Missing Man, Keele Street and Sheppard Avenue West area, Karol Jankowski, 39

The Toronto Police Service is requesting the public's assistance locating a missing man.

Karol Jankowski, 39, was last seen on Tuesday, April 6, 2021, at 12:30 p.m., in the Keele Street and Sheppard Avenue West area.

He is described as 6', 190lbs, with short blond hair and is clean shaven.

He was last seen wearing a blue shirt and blue jeans.

He may be driving a 2007 dark blue Dodge Caravan with Ontario plate CCNH 573.

Police are concerned for his safety.

Homicide #17/2021, 35 Trehorne Drive, Habil Abdilahi Hassan, 21, Update, Man surrenders to police, one man outstanding

The Toronto Police Service would like to make the public aware of an arrest in a homicide investigation.

On Saturday, April 3, 2021, at 5:40 p.m., police responded to a call for a shooting at 35 Trehorne Drive.

It is alleged that:

- at approximately 5:30 p.m., two men were in a vehicle driving northbound on Scarlett Road

- another vehicle drove up beside them and the occupants began to shoot at the men

- the victims' vehicle was struck several times by bullets

Habil Abdilahi Hassan, 21, of Toronto, died as result of his injuries.

On Thursday, April 22, 2021, Antwan Triston James, 18, of Toronto, who is wanted on a Canada-wide warrant, surrendered to police. He is charged with:

1. First-Degree Murder
2. Attempted Murder

He was scheduled to appear in court at 2201 Finch Avenue West, on Thursday, April 22, 2021.

Mohamed Hassan, 20, of Toronto, is still outstanding and is wanted on a Canada-wide warrant for:

1. First-Degree Murder
2. Attempted Murder

He is considered armed and dangerous.

Investigators continue to urge witnesses or anyone who was in the area, at the time of the shooting, to contact them.

Toronto Police Service and Hospital Partners Move to Expand Mobile Crisis Intervention Teams

With support from the Toronto Police Services Board (TPSB), the Toronto Police Service (TPS) and its hospital partners are expanding the number of resources available to respond to mental health calls for service across the city.

Mobile Crisis Intervention Teams (MCIT), crisis care case managers, and Divisional Crisis Support Officers (DCSO) are all ways in which the TPS and its community partners will collectively be providing 24 hours a day, seven days a week response to people experiencing a mental health crisis.

"The Toronto Police Service, working with our partner hospitals, has developed a more comprehensive approach to providing the most appropriate response to people in crisis. Given the increase in the number of calls for service, these resources are needed now," said Deputy Chief of Police Peter Yuen. "Going from 10 teams to 13 teams, as well as the introduction of specially-trained officers at the unit level, will mean the Service is now in a position to offer 24-hour support to our communities."

Six hospitals collaborate with the TPS to create MCITs that service the entire city, with 60% of the calls being diverted from emergency room visits. With the addition of a second crisis care case manager working with COTA Health (Cota) in the Scarborough area, more people not in immediate need of crisis intervention will receive short-term follow-up and referrals to community support services. These services are often ethno-specific and has already been successful in the North York area of the city.

"Since its inception 20 years ago, the need for MCITs has only grown, especially as the global COVID-19 health crisis emerged last year. People are experiencing increased stress, anxiety, depression and social isolation," said Sarah Downey, president and CEO of Michael Garron Hospital. "MCIT provides a vital service to our community and we are proud to collaborate with Toronto Police Services and our partner hospitals to expand critical supports and resources for individuals experiencing mental health crises."

Full implementation of the enhanced resources is expected by June 2021.

The expanded services approved by the Police Services Board were included in this year’s budget process and are supported by a recent investment by Ontario Health and the provincial Solicitor General, announced last November. Offering a sustained approach to delivering a holistic mental health response requires long-term investment in all partners, not just policing.

Newly designed uniforms and vehicles for MCITs and the implementation of a crisis worker co-located at TPS Communications for diverting crisis calls not requiring a police response were also approved and are expected to be rolled out in summer 2021.

Created 20 years ago, MCITs now cover every division in the city and responded to more than 7,600 crisis calls for service in 2020. They are a collaborative team consisting of a police officer and nurse who have been specially trained in crisis response. Hospitals participating in the MCIT program are Humber River Hospital, Michael Garron Hospital, North York General Hospital, Scarborough Health Network, and Unity Health Toronto – St. Joseph Health Centre and St. Michael’s Hospital. The program also benefits from a partnership with Cota.

The TPSB and the TPS continue to move forward in implementing comprehensive police reform. This work flows from the Board’s 81 recommendations, approved in August 2020. These significant recommendations include building new community safety response models, initiatives to address systemic racism and concrete steps to improve trust with our communities. The components approved in the Service’s presentation today incorporate 12 of the 81 recommendations.

2020 Annual Hate Crime Statistical Report Findings, More than 50 per cent increase in reported hate crimes

Today the Toronto Police Service presented its Annual Hate Crime Statistical Report, outlining an unprecedented increase in hate crime reporting for 2020.

The Report identified a 51 per cent increase (139 in 2019 and 210 in 2020) in the number of reported hate crimes, with global events such as the pandemic contributing to this.

Of note, there was an increase in the number of:

- anti-Asian/Chinese hate crimes - 3 in 2019 to 15 in 2020
- hate crimes committed online - 8 in 2019 to 21 in 2020
- anti-Black hate crimes - 13 in 2019 to 43 in 2020

In 2020, the Jewish community, followed by the Black community, LGBTQ2S+ community, and the Asian/Chinese communities were the most frequently victimized groups. Mischief to property, assault and criminal harassment were the most commonly reported criminal offences motivated by hate.

“Hate crimes not only victimize an individual but also the entire group they identify with. We know this can have a long-lasting impact on the diverse communities we serve, resulting in increased isolation, stress and vulnerability,’ said Chief of Police James Ramer. “I want to make it clear, one hate crime is one too many. As a Service we have taken steps to address this concerning increase by expanding the capacity of our dedicated Hate Crime Unit who are specialized in investigating these crimes.

He added: “We remain committed to working collaboratively within our Service and with our community partners, in a transparent and inclusive way, to build trust and encourage the reporting of hate crimes.”

The Service acknowledges that these crimes are often unreported and has taken part in various training, educational and community outreach initiatives to address this. This includes Town Halls, Community Consultative Committees and the Neighbourhood Community Officer Program.

Community members are encouraged to report incidents of hate, prejudice and bias to police and work together with the Toronto Police Service to eliminate these crimes.

The Annual Hate Crime Statistical Report provides statistical data about criminal offences that are committed against persons or property which are motivated by bias, prejudice or hate based on the victim’s race, nationality or ethnic origin, language, colour, religion, sex, age, mental or physical disability, sexual or gender orientation or expression, or any other similar factor.

The data is based on hate crimes reported to the Toronto Police Service between January 1, 2020 and December 31, 2020.

The report was presented to the Toronto Police Services Board and can be found under item 6 of the agenda here. It will be published on the Service’s website in the coming days.

Sexual Assault Investigation, Jacques Henri Dubins, 77, facing two charges

The Toronto Police Service would like to advise the public of an arrest in an ongoing sexual assault investigation.

Between July 1970 to August 2016 a man was employed as a licensed medical doctor, at a
a medical clinic located in the Bathurst Street and Lawrence Avenue West area.

It is alleged:

- on February 2, 2006, the man sexually assaulted a 17-year-old boy who was a patient

On Wednesday, April 21, 2021, Jacques Henri Dubins, 77, of Toronto, was arrested. He is charged with:

1. Sexual Assault
2. Sexual Exploitation

He is scheduled to appear in court at 1000 Finch Avenue West, on Tuesday, May 25, 2021, at 2:30 p.m.

His photograph has been released.

Police are concerned there may be more victims.

Man arrested in home invasion robbery investigation, Pape Avenue and Cosburn Avenue area, Yalcin Mirik, 35

The Toronto Police Service Hold Up Squad would like to make the public aware of an arrest made in a retail robbery investigation.

On Friday, April 9, 2021, officers responded to a call for a home invasion robbery in the Pape Avenue and Cosburn Avenue area.

It is alleged that:

- three people were inside a residence when a man knocked on the door and asked to be let in

- one person answered the door and refused to let the man in so he forced open the door

- the man pulled out a knife, pointed it at the person and made a demand for money

- at that time, all three people got into a struggle with the man

- the man stabbed one of the people in the arm and then fled the scene empty handed

The Toronto Police Hold-Up Squad began an investigation and identified a man.

On Tuesday, April 20, 2021, Yalcin Mirik, 35, of no fixed address, was arrested.
He is facing the following seven charges:

1. Robbery with Offensive Weapon
2. Break and Enter Commit
3. two counts of Assault
4. Assault with a Weapon
5. Weapons Dangerous
6. Carry Concealed Weapon

He was scheduled to appear in court at College Park Court on Wednesday, April 21, 2021, at 9:30 a.m., room 507.

Arrest in Sexual Assault Investigation, Paul Noel, 57

The Toronto Police Service is requesting the public's assistance in a Sexual Assault investigation.

It is reported:

- on Tuesday, March 23, 2021, in the River Street and Oak Street area, a 25-year-old woman was in her apartment when a man came over to visit

- the man propositioned the woman to have sex but she declined

- the man locked the apartment door and sexually assaulted the woman

- when the men left, he gave the woman money and advised her not to tell anyone about what had happened

On Friday, April, 23, 2021, Paul Noel, 57, of Toronto, was arrested. He is charged with:

1. Sexual Assault
2. Forcible Confinement

He was scheduled to appear in court a College Park on Friday, April 23, 2021.

Police are concerned there may be other victims.

Charges laid against Toronto Firefighter in personal injury collision, Lawrence Avenue East and Mount Pleasant Road

The Toronto Police Service has laid Highway Traffic Act (HTA) charges against a Toronto firefighter following a collision.

On Sunday, April 4, 2021, at 2:06 p.m., police responded to a call for a collision at Lawrence Avenue East and Mount Pleasant Road.

It is alleged that:

- a Toronto Fire Services emergency response vehicle was travelling north on Mount Pleasant Road, with lights and sirens activated en route to an emergency fire call

- the fire truck approached Lawrence Avenue East where traffic was stopped

- the truck did not come to a stop and turned right to go eastbound in the westbound lanes

- the truck collided with two poles at the intersection

- one firefighter was taken to hospital with minor injuries

- no members of the public were injured

Officers from Traffic Services have completed their investigation into this collision.

As a result, the Toronto firefighter driving the fire truck has been charged under the HTA with:

1. Careless Driving
2. Turn - Not in Safety

The first court appearance for this matter is June 3, 2021, at 1:30 p.m., at “C Court” in Old City Hall, 60 Queen Street West, Toronto.

Six people arrested for a series of Retail Robberies, Toronto, Peel, York, Burlington and New Tecumseth areas, Update, Boy arrested

On Friday, March 12, 2021, the Toronto Police Service issued a news release regarding six arrests that were made as part of a Hold Up Squad-led investigation into eight robberies across Toronto, Peel, York, Halton and Alliston.

It is alleged that:

- between Wednesday, November 4, 2020 and Tuesday, March 9, 2021, a group of males coordinated robberies involving cell phone stores, pharmacies, and retail stores in the Greater Toronto Area

- they used numerous stolen vehicles to travel to and from locations

- they would enter the target locations and use threats, violence and weapons to take over employees

- they would then load up on merchandise and cash before fleeing in their getaway vehicle


The Toronto Police Hold Up Squad, with support from Peel, York, O.P.P. and Halton Police were able to identify the suspects.

On Thursday, April 22, 2021, a 17-year-old boy, of Toronto, was arrested and charged with:

1. two counts of Robbery with a Firearm
2. two counts of Disguise with Intent
3. two counts of Possession Property Obtained by Crime
4. two counts of Fail to Comply Probation

He was scheduled to appear in court at Toronto West Court, 2201 Finch Avenue West, on Friday, April 23, 2021, at 10 a.m., room 206.

Man arrested in a retail robbery series investigation, Mark Hewitt, 53, charged, One man remains outstanding

The Toronto Police Service Hold Up Squad would like to make the public aware of an arrest made in a series of retail robberies.

Between Sunday, January 24, 2021 and Tuesday, January 26, 2021, three retail robberies were committed in the Toronto and York Region area.

It is alleged that:

- in each incident two men entered the store and approached the checkout counter

- one man pulled out a handgun and pointed it at the employee

- the other man went behind the counter and took cash and lottery tickets

- both men then fled the area in a car

Members of the Toronto Police Hold Up Squad began an investigation with the assistance of the York Regional Police Hold Up Unit and were able to identify one man.

On Thursday, April 22, 2021, Mark Hewitt, 53, of no fixed address, was arrested and charged with:

1. three counts Robbery with a Firearm
2. three counts of Disguise with Intent
3. Possession of Firearm Contrary to Prohibition Order

He was scheduled to appear in court at Toronto East Court, 1911 Eglinton Avenue East, on Friday, April 23, 2021, 10 a.m., room 412.

One man remains unidentified. He is described as approximately 5'9", white, with a medium build.

Public Safety Alert, Lawrence Avenue and Bellamy Road Hague Park area, Indecent Exposure

The Toronto Police Service is informing the public of an indecent exposure.

On Tuesday April 20, 2021, at 8 p.m., police received a call for an indecent act in the Lawrence Avenue and Bellamy Road area.

It was reported that:

- a man was observed standing in Hague Park staring into the bushes that backs onto residential homes

- he called out to a woman “hey look at me. Watch me. Come look at me”

- the man exposed himself and committed an indecent act

He is described as brown with a dark complexion, approximately 20-30 years old, 5’9", skinny build, wearing a black top, black pants and black shoes.

Arrest in hate-motivated Assault Cause Bodily Harm Investigation, Lakeshore Boulevard West and Superior Avenue area, Jeffrey Spanton, 49

The Toronto Police Service has made an arrest in a hate-motivated assault investigation.

The incident occurred around 1.20 p.m., on Tuesday, March 30, 2021, in the Lakeshore Boulevard West and Superior Avenue area.

It is alleged that:

- a 50-year-old woman was walking in the area

- she was approached by an unknown man who made anti-Asian comments

After consultation with the Service's specialized Hate Crime Unit, the assault is being treated as a Hate Crime.

On Thursday, April 22, 2021, Jeffrey Spanton, 49, of Toronto was arrested. He is charged with:

1. Assault

He appeared in court at Toronto West Courts, 2201 Finch Avenue West, on Thursday, April 22, 2021, at 10 a.m., room 206.

When suspected hate-motivated offences are reported to police, the investigation will be led by a divisional investigator. The Hate Crime Unit will be made aware and specialized officers from that unit will support the investigation as needed.

If it is alleged a criminal offence was committed (such as assault or mischief) and it is believed to have been motivated by bias, prejudice or hate, the officer-in-charge will consult with the Crown. If a person is charged and convicted of the offence, the Judge will take into consideration hate as an aggravating factor when imposing a sentence.

Wilful promotion of hatred and advocating genocide are hate propaganda (hate speech) offences which require the Attorney General’s consent. Members of the Hate Crime Unit will provide assistance and support to the divisional investigators in seeking the Attorney General’s consent to lay these charges, if applicable. These charges are often laid at a later time.

Ilyas Moussalli, 32, was last seen on Friday, April 23, 2021 at 12:45 p.m., at the intersection of Queen Street West and Ossington Avenue area.

He was last seen wearing black pants and a black long sleeve shirt.

Toronto Police Service responds to verdict in George Floyd murder trial

Today, a jury in a Minneapolis courthouse rendered a verdict of guilty against former police officer Derek Chauvin on the charges of second-degree murder, third-degree murder, and second-degree manslaughter in relation to the murder of George Floyd.

While this verdict may be one more step in the process for the family and friends of George Floyd, we know there will be long-standing impacts on Black communities as a whole and not just on those with lived experiences of discrimination in the justice system or by police. We acknowledge the hurt, anger, frustration and fear that many may still be feeling at this time.

As a Service, we have been listening, learning, and changing over the past year and it is our desire to be more responsive to the communities we serve, including our Black residents.

This is a journey we will continue to take, in partnership with our Black communities as we stand with them on this day and in the future.
