a personal injury collision involving a vehicle and a motorcycle in the northbound lanes of the Don Valley Parkway at the Prince Edward Viaduct.

It is reported that:

- a 23-year-old man was driving a 2019 Isuzu NHR truck northbound on the Don Valley Parkway

- a 24-year-old man was riding a 2015 Yamaha R1 motorcycle northbound on the Don Valley Parkway

- the rider of the motorcycle lost control and collided with the rear end of the truck

- the rider of the motorcycle suffered life-threatening injuries and was transported to hospital

The investigation is ongoing by members of Traffic Services.

Police are asking local residents, businesses, and drivers, who may have security or dash camera footage of the area or incident, to contact investigators.

The Toronto Police Service would like to update the public on an arrest in an indecent exposure incident.

On Thursday, August 12, 2021 at approximately 1:45 p.m., police responded to a radio call for an indecent act at Yonge Street and Eglinton Street West, Yonge Eglinton Centre.

On Sunday, August 15, 2021 Faizan Islam, 19, of Toronto, was arrested. He is charged with:

1. three counts of Criminal Harassment
2. two counts of Indecent Exposure to Person Under 16 years of age
3. Indecent Act

He is scheduled to appear in court at College Park on Monday, August 16, 2021, 10 a.m., in room 507.

Missing Girl, Dawes Road and Gower Street area Teniah Earle, 12

The Toronto Police Service is requesting the public's assistance locating a missing girl.

Teniah Earle, 12, was last seen at approximately 1:30 a.m., on Monday, August 16, 2021, in the Dawes Road and Gower Street area .

She is described as 5"6, 130-140 lbs., slim build, hair in braids, wearing black legging pants, black sneakers with pink stripes, and a grey purse with crayons inside.

Police are concerned for her safety.

Homicide #48/2021, Bathurst Street and Sheppard Avenue West, Man Charged with Second Degree Murder

The Toronto Police Service would like to inform the public of a homicide investigation.

On Thursday, July 1, 2021, at approximately 1 p.m., police responded to a radio call in the Bathurst Street and Sheppard Avenue West area.

It is alleged:

- at a property, a man threatened and assaulted an 87-year-old man

- an 80-year-old woman tried to intervene and was threatened and then assaulted by the man

The man and the victims were known to each other.

On Thursday, July 1, 2021, Iourii Starostin, 55, of no fixed address, was arrested. He was charged with:

1. Mischief
2. Uttering Threats
3. Aggravated Assault
4. Assault
5. Uttering Threats
6. Fail to Comply Probation

The 87-year-old man died as a result of his injuries on Friday, July 2, 2021.

On Monday, August 16, 2021, Iourii Starostin had his charges upgraded. He is now charged with:

1. Second Degree Murder

He was scheduled to appear in court at 1000 Finch Avenue West on Monday, August 16, 2021, at 10 a.m., in room 301.
