Public Safety Alert, Police request assistance with break-and-enter investigation

The Toronto Police Service would like to make the public aware of a series of residential break-and-enters in midtown Toronto.

It is reported that:

- in the last two weeks, the suspects have broken into, or have attempted to break into, a number of homes while residents are at home asleep

- the suspects are targeting cash, wallets/purses and electronic devices such as iPads

Police would like to remind the public to be extra vigilant when it comes to suspicious people or vehicles on or around their street, and to secure their homes and arm their alarm systems, even while at home, and to deter suspects by leaving their outside lights on.

Teacher charged in sexual assault investigation

On Wednesday, April 10, 2013, police arrested a man in connection with a sexual assault investigation.

It is alleged that:

- in February 2013, the accused, a school teacher at Leaside High School, sexually assaulted a female student

Wayne Crooks, 37, of Toronto, has been charged with:

1) Sexual Assault

He is scheduled to appear in court at College Park, on Monday, May 27, 2013, room 505, at 10 a.m.

The TPS Mounted Unit will be hosting a graduation ceremony for the participants in the 2013 Basic Equitation Course. Five police officers from the Toronto Police Service, two police officers from the Hamilton Police Service and one police officer from the Waterloo Regional Police Service have successfully completed 15 weeks of equitation training.

The graduation ceremony will take place on Thursday, April 11, 2013, at 11 a.m., at the TPS Mounted Unit Headquarters, Horse Palace, 91 Manitoba Drive, on the grounds of Exhibition Place, opposite the Exhibition GO Station - GO Transit.

The graduation will consist of a certificate presentation, a precision ride and mounted gaming. The graduation ceremony will give the new mounted officers the opportunity to demonstrate the skills that they have learned to family, friends, co-workers and the media.

Police request assistance with personal-injury collision, Keele Street/Calvington Drive

On Wednesday, April 10, 2013 at 2:19 p.m., police responded to a personal injury collision at Keele Street and Calvington Drive.

It is reported that:

- a 66-year-old man was driving a 1996 Honda Accord northbound on Keele Street, south of Calvington Drive

- a 67-year-old man was driving a 2010 Toyota RAV-4, eastbound on Calvington Drive, turning right to southbound Keele Street

- the Toyota struck the Honda

Both drivers were taken to hospital with non-life-threatening injuries.

One man, three women, face 40 charges in organized retail theft ring investigation, Second man wanted, Tyrone Stewart, 35, Security camera images and photographs released

On Monday, April 8, 2013, 41 Division concluded a two-month-long investigation into an alleged organized retail theft ring with the arrest of four people and the execution of multiple search warrants. One suspect is outstanding.

It is alleged that:

- the people operated in groups of two to four, targeting display cases at a variety of retail outlets including electronics and jewellery stores

- one person would distract store employees while the remaining people opened locked display cases with a key to remove items

It is further alleged that:

- the suspects are responsible for nine thefts in Toronto

- there are links to thefts in York, Peel, and Halton Regions, Hamilton, Ottawa, as well as Alberta and British Columbia

The TPS has partnered with numerous police services in this Canada-wide investigation.

The identified thefts within Toronto are valued at $45,000. It is further alleged that search warrants resulted in the seizure of additional property valued at an estimated $50,000. Efforts continue to identify the rightful owners of the recovered property.

Paul Dixon, 49, of Toronto, is charged with:

1) seven counts of Theft - over ($5,000)
2) 12 counts of Theft - under ($5,000)
3) Possession of property obtained by crime - over
4) Possession of property obtained by crime - under


Chrystal Shamachuk, 28, of Toronto, is charged with:

1) three counts of Theft - over ($5,000)
2) three counts of Theft - under ($5,000)
3) Possession of property obtained by crime - over


Leah Sinclair, 42, of Toronto, is charged with:

1) three counts of Theft - over ($5,000)
2) six counts of Theft - under ($5,000)
3) Possession of property obtained by crime - over
4) Possession of property obtained by crime - under


All three appeared in court at College Park , on Tuesday, April 9, 2013, at 10 a.m., in courtroom 507.

These three also have a transient history with identified links to communities from coast to coast.

Jowanna Dixon, 49, of Toronto, was charged with

1) Possession of property obtained by crime - over

She was released on an appearance notice which requires a court appearance at a future date.

A fourth person, Tyrone Stewart, 35, of Toronto, is still outstanding.

Police believe there may be more victims.

Members of the retail community are encouraged to review the photographs and to call police to report similar events that may be linked to this group. Please note that Chrystal Shamachuk has allegedly committed offences with and without a hijab.

Toronto Crime Stoppers reaches milestone with 100,000th tip

Toronto Crime Stoppers, a collaboration involving the police, community and the media, which began in Toronto in 1984 as a way to solve and prevent crime, received its 100,000th anonymous tip in March 2013.

“This major milestone is a testament to the fact that this program works,” remarked Toronto’s Police Chief Bill Blair. “The success of Crime Stoppers is primarily due to the media and responsible citizens who deliver information to help police and investigators arrest perpetrators connected to crimes in this city. I also want to acknowledge all the folks who help run this program as well as those who support Crime Stoppers through sponsorship and individual donations.” Since, its inception in 1984, tips received through Toronto Crime Stoppers have led to 10,757 arrests, 16,189 cases cleared, 36,102 charges laid, $61,570,644 worth of property recovered and $317,091,642 worth of illegal drugs seized, in addition to the seizure of many illegal firearms.

In recent years, Toronto Crime Stoppers was instrumental in helping investigators make arrests connected to Baby Angelica who was abandoned in a stairwell during the winter of 2008, the beating of a homeless woman on Yonge Street by three teenage girls in 2011, an $18 million drug seizure in 2011 and, more recently, the shootings at the Eaton Centre and Danzig Street.

Gary Grant, Chair and Founder, Toronto Crime Stoppers, said, “As one of the most renowned Crime Stoppers programs in the world, we’re incredibly proud of the work the public, media and police have done to make our city a safer place to live.”

Toronto Crime Stoppers is run by a group of citizen volunteers who serve on the Board of Directors to oversee the program. Board members meet regularly to manage and promote the program, raise funds and authorize reward payments. The Toronto Police Service provides a coordinator, Detective Darlene Ross, to manage the day‐to-day operations, police officers to promote the School Crime Stoppers program and staff to take tips called into the Crime Stoppers 222tips hotline. Cash rewards of up to $2,000 are offered to people who contact Crime Stoppers and their information leads to an arrest.

The organization relies on individual donations and corporate sponsorship for its operations. Its largest annual fundraiser is the Toronto Crime Stoppers Ball with Police Chief Bill Blair, taking place on Wednesday, May 8 2013 at the Liberty Grand.

The Toronto Police Service would like to make the public aware of a quantity of lost medication.

It is reported that:

- on Wednesday, April 10, 2013, at 7 p.m., a quantity of medication was lost in the Queen Street East/Brooklyn Avenue area.

The lost medication included a container of Benztropine.

This medication could be harmful/fatal if ingested, especially to children.

Thursday, April 11, 2013, 9 p.m. to 10 p.m. EST, #Fraudchat covers what to do if you’re a victim of fraud

Since November 2012 the Financial Crimes Unit has partnered with the Financial Service Commission of Ontario to educate the public about financial crimes and fraud through the use of social media.

Every Thursday evening, between 9 p.m. and 10 p.m. EST, these two agencies host a one-hour forum on Twitter called “#Fraudchat.” This program seeks to educate and exchange ideas with the public about financial crimes and fraud. The moderators for this program are Kristen Rose, Senior Communications Officer of the Financial Services Commission of Ontario and Detective Sergeant Cameron Field of the TPS Financial Crimes Unit.

Tonight’s edition covers what to do if you are a victim of fraud. Fraud has often been described as a victimless crime but is, in fact, the very opposite. Fraud affects people in a number of different ways. In romance scams victims not only suffer financially, they also suffer emotional trauma. In grandparent scams victims not only suffer financial loss, they also lose trust. Victims oftentimes describe feeling foolish and guilty. No victim should have to feel this way. Tonight Fraudchat will provide comprehensive information on what to do if you get defrauded.

Man arrested in fraud investigation, Herman Fankem, 32, Photograph of man released

On Tuesday, April 9, 2013 members of the Toronto Police Service Financial Crimes Unit, Toronto Strategic Partnership, arrested a man in a fraud investigation.

It is alleged that:

- in October 2012, the victim was contacted by five men, including the accused, in answer to a real-estate advertisement the victim had posted for the sale of a commercial property

- the suspects befriended the victim and told the victim that they had a large sum of money coming in from South Africa that would be used to pay for the commercial property

- the money was coated in a dark coating and required cleaning prior to it being handed over to the victim

- the victim was told to cover the cost of the cleaning and was promised more money

- once trust was gained, the victim gave a large sum of money to the men

- the coated money was fake and the victim lost approximately $450,000

Herman Fankem, 32, of Montreal, has been arrested and charged with:

1) Fraud Over $5,000

He was scheduled to appear in court at 1000 Finch Avenue West, on Wednesday, April 10, 2013, at 10 a.m.

Police believe there may be other victims.

Missing girl, Alsara Gracia, 17

The Toronto Police Service is requesting the public's assistance locating a missing girl.

Alsara Gracia, 17, was last seen on Thursday, April 11, 2013, at 1:30 p.m., in the Galloway Road/Kingston Road area.

She is described as black, 5'2", with a thin build, and short black hair. She was wearing glasses, a white winter coat, blue shirt and khaki pants.

Police are concerned for her safety as she requires medication.

He was charged with:

1) Aggravated assault
2) Overcome resistance - choking
3) Sexual assault
4) two counts of Fail to comply - undertaking

He was scheduled to appear in court at 1000 Finch Avenue West, on Friday, April 12, 2013, at 10 a.m.

Michael John Hamill, 67, was last seen on Thursday, April 11, 2013, at 8:45 a.m., in the Runnymede Road/Bloor Street West area, where he was dropped off by taxi.

He is described as white, 5'8", 150 lbs., with short white hair, bald on top.

He was wearing glasses, a black jacket, grey sweater, green shirt and a black toque with the letters "R&A" embroidered on the front.

The Toronto Police Service is concerned for his safety.

Host Frank Ferragine from CityTV's Breakfast Television has confirmed that he will shave his head at Yorkdale on Saturday, should fundraisers reach at least $60,000. Members of the Service including Toronto Police Chief William Blair and Deputy Chief Mike Federico will also be joined by the kids of Cops for Cancer in shaving their heads for cancer research.

New this year, Kiss 92.5 personality Maurie Sherman will also host "Jail and Bail," as a part of Saturday's activities. Participants including Yorkdale’s General Manager, Operations Manager and Security Manager have been charged with "Fighting Cancer" and will be placed in a mock jail - complete with cells and bars - until they can raise enough bail money to be released. "Judge" Maurie Sherman will preside and set the bail for each participant.

Further investigation has determined that he was last seen on Thursday, April 11, 2013, at 9:15 a.m., near High Park Grenadier Restaurant, in High Park.

He is described as white, 5’8", 150-155lbs., with white hair and balding, and possibly wearing glasses. He was last seen wearing a black jacket with leather sleeves, grey sweater, green shirt, and black toque with letter “R & A” embroidered on the front. He may speak with an Irish Accent.

On Saturday, April 13, 2013, at 11 a.m., the intersection of East Haven Drive at Cliffside Drive will be closed to facilitate further investigation of a fatal collision that occurred at this location.

As the intersection will be closed until approximately 2 p.m., motorists are advised to use an alternate route.

Phillip Seymour, 44, was last seen on Saturday, April 13, 2013, at 10:30 a.m., in the Gloucester Street/Church Street area.

He is described as white, 6'4", 240 lbs., with brown eyes, and brown collar-length hair. He was wearing a dark-brown baseball cap, grey hoodie, brown hooded winter coat, and black track pants.

Police are concerned for his safety.
