The Police Officer of the Year Award is an annual tribute dinner held by the Toronto Region Board of Trade.

The Board created the award in 1967. Its purpose is to recognize members of the Toronto Police Service who have made significant contributions to making Toronto one of the safest cities in the world. Each month, an officer is selected for Police Officer of the Month, based on the following criteria: bravery, humanitarianism, superior investigative work and outstanding police skills.

Three years ago, the TPS Business Excellence Award was created. Its purpose is to recognize members of the Toronto Police Service who have made significant contributions to the Toronto Police Service and the City of Toronto. Each submission is judged on the following criteria: innovation, community service, technical achievement and customer service and reliability.

This year's Police Officer of the Year event will be held at the Toronto Region Board of Trade, 1 First Canadian Place, on Wednesday, June 5, 2013, at 6 p.m.

Leading up to the event, we will be presenting the stories of those nominated for the Police Officer of the Year and for the TPS Business Excellence Award.

Nominated for the TPS Business Excellence Award are: Ms. Sabrina McDoom, Property & Evidence Management Unit; Manager Brenda Radix, Property & Evidence Management Unit

The purpose of the Property & Evidence Management Unit (PEMU) is to contribute to the achievement of the Toronto Police Service’s mission and priorities by providing an effective, efficient and economical support service.

Ms. Brenda Radix, Manager of PEMU, was approached by Quality Control Clerk Ms. Sabrina McDoom, who presented a concept designed to increase the unit's overall efficiency and effectiveness by implementing an automated process that would eliminate the manual completion, collection and processing of property dispositions and reports by both officers and PEMU personnel.

A team was formed to develop an automated process to eliminate the manual completion, collection and processing of property dispositions and reports by police officers and PEMU personnel. The responsibilities associated to this project were both vast and complex. The team was responsible for the development of IT User Requirements and conducting user-acceptance testing, the development of measurement/evaluation strategies, the development of course-training standards and training materials, and the facilitation of training to over 4,000 uniform and civilian members.

Each member worked to build on the other’s efforts. This culminated in the development of the Property Disposition Inquiry (PDI) application which was piloted at one of the Service units and subsequently Service-wide. After the launch, the team continued to enhance the PDI, based on feedback received from officers in the field.

Since the implementation of the PDI, the delivery of consistent and standardized evidence management training has been given to 4,442 members by PEMU personnel. Officers now have the ability to effectively track, monitor and update all outstanding property dispositions online from any workstation, and Unit Commanders are able to monitor officer compliance. The manual completion and processing of over 25,000 hard-copy forms per year was eliminated. Inventory has been reduced and seamless and fluid transfer of information have eliminated the redundant duplication of data entry.

Ms. Sabrina McDoom, Property & Evidence Management Unit and Manager Brenda Radix, Property & Evidence Management Unit, have been awarded a TPS Business Excellence Award nomination on behalf of the Property Disposition Inquiry.
